A short chapter, but I hope you guys enjoy it anyway.

Traveling Guest: Yep. Agree on The Accords. It was never about accountability, but making a statement that the Avengers and all powered people answer to the UN. Hard disagree about Tony though, it was absolutely his fault. As CEO, it was Tony's job to know where his weapons were going and he would have had he been interested in doing his job. Instead, he was partying like a college frat boy while letting Stane do whatever he wanted. If Tony existed in real life, he would currently be sitting in jail on multiple counts of negligence. Ross will get what he deserves eventually.
Ellie Bishop: Pepper honestly had no room to insult Christine. Christine was one of the more interesting characters in Iron Man and it and all her following appearances treated her like shit because she dared to call Tony on his shit. Yep, that did not go like Ross expected LOL! But a man like Ross won't merely accept the word 'no'. Yep, Clint would be the first one to go after Ross. Things are about to get intense and that's all I'll say on the matter.
Avengers Compound
Morning
"And in other news, Helmut Zemo, a former Sokovian Black Ops leader, was apprehended in Austria yesterday on charges of conspiracy to commit terrorism. Details are still pouring in, but his motives appear to be tied to the signing of The Sokovia Accords, something that will be ratified in two days' time in Vienna."
In the conference room, Steve turned off the news report before turning to face the Avengers, this time including Bruce and Sif.
"Well, that's one more down," Tony noted.
"Yeah, but the next one is Ross, and he won't be so easy to beat. Trust me, I know," Bruce said darkly as he remembered his time on the run from Ross. "Anything from Fury?"
"Not yet, he's either still looking for the smoking gun or he's underground," Natasha noted.
"Smoking gun? I don't understand," Sif said in confusion.
"The proof we need to take down Ross," Rhodey explained and she nodded.
"Until Fury gets what we need, all we can do is bide our time, wait until we can take him out of the game," Tony explained.
"And hope we can handle whatever he throws at us next," Sam added and Tony nodded his agreement.
"Ross won't be easy to beat, but we'll do it just like we defeated Loki and Ultron: together," Steve said firmly.
"I hope you're right Cap. Because Ross isn't like Loki or Ultron. He doesn't want to destroy the world, he wants to control it. And if The Accords are anything to go by, he's already well on his way," Bruce said tersely.
Berlin
Same time
"What?" Sharon asked as she stared at Everett, wondering if she'd misheard him.
"Secretary Ross has ordered that Zemo be transferred to The Raft, his fancy new prison," Everett said, his face and tone of voice showing he liked this about as much as Sharon did.
"Can he even do that?" Sharon wondered.
"Apparently he can," Everett said with a heavy sigh. "Something's happening, Carter. The Secretary is getting more and more power, and now he's being put in charge of these Accords with his own fancy prison. And I don't like it."
Neither did Sharon. And, remembering Natasha's call about Zemo, she wondered if her old friend knew about it. And if the Avengers were trying to stop it.
The Raft
Not long after
"Secure the cell, we'll be having another prisoner in a few days," Ross told his men as he walked over to the cells. "Let me in."
They nodded, opening the doors and he walked into the section of the prison that, in the recordings, had housed Team Cap. In one of the cells, Rumlow looked up; glowering as Ross walked right passed his cell. Ross paid him no mind, on his way to another cell. He stopped in front of it and, inside the cell; Adrian Toomes looked up with a glare.
"How have you been enjoying your stay, Mr. Toomes?" Ross asked casually.
"Oh it's damn great. I've been here for three days and no one will tell me what I'm doing here and not in still in New York," Toomes snapped angrily.
"I apologize I haven't come by, a man of my position doesn't always have the time to do as he wants. I had you brought here because I want you to do something for me," Ross said and Toomes stared at him like he was waiting for Ross to say 'just kidding'.
"Why the Hell would I do anything for you, Ross?" Toomes spat.
With a smirk, Ross reached inside his suit jacket pocket and pulled something out. Sliding it between the bars, the two men watched as it fell to the floor. Curiously, Toomes knelt down and stared in horror. It was pictures, pictures of his wife and daughter at various locations.
"It was a smart move, having them move to Portland. But a man of my position would find it quite easy to have them killed," Ross said and Toomes looked up at him in horror. "But I won't, so long as you cooperate."
Toomes was silent for a moment, knowing Ross had him. He would do whatever Ross said in order to protect his family.
"What do you want me to do?" Toomes asked and Ross smirked.
"I want you to find Spider-Man. I don't want him killed, but captured. If you can't, I want you to find out his identity. By whatever means necessary."
"And how do you expect me to do that?" Toomes demanded and Ross smirked.
Not long after, Toomes, now out of his cell and changed into regular clothes, was led down a hall by Ross.
"You're work with the Chitauri Tech was rather impressive. I'm interested to see what you could do with this."
What 'this' was was answered when Ross led Toomes into a room before flipping a switch. Part of the wall moved aside and Toomes stared in disbelief at his Vulture suit.
No, not his, this was something different. It was sleeker, less patch work looking. tI had more of an armor look and the wings didn't have a fan in them this time. Rather than goggles, there was a helmet that looked like it completely covered his face with a visor so he could see through.
"I had my men examine your suit, made some improvements," Ross explained as he saw Toomes looking at it. "We'll do some tests before we send you after Spider-Man. But with this, you should be able to bring him in, without much problem. But if you compromise the mission in anyway, well, like I said, I can get to your wife and daughter without much effort. Just so we understand each other. Are we clear?"
"Yeah. Yeah we're clear," Toomes grumbled, realizing the situation he was in.
In order to protect his family, he needed to work for a man like Ross. It was a tough pill to swallow but, for his wife and daughter, he would do so gladly.
Not a long chapter by any means, but it was necessary to advance the plot. Hope you all enjoyed it anyway.
