It starts in the 99th Precinct in Brooklyn where Jake walks into the break room and he saw Hitchcock got his arm stuck in the vending machine and Scully was there trying to help.

Jake: "Hitchcock, what are you doing!?"

Scully: "Jake, good you're here! Hitchcock has this great idea without paying."

Hitchcock: "You just stick your hand in the slot, and you try to get that snack for free, no need to pay!"

Jake: "Hitchcock, obviously that's a bad idea."

Hitchcock: "Oh please! You'll see how smart we are and we- ok I'm stuck. my hand is stuck."

Rosa walked into the break room ready to kick something or someone until she saw Hitchcock's arm stuck in the vending machine.

Rosa: "Jake, why is Hitchcock's arm stuck in the vending machine?"

Jake: "I have no clue, they thought they'd get a snack for free and now Hitchcock is stuck and what are you doing right now Scully?"

Scully: "Just hoping the vending machine gives us free food."

Hitchcock: "Same here!"

Jake: "Not helping Hitchcock and neither are you Scully!"

Rosa: "You know I usually kick the vending machine in rage, but you gave me a new idea Hitchcock"

She grins menacingly as she stares at Hitchcock as she crosses her arms.

The Elevator dinged bringing in an old man in a gray suit named Frank Drebin looking around the precinct and he walked out into the bullpen, and everyone stared at him confused.

Terry: "Who are you? And why are you in our precinct?"

Frank Drebin: "I'm Lieutenant Frank Drebin, Police Squad and I was called here by your captain."

Then the Captain of the 99th Precinct Raymond Holt walked in and spoke to him as he Shaked his hand: "Lieutenant Drebin. Good to see you."

Frank Drebin: "Feeling's Mutual."

Raymond Holt would then turn around to the bullpen and spoke in his Announcing Voice: "Everyone, this is Lieutenant Frank Drebin from Police Squad he is a Police Officer from Los Angeles I called him in because he has some news to tell us and he will assist in this new case so I hope you all behave while Frank is around now if you excuse us we'll be in our office he'll talk to you all later."

And as Frank walk into Holt's office along with him

Everyone was still confused, and Jake said:

"Well. This is unexpected but it's good enough that nothing gets worse."

Hitchcock with his arm stuck: "I'm still here!"

Jake: "Not now Hitchcock! And right after I say it?"

Now shows Frank and Holt have a meeting in Holt's Office

Frank: "What a magnificent office you have here Captain."

Raymond Holt: "Thank you."

Frank handed out a present to Holt: "Here I got this on the way trying to get here."

Raymond Holt: "Sorry Frank but I don't accept gifts."

Frank: "Oh I realized that. Now."

Frank put the gift away on the floor and he grabbed a glass eagle statue on display at his desk curiously: "Fascinating."

Raymond Holt: "Well I'm sure you're not just here to observe my desk."

Raymond leaves his desk and looks at the window: "So what seems to be the problem?"

Frank says as he starts pressing his hands against the wings of the glass eagle:

"Well one of your superiors as told me to come to your Precinct-"

Frank would then snap a wing off by mistake and his eyes would widen in shock:

"...Of a crime lord in Brooklyn uh who just moved here from Los Angeles."

Frank would sneak to his desk trying to open the drawers quietly.

Raymond Holt: "What makes you think he's here?"

Frank: "He was the biggest crime lord in Los Angeles, so we had to check his recent records for the murders he committed this year, so we read that he just moved to Brooklyn." He said as he quickly and quietly tried to find glue.

Raymond Holt: "So…"

Frank instantly puts his hand behind his back.

Raymond Holt: "So you are sure these records are positively, correct?"

Frank: "Yes you see he had a passport supposedly heading to Moscow but expired like milk in a fridge for 5 weeks."

Raymond would be confused on Frank's example and said:

"Well, if… this is big news I'll send my officers to assist you."

Raymond turned to the window and said: "You know when I first joined the force I was first introduced to my officers, and they were not like they seemed to be."

Frank would try and get the glue while he was not looking, and he got his hand stung by push pins and he quietly try and get them off.

Raymond Holt: "Do you have any idea what happened to Brooklyn just about… five years ago?"

Frank then dropped all the Push Pins, but he stepped on a few and it went through his shoe, and he shouted: 'YAAAH!" and as Raymond started talking Frank slowly yanks the pins off his shoe and he grabs the glue but when as he was about to finish speaking Frank quickly hides the glue and the statue behind his back but hears a squelch sound and closes the drawer quickly.

Raymond Holt: "Of course you do, everything was still chaotic in the streets but since I came to this precinct me, and my officers started making Brooklyn a better place."

And as Raymond turned, he saw Frank just standing near his desk and asked:

"Are you alright Lieutenant?"

Frank Nods

Raymond Holt: "Here uh… Let me offer you some Kleenex."

Frank would be confused, and Raymond would continue searching the drawers of his desk: "Well, has the Crime Lord been able to do anything yet?"

As Raymond said it Frank slowly pulled out the broken statue covered in glue and quickly hid it behind his back: "Well then of course he hasn't done a thing uh so far but when he…" Frank tries to get rid of it, but it got stuck in his other hand.

"...When he does do anything we'll Uh see if he can still play the guitar."

Raymond Holt as he pulled out Kleenex confused: "I beg your pardon?"

Frank: "Uh I took too much of your time already I'd be happy speaking to one of your staff if you don't mind of course."

Raymond Holt: "Of course I'll partner you with Detectives Charles Boyle, Jake Peralta, Amy Santiago and Rosa Diaz in this case and if you need anything my staff may assist you on whatever you need."

Frank: "You're very cooperative. I'll make a note of that in my report."

Raymond replies when he shook hands with Frank, but his hand was covered in glue and they're hands got stuck: "My pleasure."

Frank made up an excuse: "Syrup I was having some waffles."

Raymond Holt said as he slowly nodded and yanked his hand off: "Uh huh… well good day."

Frank nodded as he left the room with the broken glue covered glass eagle in his hand and Terry asked: "What is that in your hand?"

Frank panicked and threw it in the bars of the holding cell, shattering it more and everyone stared: "Oh… that's just ice… stuck in my hand…"

Frank would then inform the bullpen: "Alright I need Blake Per Alter, Andy San Diego, Carls Boil and Rose Biaz?"

Raymond would stare in his office through the window slowly facepalming that he got their names wrong as the informed detectives followed him into the elevator waiting to go down:

Jake Peralta: It's Jake Peralta nice meeting you.

Amy Santiago: my name's just Amy Santiago

Rosa Diaz: "Name's Diaz. Rosa Diaz. And if you get my name wrong again, even if it's a joke or not, I will break your face off."

Jake Peralta whispered: "Don't worry she's always like this."

Rosa Diaz: "What was that?"

Jake Peralta: "Nothing! Just joking around. And over there is-"

Charles Boyle: "Charles. Charles Boyle it's like "Boy" with a 'L' 'E' at the end. You see I remembered someone getting my name wrong when I was in a school play you see I was playing Pocahontas-"

Jake Peralta: "Stop. Right there I'm gonna have to stop you there."

Charles Boyle: "Ok fine."

Frank Drebin: "Look we need to find this perp and I swear to my mother not one man on this force will rest for one minute until he's behind bars."

Jake Peralta: "Okay! I like where this is going!"

He said all quiet and excited.

The Elevator stopped on the first floor, and it opened its doors and Frank Drebin said as the doors opened: "Now let's grab a bite to eat."

As they were confused, Jake said: "He just said 'No one will rest.' Stupid speech!"

He whispered as he and his friends left the elevator.
