The year is 2023. Seaside Hill is a former slave colony that won independence from a racist Zootopian regime. The state is now one of rapid development. The Treaty of Kajmak expires in 2025, which will allow Seaside Hill to stop selling coffee to the Zootopian goverment at 15% of market value, originally as a surrender condition. Dr. Robotnik, the president, wants to change this.
