The Magic Council wasn't happy with Ben's victory. Sure, now they'll have a strong Wizard Saint, but they know they can't control Ben just like they couldn't control Makarov. With Ben becoming a Wizard Saint, Fairy Tail's power won't be reduced.
The Magic Council planned to destroy Fairy Tail by sending Doranbolt to infiltrate it. They never planned to kill anyone in Fairy Tail, so what happened on Tenrou Island was a tragedy. But they are also quite happy Fairy Tail was weakened by that.
However, if Ben became a Wizard Saint, Fairy Tail will maintain it's power. Even if it's lowered, it won't drop too much. Just having a Wizard Saint in a guild is an assurance of that guild's prestige.
"So, what do you think, gentlemen? I've defeated all the other candidates, so I assume I am the most qualified here. Too bad those 3 were so weak even though you selected them carefully." Ben said as he looked at the Council members with a smirk.
Yajima, who was seated among the Council officials, sighed at his behavior. He can just stay quiet and let this event move smoothly. But he chose to open his mouth and irritate the officials by saying that their choices were bad.
Gran Doma was pissed off now.
"Ben Cooper, don't get too full of yourself! You aren't a Wizard Saint yet, so you better behave. We are the ones who will decide you become a Wizard Saint or not." He yelled.
"You won't make me a Wizard Saint even though I won the competition? I had no idea the Council was a liar." Ben said.
An official stands and lashes out, "ABSURB! THE CHAIRMAN JUST WARNED YOU BECAUSE OF YOUR BAD BEHAVIOR. YOU SHOULD REFLECT ON IT INSTEAD OF ACCUSING US. HOW CAN YOU SAY WE'RE LIARS ANYWAY?"
"Because you've done it before." Kenshin suddenly said, stepping closer to Ben.
"What do you mean?" Gran Doma asked.
"After what happened on Tenrou Island, you spread the news about it. Most of the content was true, except the part where you said you arrived too late. How could people who were there from the beginning be late?" Ben asked as he threw a lacrima ball to Jura.
"You have some explaining to do, Chairman." Kenshin held his staff out to the Chairman of the Magic Council.
Jura caught it and without asking, he activated it by flowing his magic into it. Then, above the lacrima ball, a big screen appeared. Everyone's attention moved to the screen which showed something they never thought about before.
The screen showed everything Doranbolt did on Tenrou Island before and during the S-Class exam. Ben gathered his, his clones, Mira's and Bella's memories about Doranbolt who disguised himself as Mest.
Everything they've seen nor heard from Doranbolt was recorded. It included his confession that he was a member of the Magic Council and also his mission in Fairy Tail. He even talks about Zeref, surprising those that didn't know Zeref was involved in that incident.
Then the screen showed that the Council's first fleet had been destroyed by Azuma instantly. Then it showed the Fairies fighting Grimoire Heart and struggling against Acnologia. They did that by themselves without any assistance from the Magic Council.
The Council members who came after the first fleet had been destroyed just watched the battle from afar and didn't offer their assistance. They just watched despite the fact that they could have gone to the island at anytime and help the Fairies fight Grimoire Heart or even Acnologia.
Although it can be understood that they won't stand a chance even if they helped against Acnologia, they should still help nonetheless. At the very least they needed to help the Fairies escape or attack from afar. But they just watched and did nothing.
"That's not all. I know about the other spies that infiltrated Fairy Tail. You ordered them to do that with the intention of disbanding our guild for no reason other than disliking it." Kenshin added.
The Wizard Saints became angry after Kenshin's explanation. The Magic Council was forbidden from interfering in a guild's affairs, but they sent spies to infiltrate Fairy Tail, a violation of their own rules.
Now, those from other legal guilds start to think that the Council might have sent people to infiltrate their guilds too. Their trust in the Council has plummeted instantly. Trust is difficult to gain but very easy to destroy.
It was bad enough, but Ben wasn't done. "2nd, you didn't help out even though the enemies were threats to Ishgar. Maybe you wouldn't stand a chance against Acnologia, but if it was against Grimoire Heart, you should be strong enough. 3rd, worst of all. You hid that fact and lied to everyone in Ishgar. I wonder what will happen if I share this with every kingdom and legal guild. Or maybe I should make this public."
The Magic Council officials become the center of attention. They gulp their saliva and clench their fists while gritting their teeth. The officials never thought that Ben had prepared all of this and showed it to everyone here.
However, they are lucky that Ben doesn't publicize it. If Ben wanted to, he can just spread it all over Ishgar and the Council will be destroyed. Ben still needed a lot from the Council, so he can't just destroy them.
The Council officials, except Yajima, look at Ben with hostility. They are being played by such a young mage from a guild that was almost destroyed. Now they are in a very difficult situation.
They want to say that the proof is fake but the witnesses here are high-ranking wizards. The Wizard Saints can clearly tell the difference between the fake and real one. Besides, it is too detailed to be a fake.
The Council can't do anything right now.
"What do you want?" Gran Doma asked Ben.
Ben smirked.
"Now we're talking. 1st, make me a Wizard Saint. 2nd, stop meddling in the affairs of Fairy Tail or other legal guilds. 3rd, 'apologize' to us. 4th, make this competition a yearly event. 5th, I haven't thought about it so I will let you know in the future." He said.
The Council officials have surprised expressions on their faces. They were surprised his demands were actually reasonable. The 4th confused them while the 5th pissed them off, but they were still reasonable.
"What do you mean making this competition yearly?" Yajima asked.
"I mean that every year, those who consider themselves strong enough will compete to be a Wizard Saint. They will compete among themselves first until we got a few, let's say 4 strongest candidates. These 4 will be allowed to challenge any Wizard Saint from rank 5 to 10. Challenging the 4 Gods of Ishgar will be too much for them to handle." Ben explained.
"Why do you want to hold such a competition?" Jura asked.
"To find strong mages and fight them. You never know, there might be hidden dragons somewhere out there, stronger than us. Besides, aren't you guys bored because there aren't a lot of people that can challenge you?" Ben asked back.
Jura doesn't really mind it but some of the Wizard Saints agree with Ben. They all know they need to fight strong opponents to get stronger. But opponents like that are difficult to find at their level.
The Wizard Saints agree with it, so the Council can only agree. They also agree with the other demands because they need to save face. With all his demands met, Ben smirked happily because now his plan could start.
