"So the Goblins have gotten enough worlds to give every species their own planet." Councilor Liara T'Soni discussed things with Battle Master Grunt, and Command Mode John Shepard.

They were the only ones still alive, from the old team... and Shepard wasn't exactly in the Flesh. As he had been living as a Digital Lifeform, since he reprogrammed the Reapers. He was just a small Hologram, on Liara's desk. He spoke with her near daily, but Grunt being here was a rare treat.

They were talking about the newest Galactic government, The Magical Union. It was still developing, but they had more then enough species to be recognized as a proper government, and not just a smaller Alliance.

Grunt smirked, "I met with the Goblin King. He wished to gift us our own world, if we joined their Magical Union."

Liara frowned, "He made a similar approach to the Asari, but my government quickly declined. We're used to being in charge, and don't want that to change... Will you join?"

Grunt shrugged, "Not sure. But got to admit, it's appealing. With their extension charms. We could fit the entire Krogan race on one planet, and still have room to grow for the next million years.

"They said they could build us bigger on the inside manors. No bigger then your average two story house, but they can fit an entire star cluster inside. That's every building... it's very tempting.

"The Federation, giving us Terraforming Technology, has allowed us to live comfortably, in our Sector of space... but with how quickly our population grows, and how long we live, it's only a matter of time before we'll need to expand outside it... in all honesty, we're already at that point, as our worlds are starting to become crowded.

"Most of the Krogan, who lived through the genophage, are dead now... and to the newer Generations, that's just history. I fear, if I don't take the Goblins offer... these new runt chiefs will try something stupid, for the sake of land.

Liara gaped, "The Krogan have been living Peacefully, with the rest of the Galaxy, for a thousand years. you've built yourself a glorious empire, with a thriving culture. Surely they wouldn't throw all that away?"

Grunt sighed. "Our population just grows so quickly, and while the territory the Citadel gave us is vast, we have almost outgrown it... we may need these extension charms. Even if it puts us under the rule of another."

Sheperd spoke up, "Wrex once swore he'd never let the Krogan be used by another Galactic Government."

Grunt grunted, "Wrex is dead, dead 700 years now... and as much as I idolize that stubborn giant... he came from a different time...

"I'm still in talks with the Goblins... I may be able to get a different world, for each of the 42 hundred clans... with each world's chief, promised their own seat on the Magical Senate.

"It makes it easier, that we aren't the only ones the Goblins approached. They are trying to get all magical races, or even just individuals with Biotics, to Join their Union... they are even working with the Terran Empire, to share jurisdiction over magical humans.

"With that army they cloned, through their potions, the Goblins have completed mining the thousands of black rocks they purchased. And are almost done compressing the decks... They'll start on the Ports and weapons soon.

Liara gaped, "it's been a week since they terraformed them, and that took just under a month. There magics really are the most advanced out of any civilization we encountered."

"They're pitiful when it comes to destructive power. But their knowledge of magical crafts is unmatched.

"They even know how to build caster guns, that draw on a person's own internal Chakra, as well as build shells for it. The Goblins figured it out, and taught the trade to the Warlocks, who are making them in mass."

Shepard added, "From what my Reapers have observed, They've been stagnating for 300 years. And now that they are free, they are having a golden age of techno magic and magical crafts.

"Just in the month they've known about our mass warp engine. They constructed their own. Which is a permanent enchantment. They don't even need fuel for it, and their ships are now as fast as our own."

Harry awed, as he walked on the Citadel. The crew had come here, as the Minister of New London, was speaking on behalf of the Goblins. She was discussing trade, and potentially getting magical aliens to join their union.

The Muggleborn cities, requested to stay on the Goblin Moon, as the Wizarding Nations didn't want them... and frankly the Muggleborns were tired of them as well.

The Warlocks were getting their own planet, but the Muggleborns weren't going to ask for something so extreme. They were grateful to the Goblins, and didn't mind living under their more direct rule.

Goblins might not think like humans... but that may be a good thing. As their very society focused on honor above all else. Their very government, did many things, simply because their honor system demanded it. They were thought of as rude and tactless, because they believed it was dishonorable to tell even white lies.

So long as you respected their code, you wouldn't have any problem with a Goblin. Not the individuals, nor the ruling body. With Goblins not holding other species to their same standards... although they appreciated when other races tried to match their code and culture.

Lord Reynolds, being the one to officially make the request, for the Muggleborn cities to stay on the Goblin Moon, gave it more weight. With their Goblin honor making them seriously consider their Allies request.

The Goblins ended up agreeing, not too long ago... as well as inviting other species, to stay on their world. If they agreed to become colonies to the Goblin nation.

Treaties were written out, to insure the Colonies wouldn't be held to the same code of honor, as the Goblins... as it was too strict a lifestyle for most races.

The Colonies would largely be independent. But pay their taxes to the Goblins, which would be collected through sales. With the Goblins setting each City States Budget.

The Colonies also agreed to allow the Goblins to release propaganda. To encourage students, of other races, to go to Goblin schools. And eventually get jobs as Contractors. To craft things as a third party, so the Goblins wouldn't have to deal with reclaiming what they made.

The Muggleborns also had to agree to sell wands to all citizens of the Magical Union... which the pure blood wizards were royally pissed about. But the Terran Empire stepped in, and insisted this was fair.

While The combatants guarded the Minister, the rest of the crew explored the Citadel... well, besides Book, who was working with the Minister, in his capacity as Chief Warlock.

Mal invited Inara... but things were too awkward there... besides, she was working with the Goblins, preparing the Wizarding cities for another move. She insisted Book could handle the discussions without her.

Harry was too excited, walking the Citadel, to really care about the family drama he inherited.

He was with Simon, Kaylee, River, and Jypsy. Checking out the tourist traps. While Wash had gone to the Shops, too buy something nice for his wife... he wanted to wait, so he could see the Tourist traps, with Zoey, after she got off work. Mal wasn't one for touristy things, so Harry was stuck with the Tams.

That made it sound worse then it was. Harry was definitely having fun, and it got him and Jypsy out of School for the day.

"Hey Simon, how about we split up," River suddenly suggested.

Simon looked panicked at the thought.

River wasn't deterred. "I'll take the kids to the kiddie attractions. While you and Kaylee follow Wash's lead, and do something romantic."

Kaylee beamed.

Simon squirmed, "I don't know."

River rolled her eyes, "I know you want to." she insisted, too which Simon blushed, and Kaylee beamed brighter. Then, the teenager sighed. "Simon... I'm all better now, you don't have to put your life on hold to look after me. Go, have fun, I'll meet you back at the ship in 5 hours, and we can do something together then." She promised.

Simon sighed, still not used to his sister not needing him... but as Mal said, she was legally an adult now. And the potions she was taking worked miracles for her mental health... she'd be fine.

"Alright, I'll see you back at the ship in 3 hours," Simon compromised.

River rolled her eyes again, but acquiesced.

Parting ways from Simon and Kaylee, Harry beamed as River led them to an amusement park. He'd never been to one before, and this one was run by the Terran Empire. So it almost be like being at one back on Earth. THEY EVEN HAD ROLLERCOASTERS!!! Harry always wanted to ride a Rollercoaster. He bet it was like flying his broom.

River smiled knowingly, and led the boys to a kid friendly coaster... mostly cuz Harry wasn't big enough for the more extreme ones, and not because the little dare devil couldn't handle it. She'd seen him practice his tricks while flying.

"You might want to take human form," She told Jypsy. "That way your big enough to ride the rides."

Jypsy smiled, using his elf magic to transform... although his face looked like a Ditto, from that Pokemon Planet they heard about. Harry doubted it was intentional. As Jypsy was still learning how to use his elf magic.

"Nice try," River smiled, as the elf was now taller then her. "Change to more Harry size."

The elf pouted, but obeyed the order, as he was one to do. Now looking more like a human child... with a weird face.

River nodded, and led both boys to the line.

Jypsy's parents had gone off to talk with other house elves on the station.

The Citadel had bought many elves, to keep the station clean... and to confirm they were not truly slaves.

Elven currency really was a favor for a favor. With them truly enjoying serving a master. So The C-Sec officers, that had been given an elf to feed off their Biotics, were having them work as the janitorial staff, for the Station. With the elves eagerly... and a bit too enthusiastically, looking after the needs of their reluctant masters.

Twinkle and Whiskers, wanted to trade stories with these elves, while the crew was off being tourist.

While Harry wanted to see the sights with Jypsy, who was just as eager to stay by Harry's side. After all, Jypsy was literally made to be his friend, and was finally able to fulfill his purpose. It was the best feeling in the world, to an elf... as those years growing up without Harry had been torture.

They finally got to the kiddie coaster, and both boy's were vibrating with eagerness, as they took their seats on the Ride.

There were no loops, but there were many sharp turns and dives. Which the boys squealed over.

Mal and his party left the latest Ambassador, this one eagerly wanting to join the Magical union.

He was a Khajiit, of the planet Nirn. Like the Magicals themselves, they were newcomers to the Greater Galaxy. And had been looking to join a Galactic Government. Most didn't want them, as they had little too offer, and were a very young civilization, as far as Space Fairing goes. But all The Magical Union cared about was they had magic. Even if it wasn't as advanced as their own.

The Goblins were interested in their Space Galleys. Which were wooden ships, with an environmental bubble, and enchanted to fly through space at faster then light speeds. The novelty, if their durability could be improved, spoke to their inner spell casters.

They also had techniques, for wandless casting. Which they were willing to share with all species of the Magical Union. That made them invaluable, even if their spells weren't designed for Domestic matters. The Muggleborns were willing to work with them, to reverse engineer wizard spells, to be used through the Nirn's style of magic.

The Khajiit was all kinds of eager to join, and a call with his government showed the "Imperials" thought the same.

Another reason Nirn wasn't being picked up, was because their ruling class was made up of Humanoids. So there was a lot a red tape from the Terran Empire. The Goblins didn't mind that, and were already in talks with the Terran Empire over magic capable humanoids. So the first new humanoid society, that actually wanted to join the Magical Union, was most welcome.

They would both get a lot out of this.
