Story Start!
"Sensei, what is in that sack on your shoulder?"
"Nothing you need to worry about, just something I'm taking back to Konoha." Naruto responded to Lee with a grin. The mission was pretty much over, it was a simple escort mission where they were taking a client from Konoha, to the outskirts of Takigakure, where a group of genin from that village were going to pick the client up.
Neji glanced at the sack.
It was a human sized bag, and something human sized was inside of the bag.
Naruto went into the forest several minutes ago, and when he came back he had a sack on his shoulder with something large inside of it. Naruto was also being very gentle with the sack. He was curious, and he wanted to use his Byakugan to look in the bag, but at the same time he didn't want to ruin anything if this was a secret mission Naruto was doing for the village. Naruto was a Jonin, and that he respected Naruto enough to let the matter drop.
"Psst... can I be friends with them?"
"After we get back to the village." Naruto whispered back so quietly his genin didn't hear him.
It worked.
Fu had followed Chomei's instructions and met up with Naruto outside of the village, and because of that he had been able to get her to abandon the village without explaining anything to her. She was very trusting, about his age, and she was hated by her village. It was very easy to convince her to abandon her village without explaining anything at all. Naruto couldn't let anyone know that Fu had abandoned the village, until after he was in Konoha though.
It was too easy with Fu.
He knew it wouldn't be anywhere near this easy with any of the others, because they were older and much less trusting of others. It was part of the reason he wanted to go for Fu first, because she was one of the friendliest Jinchuriki, and she had literally the friendliest tailed beast of them all. Chomei was a happy-go-lucky Tailed Beast and he had a Jinchuriki to match his personality, so the two of them just deserved to be somewhere that would appreciate them a bit more.
"Sir... did you hear that?"
"Nah, you're imagining things." Naruto waved off Lee's concerns, when Lee heard Fu whisper into his ear. The mission was very easy, so the genin had a lot of energy left to give. Most threats would have been other ninja, but Naruto was a decently famous prodigy and in the bingo book with a pretty high bounty on his head. Most ninja weren't going to pick a fight with him, since it was pretty open knowledge outside of Konoha that he was the Kyuubi Jinchuriki, and that he could control his Tailed Beast.
There was little chance of anyone other than a very gutsy and bold A-rank or higher ninja to even try and attack him.
-2 Days Later-
"Sorry about making you starve for a couple of days." Naruto allowed Fu to pig out in his apartment. He had already informed the Barrier Squad that a foreign ninja would be entering the barrier surrounding Konoha, so she was able to enter Konoha without setting off any alarms. Takigakure didn't raise any flags or send any threats, so that village hadn't figured anything out yet.
Naruto also kept Fu in the sack the entire trip back to Konoha, and he knew that Takigakure wasn't even going to send anyone out after Fu to try and get her back anyway. He covered his tracks just in case, but overall he knew Fu wasn't going to be a problem at all.
He told Hiruzen that she was safe.
"It was hot and stuffy in the sack, can I use your bath after this?" Fu asked Naruto with a wide smile, her mouth stuffed with food he cooked for her. He figured he could cook something that his wife Hinata had cooked a lot, and that Fu deserved a nice home cooked meal after her time alone. She was also sweaty and kind of smelly after the hot trip in the sack with nothing to eat and little to drink. "Sho I fan be a Konofa nimfa affa thif?"
"So can I be a Konoha ninja after this?" Naruto asked out loud when he tried to figure out what she was saying. She nodded her head up and down to show that he got what she was saying correctly. "I mean... I told the Third Hokage to come visit me here when he had the chance. Until then, you're suppose to stay here and not leave my apartment... I trust you." Naruto finished that off.
"You trust me?"
"We're both Jinchuriki, and I know you're a good person. I also know Chomei is the nicest Tailed Beast there is."
"Chomei?" Fu asked in even more confusion.
"Chomei is the Nanabi's name, he's also Lucky Seven." Naruto held up 7 fingers with a grin. Fu nodded her head with a growing grin, looking down at her stomach. She rubbed it slightly, showing that she took her beast's name to heart. Naruto nodded his head, since while Fu never mastered her tailed beast in her last loop life, she still had a great relationship with her tailed beast. She could even use partial transformations.
Having a good relationship with the beast wasn't enough to fully control it's power, but Chomei was the easiest tailed beast to get along with because of it's good nature.
Fu's seal sucked.
If Chomei wanted to, he could break the seal, kill Fu, and escape at pretty much anytime he wanted to. The fact that he didn't even make the attempt showed that he cared about her, but the fact that she hadn't mastered his power showed that Fu had a lot of resentment towards people hidden inside of her that prevented her from using too much of it's chakra.
She had a hole in her heart that needed filling before she could master her beast.
"So we're friends?"
"Oh Fu, I'm going to be your bestest friend. You am..." Naruto held his hands together, before he intertwined his fingers. "We're going to be the tightest of buddies. You ever need my help, I'm there for you. If you ever mess up, I'm going to set you straight. I'll protect you, and I'll trust you to guard my back. I know Gramps is going to love you... isn't that right gramps?" Naruto asked with a grin.
Fu was VERY happy about what Naruto was saying, but also very confused.
She nearly shit herself when Hiruzen, the Third Hokage, appeared out of nowhere as the air around him shimmered, and showed he was hiding himself under a genjutsu.
'Yeah, I thought I felt a Genjutsu.' Naruto thought, since he had sensed himself under genjutsu, but he didn't do anything about it because he thought it was Hiruzen just standing there and letting him and Fu talk it out.
"Wow you're old!"
"Hahahahah." Naruto chuckled under his breath while looking at Hiruzen, who lowered his hat and covered his face slightly. It wasn't often that a ninja lived long enough to be his age, and Naruto had little doubt that there wasn't a single member of her village that had made it to his age. So it was her first time seeing a man his age. Hiruzen sent Naruto a look to shut him up, but Naruto just grinned at him, and got a tired smile back from Hiruzen in return.
Hiruzen smiled at Fu.
"Fu... at the moment, I'm happy to give you a chance. When Naruto is in the village, you're not to leave his side for more than a few hours. You're not allowed to leave the villate at all for the next year, and since you are a rogue ninja at the moment you won't be allowed to take missions outside of the village... but once your probation is up, you can wander around the village to your heart's content as much as you like." Hiruzen gave reasonably fair terms.
Naruto was a Jinchuriki with full control of his Tailed Beast, and a trusted Jonin for 4 years now.
Fu was a Rogue Ninja from another village without Full Control of her Tailed Beast, so she had a history of betraying a village.
Still, with Naruto with her she would eventually gain full control and could be a trusted guardian of the village and be given free reign inside of it. He just wanted to keep her a secret, and he didn't want anyone to figure out what she was at the moment. It would also help to keep an eye on her when Naruto was out of the village, by assigning guards to her that would be alerted to her status.
Fu blinked.
"... I can take missions... that's awesome, and Konoha is HUGE... is there suppose to be a downside to any of that... that sounds like an awesome deal, and I can make friends... I can make real friends right?" Fu approached Hiruzen with a growing smile on her face.
His terms sounded amazing.
"You're... not mad?"
"I was almost never allowed to take missions at Taki, and I wasn't even allowed in the village unless the leader was with me, and everyone hated me... this sounds amazing. Nobody knows what I am, and Konoha is huge with tons of stuff to do... when can I start!" Fu was super excited for the chance to prove herself, even if she was being restricted.
Actually, she had more freedom being restricted than she ever did at her home village, so she didn't even feel like she was being restricted at all.
"Also... you will recieve regular lessons from Naruto on using your Tailed Beast, and you have to stay at his apartment so that he can keep his eye on you. Naruto, since you invited her to the village, you will be her legal guardian until further notice." Hiruzen placed a hand on Naruto's shoulder.
Naruto was confused.
"Eh?"
"After all, you're the strongest, most capable, member of the village. Why, your talent and power eclipses even my own. If her power goes out of control, you're the only one who could easily stop her." Hiruzen said that in a way that was a compliment, but at the same time what he was really saying that Naruto was responsible for anything and everything Fu did, and it was his job to prevent her from doing any damage at all.
It was a kind way of telling Naruto that Fu was his responsibility, and that he had to take a very active part in keeping her under control.
Fu hugged him.
"Awesome, we get to be roommates!"
"Fu, you stink, go take a bath. You smell like ripe armpit." Naruto pushed her off of him and covered his nose, his eyes were watering from her BO. It hadn't been much a problem before, but she surprised him with a big whiff of her pits.
Fu stopped and sniffed herself.
...
"WOW, I really do smell like a dung beetles butt!" Fu laughed off her smell and started to walk towards the bath room.
Hiruzen placed a hand on Naruto's shoulder.
"She isn't the village's problem, remember... you brought her here, she's your problem. Also, give me back the Scroll of Seals you swiped from me." Hiruzen stated to Naruto.
...
"It's back in it's hiding place, I returned it already." Naruto had stolen the Scroll of Seals and copied a couple of ninjutsu in it that he wanted to teach. Mostly the Flying Raijin and the Reverse Lotus so that he could teach it to Lee.
1. Techniques with Huge Chakra drains.
2. Techniques that violated the laws of nature.
3. Techniques that caused wide-scale destruction.
4. Techniques that cost the user their life or sacrifice another life.
5. Techniques that endager the user's life.
The Forbidden Jutsu in the scroll weren't against the law to learn or use when taught to a student by a teacher, but they were placed in the Scroll of Seals because learning them was only to be done by those who could afford to learn them. The Hokage was the owner of the Scroll of Seals at any time, and decided what jutsu was to be placed in it.
The Eight Gates and the techniques were in the Scroll of Seals.
The Shadow Clone Jutsu he used was in there.
In the future, Naruto himself was the reason that about a dozen jutsu were added to the Scroll of Seals in his timeline, many of which were related to his Rasenshuriken in some way.
"You know, stealing it is against the law."
"Oh, we both know you would have just let me use it if I asked." Naruto waved off Hiruzen's concerns, and the man smiled, tipping his hat down. Naruto was a Jonin now, and he had proven himself capable of using and handling kinjutsu with ease. He was also close enough to the Third to call him gramps, so he knew that Hiruzen was fine with him taking the Scroll of Seals every now and again.
Hiruzen tried to glare at Naruto, before he sighed, and laughed.
"Try not to make it a habit of stealing it, like you said, I don't mind you borrowing it... but please do ask, it's always a heart attack seeing it missing." Hiruzen couldn't stay mad at Naruto. "So... how did you convince Fu to join Konoha?" Hiruzen was curious, and he went back to the main subject.
Jinchuriki.
Naruto glanced at him.
"... Being a Jinchuriki is a lonely hell, where you're hated by everyone for something out of your control... Fu deserves a chance to live in a village that doesn't know what she is. It wasn't hard to convince her... I just told her the truth."
Hiruzen placed a hand on Naruto's shoulder.
"Naruto... eventually the villagers will see you as a hero, I know it... just... give them time."
"Oh, don't worry about me at all!" Naruto pepped himself up and flexed his arm, holding his muscle with a grin. "I know I'll change their hearts one day! I've just got to prove myself to them, and not just as a ninja, but as Naruto! I don't hate the villagers, I love them. They might hate me, but Konoha and everyone here is my family." Naruto grinned a big and true grin at Hiruzen.
Hiruzen smiled and closed his eyes.
'Minato... your son is every bit the hero you believed he would be. This boy, his heart is too pure and good for this village. He's lied to me about a few things, but the love his has for this village is so genuine that I don't care what he's lying about.' Hiruzen wasn't foolish enough to believe all of Naruto's lies, even though he didn't know what was a lie and what was a truth exactly. He knew that Naruto had a ton of secrets.
That wasn't one though.
Naruto had so much love for the village, that he could only compare that love to the love somebody who should be a Hokage should have. If he could pick anyone to be his successor, he would pick Naruto when he was a few years older.
'Naruto, when you're old enough, I'm going to make you my successor... and the day I get to see you don this hat will be one of my proudest moments.' Hiruzen wiped a tear from his eye as he thought about the day he would get to watch Naruto don his hat and cloak, and stand in front of the village as the Hokage.
There was a crashing sound in the bathroom.
"COLD!"
"Yeah, the bath takes about 30 minutes to heat up, you don't just fill it up and jump in!" Naruto shouted, because he didn't need to see what happened to know that Fu filled up the tub, and then jumped in. "Also, shower yourself off before you get in the tub, don't be rude!" Naruto shouted when he realized she didn't have enough time to shower before she got in the tub.
How rude to get in the tub without washing yourself off first!
