NAME: Franco 'Frank' Sanchez

I 'borrowed' this villain from James Bond's 'License to Kill'. He was a great bad guy. I tweaked him to fit my AU. I elaborated on the fictional city where the villain works and made it work with my story. Bond does NOT show up in this story. But Frank does attack Felix and the League uses an illusion of MI6 to fake out Frank.

ORIGIN:

Frank was born in Uruguay where he was raised. He learned to be a ruthless killer in the cocaine fields under another drug lord. He has high intelligence. He quickly found that his family became a liability when they were killed by the drug lord because of his father. He was young. It scarred his mind. The drug lord at the time wanted to punish his father by killing his mother. Young Frank took the lessons to heart. He did not miss his father when he was killed a few years later in a drug raid by police.

Frank rose to power by being ruthless and merciless. He demanded the total loyalty of all his men and rewarded that loyalty. But he was vicious to anyone who thought about betraying him. Any who crossed him are promised a long, painful death by torture.

Born poor, Frank had delusions of a grand life. He would often pretend to be cultured and refined by society's standards. His intelligence let him blend with those of high society easily. Those standards didn't hold long if you failed him. He spent his life corrupting and bribing all officials around Isthmus City in Uruguay from the President on down. He controlled the government and all the city officials of Isthmus City. Isthmus was the capital of his drug empire.

At the time of the story, Frank ran an international drug cartel from South America to Asia. He uses his high intelligence to smuggle his cocaine in gasoline. His known crimes were drug smuggling, corruption, torture, murder, terrorism, blackmail, sabotage, and theft.

Frank come across a local woman with a magical gift. Yadira had a gift of divination. She cared for her niece, Dalia. Yadira refused to work for Frank and was executed. Dalia also had the gift of divination. But she was not trained. She has only the training given to her Yadira. Her aunt. This only allowed her to use her gifts for divination with poor results. Frank exploited this gift. He targeted anyone with even a thought of betrayal against him. He had Dalia hunting for traitors.

Frank became aware of MI6 Agent Felix Leiter. MI6 helped Felix escape with the unseen help of al Akhtabut. Frank wanted revenge on Felix. Felix thought he was safe from Frank back in the UK. Frank used his resources to track down Felix. He found him on vacation with his wife. Frank tortured the couple for hours and left them for dead. The wife died of her wounds. Felix survived the attack. He was no crippled for life.

FAMILY:

Frank's mother was killed by the previous drug lord. Frank's father was killed in a failed police raid on the previous drug lord. He has no siblings or children.

MOTIVATION:

Frank was motivated by greed and power. He wanted to control every aspect of his empire from the top to the bottom. He refused to allow anyone any form of free thought. To fail him was a grave personal insult that usually resulted in death.

PERSONALITY:

Frank was ruthless. He pretended to be cultured and refined. His refined image disappeared if you resisted him in any way. He demanded instant compliance with all of his orders. Success was the only option he allowed. Loyalty was a personal thing for Frank. It was rewarded if displayed. But punished severely if he thought you had betrayed him. He was beyond paranoid.

POWER/ABILITIES:

High Intelligence: He used his considerable intelligence to devise a way that allowed the importation of drugs from Isthmus City. This allowed him to smuggle his drugs past customs effectively. He was very effective at manipulation.

Marksmanship: He was very skilled marksman with small arms.

Charisma, wealth, resources: He had acquired everything he needed to make him an effective leader or dictator over his enterprises. His charisma motivated his men to become ruthless like him. His drug operation gave him the wealth and resources he needed to be an effective player on the world stage.

Manipulation: He was very skilled at manipulating people. He was good at presenting a pleasant face. He presented his demands in a reasonable way to get what he wanted. When his charisma failed, he effectively used terror and fear to get what he wanted. He was a sadist.

NOTES:

I had to move outside of the DCU to find a decent villain that I could kill without regret. DCU has some great villains, but they don't kill them permanently… very often. Sometimes that was annoying. As much as I like the Joker, the man needed to die and stay dead. Seriously, Batman, get your head out of your ass.
