Chapter 7:

Ill Omen

During that same evening…

[Recommended Music: Chaos Origin, Shin Megami Tensei IV.]

"-just as I said, all was pointing to a stalemate. 1st Lt Takamura's own retainers are opposed to the notion of further collaboration with the UN after their treatment towards the Shiranui-1C, despite Takatsukasa-sama giving her agreement to another lease. Trying to delve further almost awarded me a new haircut, hahaha," Chief Yoroi chuckles while palming his stomach, pacing a bit in between some of the pillars in the gallant audience chamber.

"Nothing ever disturbs you, Chief," the Shogun allows a smile, before gazing at the balcony from her seat, sipping some tea. "I'd have thought the spoils to be enough of an enticement for the other Regents to follow through."

He slowly steps forward to the sofas, bowing in slow motion, voice far lower. "That is exactly the point, Your Highness. The Shiranui Second was deemed as a very precious asset, indeed."

"Siiigh… Is that so?" I should have envisioned such a possibility.

"However, with your backing, all that is left is the bureaucracy doing its laps. While the Second shall remain in the shelves, the railgun will be given the green light. Or so a bird whispered, hehe."

"I see… Thank you for your services, Chief. I shall try and mitigate what dissidence this spawns yet again," she nods for him to raise, slowly picking a sugar cube, slowly sinking it onto the tea.

Yoroi smiles, tipping his hat, again walking back and leaning onto a marble pillar. "Please, do not cloud your radiant smile, Your Highness. Certainly, the tailwinds' blessings shall arrive to your endeavors shortly."

"Do you truly think so? It all points in the opposite direction at the moment, no?" Maya's mood has not cleared at all, for example.

"Why, yes, I do. In fact, actions might fare you better than words. There's no finer steel than truth itself, is there?" he says, nodding upwards.

The Shogun says not a word, eyes squinting as she again looks into the distant, dark skies while drinking, shifting her grip on the cup. And for a moment so she remains, slowly drinking in compact poker while making noise, sideglancing the Chief.

Who tips his hat against the embers. "Cough. If I could be so bold, there may even be a frail speck of light shining through for you," he throws out, again bowing, smiling under the hat's cover.

A hand twitches, a single drop of tea stains the otherwise unblemished silk. Faster than the stain on the dress' threads does her face's own stir and entangle into a frown, charred away from the habitual kind shine. Enough for even the small shadows of the pillars to quiver to life, edging closer to the soles of the agent. Yoroi slowly looks back, half a step away from the sofas, while Koubuin takes in a deep, deep breath and rests the cup on her lap.

"…May I ask what compels such an affirmation?"

"As it were, I've received a… tip, you could say. It would seem something of note is ongoing under the fox's paws."

"What? Yet I haven't heard any new intel regarding the Alternative project in recent times…"

"Neither have I, milady. And you know I do not exactly have many fans in Yokohama, so you'd understand my shock at being the recipient of a call for once. Perhaps it's the coming of a second spring for me!" he jests, smiling and spreading his palms comically to a small shared chuckle. Before sighing and returning to icy poker, folding in. "XO Kouzuki rarely approaches me of her own volition, so while this is unconfirmed intel I deem the occurrence odd enough to warrant notifying you, if you'd wish to hear about it?"

"You've already started, in any case," she complains, eyes squinting again, causing him to chuckle dryly as cold pokes at his back, even when all windows are closed.

"Well, forgive my ramblings. Ahem… The XO forwarded a bold claim my way, that she was in the final stages of the development for a new, 'revolutionary' operating system for our military equipment," he slowly starts, pacing about in front of the small lounge, a finger on the rim of his hat. "According to her, it would allow pilots to more efficiently take control of their TSFs and boost all models' performance, while also increasing the current standard of the data link by a 'generational leap', in her own words."

Koubuin blinks erratically for a moment, taking in some sips of tea, making whirlpools in it before speaking. "This is strikingly reminiscent of the software implemented on the Shiranui-1C, isn't it," she comments, a twinge of embers in the vocal arrows.

"Haha, as expected of you. Indeed, that came to mind as well. However, she claims her own system is refined to a degree that would allow for pilots and operators to transition more easily to this new standard, allowing for manual input to further the OS rather than it being a separate configuration entirely as with the 1C."

"…A manual configuration?" she asks, low, hands stalling all motion.

He nods into similar petrification. "Indeed. A stockpiling, ever-evolving system feeding off manually executed maneuvers that can then be shared through the data link, is what this seems to be about," he suggests, resting his arms onto a sofa with slow, small movements.

Smaller are the shifts of the spoon in the cup, slower the vanishing of the smile. "I see. And yet, to reach such precise manual control of our machines, a most talented pilot would need to be acquired. The members of the A-01 STF are few and in constant, pressing duties already. Is Kouzuki requesting our aid in procuring elite surface pilots, perchance?" she asks, a soft tilting of her head, a branch swayed by the breeze. Losing its petals away and hitting her inner windows, over and over.

Yoroi raises both hands as a shield, a slow shake of his head. In a gradually raising yet quiet laugh he approaches the Shogun, descending into a bow. "What if I told you the favor asked of me in exchange for this tip would be regarding the protective measures the Vice Commander wishes to apply to her newfound ace?"

"…So this someone deserves that description for you?" she asks, narrowing her eyes, finishing her tea slowly.

The Chief nods a few times, giving another comical shrug. "My, of course. I can imagine only an ace would perform the kind of acrobatics the Professor promised. From backflips to sharp three-dimensional turns, moving like a passing shadow while using a manual configuration, leaving the radars lost as a penguin in a desert. Only insanity itself would allow such a- Ah…"

Sounds run out in the Chief's lips, his hat runs from his head too, forcefully. Frozen in place, turning only his neck lets Yoroi see his fedora is hanging from a pillar, attached to it by a small, pointy object shining under the overhead lights. A shuriken.

A few steps echo right behind his nape, even though only the furniture is there as he turns around. And despite the nothingness, a slow, rhythmical breath echoes from beyond.

While the gears of thought stall a reaction as he observes the lounge, a cough returns the agent to the matter at hand. Where once an ample and kind shine was, only a harsh drizzle remains in the Shogun, cold eyes staring straight ahead at him, as if about to sling a shuriken from her sight.

"Would you be attempting to place my patience on trial, Chief Yoroi? Because if so, allow me to remind; Chained may I be indeed, yet it does not equal stillness to be my sole option. Let us dispense with such jests, it is far too late for palaver."

"However, let's say there was a possibility that… someone of that kind resided in Yokohama, given the intel I was told of. If so then-"

"Then wordplay shall gain an s at the forefront on our end, regardless of my intentions," she scolds and scalds, sighing like a bull from her nose before shaking her head. "My goals have not changed, Chief, nor has my desire to safeguard our land. Do not concern yourself with obvious boasts, 1st Lt Tsukuyomi is there as my eyes and ears should anything of note were to take place."

"…I assume, then, that you are being made aware of the happenings in Yokohama Base?"

"Perhaps. If you wish for confirmation on my end, nothing worth noting has transpired thus far," because if so, Mana would have reported it already along Meiya's progress.

"I see… So what I've described is still within your expectations, milady?"

"Chief, tense times warrant the utmost caution, I know. We'd be remiss not to doubt every action yet there is no need for you to utter such words, those words," she warns, glaring as she again sips tea, too loudly. "If and when Kouzuki officially presents a motion for these supposed spoils of hers, we shall continue this conversation. Should she be willing to bequeath the Empire a fitting reward, I see no issue with allowing her a hidden pawn. It only portends Kouzuki is preparing for action. Let us hope it is not another empty spiel on her quantum research."

"As you wish, milady. Would you favor this deal to be tackled by your fellowship?" he asks, taking a step back.

"Unnecessary. The Empire as a whole should reap these benefits, if they are true. Furthermore, there is already a path lain before us to ensure no other Regents oppose the notion," she says, smiling as a finger circles the rim of the cup, over and over.

"Oh, really? What would you have in mind?"

"…The XFJ Project was lacking a backer, did it not? How convenient, that the Vice Commander devised a grimly similar OS to that of the Shiranui-1C," she asks, almost colliding her brows, feet almost kicking at the small table.

Yoroi nods, a hand raising to try and tap at his hat, causing him to grimace a bit when threading his hair. "Haha, my thoughts exactly. I rather not believe this to be a trap, however…"

"Then let us advance into it. Sometimes, showing one's hand is the most proper play available. Could you send a… suggestion to 1st Lt Takamura's ears, perchance?"

"My, that is easy enough. One must wonder, however, if the Regency Council would allow such a move? The words thrown at the XFJ Project still burn in the ears of many."

She leans back, smiling in squint at the sunburst flag decorating the upper walls. "Both the Kujo and mine own fellowship are already favoring Imperial-based UN aid as it were. I had a fruitful meeting with Kyoko-dono but some days ago, as it were. Perhaps, there could be steps taken to ensure she begins to share our position?"

"…If you'd allow, I could always send her some natto rolls as a gift?"

"Chief, please, let us not…" she asks, glancing at the shuriken on the wall, at the periphery, the shadows.

"Hahaha, I was merely joking," he chuckles some more, waving both hands up. Before straightening his suit, nodding, looking around. "Consider the whispers passed, milady. I only hope your… assessment of Yokohama is the correct one."

"May I ask why you harbor doubts on Mana's capabilities?"

"No, I'd never say such a thing. It's only, are there truly no reports warranting my attention? The description of the OS, its supposed capabilities and that of its intended test pilot are simply curious, you could say."

Koubuin stalls gestures, resting the cup on the table, then entwines fingers, tightly so. "You've refused to disclose the details on the favor Kouzuki asked of you, who she wishes to use as her ace. Does that not deserve my attention?"

"…The timings of these news are most odd, is all. Allow me to gather more intel on my suspicions before I confirm anything," he requests with a bow in stiff movements. "It simply wouldn't do to upset our fair sun with baseless conjecture," he adds with a slow nod and half a smile, grabbing and putting his hat on again.

"Sigh… Very well. I shall try and request a report from Mana, if you deem this important enough. I shan't hold you any longer, then," she takes a short breath, restoring the small, silky smile of the colorless Shogun before offering a graceful, slow bow. "May the tailwinds' blessing remain by you, Chief."

"Likewise, Your Highness," he bows, taking the hat to his chest. "Until we meet again," and with one final smile, Chief Yoroi departs in long, slow steps from the chamber, casting one final glance at the shuriken impaled on one pillar, ears sharpened until the very moment the door shut behind him.

In the quietness of her chambers, the Shogun stands and walks to the balcony, again allowing herself to bask in the blue hour for a moment, be it on the upper lights or the spreading shine on the streets of Tokyo. Nightly fireflies zoom in the distance below, still are those above. Evening her breathing while resting a palm upon the window, Yuuhi watches and ponders the received intel, watching the Diet building just across her own residence in the palace. Rubbing her forearms as her gaze sinks to deeper blue than that of the sunless sky.

The spins of thought are soon forced to halt as a few small footsteps grow closer to her shadow.

"Would you like dinner to be served now, milady?"

"Siiigh… Give me some time, Tsuhi. If I eat as I am now, I'll only gain a stomachache."

"Is that so? Some more tea, then?" he asks with a snail slow bow.

She nods, sighing from her nose, clouding the window's glass much like her thoughts were at the moment. Sitting once again and grabbing the offered cup, she lifts a sugar cube, throwing it towards the rising steam. Drops of scald fly off, falling and stinging her palms.

"…Perhaps I should have readied some jasmine tea?" Yasomaga suggests with a tilt of the head.

"It's nothing, I am only tired…" she whispers, accepting the offered handkerchief nonetheless. When wiping her own hands, her sight falls onto her retainer, his dress to be more precise. At eye level, a few steel, pointy ends are protruding from one of the pockets. "Speaking of, I do not recall giving you permission to use such weapons again, 2nd Lt Yasomaga."

The young man blinks slow, nodding even slower as his features remain immutable. "Apologies, milady. I acted as I deemed fit, considering the gravity of the words the Chief said."

"It was a matter of time until this happened, with the 1C's system being released for the XFJ Project someone was bound to reach those same conclusions. Reacting will only be detrimental to us," she says, shaking her head. "Still, you went against my orders. I already told, you are a shinobi no longer."

"…I shan't change with your appraisal of me, Yuuhi-sama," he says, looking to the windows while playing with the curly ends of his hair. "I am what I am, my actions are mine own. Furthermore, if you'd recall, your own mother, Lady Hirume-sama, bestowed me the duty of tending to her most dearest pair of children. I've not forgotten the weight of said trust given to this humble shadow," the faint voice tells in contrast with the viper within, bowing as if about to pounce venoms, yet remaining still. "Do not further divest me of meaning, milady. My arts are all that I've left of those days."

"Siiigh… You truly won't listen, will you," she says, shaking her head, going for a small, careful sip.

"I was entrusted with tending to your shadow, and so I shall do."

"…Even if I order you to other duties?"

Yasomaga gives an instantaneous nod in the usual sleepy apathy, the curly ends of his hair wiggling as he does.

"Siiigh… Tsuhi, we are in dire need to rebuild our ranks. We do not possess someone such as Takamura in our fellowship. How do you think your fellows see you, adhering to such doctrines?"

"…As an absolute monster, no?"

Before further symmetry is taken from her features, the door's echo reaches the Shogun's ears. Yasomaga already vanishing from view, she is left finishing her tea as footsteps march steady to her lounge. Maya then swiftly evades the furniture, standing barely out of the circle of sofas, bowing down.

"Milady, would you allow an intrusion?"

"What is it? Did Yoroi leave something in your hands?"

One brow twitches, the boastful laugh echoing causes inner cheeks to dry as Maya shakes her head. "Worry not, I've already cleaned and disposed of the dodo plushie of the day."

"Oh… They are rather adorable, however? We could keep a few, perhaps?"

"There is a visitor requesting audience with you."

Why, yes, simply ignore my attempts at parley. You're far more scathing than dry ice as of late, for real. "This late, again? I thought you had advised me not to allow such meetings?"

Lips shrink, her posture too. "I know, however, this person has been requesting to see you since many a moon ago. I have not found a proper slot for it, and I fear animosity will brew should I refuse this time. My apologies, Your Highness," she bows, hands tight. "If you're wishing to rest, I shall handle the repercussions myself."

"Sigh… Who is this guest?"

"…Amato Raiko-sama. She is wishing to speak on the food plant project's current status."

"Oh… I see…" brushing her neck for a moment, looking into the vast blue outside, Yuuhi sips some tea. "Allow Captain Amato entrance," she orders, Maya bows and takes her leave immediately. The Shogun then coughs, "Tsuhi, ready more tea."

"Which would you favor?" the gentle voice asks, unseen.

"Is there jasmine tea?"

"…No, I had said before I did not ready any. There are the herbs Maya-sama brought not too long ago, besides the ones I made before."

"Hmm, that was a nice blend, yes. Let us go with that one, then."

Some moments pass quietly, Yuuhi opts to finish her now lukewarm tea. Eventually, a knock appears on the innermost door, signaling the arrival, immediately welcomed. And behind Maya's firm pace two figures walk towards the Shogun, eyes squarely on Koubuin's. A tall, slender but well-defined shape garbed in the burgundy attire befitting of a High Shinpan, readiness and resolve as in Maya's own stance. The short lily hair, with a trio of sharp spikes flowing backwards as if three steel feathers they were, the strong, darker purple of her eyes, fair and smooth features betrayed the imposing aura. Stopping short, a slow and graceful bow she gives to the Shogun, a soft yet firm voice follows suit.

"Thank you kindly for receiving me, Yuuhi-sama. I hope this night finds you faring well, milady."

"…Salutations, Raiko-san. You may rise, it is good to finally meet you again," Koubuin offers in poker, a meager flicker of light. Raiko raises back, nodding with a neutral expression. As she did, the Shogun could not help but to let her eyes wander to the one who stood besides, tightly holding the gloved hand of the Shinpan. "Hello, I believe we have not met in person?" she relents a smile, partly true.

The small boy hid behind Raiko, timidly peeking with a single eye at Her Highness. With short, light brown hair, the equally strong purple of Raiko's own eyes, the child was wearing a most elegant western set of clothing for the occasion, in cerulean and aquamarine with some small shades of thistle along its upper half. And yet albeit befitting of the place his appearance was, the child quivered and shivered behind his cover.

"Come, introduce yourself," Raiko whispers, giving a small smile as she gently pulls him by the hand, the child now standing before Koubuin.

Giving a bow then hastily returning to Raiko's side, his eyes avoid the Shogun's in intervals, "Good evening, milady. My name is Amato Fujikagi. It's a…" he looks up at Raiko, who gives a small nod, and his stare hesitates its way back to the Shogun's, "…It's an honor to be in your presence, Your Highness-sama."

"Fujikagi, you do not need to add a -sama when referring to Her Highness," she corrects softly.

"Truly?" he asks, eyes wide. "Isn't that rude, Mother?" he pushes, Raiko shakes her head to the further ballooning of his expression.

Yuuhi smiles and chuckles, nodding his way as a hand seals her lips. "Indeed. There is no need for further honorifics," she reassures. Fujikagi then bows, thanking the Shogun before he hides behind Raiko-san's back again. She remains staring at little boy's face for a moment, thorns of other distant nights crawling up, before a shake of her head. "I suppose we should have him rest somewhere else. Tsuhi?"

"As you will," he immediately nods and walks up to the boy, who doesn't seem startled by his presence.

"Fujikagi, I need to resolve some work for the moment. Do behave well while under Tsuhi's care," she tells, patting his head.

The child nods quickly, and bows down again in deference before Yasomaga slowly guides him by the hand. Raiko thanks Yasomaga with another silent nod, and the Tozama salutes in the habitual apathy, then departs with the little child in tow.

"…I see no reason why you'd bring the boy with you," tapping her glasses, glacial gale greets its way forward. "To have him ascend to this floor knowing of the matters you wish to discuss, I believe you should have left him resting in the nearby hotel."

"Sigh… Not again," Yuuhi repines, resisting the urge to roll her eyes or snap at them. And again sighing as she reaches out to the empty tray, no muffins to placate her mood available.

Raiko scoffs, arms folding. "Why, I cannot merely leave him unattended. I expected more from someone who once watched over young children, but perhaps even than is beneath you today, Tsukuyomi," she retaliates thus.

The retainer frowns, scowls as she takes a step forward, "…Well, it is understandable. Yet quite audacious of you, to request a meeting this late into the night."

"For the longest time I sent requests for a meeting. I wonder why my petitions have all fallen on deaf ears…" Raiko returns the pleasantry, grinning faintly as she steps closer to the sofas, towards Maya. "It is almost as if someone were interfering with the communication attempts."

"Raiko-san, peace," the Shogun speak ups, glancing embers at Maya, then relents the wave of a hand, a small smile, cracked threads of light. "I have not been in proper form to give you the time and attention you deserve. Please, do forgive my lack of tact towards your person."

Placing both hands behind her back, she hastily bows down, "No, there is no blame on your shoulders, Yuuhi-sama. Such are the circumstances you have been made to endure."

"That is good to hear… So then, do sit down. Maya, could you serve the tea?"

"By your will. Hm? Oh, is it already done?"

"Yes, Tsuhi prepared it already," she says, lifting the cup as carefully as the sip, as the inhaling of refreshing scents. "Ahh… It truly is delicious."

"Excuse me," Raiko asks while sitting, sniffing, "what kind of blend is this? The scent is," eyes close shop gently, tongue roves the end of the lips as a mint wave washes calmness all throughout her spine, "quite auspicious."

"Ahem. I received it as a gift not too long ago," Maya tells, grabbing the kettle and pouring the cups. "It seems a new establishment brought this brand from overseas, seems to be a Nikkei enterprise," she nods, offering the cup to Raiko.

The firm spikes fall off when grasping it, slowly she drinks, slower she nods as hints of a smile unearth in the edges. "My, it truly is a pleasant blend. A good sign, perhaps, since we haven't shared a cup of tea in many moons," she offers with a bow to the Shogun.

Maya does the same, serving herself half a cup and drinking while taking point close to Yuuhi.

Who swallows a sigh, a warm cloak finally apparent in the other two's faces, a welcoming tint tickling at her. Clearing her throat, she softly says, "Before we begin; Why bring the boy with you, Raiko-san?" she asks, to divert the trail to calmer currents.

"As I said, I cannot simply leave him alone," Amato nods to herself, opening a briefcase then laying folders on the table.

"Is there a problem in Hibiya I was not aware of?"

"No, nothing of the sort, milady," she relents a small laugh, compacting her shoulders. "It's merely that, while I'm nearby, Fujikagi stays put reading or playing with his toys. But as soon as he notices I'm gone my fellows have told me he starts wailing and complaining much, wanting to know of my whereabouts," she tells, a frail smile then shrinking further while she drinks. "Such is the reason why I have not protested against your decision to have me do office work as I oversee Hibiya's outpost, for it means I can look after him without issues. However, I must admit, these last two years have been rough on me, to tend to him on my own…" eyelids descend slowly, lips twist inwards, a sorrowful, wistful expression hewn into her face as she looks to the windows, gently caressing her neck.

Yuuhi somberly looks out the balcony as well, while Maya simply drinks in silence.

"I see… It is rather odd, for this to be how I met the little one…"

"Apologies, milady, but well, time has been a resource you have lacked since many a year ago. He insisted I brought him along when I decided to gamble on this late visit, I couldn't sate his curious questions about the Castles and what kind of person the Shogun was anymore. I believe he was surprised to see you," giving a small smile, slowly she treads her hair behind her ears.

Yuuhi relents a nod, chuckling short before going for another sip. "…I suppose he's in that age, where everything piques his interest. I assume, you have been faring well lately?"

"Within reason, yes," she says, sending Maya a sharp glare. "As my reports should have notified, I believe we have a working prototype for the main unit of the food plant. Which is why I've been seeking an audience with you. May I proceed?" she asks with a bow, quickly dismissed. Amato coughs, then firmly begins. "I believe the planning stage to be over, and designing the support systems for the actual core should be the next priority. Should the approval and funds be bequeathed to us, I estimate that we can begin work on the final phase in a month's time," she tells, slowly appeasing queries from both of them, in details as fine as the herbal scents of the tea. "…At the very least, the filter to separate the flagellates from the seawater and any other substances is completed as of now, yes. As I said, my main concern at the moment is the development of the main unit and its support systems. With proper funding, I believe that it would take us two years to deliver the first off-shore food production plant."

"Is that so? That is truly a blessing…" Finally, a good advancement that is not tied to the military, the Shogun sighs inwards. "I am certain that the Kujo House will undoubtedly support this endeavor, and I suppose the Takatsukasa House might also do so,"and we can 'convince' her through the deal for the XFJ Project, if need be."Maya, your thoughts?"

She steps forward, giving a prompt nod in agreement. "The young Head of the Saionji is, well, more swayed by the militaristic approaches, from what I infer, yet I am of the opinion that Ikaruga-sama would try and negotiate for some of his fellows to be involved in the development process before giving his agreement," she reports, taking one silent step back.

"So we could have four of us in unison, hmm. Raiko-san, I know I might be imposing, however is there any-"

"I must refuse," she quietly warns, frowning towards Maya, sparks already flying between them. "The food plant is the fruit of the Koubuin House's endeavors. As the current Head of the Amato House, I believe it'd be foolish to relinquish our secrets or autonomy to the Ikaruga House."

The retainer steps forward as Koubuin sighs, gloves stretched farther than the Empire's poor defense lines. "You would dare and refuse a petition from Her Highness herself? The gall…"

"No, I am raising a counterpoint to your suggestion," Raiko says, slow and calm, much like her sips of tea, nothing like the hold onto the cup.

"However, further clashing will only place Her Highness in a compromising position, more so with the delicate balance she is dealing with," Maya ascertains, firmly nodding. Only the tea seals the Shogun's lips, tames embers from flaring.

"Isn't it our duty to safeguard our fellowships' interests? We should remain steadfast in our resolve, even if the sakura are tainted red," Raiko counters, squinting eyes and tone.

Maya whirls her lips back, coughing suddenly. "While you have a point, yes… I believe that, as the servants of the Shogun, it is on us to share the burden. All for this small seedling to grow into the sun, to safeguard our Regent's wishes."

"…I wonder who you're referring to now," Amato scoffs, very much toxic, gloved fingers slapping a folder open. "We cannot show such weakness in our negotiations. Look for yourself, this is the proposal I was handed but a week ago."

"Allow me," Maya offers, grabbing and open the folder, taking the pages with the care of the moonlight showering outside to show them to Yuuhi.

Unlike the calm and cold evening, soon enough those walls of the office were left overflown to the rim. Only the Shogun resembles the blue descent in the sky, for the other two blitz past straight into the red zone at the first waved flag.

"-and isn't it most convenient, that Takatsukasa decided to ask for more time?" Raiko asks, pointing to one page in the table. "Suddenly, the backing for the initiative is two to two, with one abstention."

"Ikaruga-dono, I assume," Yuuhi says, scratching at the armrest.

"Indeed. As you can see, Tsukuyomi's prior assessment is correct. The counterproposal's board forwarded by the Regency Council contains uneven numbers, favoring his fellowship," Raiko says, spreading a few pages to the other end of the table.

Glasses are tapped, so that eyes do no rolling. "Raiko-sama, please, stop being so melodramatic. All fellowships possess equal seats, if my memory serves?"

"I advise you to acquire contact lenses, Tsukuyomi. It is clear the glasses are insufficient."

"You two, would it kill you to be polite with each other for one, single, day?" Yuuhi asks, making noise as she sips for a few sustained seconds.

Sadly, the avoidant eyes seem to hint at an affirmative answer.

Lifting the papers with the same care as she reads through them, Maya heaves a sigh afterwards. "I believe this is an understandable concession, all things considered?"

The words tickle the fuse, gloves are stretched as they beat onto the topmost of the dress. "Surely you jest. A passing glance to the proposal of the council is all it takes to see more than half of the directorial board will be against us. You should be aware that the Ikaruga, Saionji and Takatsukasa fellowships have been mingling far too closely in these recent months."

"It is true, yes, however…" she takes a step back, bowing to offer the reports to the Shogun.

Who sighs, crossing a leg while reading. "I comprehend your concerns, but I can tell you this arrangement is not as dire as you believe it to be."

"Milady, kindly look at the names…" she bows, frowning. "Amamiya, Yamashiro, Kurama, Tsukasa, Sendo, Shinohara, Suzumi. I could go on, but certainly you see my point?"

The sparking gaze meets stillness, a fingertip softly traversing the proposed names, soft is the inhaling that does not end, the boulder clogging the base of Yuuhi's throat.

In her stead, Maya coughs and fold her arms. "And what did you expect? A project as important as yours was bound to incite this answer. We should count our blessings, and strive to preserve this balance."

"All I am asking is one single review of the background of these people, or the council to truly debate the matter. Why would you oppose the notion, Tsukuyomi?"

"If you must know, Her Highness is engaging in negotiations regarding a few key matters, of which your project is a part of. Bending the knee in certain steps to gain the overall greatest reward is what she aims to do."

"Then, you expect me to stand against this board, against who truly will move the strings, and simply genuflect like a dog?"

"Must you truly start with these accusations again? As I said-"

"This is not your decision, Tsukuyomi. Yuuhi-sama, what do you think of this matter?" she asks, leaning forward to the edge of the seat.

The Shogun shakes her head, softly letting the papers go to the table. "Apologies, Raiko-san. But I must ask you to bend the knee here. I know for a fact Ikaruga-dono prefers to meddle in the militaristic approaches, Maya confirmed as much due to her extended service under him. Once the first plant begins operations, it will change the state of the board we're facing today. I believe that this concession will placate otherwise grander demands, and if the numbers you've shown are true then, with the blessings provided we shall regain peace in our time. That is why, I must order you to accept this proposal."

"…Should I resign my position as Chief, then?"

"No, no, that is not my intention. As I said-"

"If you're intent on having me no longer dream of the sky, may I ask what spoils will you reap in exchange of my project?" she asks, hanging her head, cradling a forearm.

A small fist hits the table, Yuuhi fumes like a bull for a second. "As I said, there are many matters that will be resolved through this exchange of pleasantries. Your project is, in fact, the largest reward we're aiming for, while attempting to find funding or sponsorship to resume the Shiranui Second's development. You should know how vital both projects are to the Empire."

"Are you certain it is guaranteed that this will grant us even a speck of light to reclaim our blue skies?"

"Gulp…Yes. I… know this must be a shock, however, further clashing is inadvisable. Ikaruga-dono should be focused on the Second's project at the moment, and driving attention back to you now would be a folly," she drones on, stopping to sip some tea, lean back comfortably onto the sofa, letting a sigh go. Sparks kick off in Amato's eyes, in the opposite posture. The Shogun clears her throat then, a bit too hoarsely. "Yet there has to be something we could ask in return to compensate you with. Maya, any suggestions?"

Slowly treading her hair, Maya steps forward until she's almost besides Raiko. Staring down in equal sharpness, she then grants a small bow. "Perhaps, we could rebuild Raiko-sama's squadron?"

"What?!" Amato gapes, flinching back into the cushion. "However, Yuuhi-sama had…" her eyes veer to the Shogun's, whose shock was equal, embers barely visible, but visible nonetheless. "Would you be mocking me, Tsukuyomi?"

"No," even if it is tempting, and you are testing my mettle. "Why would you hold such doubts? You resemble a penguin in a desert, Raiko-sama. It is rather charming, even."

"Why, you… Ironic, considering how much you loathe jesters."

"Maya, Raiko-san," the Shogun whispers, eyes closed as she inhales deep, stomach swelling, before again making noise as she drinks.

"Apologies," Maya relents a bow and dispels roots of tension, Raiko as well. Neither can drive away the pickling of thorns by their napes, though. Clearing her throat and tapping her glasses, she restarts back to proper form. "Yuuhi-sama, do you recall the initiative to bolster the castle's defenses?"

"I am still in disagreement to it," she warns.

Maya nods, hand to her chest. "Could we exploit this proposal, perhaps?"

"I said I needed no further protection."

"Please, milady," tapping her glasses, she sighs the bitterness roving her cheeks. "Due to the blockade to the XFJ Project, the leftover Shiranui 1-C are again available. Ikaruga-sama mentioned in passing wanting to acquire a few, to phase out a few aging Zuikaku units before another incursion and leave them for training purposes. Then, that surplus could be used to have Raiko-sama instruct the fresh trainees, if only for some time, as an excuse to rebuild her old unit."

"Hmm… Thus, by showing interest to Kyoko-dono, we might be able to attain approval for the transfer of those 1-C units. Then, agreeing to giving employ to part of the fresh batch of Eishi would have them use the surplus of Zuikaku, perhaps even a few 1-C models as well. Bestowing my agreement, and granting one of my Shinpan to the task, will appease the council and silence a few of my detractors, if only for a spell," Yuuhi reasons, sipping calmly the last breaths of tea. She then gazes at Raiko, who once again was sparking red. "This would equal having Raiko-san join the rest of the castle forces in their drills within Kitanomaru, however."

"Certainly, but that shan't be an issue," Maya nods, glancing at Raiko's stormfront. "I'll be there should she need a hand. As fellows, cooperating through some drills shouldn't pose a problem, no?"

"Are you… being serious? You wish me to work under Ikaruga?"

"I would favor us both together in service of Her Highness."

"Then, why not actually under her orders, for our fellowship, rather than under that dastard?"

"You think this is how you'll ensure our future gains a smile?" Maya scoffs, arms folding as she looks away. "Rather, it seems more likely you'll leave it desolated, on the brink of collapse."

"Better to safeguard those little things than to leave them hopeless, even if it takes rending both river and mountain in twain. One would think you had already apprehended this teaching."

"You two, this is enough," Yuuhi warns upon thunders roaring within the tense gloves. "Maya, there is no reason to unload such pungency. Raiko-san is voicing her concerns, is all."

"To the detriment of your continued standing," she whispers, with a bow and closed eyes. Hands, still locked tight.

"Siiigh… And Raiko-san, while I comprehend your position, this attitude exactly is what has left you without roads. I… am not entirely convinced on allowing more forces into the palace grounds, but if they are to bolster your outpost, perhaps it shan't be a tall ask. Only," she says, interlocking fingers, raising chin and embers, "you will have to devote yourself to the orders, your opinions notwithstanding."

"If I do, you… will bequeath me wings once more, milady?" Amato slowly asks, barely able to close the gaping shocks coursing through as she tilts her back into prostration.

"If you swear to fulfill your commands," Yuuhi states, immovable. "I see some merits in this course of action, yet it all falls to how well you'd adapt to the task. I know you don't particularly favor Ikaruga-dono."

"Pah… Right you are. However, well, you truly will give your blessing to this notion? I assume, Tsukuyomi would aid me should my concerns regarding the board be correct?" she asks, folding inwards in poison.

Yuuhi gently rubs her temple, but before she can pronounce a sound Maya clears her throat, giving a sharp nod through the inner pulls and pushes, tickling the fuse.

"Time is what we lack the most, and results doubly so." What with Alt IV being in life support, to the point Yoroi himself requested privacy of his meeting. And, briefly glancing at a pillar, in a corner of the room, at the sharp steel object encrusted on it, is enough to stall the easing of her chest. So Maya grabs her cup, takes a slow, final sip of tea then nods at Amato, dispelling the marshal posture. "We must begin to act in alignment, for the Empire's sake. I truly do wish you to become a proper fellow again, Raiko-sama."

"…A fellow dog, perhaps."

"Raiko-san, let us not."

"Apologies, milady. It's all simply… Are you certain this is the correct path?"

"I understand your frustrations, but should you remain steadfast in this resolve, isolation is all that awaits you."

"I am aware…" Raiko claws at the sofa, before shaking her head. "Must I relinquish my agreement for my project, for you to grant me wings once more?"

"It will inform our coming actions," Maya clarifies, nodding to the Shogun and tilting her back slightly. "But I believe this to be a gesture of goodwill, of support considering the steps that must be taken regarding the food plant project. Your Highness, would you mind granting Raiko-sama this chance?"

"I had said this to be against my wishes, why do you insist then, Maya? Look at her eyes, it's as if a knife was about to pierce Raiko-san's heart in anticipation. Is this a grudge you're holding? It is odd you hadn't mentioned this at all, even in passing, were you truly wishing to lend her a hand…" Yuuhi ponders, entwining her fingers. Sighing after a moment, she relents a nod. "Should Raiko-san prepare accordingly to not disturb Kitanomaru, then you have my blessing."

"T-Thank you kindly, milady," Raiko bows, deep, knees shaking a bit. "I shan't let this gesture go to waste, I assure you."

"If so, ensure to mend your attitude, Raiko-san," Yuuhi scolds, eyes narrow as her breaths when glaring at Maya. "I need you two acting in unison, and your vitriol for some other fellowships has to stop, today. You must follow your orders, to the letter."

"By your will, Yuuhi-sama," she hastily says, still bowing and unmoving, a small smile braving back, heartbeats kicking up.

"Then, will you sign your agreement to the proposal for your project?" Maya promptly asks as she approaches, offering the papers and a pen.

Holding that gaze, dulling her own, Raiko groans softly when accepting the items and signs them all. "Let this be a show of my support for your toil, Yuuhi-sama. My wings shall deliver, and my project doubly so."

"It is nothing, not compared to what I'm asking you to give up. In any case, perhaps we should continue this talk another day in further detail," she says, looking at the clock, thinking about the little one. "Maya, do we have time tomorrow?"

"Hmm… On the afternoon, close to noon. Raiko-sama, would you be available to share lunch tomorrow?"

"Say less, please. My Regent's designs are my commands. I shall be elated to share a meal with you, milady."

"Well, I suppose we shall be seeing each other tomorrow," Yuuhi nods, smiling with a small speck of sunshine. "Thank you for your devoted work all this time."

Raiko bows down once more, beating a fist to her chest. "No, please, it is nothing. To serve is my delight, Yuuhi-sama."

"It is good to hear, truly," Yuuhi giggles softly, a calm tingle running through her at the calm veneer her two Shinpan show off. Returning what papers she had on her person, she glances at her retainer. "Maya, if you could, give Raiko-san advice on how to traverse the coming task. You know Kitanomaru well enough, after all. You, too, must reciprocate her efforts in fellowship," she warns, low.

"Yes, milady!" yet Maya salutes in the same stoic devotion, without delay nor looking away.

"And I know you dislike the arrangement, but do try and move past your prejudices, Raiko-san."

"I shan't disappoint, be assured," she says, gathering all folders and papers. Once all are under an arm, she stands and bows deep. "Thank you for your trust, once again. My loyalty is deeply rooted besides you."

"It is nothing, truly… Maya, guide Raiko-san to the boy. Perhaps you could share some words of insight on the way?" she proposes, giggling soft.

The two Shinpan simply nod, crossing a tense gaze and synchronizing an exhalation to the millisecond. Yuuhi rolls her eyes short at the gesture, but restores a kind brightness when closing the protocolar pleasantries, debating some of the papers to placate Raiko's concerns. By the time both finished their cups, the office was again a mirror to the tranquil night outside, the belated travel of clouds and cars through the shadows. In such steady flow both Shinpan stand and bow, then departing the chamber with not a word shared between them, finally clouding the Shogun as she looks outside at the evening.

Both Maya and Raiko walk side by side through the halls, hearing only their drowned footsteps on the golden and purple decor.

"…Would you have any questions, Raiko-sama?"

"Indeed I do. Would you be feeling sick, Tsukuyomi? It is odd, you of all people would vie to reinstate my squadron," she asks, side glance narrow.

"Must you still display such animosity? Her Highness gave us both an order, did she not?"

"And if you fail to elucidate the reasons behind my query, you simply need not pay it mind."

"Sigh… As I said, time is running short. There is little to do, and I would welcome us both beginning to work together as we should. He…" Maya looks away, inhaling deep while folding both arms behind her back, "would have desired us to serve in unison, wouldn't he?"

Raiko hangs her head, steps surfacing for a moment. "Yes, he would have. Apologies."

"No offense taken. Now then, there are some suggestions I have for the coming documents and meetings to restore your squadron… Above all, however, you must mend your lexicon."

"Yes, I am aware. I shall refer to him as Ikaruga-sama," she rolls her eyes, sighing. "I shall rely on you for my reeducation into a proper dog of Ikaruga, Tsukuyomi."

"This is precisely what must stop, Raiko-sama. Do you think such attitudes will serve you well?"

"I was not being facetious in the slightest, however."

"Pardon?"

Raiko stops walking, staring off into a window, fingertips reaching to brush her neck. "If by relinquishing my power I gain another point of view to keep marching forward, then I welcome the opportunity. No road must be left unexplored, I will despair after I perish. That is why," she looks back, the firm veneer loosening as she tilts her back into a slight bow, "I ask of you to lend me your knowledge, and to train me as if I were to join the Horns."

Maya steps back sharply, the odd ring of the words echoing in flatline. Blinking fast as her lips weave silence, she taps her glasses and clears her throat. "I had believed you were opposed to acting to the detriment of our fellowship?"

"And such is why I embrace my duty, to safeguard those irreplaceable, little things. Even if, to you, it may seem hopeless… If this is the road Yuuhi-sama has chosen, I shall support her with my all. Is that not why you wish me to fly once more, to gain another ally within Kitanomaru?" she asks, walking up to Maya and staring.

"Well, yes… I did not expect such an immediate acquiescence from you."

"Because it is time for actions and not words, because I can tell something is afoot. Even if I hold my reservations on these arrangements, I'll give you one chance. After all, he… would wish us working side by side, wouldn't he?" she softly asks, embers silenced as she rubs a forearm.

Maya nods, wringing her lips shut. Soon walking side by side again, she clears her throat softly. "May I ask what compelled this decision? I… thought you would not agree to it."

"As I said, I partially agree with your assessment. We are lacking time, and to dally further would… leave my hands empty of apologies for the other side," she whispers, again glancing out the window before they descend the stairs. "It is better for us to act now before the downpour comes and we're left scattered in the storm. If Mana is enduring the UN Farces, I can certainly endure Ikaruga and his dogs."

"Raiko-sama… We just spoke of this, and our Lady was clear enough," Maya fumes, choking the guardrail and glaring back.

Raiko softly shrugs, skipping the final steps into a hop. "Canines are said to be humanity's best friends, most loyal fellows. If so, then, I wouldn't mind becoming a fellow dog of yours, provided we begin to see eye to eye."

"Siiigh… Assuming you are being truthful," softly tapping her glasses, frowning ice back at Raiko's sparks, "then stop speaking in such manner. I am willing to reciprocate your efforts and lend you what intel I possess, but it shall be moot if you keep wording yourself in such a way."

"Worry not, it shan't be an issue."

"I doubt it," she asserts, turning back and resuming the walk.

Raiko follows after, softly speaking up when reaching Maya again. "Tsukuyomi, it is one thing to endure the leash for one's duty, another to be dragged by it in punishment over failing to fulfill one's vows. I shall rely on your judgment from now on; So long as you prove our leashes are in the hands of the same Regent, that is. Even if this is how we must proceed," hands wring, she sighs, "let us work together rather than chase dead ends," she offers, a hand hesitating before palming a shoulder.

Maya nods back, returning a slow nod and the same closeness to a shoulder. "It is true, we… cannot allow ourselves to dream of the skies any longer, no. Let us work towards bringing about peace in our time, the fallen wouldn't desire anything less."

"…He wouldn't, and that's all that matters to me."

"You… truly would affirm such?" Over Her Highness, even?

"If there is one thing in which we're similar, is in our… appreciation of my Leader. In his memory, I swear to join forces with you for our Regent's goals. Could we let the past stay in the past, Tsukuyomi?" she asks, offering a hand.

Firmly accepted, firmly shaken, stoic the linking of gazes. "Thank you, Raiko-sama. Yuuhi-sama shall rejoice over our future exploits, I assure you."

Oh, yes, I suppose that lukewarm coward would find solace in such trivialities… "I already signed my agreement, all that's left is you keeping your word while we're under Ikaruga in Kitanomaru and we shall reap the benefits, soon."

"Raiko-sama, could you try and begin to use the proper honorifics? It will be harder to undo the habit, otherwise."

"Hmm… Sigh. If you insist. I said I'd follow orders, and I'll defer to your judgment on this matter. As droll as it feels, Ikaruga-sama it shall be," she says, shrugging her lips when they descend another set of stairs. "I am to be a dog of his for the time being, I suppose…"

"…Why is it that you refer to his fellows in such a way, if I may ask? I… don't recall any of them ever personally deriding you in recent times," Maya notes. "Honestly, I'd say they would wish to court you as often as they try with me."

"Pah! And there is your answer, Tsukuyomi."

"Guh… Yes, that is reason enough, isn't it."

"Frankly, I cannot comprehend how you withstand them flowering you with baseless flattery so often."

"At this point, it is only white noise. I simply tune it off, it's in the back of my mind. I advise meditation, for they shall certainly try and requests talks with you."

"Gah… Please, do not remind me. I suppose, a boon of working side by side is that perhaps they'd be deterred from approaching. In the worst case, could we slice them in twain?" Raiko jokes, softly elbowing Maya, chuckling.

Usually, it would have sparked more scolding, more embers and sparks. But that gentle laugh, the radiant smile, the welcoming tint not seen in many months as Raiko faces her makes Maya mimic the expression, returning the elbow.

"Perhaps, as a last resort. Although, I do understand their reasons. You certainly do look nice now, even with your guard not fully loose."

"Huh? I… do?"

"Yes, your fair features gain a welcoming tint now as opposed to the rampart of sparks everpresent in you. While there is magnetism to your imposing aura, I think this gentler shine suits you nicely," Maya then giggles, a hand running up and down Raiko's arm in constant repetition.

Leaving her frozen, face folding a royal flush. "Um… Thanks for the compliment? I suppose, you do look… charming as well?" W-What am I saying? Merely only some shared words for pleasantry, yes… although Tsuku- Maya does indeed have a well kept form. A very… firm and voluptuous form… and charming whirlpools, those turquoise eyes. I could get lost in that sea…

"Cough… It is merely an observation, is all," Why did I say that? Well, it is true I rather see her calm and collected, her voice is more pleasant in this manner, too. We have to- We must work- be together, and I… wouldn't mind basking in such radiant lightning… "A-Ahem… In any case, it shall be my pleasure to work together with you again, Raiko-sama," Maya nods, palming an arm.

Raiko sighs, returning the pleasantry to a shoulder. "On the contrary, Tsukuyomi, the pleasure is mine. Truly, I shan't forget your gesture. If you require me for anything, just say the word."

"…It is alright, we both are to blame for letting this rift fester overlong," she admits, both hunch over momentarily.

"I think neither is guilty. It is hard to speak one's mind at times, especially if it involves matters of the heart."

"Yes, but that does not equal-" Raiko halts her words, looking to a side, blinking erratically.

"Hm? Is something in my face?"

"Y-Yasomaga?! Since when were you there?" she asks, gaping at the apathetic tilt of the head.

"I swear, you always do this," Maya taps her glasses, finger shaking. "2nd Lt Yasomaga, speaking out wouldn't have cost you anything."

"…Apologies. Was I interrupting a moment?"

"W-What?"

"I can return to the lounge, if you wish to finish," he says, giving a slow bow while taking a few steps back.

Only then, when looking back at the other's eyes did they realize it. Their reflection stared right back, the end of their red dresses almost meeting, perfumes entwining and mingling. Each with a hand on the other, one in the shoulder, edging closer to gently brush the neck, the other on the arm, sliding inwards and tickling the underside of the chest. For some reason, both of them then harbor similar thoughts through the soothing current coursing in them at the moment. How pleasant the scent, how brilliant the eyes, what a charming ring the confused sound which left those lips. Those thin, loose and half open, those red as their dresses lips.

Those lips that, for some reason, were inches from meeting.

To say their minds then became as red as the 991 alarm would be a severe understatement, as large as an XG. And that still pales when compared with the royal flush of crimson which conquers their faces and necks, heartbeats too.

Aware of the breach of personal space, both Raiko and Maya step back and cough, idle hands on hair, arms, or the reports. All the tranquility hoisted thus far reverts, slapping the pendulum to the other end when both glare in sync at the puzzled Tozama.

"D-Do not get any odd ideas in your head, Yasomaga," Raiko warns, making a fist. "We were only platicating of serious matters."

"I-Indeed. We were… enjoying a moment of understanding after so long, is all."

"…Is that so," he notes, folding his arms behind his back, expression as neutral as the grayness of his dress. "In any case, Fujikagi-san has been asking for you, Raiko-sama."

"Oh… It is late already, yes. Let us go," she says, coughing. Sensing a small shiver when crossing a gaze with Maya, who also enjoys such a quiver down her spine.

Overtaking the stroll of Yasomaga, both Maya and Raiko arrive at the small lounge, the humble library were the boy had been taken. Noticing them, he immediately closes the book he was reading and rushes to Raiko.

"How did work go, Mother?" he asks, receiving a soft headpat.

"It was an auspicious meeting, Fujikagi. Now, did you tidy up?"

"Yes, oh, there's one book that-"

"Worry not," Tsuhi says, making the two women twitch as he places the book in the shelf. "It is all taken care of."

"Mother, how does Tsuhi-san appear out of nowhere like that?"

"Sigh… Shadows are always there, Fujikagi. They appear where you least expect them to, but," her lips whir back, gazing at Maya her eyes, the pit of her throat squints and burn, "they always have your back, when nothing else does. Thank you, Yasomaga, I hope he behaved well," Raiko gives him a small nod.

Tsuhi shakes his head, the curly ends of his hair wiggling a bit as he chuckles. "No, it is my pleasure. We enjoyed some games together, it was one fine nightly break," he nods, waving at the little boy.

But both he and Raiko do not find Fujikagi besides her, for he had stepped back to the one standing by the door. Maya is simply looking at the wall while clutching a wrist, the thorns poking at her sides. Until another sensation washes into her, a soft, small one, and she flinches as the boy pulls at her sleeve, to wrap his tiny arms around her arm.

"W-What is it?"

"Um, Tsukuyomi-sama, would you be in pain?"

"No, I am not. Why are- W-What are you doing?"

"Fujikagi, come on," Raiko scolds, a finger rubbing the bridge of her nose. "Let her go."

"But she looks in pain, she seems sad. Are you feeling better?" he asks, tiny fingers palming at her.

"I… It is nothing. Why are… Why are you doing this?"

"Huh? Hugs bestow people the strength of love, it makes them feel better when they're in pain. Or so Father used to say. Right, Mother?" Fujikagi asks with a shiny smile and a tilt of his head.

Darts fall all over Raiko, halting breaths and heartbeats. Much the same for Maya, one eye twitching as she gazes at Raiko, embers rekindled.

"…Your Father?"

"Fujikagi, that is enough," Raiko orders, grabbing an arm and pull, softly, but still pulling.

"However-"

"That is enough, Tsukuyomi is an adult. She thanks you for your consideration," she insists, glaring at Maya.

Who coughs, nods down back to stillness. "Indeed, thank you."

The boy groans a bit, shifting his gaze from one to the other.

"In any case, let us be on our way," Raiko says, leading the way out.

As Fujikagi grabs his small belongings and shares some final words with Yasomaga, Maya remains right behind Raiko, back to the prior frosting.

"…His Father, he said."

"Is he mistaken? Who was besides me when my body overloaded?"

"Even so… Why teach him such words?" she whispers, hands wringing. All the more when Raiko softly begins to chuckle. "What is so funny?"

"I was actually expecting you to support the notion," she says, the laughter cracking, ending more in a throaty lament. "You should know better than anyone, the empowering effect such gestures hold. Perhaps, even that has faded from the constant pulling of the leash, Tsukuyomi?"

"I- You… Raiko-sama, he wasn't- That is-"

"…I believed we both were similar in that regard, powerless in front of those arms. Hate me if you wish, but Fujikagi bears no sin," she requests, bowing.

Maya sighs, hollow, returning the gesture, lowering herself to the gallows as well. "No, I overreacted. Apologies."

"No offense taken. Again, I cannot fault you after… well… you should know."

"Mother, are we returning home soon?" the boy asks, waddling up to her and pulling a sleeve.

Returning herself upright, Raiko smiles down at him. "Yes, we are. Until tomorrow, Tsukuyomi."

"Indeed."

"Farewell, Tsukuyomi-sama," Fujikagi says, joining his hands and giving a modest bow, eyes hesitating their way back to the glasses.

Maya simply nods back at him, expression solidified, a hand then softly running along the hold he had given to an arm moments before. It tickles, but on her sides, and far more strongly.

Raiko softly pats his head, shaking hers. "Fujikagi, what did I tell you about your parting words when around fellows?"

"Oh!" the boy perks up, smiling a bit in cheer. Giving another tense scuttles of looks at Maya, he nervously waves her way. "S-See you later, Tsukuyomi-sama."

"Wh- I… Yes. See you later," Maya says, nodding and closing her eyes, holding her breath even as the pit of her throat constricts heat.

"Let us be off, then. Yasomaga, Tsukuyomi, I'll be working on my own reports and other matters tonight to deliver them when I visit tomorrow. Good evening to you," Raiko salutes, firmly, and after the gesture is returned she grasps the boy's hand, taking their leave.

Yasomaga and Maya simply watch, until they have to take the stairs. Maya sighs, heavily, then.

"…Do you truly feel under the weather, Maya-sama?"

"No, it is nothing… Let us resume our final nightly duties, Yasomaga. Oh, have the cousins finished their rounds?"

"Yes, their reports are already stashed and signed already for the coming task. All that's left is tidying up and reviewing some documents. Would you favor more tea?"

"Yes, thank you. And do not appear suddenly from out of nowhere when bringing it to the office."

"Huh… If you say so."

Around half an hour later.

Across the street, in the Diet Building.

"Hmm… A most interesting development indeed," a small nod he gives, overseeing the papers laid out on the desk.

"All leads on the matter make me believe that your suspicions will truly end up being reality," slowly tipping a hat, a nod is given along a smile.

"I see, unexpected but not entirely unwelcomed," a cough, a slow rearrangement of the glasses, elbows rest onto the wood, leaning forward. "Then, what of the proposed arrangements?"

"It will be done, just as you expected as well. If everything goes according to plan, they will bestow the approval to send the project there shortly. Even the sun shines onto this agreement."

"Is that so… Do you believe the fox will simply relent upon the pressure?"

"Professor Kouzuki is a very hard to approach woman, true, but given her current position she won't be able to reject the proposal, in my opinion."

"And what if she does?"

"Well, some buttering up might be necessary. If I may, I have with me one nice plushie that-" A hand slams against the wood, cutting the chatter in half, masking eyes behind the hat once again, forcing feet to pace about from shade to the moonlight. "We can always count on her resourcefulness. They hold the same wishes as you on this matter, and Kouzuki should be aware of this. Considering what last I heard from her, I do not doubt she'll bite."

"If so, then, you have my agreement to proceed. I expect good news soon. I'll give the orders to my fellows once you confirm the deal on the other end. I suppose they won't mind this arrangement, what do you think?"

"No, no, they'd be mostly pleased with this deal, I believe. Of course, the proper accolades will have to fall on the head of the project, as I'm sure some will ask for…" looking up, halting the pacing, those eyes stare.

Both hands remain still atop the papers, the eyes even more frozen behind the glasses. "A reasonable demand. My wrists are not yet so rusted to prevent a few shared pleasantries or two. She will receive fair boons, be assured."

"Haha, that is good to hear. Makes my job that much easier," a small bow and a smaller tip of the hat is given.

"Enough, don't bother. By the by, may I ask what is in the second folder? I do not recall another report…"

"Cough…That's a special tip, from me to you. Do what you will with it, sir, I am simply passing whispers along."

"Siiigh… Alright, if you say so. I shall be awaiting your call then," a nod is shared, and without as much of a sound the visitor leaves.

With the moonlight falling and fading behind on the readthrough, emptying the entire kettle of tea, previously unblemished edges gain roughness, are bent, then thrown harshly back to the desk.

"Sigh… Is this intel real or just another misdirection?" the whisper rasps when looking back out the window, to the distant and brilliant silhouette of the nearby castle. "I wasn't expecting the pieces to fall down with such ease in such a line, that is true. It is almost too convenient, almost. However, in the end, the resolution is tied to Kouzuki and if she'll agree or not. And while I thought her lost in a dead end, now this…" glaring, scowling at the printing on the papers, soft fingers grab them and push the report to the recycling bin, only little bits left. "Where and why did this 'Shirogane' appear as of now I care not. The only thing that matters at the time is; How should we off him?"

A bit deeper into the evening.

Within Camp Kitanomaru…

Slowly lifting an end of a page, rereading carefully, a whistle zooms out in the otherwise empty office, a gentle rocking on a large, directorial chair.

"This is a most welcome surprise," a small smile greets when relaxing further onto the ample cushion, resting the papers and nodding. "Unexpected but not entirely unwelcomed. What says our common lord?"

"It seems he said the same thing when informed of this matter, according to Yoroi," the fellow tells, still standing in attention as a pillar right on the end of the desk. "Clear it is he's growing suspicious, yet the opportunity this begets is too tantalizing not to chase after."

"Haha, I see. Great minds think alike," a hearty laugh leaves, but the fellow remains as silent and apathetic as the night. With blank warmth the smile raises, almost bored. "However, this is truly a most unexpected surprise. Not even in my boldest dreams could I have thought her able to convince them of this. I wonder why…"

"…Some pointers might have been shared to ease the presentation. Nothing but some passing comments when sharing tea, milord."

"I see. Well done, your watchful service is appreciated," revealing fangs the whisper says, and now they do share the smile in equal kindling.

"No compliments are necessary, I am only following your commands. On that regard," straightening again in marshal posture, a step back into a bow is given, "how should we deliver the news?"

"Hmm… If you're asking it equals you do not wish to be the deliverer, correct?"

"Indeed. May I suggest to take some distance from the matter? Our presence is not exactly welcomed by her guardian. Let it be him the one to give the report, in the end our goal has been accomplished."

"…Has it, though?" a slow sliver slithers closer, to the desk, to the eyes, to lunge with the still-revealed fangs glistening to the moonlit shower.

Immutable, the bow is expanded. "Yes, milord. Neither side can refuse such a proposal, as we wouldn't. And the fox has her hands tied on this matter. All support she now possesses will fade faster than a candle's flame in front of a typhoon if silence is all she forwards for the next months."

"Yes, I am aware… I am simply wondering if we'll reap the spoils. I assume, the incident marked her greatly. Scars are surely still ingrained."

"Of course. However, if all proceeds as we believe, no matter the result we attain our goal. If Kouzuki fails, the young lady will have no further routes but to accept my petition. If somehow the fox reverses her situation, our projects may be what brings victory in battle," slowly raising, yet another step back is taken as eyes slowly veil themselves. "Say the word, however, and I shall revise my approach, milord."

"No, no, you've made compelling points. And in any case, we should not let the opportunity stagnate over some trivialities, yes," the smile dulls, all cards folded inwards, veering the chair to look at the window, outside. "Still, I'll have to thank her in person for the marvelous effort. What could I reward her with, however? Some fruits, a bottle of sake perhaps?"

"A letter of recognition to her late father, mayhaps?"

"A fruit basket with some sake, that should be most appropriate as a show of thankfulness! Do you happen to know if she favors any fruit in particular?" the shrugging smile disregards the cold glare, giggling at the tightening posture.

"Pears, it seems."

"Perfectly perfect, then. Now, onto the other matter… Did our king accept the trade?"

"According to Yoroi, yes," wrangled gloves soften, a nod is given. "The 1C units should be arriving shortly, your petition is already in the pipeline."

"Hmm… And you believe his account?"

"No, milord. May I suggest us to prod the files? There are other folders stuck at the moment, and with the debates over and done with I could focus on this, if you'd allow it," another bow is given, an eye remains gazing at the above desk, smiling upon the almost instant dismissal.

"Fine, act as you see fit. Makabe is at the ready if you require support, do not attempt this by yourself," the order quietly said, a small salute is returned. "Of course, the UN should keep their end of the deal and leave that squad as mere cadets but we've already secured that vantage point," The last thing we need is the hostages getting deployed. I can only imagine the amount of political fuckery that would cause. It would be hilarious to see, I admit.

"Actually, sir, about that…" a small gulp, a stare down, the symmetry of the posture broken like the dwindling moon up outside, "I have one more matter to inform you of."

For her of all people to hesitate so… "What would it be about? Kouzuki is meddling on the arrangements?"

"No, nothing of the sort. It's only, there's a new member in Squad 207," she says, compacting arms onto the dress.

On the opposite end the looseness knows no end. "…Merely that? I don't see how that deserves my attention if our plan is still in effect."

"On a passing glance, it would seem so. However, I took the time to research the background of the new trainee and, well…" a sigh is followed by a step forward, a whisper slow yet sharp, "All data about him is hidden behind the highest lock in the UN, and his public profiles are also locked."

"What… did you say? You must be jesting, surely."

"I speak no lies to you, my lord. Confirming my report would be child's play for you, if desired?"

"…So this cadet, what's his name and grace?"

"That is the question, milord," unusual cracks surface, arms are folded, hair toyed with. "The origin of the cadet is a mystery. According to our intel, and I did check, no vehicle that could transport him to the base breached the perimeter. There are no records anywhere of how this person arrived to Yokohama."

"…What? None at all?" the venom slithers forward, revealing fangs, quickly swallowed upon the immediate nod. "And it isn't someone already enlisted in the ranks, otherwise we'd have intel… Does he appear in the UN's banks?"

"Not on my searches when I learned of this, no."

"…Hmm," eyes close, a slow rocking begins on the chair to the tick of the clock. Tocks, it rocks, ticks, tickles, yet the expression only constricts, wading through thoughts. "Let us begin to narrow our search then. Is it a foreigner?"

A no is shaken fast, eyes fall down to the dare. "No, the man in question is Japanese. His name is Shirogane Takeshi, presumably of age twenty going by the picture in the otherwise blank profile."

"Shirogane… Shirogane… I recall no commendable recruits from other factions with that surname. Do you know of anything on his standing?"

"That it seems the fox herself requested his transfer. I am still waiting on reports from our contacts in Yokohama."

"I see… Someone Kouzuki would know of, where and how in such short notice to request with ease as well… Was there someone in the Blue Flag with that name?"

"Not as far as I'm aware, but I suppose Takamura will confirm or deny this matter if everything goes smoothly. All it'd take is a simple query."

"Hmm, acceptable. Does the common king know of this pawn?"

"Yes… According to Yoroi, he was not amused. It is possible that oaf might be thinking of removing the cadet off the equation," she admits, pacing back, looking out the window, arms folded tighter.

The sway in the chair remains undisturbed, playing with the reports. "Should we restrain the sword, hmm… Realistically speaking, a mere cadet is of no consequence. And if this is a move from Kouzuki, getting into her ill graces serves no purpose. Hmm, yes, let us pass a whisper to Sakaki. Could you warn him that we'll… hmm, how to say it? I'd like the warning to not be overly harsh, any suggestions?"

"Ahem… Stay your hand or Chop-kun's wings will be clipped. If I recall, his little one is quite the fan of the character."

"Oh, yes, true! I still recall the appalling look he gave when we saw he had one said plushie on his desk," a hearty laugh waddles out, before grabbing a small pin, throwing it at the maps and alliances in the wall, at the Prime Minister's picture. "Yet the wording is quite drastic, no?"

"Strike the weakness when least expected, it'll be enough of a deterrent. Also, it will call to attention the cadet's position, it will make Sakaki doubt and be suspicious of our intent. Thus, we would gain other means with which to confirm the incognito's importance in the base," she says, low, grabbing one of the pins, throwing it at the board close by with too much oomph.

"Hehe, I certainly do like when your eyes spark in that way… Send the message immediately, let us not take any risks on this."

"…At this hour?" the nod and smile of poison causes fingers to rub the temple. "You are quite the slave-driver, milord."

"That may be, but I cannot truly be one if my servants are still willing to follow through their commands this late into the night. It would seem dogs favor working with the moonlight," a slow chuckle along interlocked fingers remains locked on the fellow, growing slightly upon the step back, the recoiling.

"…Was that a slight against my performance?"

"Oh, no, by the Holy Emperor. It is merely an observation. That being said," all luster is lost, leaning back away from the moonlight, into a wider smirk as both hands tighten further, choking all air out, "I would welcome you two to start working in unison. I like my dogs together in the pack, you see."

"…By your will, milord. I shall see to it."

"Good. I won't ask for immediate improvement, but I'd like to see progress made."

"Understood. Will that be all you require of me?"

"No, could you also arrange a meeting with little Takamura? I want to thank her personally for the efforts before she departs, once the news have been delivered."

"Sigh… Roger."

"Hmm. See, dogs do favor working late along the moonlight, don't they, eh?" a small smile smothers while straightening the papers, returning them to the folders and handing them back.

"I shan't dispute the fact, Ikaruga-sama. I do indeed favor the shadows, that is true," accepting the folders and neatly placing them under an arm, a salute and a tiny smirk is returned. The verbal viper too. "However, kindly stop pulling the leash. I've other matters to tend to early in the morning as well."

"…Very well, you do have a point. I leave the arrangements to your more than capable hands then, my fellow. Dismissed."

"By your will, Ikaruga-sama, milord," slowly bowing, enough to make sharp hair cascade down shoulders, in equal grace is the departure taken.

And slowly rocking on the chair while taking sips of air he remains, gently listening to the tick and tocks, the wisps of wind outside the window.

"It is all falling into place, perfectly perfect as I thought. Curious it is Kouzuki brought a pawn to her hand, but no card could ever hope to overturn my play. Just like in my dreams… Only slightly longer… Everything is already in place…"

And so, slowly, carefully, the sways continue along the gradual slide of the moonlight over more than half of the floor. Yet eyes snap open, the waddling halts, Ikaruga stands and goes to a nearby shelf, almost blasting it open. From it he cradles out a small package of cold, welcoming color. Soft is the design of the case and far more enticing the scent its inner delicacies offer. However, it only makes his stomach turn in reverse and a dry chuckle to leave a desert for eyes.

"What a blunder, to have forgotten to hand her this… The talk of the cadet sidetracked me enough, sigh. I certainly hope she doesn't mind me pulling the leash one last time tonight," and were that to be the case, the adusted repining would be delectable to see, hmm. Ah, although, if I do not restrain myself she might think it is but another test. Should I leave this for tomorrow, then? Hmm, but it would be hilarious to see her spark away again, and I'd like to move this piece right now… but it is late for another scolding, to say nothing on Makabe finding out as well if he returns soon… Siiigh. "I suppose, it is advisable to withstand some barking every once in a while. Nothing ventured, nothing gained."
