Dumassas-Terran(Koprulu Agreement)

The Signatories of this Agreement,

Haven Refugees, Represented by Doctor Ariel Hanson

Raynor's Raiders, Represented by Commander James Eugene Raynor

Dumassas, Represented by Governess Victoria Nica,

In a desire to foster relations between each, hereby agree to the following;

Article 1: General Agreements

All signatories are open to free-trade agreements, with individual self-applied restrictions of certain trade-goods.

All signatories agree to a policy of mutual-defense; in the event should any hostile forces engage Dumassas, Haven, or Raider forces on, in orbit, or the system of Dumassas. Restrictions on the application of WMDs, including but not limited to; Nuclear, Biological, and Chemical weapons being applicable and denied as a First Strike option by all forces. Such application is hereby restricted to retaliatory strikes only.

Free travel is to be allowed by citizens of all signatories between any and all regions, with the exception of military facilities. Access to military facilities by other Signatories is restricted, requiring coordination between the visiting and operating forces unless otherwise agreed upon hereafter.

All citizens will hereby fall under the jurisdiction of the signatory in which any and all crimes are committed. Signatories of the accused citizens will be granted full access and involvement in any and all criminal investigations, prosecution, and defense of accused individuals. Criminal punishments will be solely the power of signatory jurisdiction, with the signatory of the accused allowed to file for appeals. Exception of Capital Punishments, which require the agreement of both Signatories; Jurisdictional and Accused.

Crimes committed against a Signatory's citizen, while they are inside another Signatory, the injured citizen's Signatory will be granted the option of harmed citizen's signatory to determine punishments in the event of a guilty verdict.

The Agreement shall now and forever be open to Amendment, hereafter, with the denial to any and all Signatories of altering this power.

Article 2: Haven Agreement:

The Signatory Haven agrees to provide the following to the Signatory Dumassas:

Manufacturing capacity of Haven opened to use by Dumassas.

Contingent upon provision of blueprints, scrap materials, raw materials.

Technical, and Medical services and knowledge

Limitations on Technical knowledge to exclude War Materials.

Reclamation of Star League Logistics Hub (Hereafter the Hub), and of irradiated zones.

Hub is to be cooperatively owned by All Signatories, with Haven having primacy.

Multipurpose Dome structures to be constructed and then turned over to Dumassas.

Repair Services to be provided at cost for Dumassas infrastructure and military forces damaged/destroyed in pirate attack.

Joint-infrastructure projects

Starports to be constructed within the Hub and nearby to New Keyes City.

Article 3: Raider Agreement

The Signatory Raynor's Raiders agrees to provide the following to Signatories Dumassas and Haven:

Dumassas to be granted Primacy status in all contracts and negotiations involving either Dumassas or Haven.

Military equipment on limited basis to Dumassas, contingent upon friendly relations being maintained.

Current generation equipment is restricted and excluded from this agreement.

Dumassas and Haven consent to restricting sale and use to their own standing forces. Total restriction of sale of any and all Terran military technologies to non-Haven sources.

Determination of Terran Military Technologies to be determined by Terrans.

Training to be provided to both forces.

The establishment of an Early Warning System (planetary, orbital, and system) and eventual handover to Dumassas and Haven.

The establishment of Anti-Orbital defenses (planetary) on Dumassas, with eventual handover to Dumassas and Haven.

The establishment of a Multi-purpose Orbital Platform over Dumassas.

Ownership to be shared between all Signatories, with Primacy to Raynor's Raiders.

Functions to include but not limited to:

Orbital shipyard

Orbital factories

Resource extraction and refinement

Construction, training in usage of, and eventual turnover of Command Center and ComSat station.

Includes construction of Booster Satellite Array over Dumassas.

Article 4: Dumassas Agreement

The Signatory Dumassas agrees to provide the following to Signatories Haven and Raynor's Raiders:

Settlement rights to the region around the Hub for Haven civilians.

The recognition of Haven, the settlement, and its people as independent from the authority of Dumassas.

First Refusal to Haven and Raiders for any and all materials recovered during the reclamation of the Hub.

Technical and medical knowledge and technologies to be shared.

Mining rights to all other worlds and resources within the Dumassas system.

Dumassas to receive 10% of all mined resources, on a monthly basis.

Percentage determined if refined or raw materials requested.

Granting a Landhold to Raynor's Raiders

Raynor's Raiders to be given authorization to construct a full military installation, up to but not limited to Castle Brian standards if so desired.

To serve as Mediator, negotiator, point-of-contact, and other requested roles between Signatories Haven and Raynor's Raiders with Inner Sphere and Periphery nations as needed/requested.

Full cooperation and providing aid, assistance, and supplies to both Signatories during Settlement period as needed.

Limitation of aid to purchase at cost or providing loans.

Article 5: Salvage

The Signatories Dumassas and Raynor's Raiders agree to the following Salvage Agreement:

Signatory Raynor's Raiders to receive:

1 Union-class Dropship

2 Blackjacks BJ-1P

1 Commando COM-1D

1 Locust LCT-1S

704.9 Million C-Bills

C-Bills to be provided as Credit to Raynor's Raiders

Dumassas to provide service of utilizing C-Bills on behalf of Raynor's Raiders at their request.

First usage of Credit: purchase of supplies and materials from Dumassas.

All Signatories agree to abide by this Agreement.
