Thirty minutes after being dragged by Seryu Ubiquitous, Flare was taken to the Imperial Police headquarters to meet her captain. They stopped in the halls, where they met a tall man dressed in Imperial Uniform. The man's name was Ogre and was a Captain of the Imerial Police. He had a fill-in scar over his left eye and his right eye was red, surrounded by a black sclera.

"Salutations, Captain Ogre!" Seryu chanted in a cheerful manner.

"Oh ho ho. Good to see you, Seryu." Captain Ogre greeted, then spotted Flare next to her. "Is this young lad next to you the new recruit I heard about?"

"Yes! This is Flare, the new recruit who wants to help me spread justice!" Seryu said in an optimistic manner.

Ogre chuckled. "I see that you've found a partner, other than Koro."

"Mm-hmm." Seryu nodded towards Ogre, then looked to Flare, next to her. "Flare, this is my mentor, Captain Ogre." Seryu introduced Flare to Ogre.

"Tell me, Flare. Where are you from? I've never seen you around these parts, before." Ogre questioned.

"That part, I'm not really allowed to tell strangers where I live and what I do." Flare replied.

Ogre laughed. "I see you don't trust anyone, but yourself. I can understand that. Anyway, it is nice to meet you, Flare." Ogre stretched his hand out, offering a hand shake to him.

Flare stared at Captain Ogre for a moment. As he did, he could sense negative vibes about around him, as if Ogre was trying to suppress his true nature. He stared at Ogre's scar on his left eye. 'This guy is really Seryu's mentor?'

"What's the matter, kid? Cat got your tongue or something?" Ogre joked as he waited for Flare to grasp his hand.

"It's okay, Flare. Captain Ogre won't bite." Seryu chuckled and insisted that Flare shake with Ogre.

"Oh. Right." Flare decided to grasp Ogre's hand, then noticed that Ogre has a scar over his left eye. 'Must've been in a big fight to get that scar...'

"Welcome to the Imperial Police Brigade." Ogre said after shaking hands.

"Likewise." Flare had responded.

"I look forward to working with you in the future." As he walked away from Flare and Seryu with his back turned, he let out sinister smirk.

Flare stared at Ogre's backside as he sensed mixed feelings from Ogre, as he walked further and further away from them in the halls.

"Can you believe it, Flare? You're now apart of the Imperial Police! Aren't you excited?" Seryu asked with a smile on her face.

"Bark!" Koro had barked.

"Yeah, I am." Flare smiled back at Seryu. Flare then looked towards the direction of where Ogre had left. 'I'm happy that I'm part of the Imperial Police, now. But, I need to be really careful with who I'm working with.'

The Next Day

Flare and Seryu Ubiquitous stood in front of the large Imperial board, preparing their first mission as a duo.

"So, Flare? Which assignment did you want to start on, first?" Seryu asked as she looked at the Imperial Board.

Flare stared the Imperial Board, staring at the board.

"Since it's your first day, I'll let you pick." Seryu said.

It took a moment for Flare to think about where to start. He saw lots of assignments again that involved working in the lower levels. "Alright, I think I found one." Flare said as he pointed at a single white paper on the Imperial Board.

"So, you want to spreading justice within the lower districts, huh?" Seryu asked.

"Yeah. There's a lot of crime down in the lower districts, than there are in the upper districts. So I figured... hey, why not help all those innocent people down there?"

Seryu suddenly gasped, then grabbed both of Flare's hands. "I like your style!" Seryu's eyes sparkled as she felt very optimistic.

"And that's not all. If we work our way up, starting from the bottom, the two of us can become Generals in in the Empire. I can only assume it might take us two in a half months, I heard?" Flare told Seryu.

"You're absolutely right! We can become generals within a few month's time!" Seryu yelled in excitement. 'This'll be perfect! Flare, Koro and I working together as a team! We'll be patrolling down in the lower districts- then together, we'll be cleansing the evil filth from the darkest corners of capital!' Seryu fantasized of Flare and her attacking busting down doors and attacking criminals. Then thought of an image of her, Koro and Flare standing on top of a mountain of criminals with her on the absolute top." Afterwards, Flare and I will become generals!' Seryu grabbed her arms and started drooling a bit.

Flare could visibly see the happy expression that Seryu has on her face. He wasn't creeped out, but felt happy for her as he smiled, lightly. 'Seryu's really eager to take down criminals. She must've had a great role model.

'I've also heard rumors that there are Imperial Guards who usually patrol within the lower districts would rather abandon patrol in the upper districts, because they think it's safer.' Flare had thought.

"Alright! It's been decided!" Seryu grabbed Flare's hand with her left, and gripped Koro's collar with her right hand. "Onto the lower districts!" she yelled as she ran and dragged both Flare and Koro.

Koro howled as he was being yanked.

'Okay! Let's do this. Lots of people to help.' Flare thought as Seryu dragged his arm, dragging him towards the lower districts of the capital.

"For the next ten days, Flare and his new partner, Seryu Ubiquitous and her Teigu, Koro worked together to decrease the crime rate within the lower districts of the capital. Together, they took more than a dozen assignments. They caught and arresting a more than three dozen criminals, such as thieves, murderers and human traffickers. They also took some minor assignments, escorting innocent civilians to their rendezvous point and rescuing animals from trees. Because of their efforts, the crime within the lower districts had decreased to fifteen percent. And about five percent within the entire capital. They have yet to see or have made contact with Night Raid."

On a bright sunny afternoon, Flare and Seryu were standing next to each other inside Captain Ogre's office within the Imperial Police headquarters. They were expecting pay from the latest job they had completed.

Ogre was sitting at his desk, he looked at all of the assignments that they had completed during the past week. "I see you two have taken and completed a lot of assignments in the lower districts, lately."

"Why, yes, we have! It was Flare's idea. He told me that he wanted to start delivering lots of justice within the lower districts-you know, start from the bottom and work all the way to the top!" Seryu said, feeling pumped and optimistic.

"Oh, really." Ogre's single red eye glanced at Flare. "Well, that's great news..." Ogre said, as he suddenly reached his hand under a desk.

This action caught Flare's attention as he watched Ogre bend downwards.

Ogre suddenly pulled out two pouches filled with a dozen golden coins and placed them on his desk in front of. "Here's your pay from your latest assignment. Two hundred pieces of Silver."

"Thank you so much, Captain Ogre!" Seryu eagerly solute to Ogre, then took her bag of coins.

Flare stared at the big pouches of coins on Ogre's desk. He didn't budge an inch, nor try to reach his hand towards the bags.

"What? You're not taking it?" Ogre questioned as he stared at Flare.

Seryu noticed that Flare hadn't taken his earnings and looked at him. "What's the matter, Flare?"

"I was just wondering about something... shouldn't the pouches be a little bigger than what they are, now?" Flare asked.

"What do you mean?" Seryu asked.

"I mean, the job we just took said that if we captured a spy with valuable intel from the Revolutionary Army, that we get a two pieces of silver. But, you're splitting the award between me and Seryu." Flare had brought up.

"Oh..." Seryu started realizing.

Ogre sighed. "Look, you both captured the female spy with valuable intel, right?"

"Yes! Flare and I did. We also made sure that spy was not harmed at all. She's currently sitting in jail, awaiting the justice she is about to face." Seryu informed Ogre.

Meanwhile, a woman named Pais, who's a Revolutionary Army spy was captured recently by Flare and Seryu Ubiquitous. She was dressed in her casual clothing and is currently sitting behind bars, as she sadly waits to be tried for treason.

"So, then, you both get half of the reward for capturing her, alive. End of story. " Ogre said.

"What's going to happen to the spy we captured?" Flare's eyes narrowed.

"That is classified information. Now, take your reward and get out of here." Ogre ordered as he pointed towards the door.

"Yessir!" Seryu solute.

Koro barked.

Flare stared at his reward, then at Ogre for three seconds. He then took his reward and left after Seryu did.

As Flare was exiting Ogre's office, Ogre silently stared at his backside and pressed his fingers, together. For some reason, Ogre just gained a suspicious feeling about Flare. He noticed noticed how Seryu is quickly warming up to him. 'There's something... odd about him.'

Ten Minutes Later

After receiving his latest reward, Flare roamed the lower districts within the capital, alongside Seryu Ubiquitous and her Teigu, Koro. They had previously stopped at a sandwich shop and received delicacies.

"Mm," Seryu moaned after taking a bite from a strawberry wrap that she just ordered. "This is really tasty." She looked down at Koro, who also held a sandwich wrap in his stubby paws. "How are you liking your sandwich, Koro?"

Koro opened its mouth, like a trash can and threw the entire sandwich in its mouth.

"Oh! You must've liked it real much, huh?" Seryu asked in a surprised manner.

Koro smiled and barked.

"And what about you, Flare?" Seryu asked, but didn't get a response.

Flare looked around to see people with sad and tired expressions on people's faces. He had yet to take a bite out of his sandwich wrap.

"Don't worry, Flare." Seryu laid a free hand on Flare's shoulder, making him come back to his senses. "I'm sure we can make more money, once we deliver tons of more justice to evil." Seryu smiled while walking.

"I appreciate your concern, but, that's not what I'm worried about." Flare told Seryu.

"What is it?" Seryu asked.

"Everyone around here looks a little sad. Like their happiness was taken from them on a whim." Flare said as he looked at some people.

"Huh?" Seryu looked to see a kid crying while being dragged by his mother in the street. Then she spotted a homeless person begging for change. "Oh... I think I under-"

"Gyaah!"

A feminine scream echoed and reached Flare and Seryu's ears.

"What the?" Flare had heard a scream once again.

Seryu gasped. "That sounded like someone who needed to saved by justice! Come on!" Seryu said with a serious face as she grabbed Koro and ran.

"Right." Flare then ran after Seryu, as they ran towards the scream. 'Is this a robbery, or a murder?' He thought as he and Seryu ran, then heard another scream inside a dark alley. As they arrived, they shocked to see two teenage boys harassing and strangling a little girl.

The girl has Periwinkle matching colored hair and eyes. She was wearing a poor raggedy brown dress with a pink ribbon tied to her waist, and a pair of brown boots. "Please… let me go…" Periwinkle pleaded.

One of the bullies had had the girl pinned to the wall strangling her. "Go ahead and scream all you want!" One bully said while strangling the girl.

"No one will come and you! In fact, no one is coming to rescue a refugee like you!" Another bully said, then smirked.

"Put her down!"

"Eh?" Both bullies gasped, then looked to see an angered Seryu Ubiquitous and Flare standing on the edge of an alleyway.

"It's the Imperial Guards!" One of the bullies shouted.

The bully that was strangling Periwinkle had dropped her to the ground. "Oh, thank goodness you're here!"

"What the hell do you think you're doing?" Flare asked.

"Uh... we were, uh-"

"We were just trying to interrogate this little trespasser!"

"Y-yeah! That's it! You see, she's a refugee from a poor country. She didn't have any money when she came here, so we assumed that she's a spy. So, we started our little own investigation."

"I'm not from this land, and I could be a spy, too. But you don't see anyone trying to strangle me." Flare said.

The bullies gasped as orbs of sweat started to form on their faces.

"Just, who gave you the authority to interrogate this girl?" Seryu asked, with her arms crossed.

Koro growled.

The two bullies paused and looked at each other, briefly.

"Uh... the Minister?"

Flare growled after hearing the last answer. He then walked towards the bully that watched his partner strangled Periwinkle and gave them a hard punch to the gut.

"Oof!" The bully that was punched by Flare quickly clutched his stomach and fell on his face. As he landed, saliva escaped from his mouth and his eyes nearly rolled into the back of his head.

The bully that strangled Periwinkle, briefly had gasped as he watched his partner get punched. "Hey, what the-" As the bully had turned to look at Flare, her was already met with a back hand to the face, caused by Flare. The bully hit the wall, then fell down.

"Flare?" Seryu paused as she watched Flare assault the two bullies.

"Hm?" Flare looked at Seryu, who seemed to have a bit of a worried look. "You don't have to look at me, like that. I only knocked those them unconscious." He looked at the two bullies that were harassing Periwinkle.

"Do you know them?" Seryu asked.

"No. But, I've heard of people like them in the capital. People like them think that they can use age, or bloodline to order people around. People like them are frauds." Flare told Seryu as he checked both of their pulses.

"Oh, in that case..." Seryu suddenly pulled out and tied both of them up. "That should do it! Now, we should get back to-"

Koro yanked on Seryu's left long sock and barked upwards to her.

"What is it, Koro?" Seryu asked, while looking downwards at her Teigu.

Koro wined and pointed his stubby little paw at Periwinkle, who's sitting next to a wall.

"Hm?" Seryu looked at Periwinkle, who gasped. She walked closer towards the girl and bended a left knee. "Are you hurt?"

Periwinkle hesitated a bit, until she saw Seryu smiling towards her. "I'm okay..." she nodded her head. "thank you for saving me."

"Do you need help standing?" Flare asked.

Periwinkle stood up a bit.

"Where are your parents? A little cutie like you shouldn't be in a dark place like this, by yourself." Seryu asked while smiling.

Periwinkle sniffled as she thought about her parents. "Th... They're gone."

"Gone?" Seryu questioned.

"You mean they left you here by yourself?" Flare asked.

"No. I mean they're... gone." Periwinkle's eyes watered. "There's no one left, but me." The girl said as she started crying.

Flare and Seryu lightly gasped, then looked at each other for a second.

"You're an orphan?" Flare questioned as he looked back to Periwinkle.

Periwinkle slowly nodded as she tried wiping the tears from her eyes.

Flare and Seryu both had a bit of sad looks on their faces as they stared at the upset homeless girl in front of them.

Another moment later, Seryu took a deep breathe, then pointed her index finger towards Periwinkle. "Don't worry, little one! We will get you out of this dark alley and find you a home!" she jumps in high spirit.

"Huh?" Periwinkle looked at Seryu, who looked happy.

"That's right. Seryu and I are going are going to take you to a nice orphanage, where you can be happy." Flare told Periwinkle, as he walked closer to her.

"Y-you really mean that?" Periwinkle asked.

"Mm-hmm." Flare replied. "I'm Flare, by the way." He looked over to Seryu, as she held her Teigu, Koro. "This is my partner, Seryu Ubiquitous."

"Proud member of the Imperial Police Force!" Seryu happily chanted. "And my little partner in crime, here, is Koro." Seryu introduced herself and Koro to Periwinkle.

Koro greeted as he barked.

"What's your name?" Flare asked.

Periwinkle hesitated a bit. "Um... I'm Peri...winkle..."

"Hm? Periwinkle? You mean, like the type of color blue?" Flare asked.

Periwinkle shook her head yes in response.

"Well, Periwinkle, you just made yourself two new friends." Flare smiled.

"Three. Don't count Koro out." Seryu added.

"Oh. Right." Flare then gently grabbed Periwinkle's hand.

Periwinkle gasped. "Where are we going?" she asked, while walking with Flare and Seryu.

"We're going to get you something to eat. Then, we're going to have some fun." Flare answered.

"F-fun?" Periwinkle questioned.

"That's right! All four of us are gonna have fun, today!" Seryu said as she grabbed Periwinkle's other hand and started walking with it.

In the next ten seconds, Periwinkle happily gasped as she left the dark alleyway and entered the bright streets.

Within the next hour, Flare, Seryu and a little girl named Periwinkle had left the slums in lower districts of the Empire and moved towards the upper districts. But, not at the top. It was actually peaceful within the mid districts. The three went into different kinds of shops as it was some kind of field trip. The first place they went to was the toy shop. What Flare had noticed was that Seryu had a soft spot for plush animals. It was a build your own animal workshop that Seryu and Periwinkle indefinitely enjoyed building them, while Koro would just eat the cotton.

The next place they went to was a pastry shop filled with goodies. Seryu had a big appetite that Flare didn't know about. Seryu ate chocolate sweets, Periwinkle ate a strawberry shortcake and Koro… ate everything else inside of the store. Seryu was short on cash to pay for the food that Koro ate, so she had no choice but to rely on Flare to pay for it.

The next place they went to was an all female spa, which was free for Imperial Police. Seryu and Periwinkle had a makeover, their nails and toes polished, Periwinkle had her hair cut a bit short and cleaned. The girl's bodies had relaxed inside of the hot springs while Flare was stuck outside watching Koro.

The next place they went to was a clothing store where they can get all pretty expensive clothing. For the next two hours, Seryu and Periwinkle tried on a number of dresses. Flare could tell they were happy with that. Flare also paid for the expensive clothing.

The next place they went to was a photoshop. The three of them had taken pictures together within. Flare and Periwinkle took a picture dressed as animals. Seryu and Periwinkle took one photo dressed as cops and robbers.

Four Hours Later

After spending multiple hours together, Flare and Seryu had finally arrived at a large orphanage building, where they had dropped off Periwinkle. At that time, the sun was beginning to set and the sky was turning orange.

A Nun within her mid thirty's was standing by the orphanage door, patiently waiting for Periwinkle to enter the orphanage. She had fair skin, long curly brown hair and hazel eyes. Her name was Sister Iza.

"Thank you for everything!" Periwinkle happily cheered, while hugging Seryu.

"Please! If you ever want to have as much fun as you did, today, do not hesitate to write us letters." Seryu said, while smiling and sniffled.

Flare smiled. "Take care, Periwinkle." he bent down to Periwinkle's level.

"I will!" Periwinkle ran towards Flare and wrapped her small arms around his neck. After ten seconds of hugging, Periwinkle slowly ran inside the orphanage.

Seryu sniffled after seeing Periwinkle leave their care. As if she was about to cry while smiling. Koro held up a small box of tissue where Seryu could grab.

Flare placed a comfortable hand on Seryu's shoulder, then looked towards the Nun at the front orphanage door.

"She's in good hands. I promise you." Sister Iza said with a kind smile.

Flare stared at her. "I know. Good luck."

Sister Iza then walked inside the orphanage building and closed the door behind her.

Seconds of the orphanage door closes, Flare and Seryu left the mid districts and walked back towards the Imperial Barracks. As they walked in the street, the sun was still setting and Seryu looked a bit glum after leaving the orphanage in the mid districts.

"Don't worry, Seryu. Periwinkle will be fine." Flarel lied a comfortable hand on Seryu's left shoulder.

"I know. It's just... I want a lot more children in this capital to be fine, as well. Like Periwinkle." Seryu sniffed a bit.

"A lot more children?" Flare asked.

"I want to be a perfect role model for people!" A big smile appeared on Seryu's face. "You see, children are young and impressionable. And anything could sway them to take the path of evil. So, I want to lead them down a path of justice and righteousness, before anything happens to them." A blush appears on Seryu's face as she smiles.

Koro barks and smiled.

'I get it, now. Seryu not only want to serve justice in the capital... but she also wants people to look up to her. So that there won't be anymore criminals in the capital.' Flare thought as he stared at her. As he stared at her face, A small blush appears on Flare's face. 'Wow, Seryu looks kind of cute, when she's optimistic.'

In the next four seconds, their little moment was interrupted as a person had approached them.

"There you are. I've been looking for you." said a familiar voice.

Both Flare and Seryu heard a masculine voice they were familiar with, then she turned her head south to see Ogre looking directly at them. Ogre crossed his arms and let out a dirty smile.

"Captain Ogre!" Seryu chanted.

Flare's eyes narrowed once he lock eyes with Ogre's single eye.
