The reason that I know how they work is because I'm the maker of them. But this sleeve is not like a regular one. At least this one is made out of Nano-Tech. So I can do more than just cancel my quirk because if I did my coding right there is more than enough Nano-Tech so I can make something I'm calling Cursed Speech Speaker.
What can it do?
You know how Presint Mic uses his quirk. I decided to base it off that. But instead of sound like Mic I use words. If it works just right it will be able to do whatever the word is. Plus the louder I say it the more powerful it will be.
So it is a more dangerous version of Presint Mic's quirk.

I did not have a mask that would help with smoke or gasses. So I made one that would be made out of Nano-Tech as well. I will try it out now. After he said that he activated his mask. Once the mask had fully formed it looks like Sub Zero from Mk1. But it is green instead of blue but still with the silver. Hmm this fits just right. Now it is time to try the Cursed Speech now. After he said that he activated his sleeve and made the extra Nano-Tech create a megaphone with the symbol for Cursed Speech from JJK and think of Yuta Okkotsu Cursed Speech tool. Hmm this is neat I did not know that I would look like this and this symbol is nice. But I do not know where I came from.
