Code Name: "Lóng" 龙
Jake Long, a teenage boy from the borough of Manhattan, is a descendant of a Chinese dragon. Having inherited the draconic physiology and abilities of his dragon grandfather, he is tasked as a guardian of magical creatures within the Big Apple. Even as a teenager, Jake can effortlessly transform into an anthropomorphic dragon persona with superhuman strength, speed, durability, flight, and the ability to breathe fire. His senses of hearing and sight are also considerable, and he can access these abilities, along with pyrokinesis, and variable degrees of bodily shapeshifting without the need to transform. By focusing on a spiritual energy known as chi, he can even create duplicates of himself to multitask.
Jake Long's powers appear to be magical in nature, allowing him to combat other mystical creatures whose abilities put them beyond any mundane means of fighting. He has even been shown fighting spirits despite their intangible natures.
His physical feats are considerable. Among other feats, he has blasted through several walls of stone with his fire breath, destroyed a house with a mere sneeze, dodged lasers, melted steel beams, and defeated a monster hunting organization known as the Hunt Clan. He even defeated an evil dragon whose reputation sent fear throughout the world of magical creatures.
Delving into Long's psyche, he is brash and often straightforward in his tactics, rushing into battle and using brute force at the risk of being entrapped by more strategic opponents. In addition, Jake is a habitual slacker, often attempting shortcuts to solve even small problems at hand. Otherwise he is like any other fourteen year old youth.
My contingency will use a combination of entrapment and power suppression. Given Jake Long's role as a guardian of magical creatures, tricking him into a "rescue mission" would be relatively easy. I would draw him into a battlefield where his mobility would be severely reduced, otherwise using heavy nets with bolas that can resist the fire that he wields. In my research, I discovered that the hair of another legendary creature, the sphinx, can utterly suppress Jake Long's powers, essentially reducing him to a teenage boy. I shall discuss the procurement of such follicles of hair in council with Wonder Woman.
This contingency is very straightforward. By exploiting Jake Long's bravado and sense of duty and putting him in proximity to the one material that neutralizes his powers, I can subdue the American Dragon, preventing his draconic heritage from becoming a possible threat to the general public.
