"Welcome, everyone, to this meeting. Please quickly file in sidekicks and all we need to get this started," A police officer, who looks a lot like a dog, says as Izuku, Miro, Sir Nighteye, Bubble Girl, and Centipeder are rushed into the room.
"Izuku?" A voice says as Izuku turns and smiles.
"Hey, Shote," Izuku says as they sit down next to each other. "How are you enjoying your… internship? Oh shit."
Izuku's eyes widen as he sees the exhaustion in Shote's eyes and she says, "The training has been effective just… tough."
"Is this…" Izuku says letting the question ask itself.
"Yes," Shote says.
"That… that just sucks," Izuku says.
"You get used to it," Shote shrugs with a poorly hidden angry look on her face.
"Good, I think everyone is here," The police officer steps up to the podium. "For those of you who don't know me, I am Chief Kenji of the Hosu police department and, as of 2 weeks ago, the chief investigator of the Stain case. We have called you here today to help with the capture of the Hero Killer Stain."
"Might I ask what was so important you called us off our other cases?" Sir Nighteye asks.
Chief Kenji waves towards a cop sitting behind him, and a photo appears on a projector, causing a ripple of worried looks and small gasps among the less experienced heroes.
"As you can see, we have confirmed that the hero killer has made contact with the League of Villains and potentially joined them."
"When was this picture taken?" Endeavor asks.
"Three weeks ago," Chief Kenji says.
"Do we have any more knowledge on his quirk?" Asks Kamui Woods.
"No, we still have no information," Chief Kenji says.
"I have a question," Rock Lock says. "Why the heck are there two kids here?"
"Shote will be joining me in my patrols," Endeavor says. "And I can vouch for the skill of Ovrium."
"They're still kids," Rock Lock says. "They're not going to be-"
Rock Lock is interrupted by a sudden pressure on his throat as Izuku stands there with a smile as he says. "Is this enough proof?"
Rock Lock's eyes widen as he looks down and sneers saying, "What the F do you think you're doing kid."
"Beating you after all you may be a skilled hero but even the best hero needs a head to activate their quirk," Izuku says with a smile.
"Then you clearly don't know my quirk. I freeze all objects when they touch me. Your attack wouldn't work on me," Rock Lock says with an annoyed look.
"Solid objects," Izuku says, causing Rock Lock's eyes to widen. "You can't do a thing with liquids or gases so I still win. After all, I covered this in a personal mixture of mine before I rushed over here."
Rock Lock pauses briefly before saying, "Fine this one will be fine. Though I'm curious how he will work when he does not know his opponent's quirk."
"Don't worry about that," Izuku says as he moves and reappears in the seat next to Shote and Sir Nighteye. "I can handle myself."
"Moving back on topic there is one more thing about this mission you should know," Chief Kenji says. "We believe Deku has made contact with the League of Villains."
If the reveal that Stain caused a ripple of worry this caused a tidal wave causing even the most experienced heroes to have worried looks on their faces.
"Are you sure?" Sir Nighteye asks. "We haven't had a confirmed sighting of him since his debut."
"We have no definitive proof but based on the rumors going around the underworld it seems likely," Chief Kenji replies somberly
"Who's Deku?" Shote asks.
"An S-class villain," Endeavor says. "He only ever appeared once but in that fight, he managed to kill Mind Touch."
"I thought Mind Touch was just on a special assignment," Izuku says, internally smiling at the knowledge that with only one appearance he managed to get to the second-highest class of villains.
"He was killed, we don't know how Deku managed to get around quirk but he did," Endeavor says.
"Must have been one hell of a fight though," Mirio says, "I mean taking down the number 10 hero is no easy feat."
"That's why he's an S-class it wasn't," Endeavor says causing Mirio's eyes to widen. "According to our special forensic analysis, it seemed far more like Deku was playing with Mind Touch killing him slowly before finally ending him."
Endeavor looks at the group of assembled heroes, "The death of a member of the top 10 has not happened in the last 50 years if you see him, do not engage. I repeat do not engage let's not lose any more heroes to that man."
"Surely he can't be that powerful," Mirko says with a smile. "I mean he's just one guy."
"I bet villains say the same thing about All Might all the time," Kamui Woods says. "We have to accept the fact that there are some villains that only a coalition of us can beat."
"We only have rumors to go off of and we are only hunting Stain if we are lucky he didn't even join the League and he was a one-hit-wonder villain. In any case, we need to get back to the topic of this meeting," Chief Kenji says.
"Let's hope we're lucky then," Endeavor says. "Chief, what are our patrols?"
Chief Kenji switches slides and points to the map on the screen, "Kamui Woods will take his team and patrol everything west of 15th Street, Rock Lock will take his team and take 15th through 20th, Mirko will take her team and take 20th through 35th, Sir Nighteye will take 35th through 45th, and finally Endeavor will take everything east of 45th. This way a member of the top 10 will always be somewhere nearby in order to help with any combat missions."
"And the heroes who normally patrol here?" Sir Nighteye asks.
"Will still be on their normal patrols. All you are looking for is Stain the normal heroes can handle the rest," Chief Kenji says.
"Can we have the patrols of the normal heroes laid out so that we can better coordinate in case of combat?" Izuku asks.
"We specifically did not due to the fact that it would make it much harder to memorize," Chief Kenji says.
"Hence the point of computers," Izuku says, raising his arm as a computer pops out of a hidden pocket.
"Fair enough," Chief Kenji says. "You, and anyone else with the technology, may download the patrols of the week."
Izuku and one other hero walk up and download the week's patrols to their wrist computers.
"Good. Now then we all wish you the best of luck finding Stain," Chief Kenji says. "Now get out there."
The heroes all nod, stand up, and walk out of the room in unison like something out of an epic movie shot.
Author's Note: Hello, everyone, and I hope you enjoyed this chapter. I know I say this a lot but I love writing just plain talking chapters it is so much easier than what I am going to be writing immediately after this chapter. Also final report from the surgeon came in the bone is just barely far enough out of the joint to where surgery is not required so HALLELUJAH it's been nearly 6 years since I didn't have to get a fucking surgery so screw you fate hahaha. Anyway next few chapter is the going to be interesting especially figuring out how to get Deku to make his second official appearance. Finally, in response to the two new reviews, 1. I do not wish to remove guest reviews because it would remove the ability for the majority of the people on the site to review the works but if there's another way to remove it I will happily try it 2. There is a reason for the elevated number of curses in this story: you're following a bunch of villains who you would expect to curse because… there villains. Also, the other main characters are teenagers, and let's be entirely honest here if the story wasn't made to be available for kids Bakugo would also be cursing all the time in the original show. So I am simply expanding on that aspect that the original story could not have due to restrictions. Deku's Quirks
Evaluate: Upon looking at a person or object, while the quirk is active, the user will see the target's weak points shown by a red glow. However, it can only be used on one opponent at a time.
Perception: allows the user to sense all of their surroundings and have perfect spatial awareness within a limited range (Now 100 meters/yards)
Memory Viewer: allows the user to see the memories of people they touch while the quirk is activated. However, if a memory is too painful it will cause the user to have a minor nosebleed and a migraine. It can only be activated once every 24 hours.
Deku's Gear:
2 custom swords: each capable of cutting through 10 inches of steel and has a variety of features that can be put into it including poisons and other fun things that I will come up with later
A variety of knives and flashbangs
Stun gun: 2 million volts per shock
Deployable cameras: Small cameras that stick to walls and other objects and are linked to the suit computer. They can see in infrared, normal, and ultraviolet light.
Deployable smoke emitter: small smoke emitters that can emit smoke for up to 1 hour
Various chemical mixtures made by Razor for various situations
Deku's Armor upgrades:
Boot Blades: 10-inch blades stored inside the boots of the armor that can be extended by flexing all the toes on either foot.
Computer screen that has the controls for all of the suit functions and external deployable tools
