I'm about to show ya'll why Ra's is a Justice League-level threat. Most of us, especially casual fans like me, see Ra's as a Batman villain, but we tend to forget that he's more than brilliant and deadly enough to be a threat to the entire Justice League. He did almost kill them. True, he cheated by stealing Bruce's contingency plans, but still.
No idea why Justice League Doom gave Savage Ra's role. Maybe it's like I said with Ra's being seen as mostly a Batman villain while Savage is seen as a Justice League villain. Hm. Oh, well.

The War had begun.
Explosions occurred all throughout Gotham, destroying key parts of the city. The power grid exploded, taking out much of the city's power. Gas stations were ignited, causing chain reaction explosions that caused many buildings to catch fire. Hospitals, supermarkets, and grocery stores were bombarded. Any area needed for quality of life was destroyed in the bombing.
Many people would have died if not for the League of Shadows.
The civilians were shocked when other civilians or men and women in dark clothing took them out of the buildings, with vans and prison transports ready to take the citizens to safety. If the Shadows weren't protecting citizens, they were fighting Assassins to keep the civilian casualties at a low level.
But the city wasn't the only thing being attacked.
Blackgate Prison was also bombed, the explosions killing some of the prisoners. Many more escaped through the holes left by the explosions, some inmates staying to get some payback from the guards. Many guards were killed by the escaping convicts, but many more turned out to be Shadows that took down the convicts but were not able to prevent the majority of them from escaping.
Some of the worst, like the Penguin and Black Mask, got away.
"Hey, Boss, that Ra's guy, what are we gonna do about 'im," a thug asked Black Mask.
"What are we gonna do? We're gonna GUT him! He thinks he can burn MY city to the ground?! He can kill the Bats. Wayne may be on everyone's shit list now, but he ain't the prized groper in the ocean today." Black Mask looked up toward Wu-San-Wayne Tower. "The fucker up there is."
"Isn't that Wayne's Tower," a thug asked, only for Mask to punch him so hard in the jaw that he fell to the ground, mouth bleeding.
"That ain't a tower anymore, jackass. That's the fucking castle in this kingdom. And the king is always sittin' on the throne at the very top. That Raz or whatever his name is is up there sitting on MY throne trying to destroy MY city. He wants a war?" Black Mask then held up a machine gun he and his boys stole from the Prison Arms Vault. "Then we'll give him one." His thugs chuckled as they held up their guns, ready to raise hell.
One of Penguin's men was racing down the street, about to hit a crying girl if a Shadow had not jumped in and saved her, the female assassin trying to comfort the crying girl as she hugged her shadowed savior.
"I can see the Tower, sir," the thugs went.
"Good," Penguin said as he checked his umbrella. "Bruce bloody Wayne and Batman. Two of the people I hate most in the world are one and the same. Who'd'a thunk? But that's not important now, boys. Some old wanker is tryin' to blow my city to hell! NO ONE BLOWS UP MY CITY BUT ME! After tonight, the Cobblepots will rule Gotham like they always have! GET YOUR SHOOTIN' HANDS READY, BOYS! WE'VE GOT OURSELVES A WAR TO WIN!"
The thugs cheered, one of them sticking his head out the window and shooting an Assassin and a Shadow, not knowing or caring which was which, only that he killed them both.
Penguin laughed. "BLOODY DAMN GOOD SHOT, BOY!"
"It's a goddamn warzone out there," Arkham's Warden stated as they all watched the anarchy occurring.
"We need to go," Jack said. "The longer this war goes on, the more people will get hurt."
"The League of Shadows will try to keep the casualties to a minimum and get as many people as possible to the underground safe zones," Batman stated.
"Gotham has underground bunkers," Harley asked. Batman looked at her, Harley sighing and rolling her eyes. "Of course, it does."
"Jack, your kids should already be in the Zone-C Bunker. You and Harley need to-"
"Forget it, Batman. Harley can go, but I need to stay and lead."
"Jack, Harley and your children just got you back."
"And they're about to lose their home. I can't just sit by and let a madman destroy Gotham."
Batman sighed. "I understand. Still-" Batman's eyes then hardened before he grabbed the Warden, Jack, and Harley and covered all four of them with his cape.
An explosion then occurred, sadly killing the other employees in the room, and sending Batman and the people he was protecting flying. It also unfortunately opened up each and every cell in Arkham. Many inmates didn't hesitate to just rush out, already attacking the guards nearby.
Though many guards died, many more were Assassins... carrying Lazarus Venom. . . Meant for the inmates.
When the cells for the villains opened, most of them didn't react at first. Still, they got up and calmly walked out.
Riddler looked up at Croc, the massive man looking down at the smaller man. Riddler then pointed his thumb at a grate. "It leads to the sewers."
". . . Thanks. What do you have planned, Riddler?"
". . . I don't plan on letting Ra's win," he said as he walked away.
"Still trying to control the city," Croc asked.
". . . No," Riddler said as he walked away.
Croc just watched him vanish before looking down at the grate, easily ripping it off and about to jump down.
'You're not a monster, Mr. Jones.' He stopped when he remembered Cassandra's words. 'You still have them.'
'Have what,' Waylon asked.
Cassandra smiled. 'The eyes of a man.'
Waylon stood there before he sighed. 'What the hell were you looking at, kid,' he thought before jumping down the hole he made.
Ivy walked out of her cell, looking toward the massive hole the explosion caused. She summoned the plant life outside of it, sitting on her throne of vines as it carried her away. She passed by corpses, men clinging to life, and monsters trying to reach for her. She swatted the hands of the monsters away with her vines.
Then, more monsters ran down the hall, their mouths and hands covered in blood. When they spotted Ivy, they roared and raced toward her, Ivy tearing them to shreds with her vines. "Abominations," she said out loud. Her plants then informed her of something, the plants taking her to where the control room was.
When she reached it, she saw piles of rubble with burnt corpses scattered here and there. Then, one of the piles moves before a fist punched through. Ivy didn't hesitate to use her plants to move the rubble off of the buried victim.
She wasn't surprised to see Batman beneath the rubble, still protecting the Warden and the Napiers, all of them looking up at Ivy.
"Hello, Harley," Ivy said emotionlessly.
"Hey, Red."
Ivy then looked at Batman. "Mr. Wayne."
"Hello, Dr. Isley."
". . . So... Cassie's your daughter, huh?"
"She is."
Ivy looked up, the explosion from earlier making a clear cut to the outside world. Ivy looked up at the moon. "She was the first one, you know. The first one in years to call me Dr. Isley. We talked and talked for hours about ways to preserve plant life. Beneficial plants to bring out of extinction. Experiments I long since forgot about. She made me feel... human again. I haven't felt like that in years."
"She helped me find your Iden."
Ivy chuckled. "Of course, she did."
"She wants me to let you go back. Let you live your life peacefully in your creation. I told her it was your decision to make."
Ivy looked back at Batman. "You make it sound like you wouldn't just keep me locked away in here."
"I wouldn't. I would keep you locked away in Iden, so to speak."
"That's the equivalent of sending me to my room, Bruce. With all my favorite toys and books to keep me entertained."
"And away from a life of crime."
Ivy stayed silent.
"You may be a criminal, Dr. Isley, but you're not a monster. An eco-terrorist, but not a villain. I can't condone your actions. Many people died because of you, guilty and innocent alike. There are many things I wish I could fix. I won't deny that fact. Not even Batman OR Bruce Wayne can rid the world of all evil, but the least I can do is keep this city safe and give you the home you deserve. A place where you could do more for the planet than I ever could."
". . . You hope I'll help you in the future, don't you? With medicinal herbs and plants."
"Not for free, of course. Whatever funding you need, I can supply."
"Tempting."
"And I can also guarantee the protection of certain plant life. Especially HER."
Pamela looked toward Gotham, her connection to the Green allowing her to see the largest and oldest tree in all of Gotham. "Cassie told you about her, didn't she."
"She didn't need to. That tree is ALMOST a state treasure due to her rich history. Said to be older than the city of Gotham itself. When this is over, I'll make sure that tree IS a state treasure, making it impossible to so much as prune it without proper permission, let alone cut it down."
". . . If Ra's gets his way, that tree WILL fall." Pamela had her throne turn to leave. "Don't make me regret this, Wayne, or I'm coming for you. Not even your daughter will be able to protect you from me."
"I understand. . . Dr. Isley, the Batwing, MY Batwing, will be waiting for you near the southeast end of Gotham by the bay. The coordinates are set. . . Be safe, Pamela."
"That's my line, Bruce. . . Harles?"
"Yeah, Red?"
". . . Tell the babies I'm sorry. They're going to be angry at their Aunt Pam for not saying goodbye."
"They will. They love you, Iv."
"You know what... I love them, too. Jok... Jack. If you hurt those kids, I WILL kill you."
"If I do, I hope you make it painful," Jack responded.
Ivy chuckled, a single tear falling off her cheek before she left the Asylum.
Batman looked down at the unconscious Warden. "Bunker G isn't that far off." Batman typed in the coordinates, sending it to Harley's phone. "Take him there. Each Bunker has medical supplies that will last up to a decade. After that, take the tram system to Bunker C to be with your kids."
"A whole damn tram system. You really are awesome, Bruce," Harley giggled.
"Jack, GCPD will be surrounded by criminals by now."
"That's supposed to intimidate me, Bats," Jack asked with a smirk.
"To warn you to be careful," Bruce said as he stood up. "I'm headed toward Ra's Al Ghul and ending this war."
"You know where he is," Harley asked.
"Ra's Al Ghul is far more vain than he likes to admit. He likes to be above everyone. Be at the highest point in the area if he can. Only one place in all of Gotham suits that description."
"Wu-San-Wayne Tower," Jack answered. "Batman, every single criminal and an entire army of Assassins is bound to be standing in your way. Not even you can handle something like that alone."
"Then it's a good thing I'm not alone. I'm part of the Bat Family, remember? Also, you should remember who I married."
Halrey's eyes widened. "Are you saying-"
"Nearly every high-ranking member of the League of Shadows has been migrating to Gotham, preparing for this day. We all knew Ra's would be declaring this war sooner or later. We were preparing an army to face him."
"Will the Shadows be enough," Jack asked.
"The Shadows and GCPD HAVE to be enough."
"What if we call the Justice League," Harley asked.
"Ra's cut off all outside communications between Gotham and the outside world." To prove this, Batman tried to so much as access a news station in New York, only getting static. "What's more, Superman is in New Genesis to speak with High Father about training some New Gods to be next-generation heroes. Wonder Woman is taking part in a United Nations Conference. Green Lantern informed the League he and the other Lanterns would be off planet to perform mandatory missions in this sector of the galaxy. Flash and Martian Manhunter can't be called due to Ra's communication shutdown. I've already tried," Batman said as he showed Jack and Harley his gauntlet, showing he indeed tried to contact his League teammates.
"So it's a war among Gothamites, huh," Harley asked.
"Makes sense. This is our city. We should be the ones to save it," Jack said.
"And I will save the city."
"Good luck, Bats," Harley said.
Batman nodded before running away, headed toward the devastating war.
Jack then lifted the Warden, about to leave when he noticed someone coming. "Crap."
Harley looked toward what her husband was seeing. She sucked her teeth.
"Well, well, Dr. Harleen Quinzel. It's been some time, granny."
"Hello, Marian."
Marian looked at Jack. "So, you killed him, huh? You took away my 'Puddin'. YOU JUST HAD TO FUCK EVERYTHING UP, DIDN'T YOU, GRANNY," Marian roared as she took out a kitchen knife.
Harley glared at the girl before taking something out. A canister. When she pressed the button, the canister morphed into a bat, which Harleen expertly spun before pointing it at Marian. "Jack, get the Warden out of here."
"But-"
"Don't even think about arguing with me! We have a lifetime of marital spats for me to win after this."
Jack stared at his wife before he walked up and kissed her cheek. "I'm going to win most of them," he said, making Harley giggle before he ran off with the Warden on his back, Harley ready to fight her "replacement".
Within Wayne Manor, a yell of pain was heard. The back of an Assassin was seen before he fell back, showing a bored-looking Shiva, holding her still-sleeping son in one arm, the other outstretched with just a single pointed finger.
Lady Shiva had easily defeated an Assassin with just one finger.
Shiva then reached down to hold her daughter's hand, the young heiress of the Wu-San-Wayne family looking rather unimpressed.
"You told me stories of how dangerous and powerful the League of Assassins were, Mǔqīn (Mother)."
"It seems I overestimated them, Nǚ'ér (daughter). The League of Assassins seems to have declined since the decades they've betrayed me."
An Assassin was about to shoot Sandra from the second floor, the beauty perfectly in the line of sight of the scope.
BANG.
"Impeccable aim as always, Alfred," Sandra said as she looked up toward the second floor, right at the opposite end of the would-be Assassin.
"Your compliments are far too kind, Lady Sandra," Alfred said as he walked down with a smoking rifle.
"Come," Sandra said as she led her family to the study, and of course to the grandfather clock. She opened the glass face of the clock and turned it to the correct time and pulled the weights in the correct order to activate the mechanism. Just as it opened, Sandra dropped a needle from her sleeve and handed it to Cassandra. Cassandra threw it without even looking.
"HURK!" THUD.
"Excellent throw, Young Lady Cassandra," Alfred said as he looked back at the Assassin that would have attacked the group. "You struck him right in the solar plexus. He even, fortunately, fell on his back. Unless one of his comrades pulls out the needle, he won't be going anywhere for quite some time."
"Even if someone were to appear, you three will be long gone," Sandra said as she and the rest walked down the stairs toward the Bat Cave.
"Hm? Us three? Are you not coming with us, Mother?"
"I'm afraid not, Cassandra. Your mother has an objective to complete."
"Am I not yet ready to join you?"
"No, Cassandra. Especially since you have your own objective," Sandra said as she and the others stood in front of the emergency Batmobile.
"What is it?"
Sandra looked down at her daughter, kneeled, and then handed Cassandra her baby brother.
"Damien," Cassandra said as she carefully and gently held her brother.
"He is but a babe. Unlike you or I, he cannot defend himself. He needs a guardian. Another needs protection as well." Sandra and her daughter looked up at Alfred.
"Surely, you jest, Lady Sandra."
"Alfred, age is something neither Bruce nor I can escape. It is already reaching you. Did you believe Cassandra and I would not notice the slight limp in your step? You're developing arthritis in your right knee, correct?"
Alfred sighed. "Oh, dear. To be the butler to a family of detectives and martial masters."
"Cassandra." She looked up at her mother. "Though you are but ten years of age, you were trained from the moment you were able to walk. In just four years you have developed the skills of a master. The five years afterward proved you are worthy to be either my or your father's heir. Your victories against those Assassins fighting at my side are proof of this. You are capable of protecting both your brother and your grandfather."
"By my profession and privilege of age, the duty of protection should fall to me," Alfred said.
"Under normal circumstances, yes, but this is war, Alfred. What's more, this child is Cassandra Wu-San-Wayne. She carries the blood of warriors. Soldiers who need purpose. If she were not given a task as important as the protection of life, she would stubbornly follow me into war." Cassandra looked down, knowing full well her mother was right.
"Cassandra, protecting life is your legacy, but a truly difficult task. You idolized your father, no, you idolized Batman for his desire to protect life, even those that most would call evil. You looked up to Batman's need to save and defend life. Now is the time for you to show you are worthy of the Mantle of the Bat and protect your brother and grandfather until the return of myself and your father."
Cassandra looked up at her mother with determined eyes. "I will, Mother."
Sandra nodded before she kissed her daughter's forehead, followed by kissing her son's cheek, the sleeping baby giving a small smile.
Sandra then stood up and walked over to Alfred. "I know I gave Cassandra the task of keeping you safe, but you will protect her, won't you, Alfred?"
"With my very being, Lady Sandra," Alfred said with a proud bow.
"Then let destiny smile upon us, my friend," Sandra said as she bowed back.
"Lady Sandra, before you depart, there is something I must give you."
"Hm?"
Alfred walked toward the Batcomputer and typed something in. Moments later, the floor opened up, a canister rising in front of Sandra. "Master Bruce designed it specifically for you."
The canister opened, revealing the contents.
Sandra giggled. "Of course."
Sandra was staring at a Bat suit, obviously custom-made to fit her. It looked like a shorter, slimmer version of Bruce's own suit, the other notable difference being the fact it had breasts to fit Sandra's. The Bat Symbol was also a jade green, the cape of the suit being as long as Bruce's, but unlike Bruce's suit, Sandra's had claws, but she could tell from a glance that they were retractable.
"Synthetic fibers to adapt to her advanced flexibility. Cybernetics to increase physical strength. Cowl with the standard Bat Family Technology. Last but not least, a utility belt filled with some of the most advanced long-ranged weaponry Wu-San-Wayne Conglomerate has to offer. As always, the cape has a glider function, lighter than silk, yet stronger than steel. Completely fireproof, durable enough to withstand gunfire from a .50 caliber rifle, and capable of stunning the likes of even Bane on Venom. Codename: Fu."
Sandra smiled. "The Chinese character for both bat and good luck. In China, the bat is seen as a symbol of longevity and fortune, as well as fertility. The symbol on the chest is also the color of jade, a crystal with a long history of good luck and abundance. Is that how you see me, Bruce?"
"Lady Sandra, Master Bruce worked tirelessly for you to one day wear this suit. I can think of no better occasion than this to don the cowl," Alfred pleaded with a bow.
Sandra looked at Alfred, then at her daughter, seeing the awe and admiration in the girl's eyes. She then looked back at the suit made for her... and smirked.
