Once a huge enough flock of birds are within the user's range, the user can emit an altered signal encoded with a simple encoded command that all birds within range must follow no matter what. Signal emissions can be hampered by massive amounts of electronic waves and does not work underground, and exposure to the former can give the user headaches.
