Lucy unknown to Peter hired his stepsister Tracey Barlow to work for her to cover Lucy's maternity leave. Tracey informed Peter that her employer was pregnant and Peter realised that he was the child's father. He offered to marry Lucy but he was still engaged to Shelley , he promised Lucy that his other relationship was over. Lucy gave birth to a son that she named Simon. When she discovered that Peter was still seeing Shelley, she threw him out and banned him from seeing Simon. Peter was torn between his son and Shelley but he eventually married Shelley , thus committing bigamy when both Lucy and Shelley discovered Peter's secret, Shelley threw him out and the two women temporarily took over his betting shop. Lucy said to Peter that she and Simon would be emigrating to Australia alone, threatening to expose his crime if he contested her decision. Peter resigned himself to the situation and moved back to Portsmouth where he use to live with his ex-wife Jessica.
Lucy had passed away with ovarian cancer and Peter was given custody of five year old Simon. Due to his business in Portsmouth failing Peter brought Simon back to Weatherfield and got help from his dad Ken and stepmother Deirdre. But Ken suspected correctly that Peter's plan was to leave Simon with him. Peter then changed his mind when he learnt that Lucy had left her estate to him, providing that he would use it for Simon's benefit. Then Peter bought the local book makers and renamed it "Barlow's Bookies"
Peter began a relationship with Leanne Battersby. Peter and Leanne then decided to open a bar, but his dad became hesitant about the venture because of Peter's alcoholism. On the opening night of the bar, Peter fell off the wagon and got drunk and was forced to go to rehab. Peter and Leanne had got engaged, but Peter felt threatened by the return of Leanne's ex husband Nick Tilsley, but Leanne convinced Peter that Nick was just a friend who had decided to open the bar and offered Leanne a job as bar manager. Feeling guilty for his previous venture Peter persuaded Leanne to take the job and started mentoring Leanne's friend, Carla Connor when Peter soon realised that she too like him had a drinking problem. Carla began to lean on Peter emotionally for support and she later tried to seduce him. Peter tells Carla that he can't see her any more.
In 2010 Peter celebrates his stag do at his and Leanne's former bar, The Joinery which was now owned by Nick. The premises is destroyed by an explosion which was caused by a problem with the gas supply, a tram became derailed and had crashed into the street. The bar was now destroyed, and Peter was trapped inside and was soon rushed to hospital with crush injuries to his legs and trauma to his lower back and chest and suffered a cardiac tamponade. Aware that he is unlikely to survive he married Leanne on his his hospital bed and went to cardiac arrest moments after the ceremony had concluded. Fortunately Peter survives and left the hospital in a wheelchair.
Again Peter supports Carla after her mother had passed away. Leanne who's aware of Carla's feelings for Peter had become insecure and it caused several arguments between the two women. Carla is subsequently raped by crooked businessman Frank Foster who was later murdered by his own mother Anne. Peter began drinking again and went Carla's flat and tells her that she was the woman who he really loved and would leave Leanne for her. The pair sleep together and have an affair. Leanne soon discovers Peter's affair with Carla but offers to forgive him and they tried to make their marriage work, but Peter tells Leanne that he loves Carla. Leanne leaves the street in a taxi with a tearful Simon running after the car begging his adoptive mum to stay. Due to Leanne's departure Simon starts misbehaving and blaming Peter and Carla that they're the reason why his adoptive mum had left. Leanne soon returns to Weatherfield and fights Peter for custody of Simon and Leanne eventually won and got a residency order, at the same time she reconciles with Nick. Peter and Carla later become engaged.
Peter then began an affair with Tina McIntyre who worked for him as Simon's nanny. Carla later finds out that she's pregnant and confides in Michelle Connor that she's not ready to become a mother. Carla almost had a termination but couldn't go through with it. Carla informs Peter that she's pregnant. Also Tina tells Peter that she might be pregnant but Tina later discovers that her pregnancy scare was a false alarm and Peter vowed to stand by Carla and to raise their child. Tina then asked Peter if he could move away with her and begin a new life away from Weatherfield. Peter began to agree, but he soon after realised how much he loved Carla and decides to stay in Weatherfield. An angry and upset Tina threatens Peter to expose their affair to Carla and viciously attacks Peter by scratching him on the face. Peter leaves and decides to confess his affair with Tina to Carla before Tina did.
Peter tells Carla in the back room of the Rovers and Carla is devastated by his betrayal. At the same time Carla's brother Rob Donovan visits Tina and pleads with her not to tell Carla about her affair with Peter but Tina refuses to do it after a confrontation with Rob Tina falls from the balcony of the builder's yard. When she came round she threatens Rob who in retaliation attacks Tina with a metal pipe. Peter was devastated when Tina's discovered and had serious injuries and had to be hospitalised .
Carla throws Peter out and is questioned by police regarding Tina's attack. He denied being responsible for the attack and was released on bail. Due to her injuries Tina passed away in hospital. Peter discovered the news of Tina's death when he comes into the pub drunk and pleads to Carla to give him another chance. She gives him a bottle of wine and tells him to drink himself to death. Carla later suffered a miscarriage and swears revenge on Peter blaming him for everything.
The street turned on Peter in the aftermath of Tina's death, with everyone believing that he was responsible for her murder. A bracelet belonging to Steph Britton that Rob had stolen from the flat to make it look like burglary is discovered in in the Barlow's garden shed where Rob had accidentally dropped it. Peter was arrested after his fingerprints were discovered on the bracelet, after he'd moved it into the kitchen. Peter was then charged with Tina's murder and was remanded in custody. In prison Peter discovered that Jim McDonald who was serving a sentence in the same prison for armed robbery was running an illegal alcohol side venture , hence his nickname was " the landlord" Peter later found Jim's stash in the prison kitchen and drank it all and was then hospitalised. When Peter regained consciousness he asked to see Carla and she came to visit him thinking he's going to die; Peter tells Carla that he believes that she'd killed Tina and that he'll take the blame and take her secret to his grave. Carla then realised that Peter was innocent if he genuinely believed her to be guilty. Peter soon recovered and was put on trial. While giving evidence Carla tells the court that she believes that Peter is innocent. Despite that Peter is found guilty of Tina's murder by a jury and was sentenced to life imprisonment with a minimum term of fifteen years before he could apply for parole. Eventually Carla discovered that Rob is Tina's killer and reports him to the police. Rob is arrested and Peter is released from prison with his conviction overturned. Peter pleaded with Carla to give him another chance but she refuses. Peter decides to leave Weatherfield and move back to Portsmouth. Simon begs his dad to not go but Peter convinces him that its for the best. Peter briefly returned to Weatherfield to attend the funeral of his stepmother Deirdre and he briefly saw his ex-wife Carla before going back to Portsmouth.
