"How do we go about investigating corruption?" Giles asked. "Especially corruption on this scale?"
"I can use the computer to investigate the building companies in Sunnydale, there may be some overlap." Willow offered. "Every step in the process has to be inspected to ensure it meets building codes, which in California, also includes earthquake codes. Someone has to do that inspecting and in person."
"That's a good idea." Xander said. "The building companies may not be involved at all. Whoever is doing the inspecting may be placing the crystals in the walls. Both Margaret and Ms. Calendar said the Magic is passive, meaning someone sets it and then periodically gives it a little pick me up of energy. The inspector may be the one both placing the crystal and the spell at the same time. The spell itself would lead the builders to not see the crystal and close it up in the wall."
"An excellent place to start." Giles agreed. "Any other ideas?"
"Sunnydale has an Historical Archives." Cordelia said, withdrawing her tail from under the edge of Xander's pant leg where she'd been tickling his leg and letting him and herself concentrate on the discussion. "It's one of oldest buildings in Sunnydale and dates from the founding of Sunnydale. Birth and death certificates are filed there, as well as official public records, some of which the public is allowed to access. Students especially, use it for research purposes, like for reports on the local government and local history. I once did a report on my family's history in the area. Both Chases and Harris' go back four generations in Sunnydale."
"There may be information there that isn't accessible via computer." Giles decided. "Wesley, would you accompany me to these archives? We're both probably better suited to going through those records than the children are."
"Yes, given the fact is that you use to work at the British Museum and i was trained as a Research Watcher. When is it open and where is it?"
'"it's open daily from nine to five." Willow said. "Except weekends and is attached to the Sunnydale Public Library. It's only two blocks from here, which makes it convenient for students doing research. Just go left down the street from the main doors and you'll find it."
"Then we can do that tomorrow." Giles agreed. "Does anyone have any other ideas?"
"Why don't we have a 911 center here in Sunnydale?" Buffy asked. "When I found that little boy I had to call the police station directly from a pay phone and leave an anonymous message."
Willow went to the computer and than said. "Interesting, I didn't know this but the 911 system was started in February of 1968 and approximately 98% of the United States is currently covered by 911 emergency services. The exceptions are really remote areas that are still difficult to reach and areas without adequate cell towers, but all but the very remote areas should have land lines like the payphones which you don't even need to pay to use to contact 911."
"Well, I needed to use a quarter to dial the police department because 911 doesn't work."
"Which means the phone is blocked or deliberately manufactured not to allow calls to 911." Wesley.
"I doubt it's deliberately manufactured that way." Giles stated. "That would imply that the corruption spreads beyond Sunnydale. But we've speculated that Sunnydale has been deliberately isolated and that it was to hide the Hellmouth, vampires and the death count. Having no 911 would be an extension of hiding the death count as they're required to keep accurate records in the event of criminal cases needing the information from the calls. And the police don't go out after dark, the station is open, but the police don't patrol and we've never seen them respond to any type of crime at night. When we burned down the Sunset Club with Spike and his minions in it, no police showed up to investigate the fire and Buffy and I put out the fire ourselves and that took a little awhile. The police, at some level at least, are apart of this conspiracy. They'd have to be. The rank and file may not be, but the Chief at the very least, would have to be to ensure that no one patrols at night or responds to calls after dark."
"When we were trying to figure out why Xander and Cordelia had ended up in those cocoons, I discovered that Sunnydale doesn't have a local newspaper or news channel." Willow said. "I also wondered if the local television providers provided out of town news service. But Sunnydale High School does have its own newspaper and that newspaper has an obituary column. The editor is Freddy Iverson, one of the students here. What do you want to bet, he's got an idea of what's going on here and is using the paper to try to get others to notice what's going on?"
"Everyone says the notice me not spell can be overcome with force of will." Xander said. "Sounds like Freddy figured out how do that himself. Maybe he's noticed other things too, things he's not putting in the paper for one reason or another or he may have other ideas on where to research. I say we ask him."
"Carefully." Giles advised. "He's a student and I doubt he's part of any conspiracy, just someone trying either to help or figure things out."
"I know him." Willow said. "I can talk to him."
"We'll have to get started on it tomorrow." Buffy decided. "Right now we need to get going on patrol." Everyone put their books away and headed for another round with the vampires.
