Justice Across Space and Time

Chapter 41

Gang Orca is ready for a fight and the heroes have to stop him and protect the civilians. And it will take more than the few that we know from canon to finish this rescue and fight. We'll also get a peek into the battles we never knew in the main story. So on with the show.

(No POV)

Gang Orca marched into the stadium proper with his sidekicks and himself dressed in suits to give the illusion that they were an organized group of villains or terrorists. "All of you, take out the heroes and civilians! Don't let one of them stay standing!"

"Yessir!" With orders given the faux thugs rush in and aim to attack anyone in range. But Shoto and Inasa use their quirks to disrupt all the villains. With Shoto making a massive ice wall between the civilians and thugs. And then Inasa used his wind to knock any others away and down from trying to climb the wall. They are then aided by Izuku and Yo. With the former using his tendrils and blackwhips to wrap up and knock out a few enemies, and the latter using his vibrations to knock over and out a few himself.

But he gets too proud and thinks he can take down the current number 10 pro hero. "Let's see how you like this Gang!" Yo shouts while putting both of his hands on Gang Orca's chest to create a big vibration blast. It knocks back the sea mammal like hero, but he is only slightly phased.

"You thought you alone could take me down. You're underestimating me." Gang says with a disappointed look in his red eyes. And paralyzes Yo with his ultrasonic waves. He starts toward where Izuku has some of his goons restrained but he is then set upon by Shoto with his ice. But Orca blasted though the ice with his ultrasonics again. "Jotaro! We might need your help man!" Izuku shouts, assured that his friend could hear him.

Jotaro hears this in his, but he can't do anything for the moment. 'Sorry Izuku but I'm a little occupied! I'm the only one who can lift up what has about 20 people trapped. I'll be there as soon as I can, but I'm not sure how long it will take Momo and few of the others to get these people out!' Jotaro thinks while muttering an apology.

Izuku grits his teeth and mutters "oh boy" before wondering how long they could hold up. With more thugs swarming in, Orca steps up his own offensive. Shoto attacks the pro with his flame side, but Inasa's winds disrupt his attacks. And vice versa. "You need to back off or turn off the heat! I can't fight the villain if you use your fire!" Inasa shouts to Shoto. Who just responds that his ice didn't work before. "And the same could be said of you using your wind to disrupt my fire attacks."

"Do you two really think you have the luxury of arguing right now!?" Gang Orca shouts as some of the grunts fire cement shots at the pair of hero hopefuls. Shoto is stuck while Inasa uses his wind to move around as fast as possible. They try to counterattack again, but it ends up sending fire everywhere due to the mixing of the winds and heat. With Izuku having to save not just Shindo, but the grunts a few of the civilians that were nearby. "REALLY YOU TWO!? Can't you do this without being a threat to everyone?!" Izuku shouts as he floats above the battle area. "SORRY! He's right! Can't you use your ice instead?"

"My right side is sealed up! I can't use my ice." Shoto says back before also apologizing to Izuku. Before Inasa can try to attack again, Gang Orca hits him with an ultrasonic blast that paralyzes him. And then he hits Shoto with it as well. "At least you realized some of your folly. But it won't save you or anyone else," the hero acting as a villain says before dropping the paralyzed Shoto to the ground.

Before he can tell his troops to move in, Yo manages to move enough to disrupt their attempt at attacking the evacuation shelter. "Thanks for the save earlier Midoriya. Unfortunately, I can't do that again. It's up to you now." Shindo says before leaning back. Izuku smiles before saying, "you're wrong. It's not just me who will be fighting these villains." When Shindo is about to ask what he meant, a massive impact shakes the area.

While the dust is still blowing through the area, a group of goons is taken out before they can react. Another set of tremors is felt, and when the dust clears there are two large boulders blocking the villain troops from the evacuation area. And in between both boulders is Jotaro Svoboda. "Sorry I took so long. Had to help clear a few buildings and save some civilians." Jotaro says with a smirk.

Yo, Gang Orca, Inasa, and the goons are shocked by the dramatic way Jotaro came in and protected those who needed it. Meanwhile, Izuku floated overhead and kept a close eye on how any of their enemies would try to move in this situation. "Hey trembler. Thanks for busting up the ground with your power. It made it a lot easier to yank up these big pieces to create a barrier." Jotaro said with a nod to Yo.

The second-year hero tells him he was welcome. And to "kick their asses!" while he rested and tried to recover from Orca's attack. Jotaro quickly rushes in and knocks out a few more of the troops. Meanwhile, Izuku uses both his blackwhips and Air Force Smashes to knock around and throw some of the troops.

"Hmmm… Impressive improvisation. And teamwork. But it won't matter if I take one of them out." Gang Orca analyzes before preparing to ultrasonic blast Izuku. But Jotaro can guess what the man has in mind and engages the marine mammal man. He gets in and strikes the hero in the stomach and punches him in the face. Knocking the villain on his back.

Jotaro nods before turning back to help cover the civilians. "A good hit. In fact, that probably would have knocked me out. If I were closer to a normal human. But I'm more like an orca in more than one way!" Gang Orca says before unleashing an ultrasonic hit on Jotaro from behind.

Due to his sensitive ears, Jotaro is almost knocked unconscious. He just barely hangs on due to his own strength of will. But it is tested, as Gang Orca moves in closer and keeps using his ultrasonic waves to disorient the young hero.

"Well now. It seems like you do have a weakness or two. And I'll have plenty of time to capitalize on it." Jotaro can feel the paralysis setting in due to the overloading of his inner ear. So, he takes out something to help alleviate part of the problem. "Didn't think I'd be needing these!" Jotaro says before putting in some special earplugs he requested made in the development lab.

Normally he can tone out excess sounds to focus on a specific noise or voice across a city. But the constant barrage of sound is making it impossible to focus and tone out the sounds. "You think those things can protect you from my attacks?" Orca says before trying to pull the large teen close for more blasts. But he isn't ready for Jotaro's quick set of strikes.

First to Orca's throat, disabling the clicking sounds, and the second to the top of his head, crippling where Jotaro had noticed his sound blasts were coming from. Gang Orca can't congratulate Jotaro vocally, but he does nod in approval of his tenacity and ingenuity. He then tries to strike and knock Jotaro away, so to continue his attack.

But Jotaro surprises him again and catches the fist he was about to strike with. Before the hero can move away, Jotaro grabs the other arm to hold the hero in place. "Your attack did enough to where I can't move under my normal power. But I have other ways of acting! Like forcing thousands of volts through my nervous system to make my muscles move!" Jotaro explains while forcing his grip a bit tighter on the temporarily restrained hero.

For Shoto and Inasa though, they are amazed by everything that had happened so far in the battle. 'He can't even move and he's still fighting! Like Hell I'm going to just lie here and let my friend fight alone!' Shoto thinks while gritting his teeth. "Inasa! You don't like me or my dad, I get that. But right now, we have a job to do! We have to be the heroes we aspire to be!"

Inasa is shocked at hearing Shoto shout about the duty they have. Especially given he believed that the teen was the same as his father. But when he turns back and looks Shoto in the eye, he can see a fire in his eyes that wasn't there during and after the Recommended Exam. "Okay. What did you have in mind?"

"Can you make a windstorm over Jotaro and Gang Orca?" At Inasa's affirmative, Shoto says to do just that before engulfing his left side in flame. Inasa catches on to what the UA student was getting at and does all he can with his limited movement to trap Jotaro and Gang Orca in a massive firestorm.

Jotaro smiles as he can feel Orca wincing and can tell the sea mammal man is rapidly dehydrating. He keeps a tight grip on the number 10 hero's arms to make sure he can't try to rehydrate. Saying, "only one of us can take this heat. And you won't last much longer!"

As Gang Orca's consciousness starts to fade, he smiles in spite of his defeat. Proud of the two who put aside their disagreements to defeat him. And the tenacity an even weakened Jotaro had shown. When the firestorm fades, both are still standing. But only Jotaro is still conscious.

While the three of them had been dealing with the biggest threat, Izuku had been capturing and defeating as many goons as he could. When more started to either regain consciousness or escape, Tsuyu, Mineta, Ojiro, and Tokoyami arrived to finish the battles. "What about the rescue operations?" Yo asked while steadying himself against the boulders Jotaro had raised up before.

"Most of the operations are finished. And we've evacuated almost all of the injured and trapped civilians." Tsuyu reported while wrapping one thug up with her tongue. Who she then threw into a patch of the orbs from Mineta's quirk. As a few more heroes moved in to restrain the enemies, Mera announced that all of the civilians had been rescued and that the Provisional License Exam was over.

With the exam done, each of the students was aided or given time to recover before checking the scores on the final tally board. Gang Orca meanwhile is given an infusion to rehydrate him. When discussing with the judges, the hero gives his own impressions of the exam and how to score some of the students he observed.

"Those two….. they made a massive mistake right at the start, but they managed to turn it around at the end. Justice though… that one is terrifying and impressive at the same time. If there were more heroes with his tenacity and willpower, we might have had less to worry about during and after Kamino raid."

With that and the tallies and judgments from the HUC members, the scores are set and the names listed on those who had earned a provisional license. "Now then. All of you were scored based on your conduct and the quality of care you provided during this crisis. As well as your response to the insane situation of a villain attack during a disaster situation. And those who have earned a provisional license; your names will be displayed in alphabetical order."

And the screen lights up with the number that passed. The total being 90 out of 100 passing to earn their provisional license. Since Jotaro can't see the result, Saphentite quickly glomps onto him and announcing that they both passed. He just smiles, before congratulating Izuku as well for passing. Izuku thanks his true meta teacher, but he fumbles out that Shoto did not pass the exam. "It's alright Midoriya. I knew this was likely to happen. With what happened in the second half of the rescue, I knew I didn't earn my place."

"You almost did though young man." Gang Orca says while walking up with another iv in his arm. He goes on to explain that he described how Shoto had tried to avoid an argument at first. "But you both still let your egos take over and almost cost everything. You did redeem yourselves with that firestorm to knock me out, as well as Jotaro here perfectly setting up the finisher. Take this as a lesson. And….. well, you'll find out soon."

Inasa bows so hard he slams his head into the ground with a crack. First thanking Orca for his input. And then apologized to Shoto for his actions during the exam. "You tried to move past it before the exam even started. But I wouldn't listen. I just assumed you were exactly like your father and just like you were at the recommendation's exam. But you have changed." Inasa said while his head was impacted into the ground.

"I owe some of that to Jotaro and a few others. If he hadn't punched through the way he did….. I probably would have been more confrontational during the fight with Gang Orca. Not only that, but Midoriya was right about both of us needing to think things through as well." Shoto said while looking at the two true metas in question.

He then held up his hand to shake with Inasa, apologizing for not just his first impression but also his actions during the exam. Inasa shook the hand with fervor as Mera began his next announcement. "For those of you who didn't pass the exam today, there will be a supplementary course for each of you in March. This will give you a chance to prove that you do have what it takes to be fully licensed heroes."

As the papers with the scores were handed back to the applicants, Izuku questions in his mind why some of the failed students weren't asked to leave. "Seriously? It's obvious. Just like you can't reason with a natural disaster, there are times where you have to take whatever help you can. Even if it isn't from a legal source. The hero society now may not condone vigilantes, but more often than not they acknowledge the good they can do. Especially thanks to all of the true meta heroes awakening." Saphentite explains while looking at her paperwork as well.

"For those who do have a provisional license, you now have the authority to act as heroes would at your own discretion. However, you do not have full licenses. So do not believe that this makes you full heroes. Keep studying and improving, to prove you have what it takes to be a hero in this rapidly changing world." Mera states before dismissing the students.

Izuku is in tears while holding his provisional license. A few others from class 1-A are much the same. Though Mineta is quick to point out how Todoroki failed his exam. "Don't push it short stuff. I'm guessing he wasn't too far from also passing right?" Jotaro says with a raised eyebrow. Shoto nods before saying he had 48 out of 100 points. "If I had shut down my flames a bit sooner, I would have likely been able to pass. But I wanted to do all I could with all my power. Without thinking of the consequences."

"That's what all of us who are aiming to be heroes do at times Todoroki. I've broken my arms a few times to save people or to stop an opponent. But that doesn't mean you are any less of a hero than we are. You just….. need to watch out for the spread of your flames." Izuku says with a hand on Shoto's shoulder. Shoto smiles at Izuku and thanks him for trying to help.

As a few of the others are leaving, Izuku decides to ask something that had been bothering him. "Hang on a second Yorashi. I was wondering something. That girl from your school. Uh Camie was it? Who taught her those stealth skills? Like how she seemed to erase her presence to sneak up on me." The Shiketsu students looked at Izuku with confusion before the hairy student Mora Nagamasa commented that they didn't have that kind of training at Shiketsu.

As Camie was walking away from the exam site, her appearance melted away to reveal Toga Himiko underneath. She pulls out her phone and talks to Mr. Compress. "I was hidden well. Though I do have to release the girl I was mimicking. Unfortunately, I wasn't able to get any of Midoriya's blood. We might have to talk with the Forgotten soon. Yeah, meet you back at the warehouse." Toga says before hanging up with a sigh.

Back at UA though, Melissa is having an important talk with Toshinori. "So, uncle… you want to tell or show me what this new power is that had papa so nervous?" The two had excused themselves to a less monitored battle ground so the old hero could explain some matters.

"Uhhh….. You know what. I might as well just show you." Toshinori says while checking to make sure there was no one else around. He takes a deep breath before letting his true meta powers flow through him. Lighting up bright and showing off the speed he now had.

"This is incredible! You could still be a hero Uncle Might! So why don't you announce what you can do?" Melissa says with stars in her eyes. Toshinori shakes his head before noting that Dave had a point. "If the symbol of peace who everyone knew had a quirk suddenly gained a new power, it would raise a lot of questions. But I still do wish to be a hero. Just maybe not the same kind of one most people think of."

Melissa is a bit disheartened, but she does see the point. She then asks if he had some idea for a suit or a new name. "I had thought of Kosoku or maybe just Lightwave. I don't have a suit though. Not really sure there would be point if no one could look at me." Toshinori said with a shrug.

"Well then, we just need to make one to tone down the brightness and make it to where they can see the new you. Though we'll have to create a few ways to hide your identity." Melissa says before bringing out a pad to show some ideas going forward.

As class 1-A was preparing for their exam though, class 1-B was at a different site for their own provisional license exam. While Monoma was bragging about the fact that their class would show who was the better group at UA, some were wondering if Itsuka would be alright. "Hey. Class rep. You sure about this? I mean you don't-"

"Knock it off Setsuna. I know you are all worried about me. But I can do this. It's true my quirk was really helpful for combat. But even the more unusual applications, like during the training camp, are very limited. And I've been training constantly to face what I could be up against." Itsuka says while checking over some of the gadgets that Melissa had gifted her.

Vlad King though is proud of Itsuka for facing this challenge. 'Even if she can't pass right away, she'll still prove that she has a chance to be a hero. And if it doesn't go that way in the end, I'll do all I can to help her land a job as a police officer or something similar down the road.' A few others consider that they could cover or try to help keep Itsuka in the game.

But the martial artist won't let them hold her hand during this exam. 'I have to do this. Not just for me. But for anyone else who has been told they can't be a hero just because they don't have a quirk.' Itsuka thinks before remembering what Izuku had told her and others about what it was like for him during his childhood. About how everyone around him was constantly saying he couldn't be a hero. Just because he didn't get lucky and was born with a quirk.

'He may have gotten a different kind of luck with his true meta potential, but there are plenty others like he used to be. Ones like Melissa, who is making her way with gadgets and her armor. And now me. A martial artist most would say is in over her head. But I'll prove them all wrong.' Itsuka resolves herself to as the bus reaches the site for the exam.

This one is also set in a stadium and has multiple schools from around Japan participating. She recognizes a few with uniforms from Shiketsu, and others from Ketsubutsu and other schools. And she quickly picks up on the fact that many of them are eyeing her and the others from UA up.

"Hey! You guys are from UA, right? I saw a few of you during the Sports Festival. Your name is Ibara, right? The way you took down that electric guy was funny. Hey, that's Yanagi Reiko. The one who fought the genie girl from 1-A. And then there's Kendo; the student who made it to the semi-finals without ever using her quirk." A variety of students say and congratulate her and the others for. As they are all heading into the exam site, Itsuka stops her classmates. "We need to be careful guys. They know about us."

"Well yes they know about the most capable students from UA. Not like those egotists from- gurk" Monoma starts in on, but Itsuka punches him in the stomach. "Shut up and listen you idiot. The rest of you too. I get the feeling they'll all be gunning for us right as the exam starts."

Shoda has a worried look and asks why she believes that. "Because we've all already been publicized and likely analyzed by both reporters and others who looking to go into the world of heroics. They probably know all of us as well as we know each other. We need to be ready for any kind of ambush they could set." A few others seemed to contemplate what she was saying. With ones like Juzo and Pony readily agreeing with her.

A few others (Tetsutetsu, Kosei, and Awase) think she is just being paranoid and nervous. "I mean…. Given you don't have-guk!" Tetsutetsu starts before Itsuka grabs his face to shut him up. She then quietly pulls out her phone and writes up to not reveal the loss of her quirk. Noting that she was the only one they had little to no knowledge of.

"I'm the dark horse and unknown to these guys. So, let's keep it that way and make sure they aren't ready to counter anything I could do." Itsuka says with a look that shows how serious she is. Given her history during the Sports Festival, and what she had been a part of less than a month ago, most of the class was willing to go along with her.

As each hero applicant changed into their costumes, Itsuka was psyching herself up and remembering what Jotaro and Saphentite had taught her during the preparation for this exam. As well as the hope for what could come after with Jotaro. With one last tightening of her mask and a nod to herself, she stepped out into the waiting room for the Provisional License Exam.

Hope that was enough for those who enjoy this story. Next time, it is about 1-B's exam and the fight they'll have to go through.
