Many thanks to those who read and reviewed this fic. I am really happy and this inspired me to bring in the next chapter, and here a new story arc takes place and this is where the plot takes an unexpected turn…

Three hours later…
The scene shifts at the Omokageddo Antique Store where Wajima and Mineta stood behind Eri as Haimawari arrived a few minutes ago and there he asked them if Midoriya came back, which Wajima said that they too are waiting for Midoriya, which Haimawari just nodded though he is still worried after the injuries that Midoriya received from the Phoenix Phantom, and wondered if he did the right thing in letting the White Wizard take Midoriya away like that.
Eri assured to Haimawari that Midoriya would be okay and that the White Wizard can be trusted after helping in driving the Phoenix Phantom away, though Mineta wondered what could the White Wizard do as his magic were strong yet violent, such as using the EXPLOSION magic, though Eri said that she is sure that the White Wizard can patch up Midoriya in no time.
"Really, Eri?"
"Yeah."
"I hope you're right."
"I'm sure Izuku will be okay."
"Me too. Can't wait to see him again."
"So let's wait for him to come back."
"Right."
"…"
Outside the antique shop, Endeavor's sidekicks are stealthily watching as they were instructed by Endeavor to secretly follow Haimawari as Endeavor believe that Midoriya was taken there in secret, and there Burnin', Onima and Kido began to disguise themselves as regular customers, and there she told her fellow sidekicks to act natural and not do anything to give themselves away as they are here to confirm if Midoriya is inside the antique shop or not, which Onima and Kido nodded in agreement.
"Okay, boys. You know the drill."
"Yeah."
"Yeah."
"We're only here to see if this Midoriya kid is brought here. Once we find the answer then we leave and report to Endeavor."
"Yeah."
"Yeah."
"And make sure not to give ourselves away…unless under extreme circumstances."
"Yeah."
"Yeah."
And so the three members of the Flaming Sidekicks entered the antique shop and pretended to be customers who are looking for something and Wajima assume that they are customers and began to accommodate them, and Burnin' nodded, seeing that their initial plan is working quite well, and there she pretended to inquire if he has a rare item which Wajima nodded.
"So…do you have a particular item…?"
"Oh, which one…?"
"Hmm…that."
"Ah, that's a very rare item…"
"Is it for sale…?"
"Yes…"
"So how much…?"
"Well…"
Haimawari sighed as he told Eri and Mineta that he better inform Makoto that Midoriya isn't here, and Eri promised him that she'll let him know if Midoriya returns here, which Haimawari nodded in appreciation, and he also hoped that the Phantoms won't take advantage of this as he admitted that the Phoenix Phantom is someone not to be taken lightly.
However something unexpected took place as three persons in armors entered the antique shop and everyone inside glanced at the newcomers, where they got a closer look at the three persons in front of him, and all are wearing armor suits that have a vague motif of a Cerberus.
Haimawari glanced at them and he can tell that they are staring straight at him and calmly asked if they need something from him, and the atmosphere started to get tense.
"Is there a problem…?"
"Yes."
"There is."
"And it's you. You are under arrest."
"What?"
"We are from the Hero Public Safety Commission..."
"And on behalf of them…"
"You are under arrest, so surrender."
The trio introduced themselves as the newest pro heroes from the Hero Public Safety Commission, in which they said that they are under orders to subdue Haimawari if the situation calls for it, and there each of them introduced themselves in an arrogant manner, which they stated their names to an apprehensive Haimawari:
- The gold Sword-wielding Cerberus Hero: Glaive
- The red Crossbow-wielding Cerberus Hero: Larc
- The Green staff-wielding Cerberus Hero: Lance
Seeing that the trio appeared to be hostile, and that if he reacted impulsively the antique shop might get damaged and everyone here would get hurt, and Haimawari decided to act calmly and asked what do they want with him and what is their basis for wanting to apprehend him, which they say that the Hero Public Safety Commission deem him a threat and that they are strictly ordered to bring him down.
Haimawari sensed that something is not right here and reiterated that he didn't committed any crime, though Glaive said that they have evidence that he is a villain wearing a golden armor that has a motif of a lion and possess a Quirk that has attributes of the following animals:
- Buffalo
- Dolphin
- Falcon
- Chameleon
Haimawari wondered how the Hero Public Safety Commission knew of this yet he can tell that they have no idea that he is Quirkless and that he is only using a temporary borrowed magic, and tells the trio that he would get and consult a lawyer first before deciding to turn himself in, which Mineta agreed with what Haimawari said.
"I agree with what Haimawari said!"
"He should get a lawyer first!"
"And if he's under arrest then he should get a lawyer first before you take him away!"
"And do you have a warrant?"
"You can't just arrest him!"
"So get out and leave!"
"And we mean it!"
"Yeah!"
However, the three Cerberus-armored pro heroes said that it is OUTSIDE OF THEIR JURISDICTION as they were ordered to subdue Haimawari through any means necessary, and there they deem Haimawari a high-level threat and this warrant his immediate takedown, much to Haimawari's disbelief.
"What was that?"
"You heard us "
"You are deemed a threat by the Hero Public Safety Commission."
"And that's why you must surrender."
"Can't I call my lawyer first…?"
"Surrender now "
"Or we will use force if necessary."
"That's right."
Haimawari tried to stall them as he tells Mineta and Eri to head upstairs as he has a feeling that the three armored pro heroes are willing to use collateral damage just to make themselves look good to the public, yet Mineta and Eri are apprehensive that the three pro heroes aren't going to abide in human rights.
"You two better head upstairs and…"
"But…"
"No way!"
"Don't worry about me…I'll…"
"We can't leave you!"
"Yeah! We don't trust those clowns!"
"Come on, you two…"
"We're not leaving!"
"That's right!"
Worried for Mineta and Eri's safety, Wajima intervened and urged everyone to calm down, then he urged the three armored pro heroes to take their business outside, saying that the insurance of the shop doesn't cover pro heroes, but Lance grabbed Wajima by his collar and shoved him aside rather violently, causing the senior citizen to crash against a chair, injuring him in the process.
Mineta, Eri and Haimawari saw this and went to Wajima's side as the senior citizen clutched his left ribcage as he appeared to have been badly bruised, and there Haimawari glared at them and demanded an explanation on why they did that, but the trio were unrepentant and demanded that Haimawari surrender unconditionally or face the consequences.
"What was that?"
"You heard us "
"You are deemed a threat by the Hero Public Safety Commission."
"And that's why you must surrender. And we mean it."
"After what you did to this person…? You want me to surrender just like that?"
"Surrender now or else."
"Do it now or we will use force if necessary."
"That's right."
As a display of arrogance, Glaive brought out his weapon, which is a gladius which is emitting an energy source; Lance then brandishes his staff that also resembled a lance; and Larc brought out a metallic crossbow which is emitting an energy source and there the three Cerberus-armored pro heroes gave Haimawari a last warning, saying that the next one would be his last.
"You really want to cause damage here huh?"
"We will not say this again so this is your ultimatum."
"You are deemed a threat by the Hero Public Safety Commission."
"And that's why you must surrender unconditionally."
"Not until I call my lawyer…and bring this man to a hospital."
"Denied. Surrender now without question."
"Or we will use force if necessary."
"That's right."
Seeing that the trio are serious, and with Wajima too hurt to move by himself, Haimawari stood his ground and initiated his transformation into Kamen Rider Beast, and there the trio are pumped as they now have a reason to go all-out and an excuse to use excessive force so as to make themselves look good in the eyes of the Hero Public Safety Commission.
"Okay, you two. You know the drill."
"Yeah."
"Yeah."
"We will apprehend the target through any means necessary."
"Yeah."
"Yeah."
"And make sure not to give him the chance to escape. Don't mind the collateral damage. The Hero Public Safety Commission will shoulder it."
"Yeah."
"Yeah."

Ch. 38: Doragon no appugurēdo part 1
At an unidentified hideout, the scene shows that the Wiseman is listening to the Phoenix Phantom (in his human guise) ranting as he couldn't believe that there are three wizards at this time and he is ranting louder that the White Wizard ruined his day by interfering in his fun in attempting to kill Midoriya and believe that if the White Wizard hadn't interfered Midoriya would have been dead at this time.
Medusa Phantom (also in her human guise), told her fellow Phantom to stop whining and be grateful that he is still alive, reasoning that if he stayed and insist on fighting the White Wizard he'd be dead by now, causing the two to bicker in a loud manner, momentarily forgetting that Wiseman is in front of them, as he watched the two argue over the fact that the White Wizard interfered and saved Midoriya.
"Calm yourself, Phoenix…"
"How can I calm down? That white-colored magical clown made a fool out of me!"
"…"
"Be grateful that you made it back here in one piece…"
"Who cares? Thanks to that white-bread the brat escaped and now he'll be back to foil everything!"
"…"
"You're not going to do reckless things again…"
"You got a problem?"
"…"
At this point Wiseman made his move and urged the two to calm down, and reasoned that with Midoriya badly injured, this is a good chance to take advantage and find more gates and have them spawn more Phantoms, and tasked Medusa to continue in finding them, which she nodded in obedience, pleased that Wiseman praised her.
"Medusa…continue the task I assigned you to do…"
"Yes sir…"
"And do not engage in battle unless it is necessary."
"Yes sir…"
"And be on the lookout. Our plans must not be revealed."
"Yes sir…"
"So make sure that everything goes well."
"Yes sir…"
Wiseman then assigned Phoenix to do the same but advised him to partially tone down his M. O. so as not to attract unwanted and unnecessary attention, and gave him caution about Kamen Rider Beast, saying that the said-wizard has the ability to absorb mana and that he might absorb Phoenix's mana if given the chance, hence Phoenix should be careful in dealing with Beast.
Phoenix nodded and assured to Wiseman that he won't let Beast EAT him and that if he manage to kill Beast then Midoriya would be next if he decided to show up unannounced.
"Phoenix…continue the task I assigned you to do…"
"Fine…"
"And do not engage in battle unless it is necessary. But in the event that the other wizard appear, and if the situation calls for it, then you may engage…but exercise caution. That particular wizard can absorb your mana…"
"Fine. I'll kill him if he tries it…"
"And be on the lookout. Our plans must not be revealed. If the Wizard resurfaces, there's a chance that he's still weakened by his wounds. If you see the chance, you may do so."
"Heh, it'll be a pleasure…"
"So with all said and done…make sure that everything goes well."
"Yes sir…ha-ha…"
Wiseman then told Medusa and Phoenix to continue their assignment as usual, but also said that he would deal with the White Wizard should he interfere, which the two Phantoms nodded in acknowledgement.
"As for this White Wizard…"
"…"
"…"
"Leave him to me. I will deal with him."
"Are you sure?"
"That clown packs quite a punch…"
"Do not worry. I can handle him."
"Yes sir."
"Fine."

Meanwhile, at an unidentified area, the scene shows that Midoriya is laid on a strange table while only in his brief and there you can see a white-colored pentagram hovering above the unconscious boy, and there a strange glow is seen where it shows that lightning-like effects are hitting Midoriya's stomach, showing that it is in the process of MAGICALLY closing the wounds, and the scene shows that the wounds are quite deep and that the White Wizard is using magical means to do an emergency blood transfusion due to the younger boy losing a lot of blood earlier at the hands of the Phoenix Phantom.
"Looks like I may have to speed things up. It might be a bit premature…but circumstances have changed the course…"
Midoriya remained unconscious as he is being treated magically as the lightning-like effects from the pentagram are still working on the wounds, which is still in the process of being closed as the wounds inflicted by the Phoenix Phantom were magical in nature, and at the same time the lightning-like effects are also treating the rest of Midoriya's upper torso as it was also wounded due to suffering fro third-degree burns due to the strong flame attacks from the Phoenix Phantom, and the White Wizard started to believe that he may have committed an error in underestimating the Phoenix Phantom as he came to realize that Midoriya's current power is not enough to deal with the Phoenix Phantom.
"It appears that I may have to make some changes…if this boy were to step up and face more challenges…"

At the police station, the scene shifts inside the office of Police Chief Kenji Tsuragamae, where he, Endeavor and All Might are listening to Makoto Tsukauchi about her explanation on what she knows so far about the Phantoms, why they target certain persons and why Midoriya is fighting them, which the three adults listened carefully.
As All Might asked how Midoriya was able to gain such power as he confirmed that the younger boy is Quirkless, Makoto took a deep breath, as she realized that if she were to tell them the truth they might get unnecessarily wary towards Midoriya, but she decided to take the risk as she hoped that they won't get prejudiced towards Midoriya, and there she reluctantly told them what she knows about Midoriya and how he gained such power that is not a Quirk.
While Tsuragamae listened calmly, All Might and Endeavor stared wide-eyed at hearing the details from Makoto, as they couldn't believe what they are hearing about what happened to Midoriya, such as:
- Midoriya's father abandoned him and his mother many years ago;
- Midoriya was orphaned at a young age after his mother died from an accident;
- Being rendered homeless and underwent a lot of emotional hardships;
- Before graduating middle school he was amongst the several people mysteriously abducted by an unknown kidnapper;
- The kidnapped people were subjected to a mysterious, magical ritual where all of them died as their bodies RIPPED APART in a bloody and gruesome way and there the Phantoms were SPAWNED;
- For some reason, Midoriya was the sole survivor and for some reason, he was able to keep the Phantom inside him;
- Midoriya was said to be attacked by one of the Phantoms that was spawned but is saved by the White Wizard, who began to train him;
- And from there Midoriya began a relentless drive to defeat the Phantom and find the mastermind behind this to prevent a repetition of that incident, which Midoriya took it seriously as Makoto discovered that Midoriya suffered from SURVIVOR'S GUILT due to him being the sole survivor and having witnessed everyone else died right before his very eyes;
All Might mentally wondered if he did the right thing in telling Midoriya to give up because he is Quirkless, and now he is wondering if Midoriya might end up getting corrupted as he still believe that the younger boy is not mature enough and is using the incident as an excuse to PLAY HERO, which Makoto guessed that this is what All Might is thinking and she chastised him for assuming so shallow as she reminded him that Midoriya took a great risk in trying to stop the Phoenix Phantom from killing more people.
"Is that how you poorly think of Midoriya?"
"Eh…? I wasn't…"
"Weren't you listening to what I said a moment ago? Midoriya had a rough and tragic childhood!"
"I…"
"Being abandoned by his dad…losing his mother to a hit-and-run incident…abandoned by his family…then was abducted along with other people…then forced into a ritual…everyone else died while Midoriya was the only one to survive! And though he mysteriously gained magic…it was at a cost as he saw people died in front of him before they were turned into Phantoms!"
"I…but…that boy, he…"
"He may be 14 years old but he took the mental burden of fighting the Phantoms as he doesn't want another tragedy to take place…and Midoriya is even willing to forgo high school because he knows that ignoring the Phantoms would cause him more guilt! So stop second-guessing Midoriya just because you think he's immature on the account that he's a minor!"
"…"
As Tsuragamae tried to calm Makoto down, Endeavor received a distress call from Burnin', which he accidentally activated the speaker, and there Burnin' told Endeavor what is happening at the Omokageddo Antique Store, which three pro heroes from the Hero Public Safety Commission are attempting to unjustly arrest Haimawari and injured the store owner in the process.
Tsuragamae and Makoto stood up upon hearing this, as Endeavor instructed Burnin' to have Onima and Kido to stall the three pro heroes as he would go there and personally have the three Cerberus-armored pro heroes to stop as he finds it suspicious that the Hero Public Safety Commission would go after Haimawari, and that he suspected that the commission are also after Midoriya.
There Tsuragamae asked Endeavor to take him along, reasoning that once the trio realized who Tsuragamae is, they would be forced to relent and then he would call the Hero Public Safety Commission to give an explanation for doing this without consulting the police, which Endeavor nodded in acknowledgement.
"Are you sure that the pro heroes would halt their assault?"
"I'm sure they would. And I'm sure they are aware of what would happen if they show insubordination towards a police official."
"I see."
"So please take me with you, Endeavor."
"Very well "
"We must go…before innocent lives are put at risk."
"Understood."
"Good."
Makoto said that she is coming along too saying she is acquainted with the Omokageddo Antique Store owner and that Haimawari is there so she might ask him if he knows where Midoriya is, which Tsuragamae nodded and Endeavor tells her to hold on as he would carry both her and Tsuragamae as he would head to the scene as fast as humanly possible.
"Okay, you two hold on tight."
"Okay."
"Okay."
"I'll head there in a way so you would not get inconvenienced by the winds as I'm going to fly there as fast as I could."
"Okay."
"Okay."
"So be ready for anything."
"Okay."
"Okay."

Hope you liked this chapter, as a new story arc is in progress as the White Wizard has plans for Midoriya, as he remained unconscious due to the heavy wounds he got from the Phoenix Phantom…though there were no hints of using healing magic, so there has to be a catch here…
Some Easter eggs here as I brought some minor pro heroes here to act as temporary foils to Kamen Rider Beast, in which they are based on some of the franchise from Toei:

Lastly this chapter ended in a cliffhanger as Endeavor is on the way to where Haimawari is being attacked by some overzealous pro heroes due to someone within the Hero Public Safety Commission wanting Haimawari because of the perceived fact that he is a villain who illegally uses a Quirk, unaware that Haimawari is Quirkless and is using magic instead…

The next chapter would see what happens next…whether Midoriya would make a recovery or would be absent for the next few chapters…while Haimawari faces of against a trio of Kamen Riders with a Cerberus motif…
