Falna had managed to put a stop to not just stop the Avalanche eco-terrorist insurgent group that wanted to save the planet from the misuse of mako energy and oppose the actions of the Shinra Electric Power Company. However, Falna was the mastermind who managed to prevent their plans of blowing up a single mako reactor in Midgar. However, Falna was also the mastermind behind the hostile takeover of the Shinra Company from within where she used her own force to have the company handed over to her basically on a silver platter. Her reign as the head of Shinra was accepted by the people of Midgar both below the plates of the city. She was the one who revealed that the former heads were planning to drop a plate without warning killing almost all of those both above and below it. This would not just be any plate either as they were planning on dropping the Sector 7 plate which is the residential district for Shinra employees along with their families and more.
This along with other things got the general public on Falna's side as she dealt with all those former Shinra higher ups, the vice president, president who knew exactly what they were doing to the planet and were now deemed the traitors of humanity and even the planet itself. Falna actually agreed with Avalanche in that Shinra was bleeding the planet dry with their mako reactors. However, blowing up the reactors was a step too far as not everyone who worked at the reactor was guilty of something worthy of death but a reactor explosion.
Once Falna took over Shinra herself and rooted out all those that she deemed to share the ideals and views of the former leaders. She only allows those that she hand selected to run Shinra with her instead. However when the matter of the mako reactors came up as if the reactors were bleeding the planet dry and this was killing the planet. Then should not they be destroyed as a result of this. At this question instead of destroying them, she had the mako reactors reverse engineered instead. Rather than pumping mako out of the planet, it would instead pump that mako back into the planet itself. After all, if they can take it out why not just put it back in using the reverse process.
Falna did not go into the details of how or even why this was processed just that it was and all the mako reactors even the abandoned ones were reverse engineered to do this. Pumping the planet with unprocessed mako they had within and/or shipped to them back into the planet. Though this meant that Midgar was abandoned however as with the mako reactors now working in reverse it was only a matter of time before Midgar itself ran out of power. All that was keeping it running was the mako that had been or was already too processed and thus could not be returned to the planet as a result. So everyone above and below the plates of the city were forced to leave but at least they had a chance to do so unlike if the plates were just dropped without warning to them.
For all the good changes that Falna had brought to Shinra and the world itself. There was still a darker side to her and the new Shinra though. However, she did a much better job of keeping her dark side in the dark where she wanted it to stay along with having a tight reign on those that served under her too. Thus she was able to the general public which was the majority of the public at the moment, she changed Shinra from a company that ruled with an iron fist to one that did so with an open palm. That small minority that knew of her darker side, they were unable to oppose her and the CR Units she had under her direct sole control.
