Inside the THRUSH installation, the THRUSH agent in charge, Eduardo Silva, was frowning. One of the guards had pointed out the wandering photographer and his companion when they had first come within sight. It was now becoming apparent that the two men were intending to climb to the top of the outcropping to take pictures. This didn't struike him as odd - the ability to view nearly the entire beach was one reason this site had been chosesn.

Silva pondered his options. This was, by necessity, a very small THRUSH station - ten men including himself, five guards and four scientists.
