Special Events / Policy Changes
- Unlike the previous year, where rebel children were picked, any child between the ages of 12 and 18 had their names put into the Reaping. Citizens 'complacent' to the war had one slip, while rebel children had three.
Arena
- The same dilapidated amphitheater used for the first games.
- Games staff left bottles of water around the arena, underneath seats and the pile of weapons. Luna Henson was the only tribute who managed to find any.
- There were wooden shields hidden in the entrance tunnels.

The Games
- The first-ever suicide occurred when Cassie Lundstrom, cornered by Berta O'Malley, slit her own wrists to avoid a painful, bludgeoned death.
- Polish Samuels, Yorgos Sarno, Athena Pinto, Thera Pavesi, and Milton Dumas joined as an alliance and tried convincing everyone to put down their weapons.

Selini Grayson - District 2 Female
Age: 17
Appearance: Gray eyes / Medium, wavy, brown hair / Olive skin / Short and stocky

- Selini was born and raised in a mining village near the Riverstone quarry. Her mother died during childbirth and her father was in prison for murder of a Peacekeeper, so she was raised since she was eleven by her grandmother.
- In her early teen years, she spent her time street-fighting with the local kids. It was never malicious; they were all friends, but they never held back. Several of her fingers never healed properly.
- When the buzzer sounded to signify the start of the games, she ran in for the hammer, which Saddle Silva from District 10 also ran for. They wrestled on the concrete for it until she freed it from him and caved his head in.
- She killed four: Nitzan, Conrado, Larus, and Saddle.
- In the final fight between her and Divine, she spat at her opponent and called her a lapdog. She told Divine that defile her body so that her own parents won't recognise her when her body is shipped back to One.
Conrado Bennett - District 4 Male
Age: 14

- Conrado's family were net-makers. It was a family business that was started by his great-grandmother and remained strong through the generations. The Bennetts were neutral during the war, except for his older sister. She shot down six Peacekeepers during riots around the base.
- He begged the Peacekeepers to let him run off. He offered to bang them around a bit to make it look like they put up a fight. Their response was backhanding him and throwing him into the cattle car.
- His district partner, Berta O'Malley, attempted to soothe him as he sobbed, but he ignored her completely.
- During the initial dash for weapons, he received a deep and nasty gash across the back of his thigh from Boza Brownlow, who attacked him with a scythe. Conrado managed to escape without killing Boza.
- He crept around the stands, avoiding the other tributes until there were only a handful of them left.
Larus Lynwood - District 7 Male
Age: 17
Appearance: Brown eyes / Long, wavy, black hair / Brown skin / Tall and wiry

- Born and raised in a western village. He was handling axes almost since the moment he could walk. Dr. Gaul gleefully mentioned his build when she watched the reaping and suggested that maybe Seven will get another victor in Larus.
- His girlfriend was eight weeks pregnant when he was reaped. The stress of not knowing his fate caused her to miscarry the baby.
- He made the first kill of the games when he threw his axe into Sem Nystrom's head from ten yards away.
- Selini Grayson punched him in the face so hard that he lost six teeth. It was the pain shooting through his head that gave her the advantage over him.
- He allied with Yancy Murtaz for roughly an hour, because she reminded him of his girlfriend. When he saw Conrado Bennett coming for them, he slipped away without telling her.
- He burst into tears when he realised he was about to die, begging Selini to spare him.
Luna Henson - District 10 Female
Age: 18

- The Hensons raised the horses that rebel soldiers in District 10 rode on to overwhelm Peacekeeper forces. They lived in northern District 10, and managed to smuggle more into Two, Five, and Nine due to their proximity.
- Yancy Murtaz from District 9 told Luna that she thought those horses were beautiful and that they were one of the only good things she saw during the war.
- She was bitten by a spider on the train to the Capitol, and by the time the tributes were shoved into the arena, she was extremely sick. The only reason she lasted so long is because of how well she hid.
- She found a couple of plastic bottles of water beneath the seats in the stands. She guzzled the first down too quickly, and vomited it back up.
- Somehow she fought off Savio Hermans, who fought Luna for the second bottle. Luna didn't kill him, but the commotion brought them to Conrado's attention, who killed them.
Simon Reeve - District 13 Male
Age: 17
Appearance: Gray eyes / Short, curly, black hair / Dark skin / Tall and underweight

- Grew up in a north-eastern graphic mining village, and though he wasn't a miner, he knew how to handle weapons from training in school.
- He raised chickens in a little coop just outside his home. His younger sister continued raising them after his death.
- He broke the arm of the Peacekeeper trying to force him into the cattle car. He was punched repeatedly and knocked out by the other soldiers. When he came to, he was in immense pain. Divine said a snarky comment, and he insulted her in several ways.
- When she made a beeline for him in the arena, he shrieked crazily at her and flapped his arms around, trying to deter her. It didn't work whatsoever.
- Dr. Gaul was so amused by his bizarre strategy that she listed as one of her favourite moments of the games, just from how random and unexpected it was.
Victor
Divine St. Pierre - District 1 Female
Age: 18
Appearance: Green eyes / Medium, straight, blonde hair / Light skin / Tall and well-fed
- Born and raised in a northern town, just south of the District 7 border. The St. Pierres were one of the Great Houses of District 1 and the founding family of the Entertainers' Guild. Her family were torn in half by the rebellion, and she lost many cousins, aunts, and uncles to the loyalists. Though her parents were loyal, she and her older sister harbored rebel sympathies. Her name wasn't put in the Reaping pool for the first games, but she did have a slip in the second Reaping. It was enough to condemn her.
- Rebels stormed the Great Houses of District 1 during the war. Divine had to protect herself as they stalked through the St. Pierre vineyards. In self-defense, she killed three rebels as her family manor burned to the ground in the distance.
- Divine's father, Hans, demanded to the mayor that she draw another girl's name, as their family had been passionate loyalists and spoke in favor of the Capitol during the war. The mayor refused and told him that it was Capitol's orders. Divine would have to be sent to the arena. He was allowed to speak with his daughter beforehand, though what they spoke about is unknown.
- Well-fed, athletic, graceful with a sword, and experience killing. She was a shoo-in for the victor and Dr. Gaul anticipated her to at least be the final female tribute left alive.
- Divine played aggressively but defensively. She attacked no one until the final six, and only finished fights that came to her. She hid away in the entrance tunnels a few hours into the games and found the pile of wooden shields. She and Larus Lynwood were the only two who found them, and in the final battle, Selini Grayson took Larus' shield from his corpse. Their fight lasted forty-five minutes, much to the glee of Dr. Gaul.
- Divine killed five: Simon (13), Milton (11), Berta (4), Roselle (11), and Selini (2).
- She showed remorse for killing but no regret, stating in the 20th-anniversary interview that she did what the games called for her to do.
- After the second games, she returned to District 1 and became heavily involved in her family's export. She spoke in support of the Capitol, however behind closed doors she still supported rebel ideals. She disliked the dictatorship of the Capitol.
- She began training children to survive the games around the time of the fifteenth games, a precursor to the 'Inner-District Alliance', also known as 'Careers' in outer districts.
- She was given a house in the Victors' Village retroactively, but she barely stayed there. She did host dinners there once a month with other District 1 victors.
- She avoided celebrity status like most from the first decade, but she was deeply respected by the Capitol and other victors.
- She would marry Peony Anderson, a man from the Gardeners' Guild, when she was twenty-six. He took her surname to continue the St. Pierre legacy. They had three children between the seventeenth and twenty-first games; Wonder, Beauty, and Glisser.
- When riots broke out eight months before the twenty-fifth games, rebels stormed the St. Pierre manor once again. Peony and Divine died protecting their children from the rebels, and she was mourned deeply by Panem.
- Though her children's names were put in the Reaping like everyone else, the mayor specifically rigged it so that they weren't chosen by marking their slips with a small mark of red pen on the corner of the paper.
- She didn't mentor. However, she did serve as a right-hand woman to the victors from One who mentored, ran errands, and sat meetings for them.
