It wasn't until Izuku was given OFA that he realized he had a Quirk all along. With the ability to evolve Quirks, how will Izuku's Quirk change OFA and the world? Izuku Midoriya never got One For All. He got either a magical card Quirk. Or gained a power suit with weapons for a Quirk. Or got a Devil Fruit.
