Batman followed the link that was sent to him. The broadcast was outside of Gotham city.
There were three people sleeping in front of a camera. They set in deep chairs and were totally unconscious. The video was quiet no sound of voice or music. It was a life stream from someplace in Gotham city but Batman needed more time to find out the exact address. Justice was looking at a computer screen in waiting of something bad. From time to time sleeping people moved their heads or arms it was the only indicator of them being alive.
-Who are they? - she asked Batman.
-All three of them from the mayor's office. I believe there are chief of health department, chief of transportation and chief of city human services.
-This stream is not for people of Gotham.
-Right. The signal goes only outside of the city. So, whatever Evan wants to show is only for federal and state governments and not for the citizens. Do you know what is he planning to do to them?
-I have no idea. I can't even imagine but definitely he won't kill them because it would be stupid and make no difference at this time. My guess he is waiting for them to wake up.
-And do what? - Batman still was trying to find out the place where the signal was going from but the broadcast had a very good protection.
-We shell see. But meanwhile I think you should contact James Gordon and tell them to go from door to door waking up people from their sleep. I can find the place where the signal goes from and you have to meet Gordon because he trusts only you. I will call you as soon as I get the signal's origins.
-Fare enough. I'm going now. Call me asap when you find the signal. Also call me if something happens on the life steam.

Batman left and called Gordon. They met ten minutes later on the roof of the new police headquarters.
-Do you know anything about the life broadcast? - asked Batman seeing Gordon coming out from the roof door breathing heavily.
-Life broadcast? On the tv!? No. I just checked channels there are all static.
-No Evan doesn't show it on the local tv he is broadcasting outside of the city.
-What is it about? - Gordon definitely didn't have a clue what was happening.
-Just three city government officials sleeping in chairs.
-Hmm…What does he want? Batman I don't understand!
-Gordon no time for that now. Did you notice that after leaks blowout there are no people in the streets and he played that music for way too long last night?
-Yes! Batman do you understand that government officials on the state land will blame you for explosions! Because before it happened they had some ways to talk to Evan but since that accident he has stopped talking to them and now government simply thinks you put people in danger!
-I tried to help them! I am still trying Gordon! What does state or federal government do for the last four months to help the city!? - Batman's voice was calm but cold as a stone.
-I know! I just wanted to tell you that you maybe in danger after this madness is over and I want you to know I'm on your side Batman. If they ask me to go to court I will tell them everything what happened and that it is you whom they have to thank!
-Gordon it is not over yet! I may be dead by the time this all will come to it's end. But as for now I need your help!
-Anything! - James Gordon was a great policeman and amazing human being.
-We need to wake up people of Gotham.
-Wake up the city? How?
-Going from door to door. They can't breath this chemicals no longer not now when it's very heavy. They just asleep in their homes breathing these chemicals.
-Where do you want them to go! We got no bridges and no ferries are allowed to cross to our shores because Evan said if state government will try to save people he will blow the whole city!
-We won't expect help from state or federal government but we can cross to the Zones and seek help there. It has much less pollution because Evan never did anything on that part of the city, plus they have stronger winds then us in the main city.
-They have only one bridge and Evan can blow it off!
-I will make sure that bridge is safe to cross but also the river has frozen. People can cross on ice we have to make sure Evan won't attack them.
-We will start now, Batman! When first people move to the bridge I'll let you know because the rest is not up to me.
-I'll be there. I have to go now. - Batman left unnoticed while Gordon was giving instructions over the radio. As soon as Batman flew off the roof he received call from White Shadow.
-Batman! We have a problem! First I know the address of the place where the signal comes from. It's a church on 56th street right next to the explosion area it's very heavenly polluted and the church itself may not be stable after the ground shaking.
-I'm on my way there now. - Batman changed his course and hang up the call.
-Batman! There is another problem! Hello! - White Shadow was screaming into the phone but it was too late…
