Abilities: Through eye contact with a Quirked target, the user can impose some sort of limit on that target's Quirk that can make it harder for them to use it or outright prevents its usage at all. Decreased time limits, increased physical/mental strain, and decreased usage limits are part of the many, many, limits the user can impose onto a Quirked target, though they have no control over what kind of limits are imposed onto a target. After enough time, all imposed limits on a target's Quirk are erased.
