The Terminator Manufacturing from the Planet Earth and the Romulan Empire took the Borg Queen completely by surprise.

Cameron Phillips finally understood that the Skynet Terminators saw the Borg Queen more threatening than General John Connor.

Cameron also understood that the Borg Queen would eventually follow General John Connor into the past for revenge on Humanity.

The Section 31 Agents were all panicking over what to do next.
