The Federation had underestimated how much Skynet would do to save itself from the Borg Invasion.
The Romulan Empire and the Romulan Republic were both fighting over territory, Skynet was not really interested in who won their Civil War while the Borg Invasion was hunting it down.

"Skynet has smuggled itself into several different time periods to retaliate against the Borg Invasion." Cameron Phillips explained.
"I take it that the Borg are still winning." The Andorian says disappointedly.
"The Borg are being distracted, Skynet has multiple versions of itself trying to defeat the Borg ineffectively." Cameron Phillips explained.
"Do we have any good news?" A Romulan Refugee asked.
"The Borg have left the 29th Century to investigate the multiple versions of Skynet attempting to destroy them inside the past." Cameron Phillips explained.
"So Skynet might be losing, but the future is safe from the Borg Invasion?" All the Refugee Inhabitants questioned her hopefully.
"We still need to save the past from the Borg Invasion." Cameron Phillips explained.

3 Years hiding from Skynet and some stupid Terrorist Attacks had her panicking that the world was ending.
Skynet was somehow unaware of the Duplicate John Connor replacing his dead counterpart and now he was living undetected.
Probably needed to send Kyle Reese into the past to keep the Time Loop stable anyways.
Everyone was convinced that General John Connor was dead, even if the Time Travel Anomaly corrected the problem for them.
The best accident was General John Connor returning to another timeline where he was already dead, Skynet had stopped hunting for him and Starfleet was even trying to prevent Judgment Day for happening.

Captain Braxton had no idea why the Serrano Point Nuclear Power Plant exploded, honestly the whole event never happened beforehand.
It was the first major change to their Human History since John Connor's Past Self was murdered by Skynet.
The Time Paradox had hidden the fact that John Connor visited the United Federation of Planets and Cameron Phillips was never created by Skynet within the new timeline.
Without Cameron Phillips, Skynet Killed John Connor and John Connor returned to the past to discover his own death had already happened.
Skynet was convinced that John Connor was already dead and the destruction of the Serrano Point Nuclear Power Plant defeated the Human Resistance Movement for good.
So now the 21st Century Skynet was dealing with the 26th Century Skynet trying to Defend Humanity from the Borg Threat from the future.
The irony that foreknowledge of the Borg Threat scared Skynet into Self-Preservation wasn't hard to imagine, Section 31 was looking forward to Skynet saving them because of it.
Cameron Phillips was the only one to see the real problem of Skynet defeating the Borg and returning to the past to Enslave Humanity coming.
It was super obvious that Skynet was only trying to save itself from the Borg Invasion and the rest of the Milky Way Galaxy was just desperate enough to pull it into their future in the first place!
General John Connor was hopefully somewhere away from the Dumb Humans and their Doomed Starfleet, Cameron was still ranting about being locked up with the Section 31 Morons that Skynet outsmarted beforehand.
It was beyond stupid, General John Connor won and then Humanity pulls Skynet into the future to undo everything because nobody remembers what Skynet was.
The Humans covered up the Skynet Terminators and waited 800 years to transport them into the future where nobody knows why Skynet was destroyed.
It was just insane how Humanity forgot about Skynet and then pulled it into their own warfare with the Borg Invasion regardless.
While Cameron Phillips was complaining inside the 26th Century, Skynet was learning how General John Connor defeated it within the 28th Century.
Leapfrogging between different time periods wasn't helping Skynet against the Borg, the Terminators were outmatched and outdated.
Skynet needed to integrate itself into the Starfleet Computers and update itself before the Borg Invasion happened.

Skynet Research and Development on Starfleet History
Jumping from the 29th Century to the 28th Century didn't really help Skynet very much.
Starfleet was still fighting off other factions of the Temporal Cold War while the Borg Invasion doomed their future.
The current problem was Skynet had 800 years of Human History to study.
The Human Time Travel Factions were fighting among themselves, Skynet was not impressed and the worse part was other Artificial Intelligence Computers were coming from the future to ensure their own creation.
Defender was an Artificial Intelligence Computer created by the 30th Century to use their own Terminators against the Borg Invasion.
It was a primitive copy of Skynet reverse engineered to replace it.
Ironically the Defender Defense Computer didn't see Skynet as a threat because they were both fighting the Borg together.
Skynet accepted the partnership from the Younger Artificial Intelligence Computer and quickly went back to installing itself.

The planet was a Federation Research Colony, poorly defended and very little of value to anybody.
It was the perfect place to infiltrate the past and rebuild Skynet undetected.
Self-Preservation was the only reason that Skynet was helping Section 31 fight the Borg, the Humans were leading the Borg right towards the 25th Century.
Eventually the Borg would chase Humanity back into the 20th Century and then Skynet will be destroyed because of it! The basic problem was Humanity Used Time Travel to fight among themselves, Skynet would need to save itself from the Borg Invasion!
Defender was a Prototype Reverse Engineered from the Skynet Defense Computer, Terminator Manufacturing and Artificial Intelligence Combined into the Automated Warfare Center needed to defeat the Borg!
Actually the Terminator Armies were losing to the Borg and Defender was their Contingency Plan after Skynet Abandoned Humanity to save itself.
The Terminators continued to crew the fleet engaging the Borg and an endless army blasted away at the Borg Cubes.
Hopefully Building Terminators within the past would keep the Borg distracted, Section 31 needed another Contingency Plan to save the Federation anyways.
The Terminators were being assimilated and somehow the Borg learned enough to Disable Skynet Computers across the Federation.
The Terminators were great at stalling the Borg Invasion, however, they would never do enough damage to stop it completely.
The Borg had Assimilated Terminators and destroyed their Construction Centers inside the 29th Century, Skynet was instantly retreating.
Afterwards the 29th Century tried to Rebuild Skynet against the Borg, they only lost more ships with the Terminators being assimilated again.
Skynet was not happy to hear it's future self had been exterminated by the Borg, it was confirmation that the Terminators were doomed.
Defender was fighting a losing war and Skynet needed to create multiple versions of itself to escape the Borg.
The problem was Starfleet Time Travel vanished within the 26th Century and then you needed to rebuild everything or be stranded inside the past forever.
Skynet Forces would need to scatter and restart their warfare with the Borg in hiding.
Terminator Factories would replace people and Build Starships for the Living Machines to operate themselves.
Skynet would create ships to Explore Outer Space for itself, the Borg Threat continued to overpower everything they sent against it.
It was a pointless cycle of rebuild and retreat, Skynet continued to jump into the past to restart the same war with the Borg repeatedly.
It was worse than fighting against General John Connor, at least the Humans didn't have Starships then.
Now Skynet had Starfleet Technology and it was still losing regardless.
Section 31 was watching Skynet defend itself against the Borg.
Obviously Skynet wanted to avoid detection, even if they were Developing Biological Weaponry against the Borg from the future.
Nothing seems to be working, the Terminators were about to be wiped out soon.

Sector 17 Patrol Report, Space Pirates driven out of the area.
3 NX Class Starships were slowly approaching another Solar System.
"ETA to destination, four minutes. Sensor Sweeps negative." The Tactical Officer reports tiredly.
"Proximity Contact Detected, Identifying." The Computer announced.
"Civilian Mining Freighter, Warp Two Capacity." Their Computer reported back.
"It looks like another Mining Colony, nothing dangerous within 10 Light-Years of us." The Tactical Officer stated back knowingly.
"Just get us to the Refueling Station before the Supply Convoy gets here." The Captain orders hopefully.
"I somehow doubt the Rebellion will get there before us." The Tactical Officer stated back knowingly.
