Here is the fourth chapter of this story released early as a Christmas present for y'all seeing as I am currently ahead of schedule with all my writings. Most of the Squad have done their roles be it investigating the nearby town to learn about it and Fiore, research in a library, protect the hideout, or find food but Yami still has his own mission to do which means that it is time for the Black Bulls to become a legal Wizard Guild in Earth Land. That is all the administrative stuff I have for you but there were some questions from the reviews that requires an answer which I will do now. Do keep the reviews coming as I enjoy hearing from those who enjoy my work.

Will the Black Bulls help out Fairy Tail by dealing with Twilight Ogre before the time skip ends? They still need to learn about Twilight Ogre and their actions so you will have to wait and see how that goes though I am sure that even if the Black Bulls can't do much because of the inter-Guild treaty they can do some things to frustrate Twilight Ogre.

Will the Black Bulls meet other Guilds before the core of Fairy Tail return? Probably, they have two years or so before the return so I'm sure that they will have interactions with other Guilds but if they will be written about in the main story still remains to be seen.

Will they form rivalries or alliances if this happens? Probably not given how new they are so they still need to really establish themselves first before they can form any such rivalries or alliances.

Will the post return/pre–Grand Magic Games training follow canon or with there be differences? As of right now I intend to follow canon there as I know where I want the first meeting to be and want to wait for that though I may do a chapter based on one of the anime only episodes right before the Key of the Starry Sky arc that will be the first time the core members of both franchises are in the same location but for reasons that will be revealed in coming chapters there will be no interactions then, it's more for what occurs in that episode and how it can be used for some amusing love triangle stuff that I may do it.

Chapter 4: Forming the Guild

It wasn't hard to see where the Magical Council Headquarters was as Yami and Finral flew into the town of Era where it was located. After all the building was a giant palace atop a large mountain that the town was built around with a winding path up one side of the mountain to the top of it. Clearly this was in part designed to be a security measure but, well, Yami and Finral had brooms so they easily flew over the town and landed on the ground at the of the mountain with Finral landing normally and Yami hovering so that he could leap off his broom from his crouch and take it into his right hand.

"Man, it's almost as ostentatious as Goldigut's place." Yami said as he lit up a new cigarette and looked down the large walkway flanked with statues of rearing knights on horses and grass features at the large building in a design Yami hadn't seen before with towers on the corners. "And look, the welcoming committee has come out to greet us."

"Er I believe that they aren't here to greet us politely." Finral said nervously as what looked like a small army of men and women wearing the same uniform and carrying staffs came running out behind the lead of a man dressed slightly differently to show that he was the leader to see what Yami and Finral wanted. "I think we've broken some rules by arriving like this."

"I was being sarcastic." Yami said with a sigh. "Go down to that town and look around so that we can use your magic next time we need to come here. I'll deal with these people."

"Please be polite." Finral said not at all minding that he was going to be going to see the town as he might meet some lovely ladies there and hoping that Yami would be on his best behavior given the impending situation. "See you later Captain."

Yami just grunted as Finral turned and ran away before leaping on his broom and heading down to the town below as fast as he could fly. He'd get his ride later, for now Yami was just ready to deal with these people, likely the bodyguard or army of the Council, as it was clear that they meant business if he so much as put a toe out of line.

As such he simply raised his hands, one still holding his broom in his right hand, to show that he wasn't a threat though he could sense their magic and he doubted that any in this group could pose a threat to him. That said Yami wasn't arrogant enough to presume that he was the strongest present, these were just grunts, the members of the Council would be something else or else they wouldn't have been named to something called the Magic Council.

"Hey." Yami said casually as the leader of the group reached him before coming to a stop so that all of his unit stopped behind him and formed up clearly ready to act on a moment's notice. "I'm here to form a legal Wizard Guild."

That took the leader of the group by surprise, and he took a moment to study Yami, so Yami did the same with the man before him as this was who Yami expected to be talking to first. The man before him was clearly the leader of the unit, and the magic Yami could sense coming from him was easily good enough to be a Senior Magic Knight so of anyone here this was the man that Yami had to be most apprehensive about.

That said the man was rather unassuming and bookish to Yami, but he knew better than to judge based off appearances as he knew plenty of strong Magic Knights who didn't look it, most of them in his own Squad. Still, Yami was sure that if it came to it he'd win in a fight, but he certainly wasn't looking for one at the moment. He had no intentions of starting a fight with this man, but he'd end any that was started against him by this man.

The leader of this group looked to be around Yami's own age, maybe a year or two younger, and a few inches shorter with long black hair tied in a loose top knot but for a set of bangs framing his face with a choppy fringe and intelligent purple eyes behind a pair of unassuming glasses. He wore a powder blue shirt with a high, rounded collar, dark blue jacket with pink edging and bands around the cuffs, off white gloves, and white pants. Over it all he had a white cloak fastened in the center of his chest by what looked like an emerald set into a gold broach in a diamond shape.

Oddly enough he had a black cross like design in the center of his shirt, a design that his unit also had in the center of their light blue over tunic things only theirs were white to his black. The symbol was an ankh, which Yami took to be either the symbol of the Magic Council or the sigil for whatever this group was.

"And you decided to do so by flying in here?" The man asked Yami after a moment's pause that the men had used to assess each other his accent unfamiliar to Yami given how Yami wasn't from this world but his words clear and Yami could understand them perfectly. "You could have just filled out the paperwork and sent it here for approval."

"True but you see me, and my crew are new here and we need to make money right away so I figured this would be fastest way to get this sorted and deal with any other things that we might need to expedite the process of setting up our Guild." Yami said with a shrug. "Sorry for any inconvenience I've caused you, er, whatever your name is."

"I'm Lahar, Head Captain of the Custody Enforcement Unit for the Magic Council." Lahar said in a slightly imperious tine which certainly explained the force behind him to Yami and why he was on edge. "And you are?"

"Name's Yami Sukehiro." Yami said with a puff of his cigarette as he finally lowered his hands now that the initial meeting was over with. "And I'm the leader of the Black Bulls. We're a squad of wizards that came to Fiore for a fresh start and as we're a squad we decided to become an official Guild here as that's basically what we were where we're from so an easy way to transition to life here for us. We heard that this is the place that governs them so I figured that I could get this sorted out here without issue. So, can you help me sort this out?"

Lahar narrowed his eyes slightly at the mountain of a man before him. This Yami character was at least 6 feet tall and made of pure muscle with shaggy black hair and tanned skin. He added to his imposing image by only wearing a white tank top, brown chaps over black pants, and black knee-high boots with a white opening in the center. around his waist he had a brown belt with two extra straps below it that held a satchel and few pouches on it. He was also armed with a sheathed katana on his left hip.

Interestingly he had a ragged, black, cape like thing around his neck with a gold and black crest that what looked like a bull's head on it as it fell over his right shoulder with the strap attached to the left should strap of his tank top. It certainly looked like a slightly more detailed Guild Mark than most which seemed to back up his story at least.

Despite this Lahar was still on edge. This man had shown up with one of his subordinates, who Lahar would have to dispatch some people to follow in Era after this just to be safe, by flying in a way that Lahar hadn't seen before and would have to ask about. That alone rose suspicion but to add to it he'd never heard or seen this man before. He claimed to not be from Fiore which Lahar could believe but he felt that there was more to it than that and he'd learned to trust such feelings over the years.

Regardless, he had no reason to not take Yami at his word at the moment and the fact that the man had considerable magic power could be a boon to Fiore if he spoke the truth. That said Lahar was really worried about that magic power as he could feel it clear as day and it was easily on par with a Wizard Saint's if not nearing that of the 4 Emperors of Ishgar. Well, he'd just have to keep a close eye on this Yami character and an easy way to do so would be to give him his wish and let him form a legal Wizard Guild that would then be subject to the Magic Council's jurisdiction.

"Very well I'll assist you in that matter as best I can." Lahar said and instantly the unit behind him relaxed and Yami smile at the lessoning of the tensions, but he still sensed suspicion in Lahar's ki which was good as a man in his position had to have it. "Before I take you to a Council member who can help you out can you tell me one thing."

"Sure." Yami said. "But make it quick as I do have to get back to my Squad soon and make sure they know the rules once we're official so that they can follow them properly."

"Of course, I won't hold you that long." Lahar said as he turned and the people behind him parted as he held out an arm to gesture to the building behind him. "In fact, why don't we talk as we walk, that will speed things up a bit."

"Smart." Yami said as he walked forward and towards the building while Lahar fell into step next to him and gesturing with his hand for a few people to go down and follow the other newcomer. "So, what did you want to know?"

"How'd you make that broom fly?" Lahar asked as they walked down the entrance path to front doors of the Magic Council. "We have some airships here that can fly with magic and some people can use magic that allows them to fly but a personal mode like that isn't one that I personally have seen before."

"Huh oh that, that's something we learn back where we're from as a basic thing, a good way to control our magic." Yami said as he thought best how to explain it to the other man as they walked and to do so in a way that he would understand while also not revealing too much of where Yami was from. "Basically, we have a magic broom that is filled with the mage's ma…Ethernano and then levitates and flies. It requires some fine control to do so hence why it is a good tool to control our magic, but most can manage it."

"I see." Lahar said thinking on it. "If it requires production or enchantment you could actually create them here and make a good profit as it would be revolutionary to our transport system, at least for individual transport and specialty delivery services."

"I'll have to see if I have any members of my Squad who can help there and if we do we will be making the profit ourselves." Yami said simply as they entered the palace-like building and began to walk through it. "But I won't lie, the idea of profiting on this is certainly something that I'll be looking into."

"Of course, I was just suggesting that you look into it." Lahar said still a little confused by the man he was with but starting to get a slightly better sense of him. "There are more ways to earn money for a Guild than just jobs. Many Guilds offer merchandise for sale or courses to take as ways to supplement their general funds seeing as most money earned from jobs goes to the Guild members who complete the jobs."

Yami just grunted at that. He'd not thought about how their version of magic could help here but as soon as he saw that he could make money from it, well, that was a boon to them, and this place did use a lot of magical tools so it could be beneficial to them as well if for nothing else than as a way to repay Julius for his help in clearing Asta's name.

As such Yami fell into thought on this front, and what Lahar had said about how the jobs paid, and didn't say anything more to his escort. Nor did he mention the tail of his men behind them, as Lahar led him deeper into the richly appointed building before coming to a stop at a seemingly random door.

"Please wait outside." Lahar said to Yami as soon as they'd stopped. "I need to make sure that the Council member is in and that he can see you on such short notice."

"Do what you have to but be quick." Yami grunted and Lahar nodded as he slipped into the room while Yami waited outside.

The room inside was a standard office with a desk, chair behind it and a few in front of it, large windows showing the spectacular views around them, and bookshelves stuffed with books. There were doors to either side with one to go deeper into the bowels of the building where only council members and the staff could go and the other housing special research tools, but Lahar ignored them as the man he was looking for was sitting behind the desk.

Lahar could have gone to any of the Council members, but he had a good relationship with this one and felt that the man could be of some help to the current situation Lahar had had thrust upon him by Yami's arrival. The man at the desk was old with long gray hair, an impressive beard though only the third best that Lahar knew of, with the top of head bald though he still had that bat-like orb on it. The Councilman wore many layers of robes with the outer one white with a high collar and his right eye was as always closed.

"Lahar." Org, the Councilor in the second seat, asked as he looked up from some paperwork he was doing with a slight furrow of his brow at the sudden intrusion from the Head of the Custody Enforcement Unit. "What brings you here? Does it have something to do with that ruckus that I heard a moment ago?"

"It does." Lahar said with a nod as he walked into the room to stand before the desk.

"We aren't under attack, are we?" Org asked. "I haven't heard any fighting or evacuation orders, so I presume that everything is under control."

"No, we aren't, just two wizards who flew in on brooms." Lahar said. "So, we were able to sort things out pretty much right away."

"Flew in on brooms?" Org asked confused.

"I don't get that part, but it seems to be a common form of transportation wherever they're from." Lahar said. "I met with their leader, and he claims to have come here to form a legal Wizard Guild though he isn't from Fiore. I don't even think he's from Ishgar."

"Then he's from Alakitasia or Guiltina then?" Org ask as he stroked his beard. "Or possibly even from the eastern continent."

"I don't know, he seemed to be rather evasive about that though his appearance and the fact that he has a katana would lend to him being from the eastern continent, but I don't want to presume just based off that as plenty of people here fight with katanas as well." Lahar said. "Regardless it is still very suspicious to me, but we have plenty of foreigners here who don't say where they're from for whatever reason so it's not enough for action, not that I think that would be good against him."

"Really?" Org asked his interest peaked. "How so?"

"I've had a moment to feel his magic and, well, it is considerable." Lahar said. "As in I think his raw power exceeds that of Jura Neekis of Lamia Scale. He may even be as strong as one of the 4 Emperors and that's just based off an assessment of his power, I don't even know what kind of magic he wields."

"That is cause for concern especially if we don't know what his magic is or how he uses it." Org said thinking on it. "But it could also be helpful as well. A new ally who is subject to the jurisdiction of the Council with the strength of a Wizard Saint is a potential boon to Ishgar especially with how the Alvarez Empire is. They are always a threat to invade again and let us not forget that Tartarus still exists, so we still have one of the Baram Alliance out there that has yet to be dealt with."

"My thoughts exactly." Lahar said. "There is more potential to this man being an ally than an enemy which is why I brought him here. I figured I could quickly see if there are any records on him or his group, he calls them the Black Bulls and that they are like a Wizard Guild back where they came from. If there aren't any red flags then you can meet him and if you approve let him from his Guild."

"Yes that is probably for the best." Org said with a nod. "What is his name?"

"Yami Sukehiro." Lahar said.

"Never heard of that name before." Org said thinking on it. "Very well get to it and don't keep him waiting."

"Of course." Lahar said with a nod as he turned and headed to one of the side doors. "I'll be as quick as possible."

He entered the room there and closed the door. It was a simple room but set up with Archive Magic by a former Council Chairman so that the Org could look through things with ease. Lahar however used it to do some research on this Yami character and the Black Bulls but found nothing about them and by nothing Lahar literally found no records what so ever on anyone called Yami Sukehiro or a group called the Black Bulls.

That was certainly odd but not uncommon if he didn't come from Ishgar. It just meant that he wasn't an issue here, but he could be one elsewhere and Lahar would have to look deeper into that over time but for now they could at least let him form his Guild as it would be easier that way.

"I can't find anything." Lahar said as he returned to Org's office to see that the man had the paperwork for a Guild formation already on his desk with a quill next to it showing how well prepared he was just in case Lahar didn't find any concerns about this Yami character. "That doesn't mean that there isn't anything, just nothing in Ishgar at least, so for the moment we have no reason not to hear him out."

"Very well, send him in and I'll discuss this with him but stay by just in case." Org said. "Can't be too cautious so having you present as well will help."

"I understand." Lahar said with a nod before he turned and walked to the door.

Once he got there he opened it to find Yami leaning against the opposite wall, a new cigarette in his mouth and arms across his broad chest as a few of Lahar's unit who'd remained stood around far enough away to be respectful but close enough to act if need be. Yami didn't seem phased by this, instead he just looked bored, but Lahar could tell that he could act in a second if he wanted to and despite his demeanor this Yami man was fully aware of his surroundings at the moment.

"Councilman Org will see you now." Lahar said to Yami as he held the door open. "Please, come in."

"Bout time." Yami grunted, he was getting bored waiting for them to vet him though they'd find nothing on him, and he just bounced off the wall and followed Lahar into the office. "At least you didn't try to drown me in tea like the last place that kept me waiting."

Lahar didn't know what to make of that and Yami didn't elaborate as he took the office in with a glance before noting the man at the desk. His ki was strong despite his age and Yami got a sense that he was a talented wizard but then again to hold such a position he'd have to be. Well, Yami wasn't going to make this hard, he just wanted to form the Guild and be done with it so that he and his people could begin to make money while they were here, along with doing what Julius had asked them to do and learning all they could about Earth Land as they established themselves here.

"Please take a seat Mr. Sukehiro." Org said rising and gesturing to one of the chairs before him. "I am Councilman Org; Lahar here tells me that you wish to form a Wizard Guild in Fiore."

"I do and just Yami is fine." Yami said as he walked in and took the seat offered, adjusting his katana accordingly and resting his broom against the other chair, while the old man before him, Org apparently, also sat and deciding not to get into the fact that Sukehiro was actually Yami's given name not his family name. "So how do I do this, I want to get this sorted as soon as possible."

"It's just a matter of filling out this form and once it's done and you agree to the rules governing Wizard Guilds then you are official." Org said. "You will have to make sure all your members are recorded, along with their ranks, and marked with your Guild Mark to identify them as members of your Guild and subject to our jurisdiction but before that I was hoping you could answer me a few questions."

"Is this normal?" Yami asked looking the older man in the eye.

"Usually, a prospective Guild just fills out the paperwork and sends it in for approval and if we have any questions we request a meeting with the potential Guild Master to clear them up." Org admitted. "The applicant coming here is a bit unusual to say the least, but this does at least ensure that any questions I may have are asked right away and thus sorted out faster which I am sure you want."

"We didn't have the paperwork and besides as you just confirmed this is both quicker and ensures that my ride knows where this place is for future reference." Yami said with a puff of his cigarette. "So, this made the most sense."

"I see." Org said though he was actually pretty confused at the ride reference and looked to the broom. "Your ride? Is that your broom?"

"No, I personally hate the thing which is in part why I recruited a Spatial Magic user a while back." Yami said bluntly. "But he has to see a place first before he can use his magic to get there so we came here to ensure that we can travel to Era whenever we need to. Consider it a quick way to get me here if you need me in the future."

"Spatial Magic, especially the kind that can transport a person from one place to another, isn't common so to have that is quite impressive." Org said stroking his beard again and thinking on it, this man already had one useful member so already they were showing their use as a legal Wizard Guild. "That is useful to have."

"When he's around he is." Yami said. "Now any other questions?"

"One main one." Org said understanding Yami's tone as he spoke and moving on quickly. "Why do you want to form a Wizard Guild?"

"A trusted friend from back where we're from recommended it." Yami said with a shrug as he explained it in such a way that would make sense to this world while also ensuring that he wasn't giving away any hints that he wasn't from Earth Land at all. "He knows of the Guilds here and seeing as back there we were a wizard squad with a similar mandate to how your Guilds operated we felt that coming here to form one was a good fresh start for is. That and we do need money so this way we can help out the people of the Fiore Kingdom and earn money as well."

"Well Era isn't actually part of any kingdom; it is independent as the Magic Council here governs all of the continent of Ishgar which includes the Kingdom of Fiore and as a Guild you can accept jobs from any country." Org said which surprised Yami, but he didn't show it. "Still, if you are in Fiore then that would be your region though the standard Guild laws apply to all Guilds in this world including ones in other kingdoms and on other continents like Guiltina though Alakitasia no longer has Guilds as far as I am aware of."

"As you can see we're not from here, so this is all good to know." Yami said. "But we were told to go to Fiore so that is where we are, somewhere south of Clover Town at the moment in fact. We just want to form a Guild and start helping out."

"If I may ask a follow up then." Org said and Yami just nodded at that as he could tell that if he just answered the man then he'd get out of here quicker. "Didn't where you're from have Guilds? They are pretty ubiquitous in this world other than on Alakitasia, but you don't strike me as being from there either."

"Well as you just said the continent of Alakitasia doesn't have any and where we're from is similar." Yami said glad that he had another example that was actually from this world to point to and not realizing just how useful it was. "The concept is there, as I said we were sent here by a man who knew of the Guild system in Fiore at least, but there we have Magic Knight Squads not Guilds that serve a mix of what your Guilds do in terms of helping the people out, but we are also part of the government, so we were paid by the nation not by the people and we can't really just accept random jobs. Rather we are assigned jobs by the head of the system or praised after the fact for resolving an issue we came across."

"The Guilds in Fiore are subject to the King of Fiore, but they do have a lot of free reign that is true and can take jobs from other nations as well." Org said intrigued by what Yami was saying as he'd never heard of anything he was talking about but in the large world that they inhabited it could just be how the eastern continent or even an unknown 5th one that was so far away that few knew of it did things. "And a lot of their money do come from requests made both by common citizens, us at the Magic Council, businesses, and even the Kingdom itself. It's much less structured which begs the question why did you leave that structure?"

"Because it was run by a bunch of elitist noble pricks who look down on anyone not them even if that person had more magic than they did." Yami said bluntly deciding to give a general overview without specific details of course. "Recently we had an issue where one of my squad saved the nation but as he is a commoner there and the real culprit was a noble, well, you can see what they did."

"You aren't fugitives, are you?" Org asked worried.

"No, we're here because we chose to leave that place rather than deal with a rigged trial that they were going to use all the tricks they had to prevent us from exposing." Yami said shaking his head. "Us leaving was part of a deal so to speak so that the nobles could save face and we don't have to worry about them at the same time. We were told that Fiore doesn't care for that, so we want to live and serve a Kingdom that actually believes in equality."

"I see yes we've had plenty of people come here seeking that, so you don't have to worry on that front." Org said understanding now why this man was here, it was a perfectly reasonable reason after all though Org was sure that there was more to this that Yami wasn't going to go into for his own reasons. "While we are a monarchy where everything comes from the King we do not really have an aristocracy in that sense. Here you earn what you get pretty much, and the Guilds are great ways for people to move up in the world. Hell, most of the richest families in this kingdom are built wealth via the merchant Guilds and not via the nobility."

"Good then we've come to the right place." Yami said. "So can I form my Guild now?"

"Yes, you have satisfied my curiosity on this unusual approach." Org said though Yami could tell that he wasn't fully satisfied but ignored it as there wasn't a way for the other man to learn the complete truth of the Black Bulls. "Lahar told me that you lead the Black Bulls, is that what you wish for your Guild to be called?"

"Technically it is singular so we will be the Black Bull Guild." Yami said. "Black Bulls just refers to us as a whole."

"Very good and as for your Guild Mark." Org said as his eyes glanced to the emblem on Yami's cape thing. "I presume that the emblem that is see on you is what you want for your Guild Mark to be"

"It is and it has to be in gold and black." Yami said. "We are the Black Bulls after all."

"Most Guilds don't have a set color in their marks, even the ones like Blue Pegasus who have it in their name have marks that aren't, well, blue, but if that is your choice then so be it." Org said as he picked up the paperwork on his desk and passed it over to Yami. "Please fill this out and I can get you approved as a legal Wizard Guild. We will need a sample of the emblem to sort out the stamp, your cape will be enough to replicate it, but otherwise just fill out the information on the Guild name, Guild Master, current members, S-Class status if any reach that threshold, location you will be based, that sort of thing."

"Alright well on that front I do have some questions." Yami said as he began to fill out the normal information that he could with ease but paused on the S-Class status and the Guild Hall location sections.

"What are they?" Org asked. "Is it something that doesn't translate well from your previous kingdom?"

"For the S-Class yes seeing as we don't have that where we're from." Yami said looking at it and honestly he wasn't sure who'd qualify other than maybe himself and possible Asta not that he'd tell the little moron because it would just go to his head. "What qualifies one to be an S-Class Wizard? Back were we came from there is a ranking system that is true, but it is more senior, intermediate, and junior levels rather than whatever S-Class is. Sure, I know that I am S-Class but, well, my Squad didn't exactly advance much. Part of why they blamed us was our reputation as it wasn't the best around."

"Ah I certainly get that, we used to have Guild here that had a notable reputation for causing more damage than necessary but after an incident 5 years ago they've really dropped off the map as almost all of their top tier members just vanished and they were the destructive ones." Org said thinking of Fairy Tail. "But for S-Class Wizards, the requirements to be one does change from Guild to Guild as each have their own criteria for it. I know for a fact that when we disbanded the Phantom Lord Guild that one of their 4 S-Class Wizards joined the rival Fairy Tail Guild, but she wasn't considered S-Class there."

"Ok well in that case I'll just consider myself one and leave it at that until I understand more about it." Yami said filling that part out. "What does being S-Class entail though?"

"Just that you can take harder and more dangerous requests that are classified as that though of course again things are subjective, and the classification is just to let the Guilds know how hard it is deemed to be by the job giver." Org said. "There are even jobs ranked at SS-Class and higher as well such as year or decade long jobs that exist though the time can be a reference to how long the job as been posted for or how long it will take to complete. The higher the classification the greater the reward be it money or something else of value but also the greater the chance of death on the job."

"Those may be a bit much for my crew but if a S-Class job can net us a lot of money then I'll take it myself." Yami said. "I know what I can handle so I'll do them and judge their difficulty myself."

"As the Guild Master you will have other duties to undertake as well." Org said. "You can't always be taking jobs yourself."

"I know, that was how it was before we came here as well." Yami said. "But I can leave them for a moment, we aren't that big only 14 members here including myself, so it will be fine, and I'll only do it for the money."

"Um alright." Org said not sure what to make of that as Yami continued to fill it out by listing his members by name though some like Asta, Grey, and Nero only had first names which seemed a little odd but again not rare in Ishgar. "You said you had more than one question. What else can I help you with?"

"The Guild Hall location part." Yami said going back to that part of the paperwork. "Due to the magic of the owner of the Guild Hall we can't really have it in a town or city. Usually, we set up in a wood and leave it at that. Spatial Magic helps us travel fast after all and all but two of my Squad can fly brooms as well."

"That is fine, not all Guilds are in cities or towns, but you should think of investing in at least a location in Crocus, the capital of Fiore, as it is good to have a presence there." Org said unsure what to say about Yami's statement. "That way you have a place to be for when you need a fixed location and with the Grand Magic Games that determine Guild rankings being held there, in fact those games just concluded, many Guilds consider investing in establishments there. Out of curiosity why can't you be in a town or city?"

"The guy who actually owns the building uses Recombination Magic." Yami said deciding to just mention Henry's attribute and not his condition and seeing the puzzled look on Org's face he continued. "It basically allows him to rearrange the building as he sees fit and this includes turning it into a mobile fortress of sorts that can travel over land providing he has enough magic at hand to do so. We used it to get here so we can't really plop it down in a town or city."

"I see you certainly have some people with interesting magic." Org said stroking his beard again as he processed what Yami was telling him. "I've heard of similar magic or at least magic based technology as the town of Magnolia is set up to be moved around due to the magic of one of the members of Fairy Tail. In addition, there are certain buildings in Crocus that can be raised, but we don't call it Recombination Magic. Certainly interesting at least."

"It has come in handy in the past though his magic is limited to the building itself as he needs to be familiar with it to use it." Yami said though he wasn't sure how true his statement was, but it at least ensured that Henry wasn't bothered about his magic. "And while we can set up in one place, which we have at the moment as the mage in question needs to recover, we can move if need be. In fact, we probably will as we used to be in a clearing in a forest, so we'll probably find a similar location to that."

"All that considered I can see why a non-urban setting would be good for you." Org said thinking on it. "Very well just put no fixed location for where your Guild Hall is located. Then, while I sort out your stamp I'll also get you some devices that will allow for communication with a non-fixed or non-urban location."

"What will it cost me?" Yami asked bluntly. "Nothing's free."

"True so in exchange I'll mark a few quests the Magic Council want done which your new Guild when it is approved can do to make up for the items I'm about to give you." Org said glad to see that Yami understood that he had to pay for the items in some manner. "They'll be in with a bunch of general and S-Class quests that are posted in multiple Guild Halls. Some quests are Guild specific, but some are general and basically whoever completes it gets paid though it is up to the client to send the notification to us that it has been completed and by whom. All will be explained in the rule book which you will follow. Confirmation of Guild status will be considered consent to the rules."

"Fine just get this over with so we can start making money." Yami said as he finished the paperwork, looked over it one more time, and then signed it more surprised that the inter-world travel had allowed him to read and write this language as he'd gone for the Clover language before he detached his robe and handed it over to Org to use as the base of the stamp thing that the Councilman had mentioned. "How long will this take?"

"Not too long, I just need to get this registered and sort out the rest." Org said as he took the paperwork and Yami's cloak as he rose to head to one of the side doors. "Please wait here with Lahar."

Yami just grunted again as he lit up a fresh cigarette and sat back as Org left. He decided to just wait and not engage the enforcer leader in conversation. The guy had been here the entire time Yami had and not said a word so Yami kept it up as he waited for the Black Bulls to be confirmed as an Ishgar Wizard Guild.

For Lahar's part he too just waited in silence. He'd observed the conversation closely and was certainly intrigued by Yami and his soon to be Guild members as he'd already revealed that two of his members knew Spatial and Recombination Magics which was certainly interesting and near unique in Lahar's experience.

Spatial Magic was rare especially if it was portal based, the only notable mage that Lahar was aware of who could use something like that was Minerva Orland in Sabretooth so if the Black Bulls had one then it made them formidable off the bat. Add in this Recombination Magic which Lahar had never heard of, and he was intrigued by what else the Black Bulls had on their team.

When he'd done the paperwork Yami hadn't had to specify the magic known by his squad just their names, so Lahar had no idea what they'd have but he'd do his best to learn as much as he could about the members of the Black Bulls in the coming weeks and months. Now that the Black Bulls would soon be a legal Wizard Guild he'd get that chance as they'd be under the jurisdiction of the Magic Council.

That moment came only a few minutes later, about half an hour after Org left when he returned carrying a bag that he placed on his desk before he handed Yami his robe back and then sat down at the desk. Only then did he look at Yami.

"Well, everything is in order, you are now the Guild Master of the Black Bull Guild." Org said as he gestured to the bag while Yami put his robe back on. "This bag contains several quests for you to get on your feet, the ones you have to do as payment for the communication devices and stamp are in there, S-Class quests for yourself, the rule book that you must know, and the aforementioned magic stamp with your Guild Mark on it. It is designed so that all the stamps will be the same as the emblem on your cloak."

"Stamp?" Yami asked as he opened the bag and pulled out a wooden stamp only large with the mark of the Black Bulls on the base. "You've mentioned this a few times but what exactly is it?"

"All Guild members are required to have their Guild Mark stamped somewhere on their body." Org explained. "I can tell you wear some cloak or robe as a uniform and can still do but being stamped with a Guild Mark is a requirement in Ishgar at least."

"Ok I'm not a big fan of this but whatever." Yami said knowing that it was best to not argue. "So how does it work?"

"Just fill it with magic and them stamp it on a person to mark them." Org said. "Any mage in your Guild can use it but you should keep it safe and in your Guild Hall at all times. The stamps are magic and not tattoos so they can be removed by the Guild Master if he wants to so though mainly that is saved for those who voluntarily leave the Guild or are expelled from it."

"Fine, I'll sort this out when I get back." Yami said putting it in the bag and looking over everything in it to note that there were a stack of papers and a few other items in it that had the be the communication devices that Org had spoken of. "We good then?"

"We are congratulations on becoming a Wizard Guild." Org said with a nod. "Just behave and we'll be good."

"We'll do our best." Yami said as he rose which didn't exactly put Org at ease, but he had to give Yami and the newest Guild on Ishgar the benefit of the doubt on this front. "Now if you don't mind I'm going to go find my ride and get out of here."

Org just nodded at that and Yami turned to leave. He recalled the way out and quickly left the office and began to head to the exit to go down and find Finral to make a portal back to the hideout as quickly as possible. They were now a Guild, but they had some things to sort out and reports to give before they could fully begin their time in Fiore and start to get stronger during their banishment. All was going well though and Yami was ready for what was to come as he left the Magic Council building and went to find his ride home.


Back in the office Lahar waited for the door to close and Yami to leave the area around the office in silence. Only when he was certain that Yami was gone did he turn to the Councilman.

"He's hiding something." Lahar said. "I'm sure of it."

"Most people are but I agree he's certainly different to the usual Guild Master I've met in my time." Org said as he stroked his beard and thought on it. "But there was nothing stopping them from becoming a legal Wizard Guild and better to have them under our jurisdiction than not. Besides, I felt his power, it's right up there with the best on the continent just as you said it was so better to have him with us than against us."

"True." Lahar agreed. "Still, I think we should keep a close eye on them for a bit, just while they're starting out to make sure there's nothing we're missing about them."

"I concur but that is your job after all so I will leave it to you." Org said as he turned back to some paperwork he still had to do today. "So go to it and your other duties Lahar. Let's let the Black Bull Guild establish themselves and see what happens from there."

Lahar just nodded at that before he turned and left the room. He and Org agreed that this new Guild was interesting and more than what they seemed but for now they just had to let the Black Bulls begin their work and see where they went from there.

That was all Lahar could do as he left the office to resume his duties and let everyone know that there was a new Guild in Fiore. The Black Bull Guild was now an official Ishgar Wizard Guild, and no one knew what that would mean in the coming years, but they'd learn soon enough just what the Black Bulls were made of.

Well, there it is, the Black Bulls are now an official Wizard Guild as expected and they can begin to make a name for themselves. First though Yami and the others have their reports to give, and they have to decide how they will act going forward with what they know about Earth Land so plenty to look forward to before we start to move through the remaining two years of the time skip once the intro arc where they get settled is over. That is all I really have for you after this straightforward chapter so I will leave it off here.
