Part 3 ; New World Order .

CHAPTER .

Children of Gallifrey :

Gallifreyians are genetically engineered, through devices called "Looms". Typically born one at a time, by a predetermined code of DNA, with only the appearance being selectively randomized. Assembling the pattern, into the ideal specimen. A "Genetically Perfect" child, created to fulfill a specific task in society.

These babies were designed, to never develop a sex drive, not even when they reached their prime. This was done, to completely control breeding, as a near immortal race would require, to prevent dangerous levels of over-population.

These children were divided into "Clutches", AKA "Clans", which were each devoted to a different trade. Each training their kids, while raising them in a joint community home.

HOWEVER, there was no clan for menial task, or manual labor. As such task were handled by Virtual Intelligence drones, which were all looked after by a single Clutch.

The Clan's were ment to advance the Sciences, Culture, Engineering, or Magic.

Children actually mature at the same rate as most humanoids. However, once they turn 8, they go through an indept ceremony. Where they choose their title, before being exposed to a rift in time.

Looking into this rift, and having it look back at them. Giving them the extra kick they need, to activate their genetically engineered third chromosome chain.

Awakening their regeneration energy (though not typically causing them to regenerate). Which slows their aging process. And also granting them their sight into time, as if reading a text book of all paths history could take, or even could have taken.

Due to Susan's deal, now all children are placed under their own "Grand-parent". Whom acts as a "Sensei", teaching their clan's trade. While doubling as a caring parental figure.

For a Gallifreyian to become a "Grand-Parent", they are required to get a license. And renew it regularly. Needing to take classes, and getting certified.

From the age of 8, Children study in "The Academy", through the aid of telepathic computers.

That's where Children have each lesson, physically uploaded into their heads. With classes designed to help children assimilate the knowledge.

To do this, kids have: "Nap Time", "Labs", "Homeroom", Magic School Bus style "Field Trips", then ending the day with "an Exam".

Gallifreyian children, only spend a few seconds, being uploaded with a lesson. Which covers a whole Doctorate's worth of knowledge, on a specific topic.

As this could be exhausting, they then spent an hour sleeping, as their brains processed the information.

Then they did experiments, and practical labs, on what they learned, for 3 hours.

Followed by an hour of goofying off in the class room. Where they learned how to properly socialize, under the guidance of their teacher.

Then they spent 4 hours, on a simulated field trip. Just seeing, and having fun, with the topic they learned.

All this helps them Assimilate the knowledge.

Followed by an hour's long exam, to get certified in that topic. If they fail, or are merely unsatisfied with their level of certification, (such as a field medic instead of a Doctor), they may retake the Day's course, at a later date.

This meant school lasted 10 hours. With their Education continuing until they are 42. Which is only as physically mature as a human 12 year old.

If the child has enough certifications, once they turn 42, they can then enroll in the Time Lord Institute.

If they lack the necessary certifications, they can either join the military, or start working in their Clan's trade. As becoming a Time Lord, or joining the military, is the only honorable way for Gallifreyians, to pursue a role they weren't designed for.

Time Lords are a branch of Nobility. As such a title must be earned, not inherited. Out of the children who enroll, few actually graduate the Institute.

As Susan knew of no other childhood. This all continued into the New Gallifrey... though the Clutch became more like a true family. Where children were cherished and nurtured by their Clan. Until they were more directly cared for by a "Grand-Parent".

Temporal Senses :

The Gallifreyans had always had a special connection with time. Due to a temporal rift on their planet. They could perceive the 4th dimension of time, greater then any race of psychics that would ever develop.

Though their perception merely allowed them a compression of history, as if out of a children's text book. They saw everything that had happened, was happening, could happen... and must never happen. However, they knew only the key events, as the finer details were a mystery to them.

The Gallifreyans, instinctually wanted to explore time, to learn these finer details.

It took a few millenniums, but the Trinity managed to do it...

Eventually, this trinity made another discovery... Time Travel.

Dimensional Engineering :

Still not satisfied, the Gallifreyians of the Main Universe, made to explore other realities.

First creating "Bigger on the inside" houses, by crafting a pocket dimension at the edge of "Subspace" and linking it to a physical anchor, in their dimension. Later developing ships that could do the same. And later still, allowing these ships to travel the void of space... and With Luna's aid, they could travel into different dimensions.

Through the Multiverse, Time Lords discovered incomprehensible dangers.

Government of Gallifrey :

The only naturally born leaders, are the original heads of each clutch. Whom have infinite regeneration energy. With Rassillion, ruling over them all.

While this council rules, the Time Lords act as their advisors. Keeping the head of their clutch in check, with rights to both propose, and veto bills. While travelling the universe, as historians, and occasionally acting as commanding officers.

The child that inadvertently caused all this, simply by existing, came to call herself "The Other", and ruled in her own right. As Princess of Gallifrey. As a Spiritual Symbol.

As Rassillion ruled over the planet, acting as the guiding voice to the council, as "Lord President". Essentially a "God King Emperor", with a less provocative title.

While the Omega ruled over their clutch, in the engineering division.
