Kenji Arisato/Shiomi ( Hamuko/Kotone's ) older brother who is of the councillor arcana, he is very upbeat energetic cheerful and overall an good guy who tries to lift everyone's spirits up whenever he can, he's very good at faking his smiles to help others.
