Chapter 5

was sitting quietly in her office drinking her evening tea with an apprehensive grip on her cup. A completely unheard phenomenon happened to the most useless stray child under her care this morning: he developed a quirk out of nowhere. There have been cases of late manifestations but never without a lab result verifying the presence of a functioning quirk gene. The 100% accuracy of the modern day quirk analysis system was tarnished by Izuku Midoriya and there were going to be serious ramifications to follow in this wake.

If the Quirk Registration Department didn't confiscate this boy for research it was almost a certainty that another government agency would. Nothing was allowed to disturb the status quo without the pillars who uphold it responding in force. 'Speaking of unsettling forces…' Ms. Jiruga began to think as she took a large gulp of her cooling tea. 'There's a great chance Doctor Ujiko will be giving me a harsh punishment for this.'

She didn't know the doctor personally well but she did know his standards. There were rewards or consequences involved for meeting or failing them and in this specific case was a very big failure. If she just would've killed the boy when she was told to do so everything would've been fine. Maybe she could use her long and loyal years of success to garner some mercy. The room felt cold like her tea and the silence was broken with an ear piercing shriek from outside her office door. Startled, she grabbed her infamous metal ruler and ran outside the door.

Standing in the parlor was the black mist-figured man Kurogiri and his glowing yellow eyes were calmly looking around taking in his surroundings. One of the youngest kids of the orphanage was looking at him with a look of panic by the staircase. Her panic shout had alerted the other kids who were upstairs and curiously making their way to the source of the disturbance.

"Oh hello young miss, I apologize for suddenly showing up and frightening you." Kurogiri calmly stated and bowed towards the young girl who was frightened. His yellow eyes softened upward a bit to indicate a little smile.

This helped calm the girl a bit but she was still unsettled by his appearance. She hesitantly nodded then ran quickly up the stairs to her could hear her young voice talking rapidly to her peers about the new black smoky man in the parlor. This made Kurogiri chuckle a little bit before he looked straight at a stiff looking Ms Jiruga staring at him nervously.

"Good evening Ms. Jiruga, head caretaker of this place." He gave her a less pleasant but still formal greeting and acknowledgement.

"Good evening, and forgive my impudence but I do not know who you are to return such a polite greeting." Ms. Jiruga said with a carefully polite tone. She knew this man was working for the doctor and she would not risk one ounce of disrespect towards him.

"Indeed. I am Kurogiri. I work for the good doctor that we both know and answer to his esteemed benefactor in the shadows. Both are currently very unhappy with the great disturbance you've caused at your lack of following orders." He said in a polite but cold tone.

"Y-yes. The doctor doesn't accept excuses and I will not insult him by trying to offer one up. Ultimately my foolish ideas and plan to obey his order has caused severe problems and I accept the responsibility for this failure. I ask, as a loyal and dutiful servant, for any shred of mercy that can be spared." Ms. Jiruga uttered with forced confidence with a 90 degree bow.

Kurogiri was silent as he gave her a serious look. His orders to purge this location tonight will still be carried out but he wasn't sure about the details for its caretaker currently bowing to him with deep regret. Perhaps if she assisted him in his responsibilities she could be still deemed useful to the smallest degree. His master will ultimately decide her fate.

"Very well I will test your resolve of your loyalty. If your efforts match your words then you shall be given a chance to properly explain yourself, but do not think anything less than your best will be accepted." Kurogiri stated in a serious tone, letting Ms. Jiruga stand back up before continuing. "There is a significant chance the authorities will trace suspicion to this place so it will be purged. Bring me every bit of documentation for permanent destruction and then assist with the relocation of the children."

Ms Jiruga quickly bowed and rushed back into her office to gather the requested materials. In the parlor Kurogiri opened a portal and after a few seconds several Nomou of various sizes stepped through.

"Collect all of the children but do not harm them. Begin." ordered Kurogiri and the Noumu started to clunkily climb up the stairs. Ms. Jiruga was bringing out a full stack of organized documents when she heard the whole upstairs scream in terror. She nearly dropped the papers from the magnitude of crying and panic being heard. She gave Kurogiri a frightened look for some kind of assurance. He merely waved his hand and formed a small portal on the floor and said,

"Go ahead and drop those into the portal please but do not enter it yourself. I will not retrieve you from that location if you go in."

Ms Jiruga did as she was instructed and let the huge stack of documents enter the portal and watched it disappear. She was very curious where all the legal documents were going but felt it was very unsafe to ask.

"Good. Now assist me by confirming all children are present and accounted for."

Before she responded the source of the pandemonium started to walk down the stairs. She was horrified. Walking gray or black humanoid monsters with exposed brains and unblinking eyes carrying one or two children under their arms. They were wildly flailing, panicking, crying, and screaming. Some were trying to hit the monsters or use their quirks to little effect. A large portal appeared in the center of the parlor and the Noumu lumbered towards it. Some of the kids saw Ms Jiruga and began to desperately plead for help. The young girl from before was even asking the black smoky man for help too. Their cries were silenced after they entered the portal and Kurogiri was looking at Ms. Jiruga for confirmation.

"W-what in all of hell are those…things?" Ms. Jiruga finally was able to speak up.

Slightly annoyed at being delayed Kurogiri humored her because that was a reasonable response to expect seeing something like that.

"Those are Noumu. Genetically synthesized and combined multi-quirk servants made for my master."

"Did the doctor make those…are the children involved?" She asked in a hushed tone, praying silently very hard that she had a wrong hunch. Her stomach was humoring the idea to throw up at such a disgusting and abominable possibility.

This was the last question Kurogiri was going to humor before he was going to write her off completely. "Those are the combinational successful results from the doctor's efforts and the childrens' donated material. Your place as head caretaker at this site helped facilitate the results by a great degree and is the only reason why you are being given a chance for mercy. No more useless conversation. Was that every child currently in your care?"

Time slowed for Ms. Jiruga as she was filled with an incredible amount of despair and regret. She had no idea the children were being used like this. The doctor told her the kids would be put to use best suited for their potential; neither a hero or villain. Worst case scenario they would be cheap labor in small towns far from the influence of the brainwashed idiots of the major cities. In hindsight she knew she was a fool. A part of her knew something was wrong at the complete lack of follow up after someone's graduation from the orphanage. Not a single employer or university ever called to verify records.

"No…" She quietly said. Kurogiri was barely able to hear her and was going to follow up with another inquiry when he was forced to jump away.

Ms. Jiruga's ruler had changed into a sharp weapon and was swung at Kurogiri

Quirk: Scythe

Non living material can be changed into having a scythe blade protrusion and retracts at the user's command. The durability and sharpness directly correlates to the amount and type of materials used.

She used her ruler with its small but sharp blade to attempt to slice this fiend down.

Sighs. Well at least she's saving Master from wasting any more time. Thought Kurogiri as he nimbly evaded the incoming slashes.

"YOU MONSTER! HOW COULD YOU LET CHILDREN BECOME SOMETHING LIKE THAT! THAT'S NOT WHAT I AGREED TO DO WHEN YOU SAVED ME!" She roared trying hard for a killing blow. She wasn't a fighter but her instincts were driving her to kill this man at any cost. First she would kill him, and then the doctor, and then she would tell the police everything she knew before locking herself in Tartarus until the end of time.

"I apologize but I don't have time for the likes of you." Kurogiri stoically responded and opened up a portal directly in front of an incoming swipe and opened the exit portal right at Ms Jiruga's side.

The blade plunged right into her side and into her diaphragm. She immediately went down and was gasping while clutching the profusely bleeding wound. The puddle of blood was starting to spread as he calmly walked away from it not wanting to stain his boots. With a Tsk of great annoyance he whisked up the stairs to check every room himself. Once he verified he snakily wisped the ground floor for the same thing. There were two other caretakers in the kitchen washing the dishes and were talking normally with each other. They clearly did not hear the pandemonium from earlier but no loose ends could be tolerated.

Kurogiri quickly reformed himself without alerting them. From behind them he formed portals underneath each of them. In the middle of their conversation they were now suddenly falling from an altitude of 10,000 ft somewhere over the Sea of Japan. They were screaming the whole way down and met the unwelcoming surface of the water with a devastating crash. This was one of Kurogiri's tried and tested methods to eliminate someone without a trace. The impact from a crash at that height guaranteed an immediate death or at least an inevitable drowning, The sea creatures disposed of their remains for free and the Japanese Coast Guard very seldomly patrolled this area.

This was Kurogiri's mercy for the unknowing but complicit. A potential quick and painless death. Satisfied at his work he returned to quickly searching the building before returning to the parlor where a still alive Ms Jiruga was laying in the fetal position in a pool of her own blood and he had a different death in mind for her. From her balled position she painfully tried to speak.

"The…last…child…was…at…the…doctor's…did…you…kill…him…too?"

Kurogiri paused and thought about it for a moment. "No. That boy's unknown quirk let him evade us. I doubt it will long before I find him."

"...Good," she replied weakly "I…hope…your…devil…of a…master…fails."

Without dignifying that response, Kurogiri opened a portal underneath Ms. Jiruga and she immediately sank into it. As she slipped into the dark portal she was internally smirking. He didn't notice or check her for her cellphone that dialed the emergency line. When she had completely vanished Kurogiri made another portal appear for a specific Noumu to appear. It was a little on the lanky side and had a fire breathing quirk. With the command given It inhaled deeply and exhaled a huge torrent of flame. Once everything in the immediate area was on fire Kurogiri took the Noumu and retreated.

Ms Jiruga suddenly found herself in a large glass capsule with its entrance still open. With a look of horror, she heard some of the same terrible noises from earlier. Forcing her head to look she saw down the row she was in the children each in their own capsule being held against the glass by one of those monsters.

"Ah, good evening Ms GILGA. We waited for you." said the elderly professional voice of Doctor Ujiko. He referred to her with her real family name instead of the pseudonym Jiruga.

She was in too much pain to reply. So she looked at him with a defeated expression.

"I will commend you Ms. Gilga that you never once troubled me with any pathetic excuses and had you merely obeyed my orders you would've lived out your life the normal way. However, attacking Kurogiri is an unforgivable act and so your reward instead will be to join the children under your care. All of them." Ujiko spoke in a cold serious manner while approaching her.

He walked in and jabbed a syringe into her back making her painfully cough up some blood onto the floor. "And as your final duty as their caretaker, you can oversee them one final time." He added maliciously.

A Noumu entered her capsule and held her face in the direction of the children. She watched helplessly as Doctor Ujiko entered, each one administering a syringe into their lower back. When the shot was taken each kid was dropped onto the floor while Noumu walked out of the enclosure. Each hatch sealed and the drumming of a machine came online. Starting with the furthest tank it was filled with an unknown viscous looking liquid and to Ms. Gilga's absolute horror, the kid's body dissolved into it.

"These things…are…,made of…" she wheezed while coughing up more blood.

"-Of quirk compatible genetic material." The doctor finished the sentence and started her capsule's machine.

The Noumu left her with her face on the floor and she could hear the capsule door shut and seal. With a loud hum the liquid was poured into her capsule and even though she couldn't scream it hurt like absolute hell. The doctor gave her a different syringe that slightly delayed the dissolving process. It was one of his earlier formulas and he could remember watching the specimens' agony as they felt themselves dissolve at the molecular level. Such was a fitting punishment for a failure and last second traitor. Ms. Gilga's final thought was a prayer of hope. Not for her soul, but for as much information that she got was heard and relayed by her active phone hidden inside her clothing. The device was fried due to the liquid but remained in its concealed location hidden from the smug attention of Doctor Ujiko

SCENE END

Detective Naomasa Tsukauchi was getting ready to have his lunch at his office during his shift when the call came in reporting an explosion at a quirk analysis office. The hungry man immediately left the precinct to respond. This was not an everyday occurrence but it was far from being the first. Children can manifest strong and very hard to control quirks which is why the government has such a vested stake in their safe and controlled development. The detective saw the gaping hole in the office building and a couple police already on site putting up yellow caution tape. He could only hope that no one got hurt in such an immense explosion.

When he got out of his parked car a policeman approached and gave him a friendly wave before reporting,

"Good afternoon detective. Welcome to the blast zone."

"Is it impossible for you to refrain from giving crime scenes pun titles?" responded Naomasa trying to hide his smirk.

"Yes sir it is. Making humor about dangerous situations helps me deal with the stress of the job." The officer stated before taking a more serious tone. "Especially the situations that don't make sense and leave no clues."

Tsukauchi returned his serious expression, "What did you find?"

"Nothing sir and that's the problem. There was nobody here and we weren't sure if it was safe to enter to check for any electronic logs. When we ran the building's office address for its license it was registered to a Doctor Daruma Ujiko…someone who had a similar business practice over 50 years ago. When we requested additional documentation the court records couldn't find a birth certificate, university degree, or even a drivers license. Sir, if I'm being completely honest, I think it's a fake name or someone has tampered with secured legal documents."

There was a great pause between both men. Both had a bad feeling in their gut as they made their own guesses why a fake doctor would set up a quirk analysis office that dealt with children.

"Have you come to any discovery of the nature of the extensive damage?" the detective asked as he began to walk towards the greatly damaged building.

"No sir. We have requested specialists to come and identify any residual residue on the circular hole but our simple tests have concluded it wasn't explosive or acidic. I'm afraid that's the extent of our knowledge." answered the officer feeling a little annoyed and confused at the huge hole in front of them.

"Please call the pro hero Power Loader from UA to come to this site. Tell principal Nezu I will give him a bag of his favorite tea leaves for borrowing his Support Gear Department head. It would be wise to request support back up from a local hero agency for a simple cordon to prevent any type of traffic getting too close. We have to err on the side of caution until the specialists arrive and deem the area safe." ordered Tsukauchi.

"Yes sir, right away. HEY YOU TWO! WE GOT SOME ORDERS TO RUN!" The officer acknowledged and then shouted to grab his colleagues' attention. They immediately hustled to hear the detective's repeated order and pulled out their phones to begin dialing. It wasn't even a minute into the phone call with Principal Nezu of UA when an officer yelled,

"Detective! The principal agrees and is expecting two bags of tea leaves!"

That sneaky little… "Agreed. Please tell him it's urgent." replied Tsukauchi

"3 Bags!" the same officer stated after telling Nezu it was urgent.

Damn it! The detective only nodded, refusing to say anything else in case that would cost him more. The tea leaves were an import and not especially cheap in the off season.

The crime scene specialists arrived when it was early evening and immediately put their hazard suits on. They had great experience dealing with destructive materials and brought out some detection equipment from the trunk of their big van. They were deploying a geiger counter when a UA vehicle approached and parked by the other vehicles. Out stepped Power Loader in his hero get up and had a metallic suitcase with him. Surprisingly, out of the driver's seat jumped a small white rodent like being wearing a suit onto the ground and both started walking to the detective.

Tsukauchi was not expecting the principal of UA to make an appearance and greatly suppressed the urge to ask how he was able to drive a car. Nope. It's not worth giving him the satisfaction of my surprise!

"Good late afternoon and perfect timing. The specialty crew is about to begin their final tests to verify the building is safe to enter and examine." He greeted the UA staff. Both gave a nod of acknowledgement and began to ask their questions,

"What on earth made that hole?" asked a greatly confused powerloader.

"What can you tell me?" asked the excited principal with a glint in his eye.

Detective Tsukauchi relayed all of his current information regarding this call and then added his own concerned thoughts at the end, "I believe this site is part of a greater plan. A doctor using a pseudonym with access to young children and their quirks…I don't like this one bit."

Power Loader was shocked and agreed, "Yes. I will assist with all my knowledge to see if anything can be found inside this office's electronic systems."

Nezu was pacing back and forth in deep thought before stopping to answer the detective. "That is the most logical possibility that I can conclude. It is imperative we move fast…There is a great chance childrens' lives are in danger."

All three had an incredibly serious look on their face and when the specialists gave the all clear, they moved in with great haste. PowerLoader immediately went to the office and opened his metallic case. Inside was his private laptop equipped with cutting edge detection, recovery, and hacking software and plugged it into the building's computer and began digging through data. Nezu and the detective searched through all the papers that had been spewed about and started organizing them by stacks. Most were the routine patient forms to be filled out or ordinary health flyers encouraging healthy diets and exercise. They all worked in silence trying to find any kind of clue. Power Loader was getting frustrated. He may not be the most proficient hacker in Japan but his laptop was blessed by a couple of them. Nothing. Not a single daily log or piece of stored information. It's cleaner than a new computer.

Nezu finished with his small mountain of papers first but didn't find anything. He wandered into the destroyed patient room and gave it a thorough search. Under some rubble and by the sitting area was a barely visible backpack.

"Detective! Power Loader! Come here and retrieve this, it seemed to have been left by a patient today!" exclaimed Nezu filled with excitement again now that a clue had been found.

Both men quickly entered the room and saw what Nezu was pointing at. Carefully, Power Loader shifted the debris away using his quirk: Iron Claw. When it was clear Tsukauchi retrieved the backpack. He emptied the contents onto the ground and each person began to examine.

"Hm, A basic literature textbook. There is a school name on this inside cover: Aldera Junior High." stated Powerloader

"A personal note book with pages of notes and illustrations of heroes and villains. Hm…not bad at all. This kid has a good head on his shoulders, but no name is written on any of the pages." said Nezu with a positive tone.

Tsukauchi was trying to unwrinkle some documents that got damaged from being under debris. "Lets see…This is a disciplinary reprimand form for a…an Izuku Midoriya for unauthorized quirk usage and dishonesty for hiding it…wait a minute." The name Midoriya rang inside the detective's head. He quickly went into his inside chest pocket where he kept an important small personal pocket book inside a secured plastic bag. Inside the notebook were the names of the unsolved cases he felt deserved justice. On the first couple pages was a case ID number and under the name Midoriya was a small note scribbled: Izuku Midoriya. Mustafu Orphanage.

"Oh no…oh please God no." The detective wanted to vomit. This was the first major case he was assigned that went cold but he could remember faintly there were suspicious details regarding this orphan's parents.

"Detective. Please enlighten us, we might be able to help." Nezu prodded gently, feeling whatever Tsukauchi was about to tell them was something critical.

The detective's mind was racing but he managed to speak slowly, "The boy's name is Izuku Midoriya and his family died under mysterious circumstances that made him an orphan as a baby. And now his belongings show up here at a fake quirk clinic. I think this doctor is using the orphanage kids as part of his plan, but to what end I don't know." He looked mortified as he stared at the other two.

Power Loader was visibly disturbed and angered at this conclusion. "We need to save those children and catch that monster." he growled.

"Yes. We will need to act right away if we are to make it in time." agreed Nezu with a dangerous expression.

They all stood up when one of the outside officers came sprinting in.

"DETECTIVE! A code zero one has been declared on Mustafu Orphanage! What are your orders!?"

Tsukauchi felt a sudden surge of fear and panic. A code zero one indicated an immediate emergency where lives were known to be in grave danger. It authorized and demanded any available heroes and law enforcement to respond with great urgency and caution.

"Scramble every available hero and officer in the greater Mustafu area to answer this call. Have paramedics and other first responders to follow suit. Notify the Hero Commision and request a temporary media blackout of this emergency until it is deemed safe. We will head there immediately!" He looked at the UA staff members, "You are not obligated to answer this call but I will not decline any additional help that you are willing to offer."

"We shall assist after making a special phone call, detective. We will be right behind you." Reassured Nezu.

Detective Tsukauchi quickly bowed and sprinted to his vehicle like the other officers. They sped away with their sirens blaring and Nezu picked up his own phone and dialed the contact for the number one hero while both of them headed to their staff vehicle after Powerloader recollected his laptop briefcase.

"I AM HERE ANSWERING THE PHONE CALL FROM AN OLD FRIEND!" All Might said loudly after a single ring of his phone.

"Toshinori, you are needed at the Mustafu Orphanage! The children are being used in a villain's scheme and their lives are in peril!" Nezu quickly said while using All Might's real name to emphasize the seriousness.

replying but ending the phone call, All Might quickly jumped into the air and started rushing like a mad man towards the orphanage. When he saw the building on fire he strained his body to move even faster to arrive first at the scene. Immediately after landing outside the entrance he rushed in without a second thought,

"CHILDREN! ANYONE WHO CAN HEAR ME! SAY SOMETHING!" he roared while looking around.

The structure was being weakened by the fire enough for a wooden beam to fall but he dodged it. Covering his face in an X shape with his forearms he plowed straight ahead and leaped up over the burning staircase to the second floor. He was coughing but moved forward towards the rooms. He didn't see any of the children but he did notice each of the rooms were incredibly disorganized. One of the doors seemed to have a giant claw mark on it but nothing was inside. Once he finished checking the last room he felt it was safe enough to make an impromptu exit to escape the debilitating smoke.

With a loud CRASH he burst through the bedroom wall and landed outside coughing hard to breathe fresh air. A couple other heroes arrived on site and were making their way to assist him when he quickly shouted, "The upstairs was empty cough cough I didn't check the main floor yet. Please do so quickly!"

He burst into another coughing fit and the heroes decided to oblige his request. At least they would if the building entrance wasn't completely engulfed in flames. They hated that their quirks were no use to put out this fire but quickly ran to assist the fire department who just showed up. A couple additional heroes arrived and one of them had an earth kinesis quirk and began to move the surrounding topsoil and let it rain onto the fire to try and smother it.

The fire took over an hour to put out once all the fire suppression equipment and quirks were deployed. The orphanage was completely burned but barely still standing. The rescue team carefully entered the building wearing full face shields and respirators. They moved about the main floor carefully, not disturbing the fragile infrastructure. They each had radios and communicated with each other and the detective outside.

All Might knew that this required a kind of delicateness that he was not good at so instead he made his way to the UA vehicle parked behind a line of police cruisers. He saw the principal on the roof of the vehicle conversing with Power Loader and off to the side answering the questions of the first responders was his good friend Detective Tsukauchi. The good detective waved hello and rejoined the UA staff, beckoning All Might to join their discussion.

"Thank you for arriving to save the day, All Might." greeted the detective with a pensive look on his face " I heard from the other heroes that you managed to search the top floor of the orphanage before the flames got too intense. Please tell me. Did you see anything?"

All Might's iconic smile turned into a serious look. "I did not see any of the children inside their rooms. They were all messy but one of the doors had a claw mark on it. I don't think one of the children or caretakers would create something like that."

"This is strange and not the good kind. Initial reports from the rescue team show no signs of any struggle or corpses. No weapons or forced break-ins are detected by the arson investigation's quirk. A fire happened at the residence of an orphaned boy who was visiting a fake quirk doctor's office on the same day. Nezu, this puzzle is giving me an incredibly bad feeling."

Nezu nodded, "Agreed. Power Loader just informed me that the office computer he tapped into was completely clean. There was another fire tonight at another orphanage in the city of Hosu. No casualties were reported. It appears the culprits were close to being found and decided to clean their trails very thoroughly but that itself is an indicator. Whoever is behind this is incredibly smart and has access to some hardware that can compete with Power Loader's equipment. This is not a mere trafficking ring we are potentially dealing with. The key has something to do with the quirk doctor. Normal operations don't need nor bother with such a detailed step." He looked All Might dead in the face before continuing "This has the stench of HIM all over it."

All Might felt like a bucket of ice water was dumped on him and he clenched his fists tight. His wound on the side of his body ached at the reminder of the nightmare who gave him it. It was because of that hate mongering bastard that All Might was slowly but fatally losing his strength. He could barely maintain his strength for 6 hours and was lessening each passing year. All Might's thoughts were interrupted by the detective,

"If...somehow that monster survived and is pulling the strings then we can safely assume the worst for all the children and caretakers." he said with a morose tone.

"We will assume he is alive but need to pretend to act if he doesn't. We will keep an eye on the criminal activity and discretely keep tabs on missing individuals. That man is terrible and strong but not infallible. With proper contingencies in place he can be defeated for good." Said Nezu with a sharp glint in his eye. Outsmarting the smartest people was a challenge he immensely enjoyed.

The other adults felt some confidence return to them. They may not have been able to save these innocent children but they were resolved to not let this tragedy repeat. They conversed a while longer before having to return to their own duties.

While Detective Tsukauchi was beginning to fill out the immense report for the code zero one, he came across the copy of the report filed from the emergency line phone operator who initiated it. He went wide eyed at the written words the operator heard when the line was dialed:

Caller: The…last…child…was…at…the…doctor's…did…you…kill…him…too?

Unknown suspect: No. That boy's unknown quirk let him evade us. I doubt it will long before I find him.

Caller: Good…I…hope…your…devil…of a…master…fails

Detective Tsukauchi reread those lines of the call log until he could see them whenever he blinked. He immediately texted Nezu

about the phone log and then sat back in his chair with both hands trying to relax his face. Somehow the monstrosity known as All
