Author's Note: Sorry about the very long delay. School snow days, sickness, and supporting the wife's crochet business ate all my writing time. For another note, I love telling an out-of-sequence story, it let's me put things where they should be organically, instead of trying to shoehorn in exposition in places where/when there is no reason to, but they are important to the story.

Thanks to the BBPD and PRT leaking like a sieve, I can confirm the rumors. The Empire 88s remaining capes are either dead or fled. Video is here. Graphic content warning, as it shows most of them crushed by a tank, and Alabaster impaled with a pipe.
Video and audio were put together from security camera footage by an evidence technician in the PRT, and anonymously posted about five minutes after it was shown to Director Piggot and the Chief of Police.
Also: new guy, that's one hell of a debut.

I call bullshit. Three perfect camera angles, clear video AND AUDIO from a security camera? WTF would they even HAVE cameras in their secret meeting? And the music in the background? Turn it up. It's a little on point.
The new guy's just showing how he can totally pwn Uber and Leet at their own game, while taking out a rival gang. And rest assured, this is just the first move, there will be a gang if there isn't already, he will be seizing a bunch of the bay.
Also: kudos, keep up the good work.

Holy Fuck.
I was recording a History channel show that I totally wasn't gonna use as the main source for a paper, when this happened.
See how the guy pops up in the middle of a World of Tanks commercial, looks through the screen for something, says "There you are.", disappears, and then a few seconds later one of the tanks vanishes from the picture.
So, in summary, he can use your TV like a window, a door, or a garage door to summon things from TVland through.
On an unrelated note, what are the requirements to become Amish?

Ugh. Now I'm agreeing with Void. No way that came out of a security camera. You usually get some shitty black and white crap that barely looks like a person, not this. He planted those cameras ahead of time.

As happy as I am to see them gone, he still killed nine capes, most of whom weren't even Birdcage bound, much less kill orders. He'll probably have a kill order by the end of the week.

You see, the thing that drives this whole game of cops and robbers, is Endbringers. The Unwritten Rules (that are written down in a surprising number of places) are all about making sure there are as many capes as possible to throw into battle against them. So, rest assured, though the Empire 88 are gone, their powers will live on, after a fashion.
Based on the two that got away, we have a few more traditional tinkertech offerings. A rapid training system in prototype that should allow one to master martial arts and similar skills that take years in a few weeks to a month from Victor. From Othala, we've derived four different formulas/serums/potions/superdrugs whatever you want to call them:
Regeneris (or Loganizer): grants regen for about half an hour, less the more healing you need. Time drops drastically if it needs to make up for missing mass.
Speedforce: Around 20 minutes of superspeed
Ironman: Approximately half an hour of invulnerability, like Regeneris, the more physics defying the feat, the shorter it lasts.
Hourman: Gives a lesser version of all the above plus superstrength for about an hour. Tank low caliber rounds, heal from larger, lift maybe a half-ton, run at around 40-50 mph. Won't regrow missing parts.
Side effects and warnings: Don't take a second dose until at least an hour after the effects of the previous one wear off. DO NOT MIX AND MATCH. Wait at least 24 hours after taking one type to take another (measured from last dose). For Hourman, wait at least 24 hours before taking another.
For what I got from the rest of them, you'll see soon.

BTW, Crash's clone, whatever you're calling yourself, it's OK, we managed to revive everybody, we understand the complete freak out, it happens alot when people have better triggers, I'm sorry, you can come home. Please, at least contact Crash.

What with all the red flags, the illegal human experimentation, I'm guessing villain? Why? If you want territory, I'd think you'd go after the Merchants first, they are the low hanging fruit.

Villain. You cannot make any kind of social change as a hero. As for why the Empire first, my question is why you have tolerated their continued existence for so long. For those complaining about lack of power, what I did could have been done with a perfectly regular tech bomb, made from commonly available components, from easily downloadable plans. If the moral dimension bothers you, remember, attacking people in their homes is A-OK in their book. Fun thought: by the nature of their philosophy, killing a Nazi is always self-defense.

OK, I think I got this one.
Their pseudo-intellectual justification for their hate is the idea that all groups are trapped in some kind of Darwinist murderthon. All nations, all religions, all ethnic groups, all political parties, all native language groups (not kidding), every way you can tribe, against every other. Partnership and coexistence is idiocy, because all those evil others will take every opportunity to infiltrate, sabotage, sap and impurify your precious bodily fluids (not kidding about that one either).
So, by joining Nazis, you're basically running around, waving a weapon, shouting how you'll murder all you fucking (insert slur here), and should be treated as such.
Man, I wish I'd come up with this for World History.

Fine, I was waiting to debut the rest of the team before letting this cat out of the bag, but yes. Before everyone starts stampeding my way with demands, there are some problems with the process. They aren't an exact copy, the powers get filtered through your subconscious and experiences, and sometimes they break apart into little sub-powers. There's a significant chance of Case 53 style mutations. Lastly, um, Babylon 5, Season 1 Episode 9, around 37:20.
