Konoha: Day…

(12 Years Since Nine Tails & Janemba) (Goku & Turles 12 years old/Raditz 17 years old)

Naruto and Goku have officially been enough of a nuisance over the years to warrant Shinobi chasing them every time they paint the Hokage Monument. This day just so happened to be another instance.

"Naruto!"

"Goku!"

The two boys laughed gleefully as they ran. While both had a love of pranking, Goku got extra enjoyment out of this through the fact they were attempting to evade Chunin. That was just excellent training in his opinion.

"When we get our hands on you!"

"You two just keep crossing the line!"

They took to leaping atop the roofs and taking an insane path around the village.

"Give it up!" Naruto called out. "You're just mad you don't have the guts to do what we do!"

"Roll out the Jonin!" Goku called out. "Take our training to the next level!"

Eventually, the pair managed to garner some ground and disguised themselves as part of the fence. Once the Chunin ran on by, the pair dropped their disguise.

"Maybe you're right Goku." Naruto chuckled. "Chunin are just too easy."

"Is that right!?" Iruka yelled.

He had come up behind the pair and startled them.

"Where'd you come from Iruka Sensei?" Naruto asked. "What are you doing here?"

"No, what are you two doing here?" Iruka pointed at them. "You should be in class."

"Oh no!" Goku lamented. "We spaced the time!"

Ninja Academy

"I'm at the end of my rope with you two." Iruka had bound both boys before bringing them to class. "Tomorrow is your chance to graduate, yet you're both messing up." Naruto looked away, angering their teacher. "Alright, that tears it! Everyone is reviewing the Transformation Jutsu!"

Most of the class groaned, with Turles and Sasuke being the only real exceptions.

"That's nothing." Goku thought, happily.

Everyone lined up before Iruka, ready to do the Transformation Jutsu.

"Transform!" Sakura went first, becoming an exact copy of Iruka.

"Transformed into me, good." Iruka noted.

Sakura smiled and turned to the Uchiha. "Sasuke, did you see that?"

"Next, Goku Sarutobi." Iruka called.

"Transform!" Goku called out, becoming an exact copy of his grandpa.

"An exact copy of Gohan Sarutobi, well done." Iruka noted.

"Next, Naruto Uzumaki." Iruka called.

"This is a total waste of time." Shikamaru commented.

"We're always paying for how you and Goku screw up, Naruto." Ino voiced.

"It's just a refresher on the Transformation Jutsu." Turles voiced. "Honestly, what's the big deal."

Ino heard that from her crush and deflated since she wasn't the type to attempt a course correct.

Naruto stepped forward. "Transform!"

He became a naked older, lady version of himself, obscured by a bit of smoke, which gave Iruka a large nose bleed.

"Got ya!" Naruto changed back and laughed. "That's my Sexy Jutsu!"

"Cut the stupid tricks!" Iruka yelled.

"Sensei?" Hinata rose her hand.

Iruka calmed down at that. "Uh, yes?"

"You did ask for a Transformation Jutsu, and while unorthodox, it is still one which Naruto provided." Hinata responded.

"Well, you right Hinata." Iruka sighed as he noted it down. "Alright, you performed it Naruto."

Naruto grinned as he rejoined the line of students, and things progressed from there.

Hokage Monument: After Academy…

Just as always, Naruto and Goku were brought to the Hokage Monument where they worked to clean their graffiti. Often, especially in this last year at the academy, Iruka was the one to oversee them.

"Alright, you two know the deal!" Iruka called out. "Once you've cleaned every last spec of graffiti, we'll go for ramen!"

"You always know how to motivate us, Sensei!" Goku called out.

"Yeah!" Naruto agreed. "We'll have this clean in no time!"

The plus side to having two people working was the fact that they were always done in a relatively timely manner. As such, the three of them were able to head out for ramen at the early evening.

Academy: Next Day…

"We will now start the final exam." Iruka announced. "When your name is called, proceed to the testing room. The final exam will be on the Clone Jutsu."

Goku and Naruto were both worried for the latter. Despite the progress he's made on it, Clone Jutsu was still the blond's worst one. Eventually, students began heading in as they were called, and Goku was no exception.

Iruka was with his fellow teacher, Mizuki, who came along not long after Umino began teaching them. In fact, they were friends. Mizuki has white shoulder-length hair and green eyes. His attire was the standard for a Konoha-nin.

"Clone Jutsu!" Goku declared.

He created the requisite three clones, which came out perfectly.

"Very good, Goku." Iruka noted it down with a smile. "You pass which means one of these head bands is all yours, Genin."

Goku smiled as he took one and immediately tied it around his head. "Thank you, Sensei!"

He then left and nodded to his brother, who did nod back, as they passed each other. Goku then looked over at Naruto, who was giving him a thumbs up. Goku returned the gesture, with a smile, before heading out.

Eventually, Naruto was called in. "Alright, get it together Naruto." He stood before the teachers and made the hand sign to focus his Chakra. "Clone Jutsu!"

Three Naruto clones did appear; however, only one was perfect. The second was at the same level as that one clone he managed back when Iruka was just starting as his teacher, and the third was laid out on the ground, unmoving.

"I'm sorry Naruto, but you need to make three perfect clones to pass." Iruka sighed. "That's a failure."

Naruto was in utter disbelief.

"Iruka, even if two clones are imperfect, he still made three replicants." Mizuki voiced. "We could cut him a break and let the kid pass."

Naruto looked on hopefully.

"Mizuki, three perfect replicants is the bar." Iruka retorted. "One third up to that standard does not equate a passing grade. He cannot pass."

Naruto was frustrated.

Outside the Academy: Later…

Raditz and Gohan were here to meet their younger brothers/grandsons who wore their respective headbands.

"Look at you two." Raditz smiled. "Two more Shinobi in the family."

Gohan smiled proudly. "No doubt your parents would have been so proud."

"It wasn't that hard." Turles voiced.

"There, you see him?"

"It's that boy."

"I heard he's the only one who failed."

Goku looked from his grandpa to those civilians. Upon hearing their words, his gaze settled on his friend who dejectedly sat on the swing.

"I hear he's the only one who failed."

"Could you imagine what it'd be like if he became a Shinobi."

Gohan put a hand on Goku's shoulder. "Go cheer up your friend." The Genin looked back at him, surprised. "We can celebrate you two becoming Shinobi any time; your friend needs you now."

"Thanks grandpa." Goku ran on over. "Hey Naruto!" The blond looked his way. "Let's go get Ichiraku Ramen, all you can eat on me."

As he got close to his friend, Goku was shocked to see, for the first time, that the mention of all you can eat Ichiraku hadn't put a smile on his face. Ultimately, Naruto did agree to join Goku, but before they could leave, Mizuki joined them. He invited both boys to follow him.

Konoha: Evening…

Mizuki took the boys to a balcony within the village.

"Iruka Sensei is tough, but he's not against you." Mizuki voiced to Naruto.

"Then, why only me?" Naruto asked.

"He wants you to be strong." Mizuki responded. "Though, that can never happen if he's going easy on you. He's like you, you know? No parents. No family."

"Even so, I really wanted to graduate with my friend." Naruto voiced, dejectedly.

Goku had to admit that he was sad they hadn't graduated together either.

"Then, I guess I must tell you." Mizuki smiled, drawing both boys' attention. "It's a secret, but I'll let you in on it. There's a scroll, called the Scroll of Sealing, within the Hokage's Tower. If you find, secure, and learn at least one Jutsu from it, you pass."

"No fooling!?" Naruto asked excitedly.

Mizuki chuckled. "No fooling."

Naruto lept to his feet before looking at Goku. "What about help?"

The Sarutobi blinked at that before looking at Mizuki. "Yeah, is there any way I could help Naruto?"

"There's nothing in the rules about receiving help." Mizuki shrugged with a smile. "In fact, why don't you try to learn something too? It might start your Shinobi career on the right path."

"Alright, I'm all in on helping my friend." Goku declared.

Iruka's Residence: Night…

Mizuki frantically knocked on his friend's door. "Iruka, wake up!"

Iruka answered. "What is it?"

"You need to come to Lord Hokage's right away." Mizuki voiced urgently. "It's Naruto and Goku. They stole the sacred scroll."

"You mean the Scroll of Sealing!?" Iruka was stunned. "No!"

Forest

Naruto and Goku had brought the scroll to the meeting place before unfurling it to find a Jutsu they wanted to learn.

"Let's see, the first one is Multi-Shadow Clone Jutsu." Naruto read. "I think I want to learn this one."

Goku could just decide to learn that with Naruto, but it wasn't calling to him. Even if it was, he thought it'd be better for them to learn something different.

"Flying Rajin sounds cool." Goku voiced.

Hokage Mansion

Every Chunin and Jonin, not on a mission, had been summoned to the mansion. Raditz was particularly quick to respond, even more than normal, upon learning his own younger brother was involved. Given Goku and Naruto were involved, Iruka was just as quick to arrive.

Soon enough, they were faces among a crowd as Hiruzen addressed them. "Alright, bring Naruto and Goku here, at once."

"Sir!"

They scattered across Konoha, on the hunt for the boys.

Forest: Later…

Naruto and Goku were both panting and on their butts after working to learn the Jutsu they'd decided on from the scroll. In the end, they'd achieved what they set out to do with said item now safely secured to the former's back.

At this time, Iruka happened to find the pair. "It's over."

The boys shared a laugh, even though their Sensei Iruka was angry with them.

"You caught us already." Naruto stated as the pair stood. "You're quick."

"Yeah." Goku nodded. "We only had time to learn one Jutsu each."

"They've been out here practicing." Iruka was stunned. "I can tell just how hard they've been working."

"Now that we learned a Jutsu, good things happen, right?" Goku asked.

"Yeah, we show you what we learned, and it results in me graduating while Goku gets a good start to his career." Naruto declared.

"Huh, where did you two get that idea?" Iruka asked.

"Mizuki Sensei told us about it." Naruto responded happily. "He told us where to find the scroll and this place."

"Mizuki?" Iruka was stunned before noticing the kunai coming their way and pushing both boys well to either side of him. "Look out!"

As a result, he took the kunai, and they stabbed into several places on his person.

"I see you found our little hideaway." Mizuki voiced from atop a tree branch.

"So, that's the way it is." Iruka declared in pain. "I should have known."

"Naruto, give me the scroll!" Mizuki called out.

"Wait a minute, what's going on?" Naruto asked.

"Boys, don't let Mizuki get the scroll." Iruka pulled out a kunai from his leg. "It contains Forbidden Jutsu that could put this village in grave danger. He used you both to get the scroll for himself. His own power."

"Iruka's just trying to scare you because he doesn't want you to have it." Mizuki declared.

"Stop lying Mizuki!" Iruka yelled. "Don't let him trick either of you!"

"Oh, I'll tell you who's really been lying." Mizuki laughed. "Perhaps this might even have you seeing things differently, Goku. Twelve years ago, the Nine Tailed Fox was released and went onto then released the monster known as Janemba.

This is naturally well known; however, what no one is to speak of is the fact that the Nine Tailed Fox is within Naruto." This shocked both boys. "The spirit that killed Iruka's parents, led to the death of Goku's, and destroyed the village has taken over your body."

"Naruto contains the thing that unleashed Janemba…" Goku thought, stunned.

"STOP IT!" Iruka yelled.

"They've all been sneaking around and hiding things from you your whole life." Mizuki pressed on. "Didn't you think it was strange how you were treated."

"No." Naruto's eyes were watering as his Chakra flowed. "No, no, no!"

"You only had a friend because he never knew the truth." Mizuki chuckled darkly. "You'll never be accepted by those who know the truth. Your beloved Sensei and so-called friend must hate your guts."

Naruto was contemplating what he just heard, which gave Mizuki the opportunity to strike with one of his Fuma Shuriken. "Die Naruto!"

Naruto attempted to scramble out of the way while Goku, upon seeing this, ran over quickly.

"Both of you, get down!" Iruka shouted.

Naruto held his head while Goku moved right into the path of the oncoming weapon to shield his friend with his body. Iruka had rushed in after him and got Goku down as he protected both with his body, taking the shuriken to his back.

Naruto looked at both in absolute shock. "W-Why?"

"Because we're the same." Iruka voiced. "When I lost my parents, no one seemed to care. They didn't have time for me…to the point I'd have killed for a friend like you found in Goku. Ultimately, I was forgotten. My grades dropped, and I became the class clown.

I just wanted to be seen and for people to know my name. My scores weren't good enough to get their attention, so I did crazy things only to pay for them. It was hard. I know that's how you feel Naruto. I just wish I'd been there for you more."

"Don't make me laugh." Mizuki chuckled. "Iruka always hated you. He was orphaned because the Nine Tailed Fox killed his parents, and that beast now resides in you. He'd say anything to get that scroll from you."

Naruto was on the verge of running.

"Shut up!" Goku got out from under Iruka, drawing everyone's attention. "You're placing blame on Naruto for acts the Nine Tailed Fox did and using that as justification for your actions. As his friend, I won't stand for it.

Yeah, the Nine Tailed Fox ended up releasing Janemba, but how could I possibly lay anything that was done by them on Naruto? We've trained, played, and pranked together all these years. He is my best friend, and what you've told me changes nothing."

Naruto was beginning to tear up at that.

"That's right Mizuki." Iruka managed to turn; however, he fell to a knee, yet looked no less determined. "The Nine Tailed Fox isn't who Naruto is. Naruto works hard and puts his whole heart into things. He's Naruto Uzumaki, of the Village Hidden in the Leaves."

That got Naruto crying fully.

"You two really believe that?" Mizuki scoffed as he lept down to the ground. "In that case, you are idiots." He took out his second Fuma Shuriken and began spinning it as he charged the pair. "You're finished!"

Goku drew his staff, ready to defend his Sensei and friend. Suddenly, Naruto sped in, utilizing the two of them as cover, before driving his knee into an unprepared Mizuki. The Chunin was knocked away while releasing the still spinning shuriken, which flew away into the night.

"Naruto!" Iruka & Goku declared.

Mizuki slowly began to stand up. "Not bad for a little punk."

"If you dare hurt my Sensei or friend, I'll kill you." Naruto declared dangerously.

"Such big words, yet I can completely destroy you in a single move." Mizuki declared.

"Do you feel that confident when I join him?" Goku declared.

He noticed his friend making that hand sign for his new Jutsu, so he decided to show off his own. Sarutobi took out what looked like an ordinary kunai; however, he'd marked it with a personalized summoning formula. The kanji for 'Protection'.

"It cuts down the list, but I have my ways to end both of you." Mizuki returned.

"Take your best shot, fool." Naruto retorted. "I'll give it back to you a thousandfold, on top of what Goku's already got for you."

"LET'S SEE YOU TRY!" Mizuki shouted. "SHOW ME WHAT YOU CAN DO, BRATS!"

Goku threw his kunai, but Mizuki moved his head to the left, smirking all the while. Then, Goku vanished in a flash of lighting and was right beside Mizuki's head. He slammed his foot into the man's head, sending him flying.

Iruka was stunned. "Goku learned Flying Raijin from the scroll!"

Naruto was eager to get in on this. "Multi-Shadow Clone Jutsu!"

Enough Naruto's to absolutely fill the area suddenly appeared just as Mizuki hit the ground. Said Chunin slowly got up while looking around at the vast sea of actual, tangible clones.

"Naruto learned multi-Shadow Clone Jutsu." Slowly, Iruka's stunned expression at what his students managed to learn turning a smile. "They both mastered an extremely advanced Jutsu."

"W-What are you two?" Mizuki questioned, terrified.

He was looking around, confused by what Goku used and what Jutsu Naruto was utilizing. It got to the point where he fell to his butt, unable to rise fully from the prior kick. He just couldn't comprehend how things turned out this way. That these boys managed to learn such things.

"If you're not coming…"

"…then we're coming after you."

Mizuki screamed as the clones rushed and began beating him into the ground.

Sunrise

Naruto rubbed the back of his head with a nervous chuckle as Mizuki was laid out, completely battered. "Sorry, I kind of got carried away." He looked at Iruka. "Are you okay, Iruka Sensei?"

"Yeah." Iruka looked at both his students. "These boys are amazing. Naruto wants to be Hokage while Goku wants to become the strongest Shinobi in the world. Given what they managed to learn, I'm thinking they might just manage it." He smiled. "Naruto, come here for a second."

Hokage Tower

Everyone, save Mizuki and Iruka for obvious reasons, convened back at the tower since none of them had any luck finding the boys.

Then, Hiruzen came out to meet them as he'd seen everything from his crystal ball. "There's no longer a need to worry." Everyone turned to him, with Raditz especially keen to hear any news. "The scroll is safe." He was smiling. "Those boys will be back soon."

"That's a relief." Raditz sighed. "Just what did you get wrapped up in, Goku?"

Forest

Naruto had been told to close his eyes. "Sensei, how much longer?"

While his friend couldn't see what was happening, Goku smiled as their Sensei put his own head band atop his friend's head.

When he was done, Iruka spoke. "Alright, you can open your eyes now." Naruto did and saw his Sensei without a headband, and his goggles were in his hand. "Congratulations. You graduate."

Goku laughed at his friend's stunned face before patting his back. "Alright, we're both Genin." He grinned. "Just like we wanted!"

"To celebrate, I'm taking you two out to ramen tonight." Iruka declared.

Goku was glad to see Naruto smiling once more at the mention of getting ramen. The two friends then looked at one another before grinning and bumping fists.

After three chapters of set up, this is the start to the series proper. Despite doing a bit better on the final test, Naruto just could not get the Clone Jutsu down to the standard required. This leads to Naruto and Goku stealing the Scroll of Seals, which contains a multitude of Forbidden Jutsu. Honestly, I could see Flying Raijin being a Jutsu within it. Now, let's chat about Flying Rajin and my decision to give it to Goku. Firstly, giving him Shadow Clone/Multi-Shadow Clone Jutsu is repetitive.

That Jutsu is one of Naruto's specialties. Now, he could learn it later, but I think right now it's best to differentiate. Of course, nothing was stopping me from putting Instant Transmission in the scroll, but I think Flying Rajin is a superior technique. Instant Transmission requires you to lock onto a Ki, in this case it would be a Chakra, signature. Flying Raijin requires you to simply mark a person, object, and/or environment.

While everyone in Dragon Ball can sense ki, not everyone in Naruto is a Sensor Shinobi. In the context of putting Goku fully within the world of Naruto, I do not see him really taking on Sensor Shinobi skills. Additionally, Instant Transmission can quickly become a one trick pony. If people know you have it, they can expect and counter it easier than the Flying Rajin. Especially since, should you use it like Minato, you can configure different points every battle to jump between.

Hey, Naruto never really took on the technique. While I could have given it to him within this story, I might as well take the opportunity to give Goku his Instant Transmission variant in this universe. Also, as Naruto said, there was only time to learn one technique from the scroll. Might as well give Goku a technique that will inspire a certain Uchiha we know to eventually utilize Body Flicker, like how a certain other Uchiha could.

NBATazuji: There is going to be some differences come team assignments. As for characters, for me personally, I like to do crossed pairing. If I wanted to do Goku and Chichi, I'd have written a DBZ story or set this in the Dragon Ball World. Even then, that latter point isn't one hundred percent cemented in a crossover. That doesn't mean ChiChi couldn't potentially show up, though it won't be in the academy. If she were there, I'd have mentioned her last chapter. As for Yamcha and Krillian, nothing saying they can't also appear. After all, the DBZ characters I've already introduced, are by no means going to be the last to this story.

kai753337: I'll keep your suggestions in mind.

GojiraSerizawa: Sorry, I established ground rules, and I intend to stick to them. No Ki by proxy of this being set in the Naruto world. That's not to say Ki techniques won't show up, but they'll merely utilize Chakra as their power source. When it comes to all your suggestions on upgraded and such, they have been noted.
