Konoha: Morning…

After a few days to get their paperwork and profiles sorted out, it was officially Genin orientation. For the last time, Goku waited on Naruto outside his apartment, so they could walk the academy together. They grinned upon seeing each other and fist bumped before heading out.

"It took a lot of hard work, but we're both Genin." Naruto declared, happily.

"I know what you mean." Goku nodded. "I can't wait to start learning from a Jonin. Just imagine all the things they know that the academy wouldn't or couldn't teach us."

As they were approaching a fence, both boys noticed part of it looked like a poor attempt at a disguise. Given how good they've become at them over the years, the pair knew terrible disguises when they saw it. Goku also noticed his friend didn't seem bothered by it.

The one behind the disguise dropped it. "You're mine Naruto!"

Goku knew this to be not only one of his fellow clansmen, but also Great Uncle Hiruzen's own grandson. He had short spiky brown hair, blue eyes, and a small chip in his tooth. He wore a grey helmet with a hole at the top for his hair to stick out and had Naruto's goggles as well.

He also wore grey shorts and a yellow shirt. Goku had heard around the compound that Lord Third's grandson had taken a shine to Naruto. The kid attempted to attack Naruto, only to end up tripping over his disguise and face planting into the ground.

"What do you think you're doing, Konohamaru?" Naruto asked.

"That was a slick move." Konohamaru began to rise. "That's why I respect you as a rival."

"I didn't do anything." Naruto retorted evenly.

"Alright, fight me fair and square." Konohamaru brushed past that.

"Sorry, my friend and I got orientation." Naruto pointed at his headband with a smile. "Starting today, I'm a Shinobi."

Konohamaru noticed it, impressed, before ultimately letting them move on.

"So, he really did declare you his rival." Goku commented.

"That's right." Naruto nodded. "I met him when I went in to get my picture taken, and there was this whole ordeal with some closet pervert."

"Sounds interesting." Goku chuckled. "I spent my extra time seeing what more I could do with Flying Rajin."

Outside Yamanaka Flower Shop

As she walked to the academy, Sakura ended up meeting Ino. That was by no means a strange occurrence since they've been close from the moment Yamanaka first approached that crying girl all those years ago.

"Good morning, Sakura." Ino greeted with a smile.

"Morning Ino." Sakura returned.

They then proceeded to walk to the academy together.

Academy

Goku and Naruto ended up taking a seat in the same row as Sasuke.

As he walked by, Shikamaru noted the blond being here. "What are you doing here, Naruto?"

"What does it look like?" Naruto pointed at his head band. "I graduated."

"That can't be real." Shikamaru looked at Sarutobi. "Goku?"

"Naruto earned it." Goku replied.

They kept talking as more Genin filed in and took their seats.

Eventually, Iruka entered and took his place at the podium. "As of today, you are all ninjas. To get here, you've faced difficult trials and hardships; however, that is nothing. What comes next will be far more difficult. Now, you are only Genin, first level.

Aside from one exception, there will be three-man squads. Regardless of exception, each squad will be headed by a Jonin, an elite ninja. Additionally, one exception and another among you have created some special circumstances. The first special circumstance is Turles Sarutobi."

Squad 9, one created a year prior, has seen one of their Genin ascend to Chunin. As such, it was decided that you would fill out that three-man squad. Once I've concluded team assignments, you will meet your team at Training Ground 9."

"Understood." Turles stated.

He didn't particularly have strong feelings one way or the other about his placement. He supposed it was lucky to be placed on an experienced team, and he wouldn't mind the potential hard work necessary not to drag them down.

As for Ino, she hung her head. "When I heard we'd be on teams of three, I'd hoped to be on the same team as him."

"When it comes to squads, we want each one to have a balance of strengths and abilities, so that's how they were set up." Iruka continued. "When I come to the second special circumstance, I will say as such."

From there, he began running down the squads. "…Squad 7, Naruto Uzumaki, Hinata Hyuga, Goku Sarutobi."

Hinata was happy to be placed on a team with Naruto. "This means I'll finally have a chance to know Naruto better."

When it came to Goku, she thought he was nice enough, and she'd be glad to get to know him as well. As for Sarutobi and Uzumaki, they happily bumped fist at being on the same team.

It appears Iruka wasn't done. "…and this is where the second special circumstance comes in with Sasuke Uchiha, who will be Squad 7's extra member."

"Goku and Hinata are strong while even Naruto seems to have his use." Sasuke thought. "It's better than what I could have gotten.

Sure, he'd have liked Turles over Naruto, but the loser was still decent enough, he supposed. Sasuke's fan girls, Sakura in particular, were devastated. Hinata and Goku simply looked Sasuke's way while Naruto suddenly stood.

"Iruka Sensei!" The blond exclaimed. "Why does a great ninja like me have to be in the same squad as a slug like Sasuke?"

"The teams were designed with as much balance as possible, Naruto." Iruka responded. "Goku's scores in all the physical aspects of being a Shinobi tie for top of the class with Sasuke while Hinata is our Kunochi of the year and has a mind befitting that.

Together, they cover your weaknesses while Sasuke was thrown in since he can match Goku and Hinata in their respective fields. In other words, we threw some of the best students in with the worst."

Naruto growled at that while the class laughed, and Sasuke sighed at him. "Just make sure you don't get in my way, loser."

"What did you say?" Naruto questioned, firmly.

Iruka cleared his throat and proceeded with the last two squads. "Next is Squad 8, Kiba Inuzuka, Sakura Haruno, and Shino Aburame."

Sakura deflated at being placed with bug and dog boy. "I'm doomed."

Kiba grinned while Shino adjusted his glasses.

"Now Squad 10, Shikamaru Nara, Ino Yamanaka, and Choji Akimichi." Iruka finished.

Ino gripped her head. "Lazy and food boy!"

"Turles, you are free to go." Iruka voiced. "As for the rest of you, your teachers will be here soon to pick you up." He walked towards the door. "Class dismissed."

Later…

Turles had left to meet his team while others were taken by Jonin who came to get them. Eventually, it was down to Goku, Sasuke, Hinata, and Naruto. Sasuke and Hinata were sitting nearby while Goku was doing pushups to pass the time.

As for Naruto, he was staring impatiently out the door. "He's late."

"I'm sure our Sensei will be here soon." Hinata reasoned.

"He shouldn't have to be here soon." Naruto retorted. "Everyone else was grabbed not long after Iruka left while we were forced to wait. That's just unfair since I'm ready to roll, believe it!"

Goku had to admit it took Naruto longer than he assumed to feel antsy like this. Perhaps all that training the two friends had done together was responsible. Whatever the reason, it ultimately resulted in Kakashi entering the room at that moment.

All three stopped whatever they were doing and stared at the man, who in turn stared back at them. There was silence as they took each other in before Kakashi concluded just what he was going to say. Of course, it helped that he had prior information on all of them.

"My first impression of this group." He looked at Goku, Sasuke, Hinata, and Naruto while assigning each a word or phrase that described his impression. "Idiot…Mr. too cool to be here…less outspoken…a bigger idiot."

Everyone deflated at their respective descriptor, which only made it easy on Kakashi to herd the team up to the roof.

Roof

The four Genin sat on some steps while Kakashi leaned on railing across from them.

"Alright, each of you will take it in turn to introduce yourselves." Kakashi voiced. "Things you like, things you hate, dreams for the future, hobbies…things like that."

"Why don't you go first to let us see how it works?" Naruto asked.

"Me?" Kakashi pointed at himself. "Well, I'm Kakashi Hatake. Things I like and things I hate? I don't feel like telling you that. My dreams for the future? Never really thought about it. As for my hobbies? I have lots."

"That's not really much to go off of." Goku muttered.

"Alright, your turn." Kakashi stated. "Let's start from the right and work to the left."

"I'm Naruto Uzumaki." Naruto declared. "I like ramen, my friend, and Iruka Sensei. I hate the time you need to wait after immediately getting or heating ramen to eat it. My hobby is eating different kinds of ramen to compare them, and my dream is to be Hokage."

"Well, he's grown in a very interesting way." Kakashi shifted his gaze. "Next."

"My name is Hinata Hyuga." Hinata stated. "I like my family while I dislike any time my clan restricts my freedom with unnecessary tradition. My hobbies involve spending time with my family and reading. My dream is to one day be a great clan head."

"Looks like I actually got a Kunochi rather than a fan girl." Kakashi shifted his gaze again. "You're up."

"My name…is Sasuke Uchiha." Sasuke began coldly. "I hate a lot of things, and I don't particularly like anything. What I have is not a dream because I will make it a reality. I will restore my clan and destroy a certain someone."

Everyone on that roof just stared at the Uchiha.

"Just as I thought." Kakashi shifted his gaze a fourth time. "Alright, last one."

"Hey, I'm Goku Sarutobi!" Goku declared with a smile, hoping to lighten the mood. "I like the forest within Konoha, training, adrenaline pumping activities, my family, and my friend. As for my dislikes, I suppose that would be the monster known as Janemba.

My hobbies include spending time in the forest and training. My dream for the future is to be the strongest Shinobi in all the Elemental Nations." He nodded his head back and forth. "I don't really care if I'm remembered for that though."

"Good, you're each unique and have your own ideas." Kakashi stated. "Now, we'll have our first mission tomorrow."

"What kind of mission are we going to have?" Naruto asked excitedly.

"It's a task that the five of us will do together." Kakashi answered. "A survival exercise."

"A survival exercise?" Goku asked interested.

"Aw, I thought it'd be an actual mission." Naruto groaned.

"Trust me, this exercise will be just as hard as any mission I could get." Kakashi chuckled.

"Sensei, I don't think Naruto made a joke to laugh at." Hinata commented.

"Fair point." Kakashi waved it off. "Sorry, I was just laughing at the fact that what I'm about to tell you four is likely something you won't enjoy. While your class was slightly larger than normal, at 29 students, I'd say anywhere from nine to eleven of you will be accepted as Genin.

The remaining 18 to 20 will be weeded out and sent back to the academy. In other words, it's a make it or break it, pass/fail test. The chance of failure is around 66%." The four students were stunned to hear that. "See, you didn't like it very much."

"That's crazy!" Naruto yelled in disbelief. "We all worked hard to get here and proved ourselves through the graduation test! If that wasn't to make Genin, then what was the point!?"

"That was just to select candidates who had the best chance to become Genin." Kakashi responded. "Simply how it is, I'm afraid. It's my decision whether you pass or fail. Be at the designated training spot at 5 am and bring your ninja gear."

"Well, I won't be weeded out." Naruto was shaking. "People are going to look up to me someday, so I got to pass!"

"As the future clan head of the Hyuga, failure won't do." Hinata thought, nervous for the first time in a long while.

"There's no way I'm going to miss out on advanced training." Goku thought.

Sasuke clasped his hands together and did his best to hide the fact he was shaking.

Kakashi had turned his back on them. "That's it; you're dismissed." He then seemed to remember something and looked back at them with an eye smile. "Oh, tomorrow you should skip breakfast; otherwise, you'll puke."

With that warning instilling a minor amount of fear, on top of the pressure from his prior words within the Genin, Kakashi took off.

Hyuga Compound: Mansion

Hinata returned home and immediately went to inform her father of what had transpired at orientation. While there were a myriad of things Hiashi could say, he decided to home in on the most prudent.

"Hinata, do not skip breakfast tomorrow." He declared.

"Father, it was my Sensei's recommendation." Hinata retorted.

"A recommendation made to serve the lesson he wishes to teach." Hiashi sighed. "Ordinarily, I'd abide by tradition and not reveal a thing; however, Kakashi Hatake has failed every squad before yours. While that is his right, certain failure is not an option for the next clan head.

That only guarantee's the elders will start to take issue with you as the heiress. I will not ruin his entire test; however, know that whatever he intends, teamwork will be the answer. A lack of a meal, an empty stomach, is merely one tool by which he intends to test that."

"An empty stomach potentially lessens critical thinking." Hinata reasoned. "Knowing that, he'd probably bring bentos to tempt people further."

"Any Shinobi must look past deception." Hiashi informed. "Remember that, among what I've already told you, and I know your team will pass tomorrow."

With his piece said, Hiashi took his leave. Even with the information he gave his daughter, he knew there was a chance for failure. Still, a chance over the certainty Kakashi Hatake seemed to bring was better than nothing.

"If tomorrow is all about teamwork, then I should do my best for my team." Hinata thought.

Despite not being close to her new teammates, like she had been with other students in class, she knew enough. Sasuke and Naruto didn't seem to have anyone who'd tell them what her father had. Given Goku wasn't in line to be his clan's head, his grandpa may have said nothing as well.

This meant it was up to her to help them as she took what her father said to heart and set out along the halls of the mansion. She soon entered the kitchen where one of the servants was carrying out her father's tea.

"Excuse me." Hinata asked.

"Lady Hinata, how may I help you?"

"After delivering my father's tea, could you fetch Neji and Hanabi?" Hinata requested. "I need their help."

"Right away."

The servant took off while Hinata began retrieving everything she needed to make her new teammates food.

Training Ground 7: Sunrise

Sasuke, Goku, and Naruto made their way onto the training ground at roughly the same time. The former two were awake while the latter one was yawning. Not long after they arrived, Hinata turned up carrying a rather large knapsack.

Upon reaching the three of them, she set the knapsack down and unbound it to reveal the three bentos. "I brought each of your breakfast since I figured none of you would eat anything."

"Kakashi said we shouldn't eat." Naruto voiced.

"No, he suggested we shouldn't unless we want to throw up." Hinata voiced. "My father helped me see that was merely a scare tactic to prevent us from eating. Without food in our stomachs, we wouldn't be thinking critically nor operating at our best."

"I see." Sasuke realized what she was saying. "We went against what we were told in the academy because we assumed our Jonin was correct. In truth, not eating when you have the chance is a mistake no Shinobi should make."

Hinata began setting the bentos before their intended recipient. "That's right."

Sasuke would have been frustrated if Hinata realized this herself, but she'd been just as willing to buy into this as they had. While certainly a little miffed he hadn't seen it himself, it was manageable. The three of them began eating.

"Wait, why would Sensei tell us not to eat?" Goku questioned, confused. "There has to be a reason why he'd want us not at our best."

"That's the second part of what my father revealed." Hinata voiced. "Kakashi Hatake has a reputation where he fails every team because none of them understand what he wants them to showcase, teamwork. No matter the test, that's the answer."

Her three teammates shared looks with one another. Despite their limited interactions with the Hyuga, they knew enough to tell she wouldn't mislead them. The information she provided was likely correct, given the source.

That said, Sasuke and Naruto weren't particularly sure how to feel about this while Goku didn't mind what the answer was. Hinata seemed nice enough, he knew Sasuke from their countless spares, and Naruto was his best friend. To him, teamwork with any of them sounded good.

Before anyone could speak, Kakashi suddenly appeared behind Hinata. "Seems you've learned well from your father." He flashed an eye smile. "In diplomacy, robbing your opponent's biggest advantage can be crucial."

"Considering I have revealed the answer, as fellow countrymen, perhaps we could do away with whatever you were going to use to test us." Hinata offered.

Kakashi, unfazed, looked between the four of them before pulling out Make Out Tactics. "Go on."

"The academy already deemed us fit to be Genin, so any further testing would be irrelevant." Hinata explained. "If you wish to cultivate teamwork between us, then that can be achieved through training."

"The Jonin test is tradition." Kakashi lazily rebutted.

"As I've learned from observing the customs of my clan, tradition does not often equate too positive or productive." Hinata retorted.

Naruto and Sasuke were stupefied by the revelation and anti-climactic turn out of this situation.

"Well, you raise some good points Hinata." Goku stepped forward, interrupting things. "Tradition doesn't always equate to positive or productive; however, it doesn't have to be negative or unproductive either."

"Interesting." Kakashi looked to the Sarutobi. "Elaborate, Goku."

"Well, I think Hinata might be a little biased on tradition given her dealings with the Hyuga." Goku voiced. "My grandpa told me of the minefield my dad had to navigate as he attempted to marry mom.

In the end, he got them to agree to a To me, that speaks of a bias on Hinata's part. While it is one I think anyone could understand, to do away with tradition can't be the answer. You should keep the good and get rid of the bad."

"Has my preparation to one day be clan head clouded my judgement?" Hinata thought.

If it has, that fact was a bit startling. It meant she'd started going the opposite extreme which simply wouldn't do. She didn't want to buck the bad traditions, only to replace them with something that could be equal or worse.

"I must say, I did not expect to be challenged this way." Kakashi commented. "Regardless, the fact stands that the secret is out; however, I've only seen teamwork on Hinata's part, so we shall proceed with an altered bell test."

He walked over to a stump, set up a clock, and activated it. "This is set for noon." He presented three bells. "Your assignment is to take these bells from me. If you fail to secure all three by noon, or display inadequate teamwork, I'll send you back to the academy.

If you four can show the bare minimum in teamwork, there should be nothing to fear. After all, beating me and claiming bells are two different things. You can use anything at your disposal, but if you're not prepared to kill, you won't claim even a single bell."

Naruto chuckled. "How hard could this be if you're just going to read a book the whole time?"

"Class clowns are usually the weakest links." Kakashi retorted. "You can safely ignore them. Lowest scores. Losers." That angered the blond. "When I say start, you can begin."

Naruto's anger grew until he drew a kunai and rushed Kakashi. The Jonin slipped his book into its holding place before catching Naruto and putting him in a hold to the point his own kunai was pointed at his neck.

"Don't be in such a hurry." Kakashi reprimanded calmly. "I didn't say start yet."

The other three Genin backed up while Naruto was released.

"He's fast." Hinata thought.

"He really is a Jonin." Sasuke thought.

Goku grinned. "I'm looking forward to this."

"I will say, you did come with the intention of destroying me." He chuckled. "How can I say this? I'm starting to like you guys. Now, get ready." They began to crouch with Goku suddenly grabbing Naruto by the back of his jacket, to his surprise. "aaaannndd…start!"

Everyone took off into the brush while Kakashi took his position at the center of the training ground and got back to reading.

Naturally, he was still paying attention to his surroundings. "Ninja must know how to conceal their movements and hide effectively." He looked up. "Seems my earlier appearance inspired them to garner distance as well, smart."

Since the point wasn't for him to come to them, he'd be staying right there enjoying a good read. Whether or not they tried to put what was gleamed into practice would be up to them.

Clearing

Goku dropped his friend in the clearing.

"Gah, what was that Goku?" Naruto asked. "I was just about to take on Kakashi, fair and square."

"Look, I can't deny that I want to do the same, but that wouldn't be smart, especially after everything we've seen." Goku voiced.

"Sarutobi is right." Sasuke voiced as he joined them. "Beyond the fact that he's displayed skills beyond us, and likely has many more up his sleeve, the goal is still teamwork. It's just teamwork that requires we secure those bells now."

"Yeah, sorry about that." Hinata voiced, joining them. "I didn't think it would turn out like this."

"Aw, you don't need to apologize." Goku smiled. "You were right, it just wasn't enough to pass us like you thought." He chuckled while rubbing the back of his head. "I can't deny I'm kind of happy about that since it means we get to go up against our Sensei now."

Hinata smiled as his assurance. "I think the best way to go about this would be to share what all we can do and refine a plan around that."

"Given the mind Kakashi has, it seems this is unavoidable." Sasuke thought.

"Yeah, I'm sure we got this." Goku declared.

"Eh, alright." Naruto relented. "Guess we'll do things this way."

The four Genin took turns listing off what they were capable of before talking about the plan. What they came up with combined the book smart strategies of Sasuke and Hinata, Goku's aptitude for fighting, and Naruto's unpredictability…

Training Ground 7: Hours Later…

Kakashi yawned as he glanced over at the clock. "One until this is over, yet none of them have tried anything." He looked back at his book. "I was certain I'd have seen Goku and Naruto well before this. Sasuke would have probably tried something after either one of them."

He picked up some rustling before hearing Naruto's voice. "Multi-Shadow Clone Jutsu!"

Suddenly, there was a sea of Narutos charging at Kakashi from the brush."You've been overconfident Sensei, which is why you aren't ready for my Multi-Shadow Clone Jutsu!"

"Hm, looks like the stories are true." Kakashi slipped his book back into its place. "He can create Shadow Clones and a lot of them to boot." All of them drew kunai before throwing them. "Despite the numbers, you can't beat me with this Jutsu." He wove through hand signs while taking a deep breath, which expanded his chest. "Wind Release: Breakthrough!"

He breathed out Chakra enhanced air in a crescent arc before him, as the river was behind him. This not only knocked back some of the closer shadow clones into those behind them, but it also blew back the kunai which impaled a few clones dispelling them.

Not even a moment later, the bells on Kakashi waist jingled as a blond latched onto him. "He got me from behind!?"

The remaining Naruto's were recovering and continued their run towards the silver haired Jonin.

"I was told not to let your enemies get behind you, but we thought it might just be doable if you were preoccupied." Narutos began piling on Kakashi. "I had one of my clones come out of the river and sneak up behind you quietly."

Eventually, one of the Naruto's lept at the Jonin and wound back his fist before throwing it forward. The force of the punch was enough to turn Kakashi's head before he suddenly became all blue and unwound into waves of electricity. He had used a Lightning Release: Shadow Clone.

Once the real Naruto landed on the ground, the waves of electricity flowed through all the Narutos causing them to cry out in pain. All the clones were dispelled as Naruto threatened to fall to his knees before his legs were suddenly grabbed from beneath the ground.

"W-What?" Naruto managed.

"Headhunter Jutsu!" Kakashi pulled Naruto underground, leaving him buried up to his head, before coming to the surface himself. "I'll admit, you caught me a bit off…" Naruto was grinning at him. "You do realize you can't move now, right?"

"I don't need to." Naruto smirked. "After all, I was just meant to distract and see about lowering one of your safeguards."

His ears suddenly perked up as what sounded like rope being cut, coming from three distinct directions, could be heard. This was followed by multiple kunai and shuriken coming at him from the North, East, and West simultaneously.

"Multiple traps!" Kakashi realized everything. "So, they did plan something together."

He noticed they were set off in a way that none of the weapons would hit Naruto, so the Jonin fell to the ground himself. This resulted in the ninja tools flying by harmlessly overhead, at least he had assumed as much before spotting peculiar kanji on one of the last kunai.

"Flying Rajin!" Kakashi remembered that well from his time under his own Sensei.

Suddenly, Goku appeared in a flash above him and leveled an axe kick down. Kakashi rolled to the left, avoiding it, before leaping to his feet. At that exact moment, Sasuke was leaping at him with his leg aimed to kick him.

"I didn't manage to hear him, but Sasuke must have come from the brush while my focus was on Goku." Kakashi thought.

The Jonin still had time to block the kick with one arm, in a way that allowed him to quickly shift to the other and grab him. This time, he heard someone come out of the brush; however, Sasuke took that moment to utilize his new position and levy a punch at Kakashi.

He was forced to block in a way that tied up his other hand. In that moment, he could feel the kunai wiz past and glanced back to see it was Goku who'd thrown it. Said kunai severed the string sending the bells falling to the ground.

Before he could react to even try and catch them, Sasuke turned his body and kicked out forcing the Jonin to block that. In that same moment, Hinata had dived and slide the last few feet catching the three bells in the palm of her hand.

"They got me." Kakashi noted before eye smiling. "Despite knowing the answer, they still did it with better teamwork than I thought they'd achieve." Kakashi let Sasuke go, who managed to catch the ground with his hands and flip to his feet, before walking back to large, dark blue stone.

"You four actually managed to pull it off." HE stated. "Before I get to the debrief, I have a question for all of you. Did any of you happen to look at this stone over here? The names engraved on it. They are all of Shinobi who are honored as heroes in our village."

"Then, I got to get my name on there!" Naruto declared with a smile.

"To do that, you'd need to be K.I.A." Kakashi informed, all four Genin knew that meant Killed in Action, as he now stared at it. "This is a Memorial Stone. The names of my closest friends are engraved here." He took a deep breath before turning to the Genin.

"Being a ninja is no game, not even close. When an individual puts themselves above the squad, it can lead to failure and death." He approached the Genin. "One of those friends I just mentioned told me something that stuck with me all this time.

Those who break the rules are scum, that's true, but those who abandon their friends are worse than scum. You four showed potential, so I'm hoping you understand what I just said." He then flashed an eye smile. "That is a hope that does not impact the result. You four pass."

"You know, he's cool." Naruto commented.

"Yeah, he really is." Goku agreed.

"What a relief." Hinata thought.

Sasuke gave a small smile.

"From this day forward, we are Squad 7." Kakashi then turned from them. "Now, let's go home."

Sasuke, Hinata, and Goku began to follow.

Naruto tried to do the same, only to remember he was still stuck. "Wait, I'm still in this hole!"

Hinata and Goku both shared a look at that before immediately rushing back to get the blond out.


Alright, Genin Orientation. Squad 9 is Team Guy, and Neji was the one to make Chunin. Allow me to explain. Here, Neji's father is alive, and he's been helping Hinata train. Canon Neji, practically alone, was already Rookie of the year of his class and a prodigious talent. Here, he has more going for him, which would then inspire Tenten and Lee to grow leading to Guy signing them up for the prior Chunin Exams. With Neji as a Chunin, that freed up a slot.

While this means Neji can't be in the upcoming Chunin Exams, I have a way to give him some attention beforehand. Now Squad 7's whole reasoning is already explained in chapter. This left a vacancy on Squad 8 which is easily given to Sakura. Despite that team originally going for tracking, Sakura will do well under Kurenai. Hiahsi's reasoning for warning Hinata is also spelled out in chapter. Now the bell test. It was a good attempt, but Kakashi wasn't going to pass them just like that.

NBATazuji: According to Narutopedia, Flying Raijin is classified as a Ninjutsu, Space-Time Ninjuitsu. Normally, on the same website, those truly classified as Fuinjutsu are labeled as such. Additionally, within the scroll, it'd tell someone exactly how to utilize this Jutsu, so it's not as difficult as say making it or improving upon it as Tobirama and Minato have done. Granted, it does use a technique formula, but the Kanji used are typically something that represents the person.

Tobirama's are more formulaic while Minato's markers were 'endurance' 'love' 'of' 'sword' which comes to the phrase "Endurance and Love Of the Sword'. In truth, it's more indicative of a Summoning Jutsu, and as we've seen from Naruto himself, those don't require any real Fuinjutsu knowledge to make use of. As for a 'Chakra Blast', that'd be kind of lame.

Naruto gets the ability to make all these clones while Goku can fire a blast of Chakra. Doesn't really scream 'Forbidden Jutsu' worthy of being in the Scroll of Seals. All that said, down the line they will likely share these Jutsu with each other. Chichi will probably show up on some future mission as a Shinobi from a different village while Yamcha, eh you'll just have to wait and see what I do with him.
