"Phew! That was a rush!" Hilda said as she took a bite out of an extra-large chocolate bar. "Glad to know we all managed to make it in!"

"We made it in!"

Hilda perked up and noticed two very familiar faces. They were both girls and they were also quite large, about as fat as her in every way possible.

The first girl had very long dark brown hair tied in two large sock buns above her ears, with two long locks hanging loose to her waist, shorter locks on either side of her face, pale peach skin, and dark blue eyes. She wore a pink and white visor on her head, as well as a salmon pink tank top tied with a bow around her neck like a bikini top under a white quarter-length slim fit top with ice blue sleeves and a fully salmon pink semi-Poké Ball printed on the chest area that was raised up to expose her ginormous belly. On her bottom half, she wore frilly flared mustard yellow shorts over black lycra leggings with salmon pink socks. Her hi-top shoes were ice blue and white with mustard yellow laces.

The other girl had ghostly pale skin, a purple headband over her long voluminous black hair and was clad in a black cobweb dress, white tights and black Mary Jane shoes that all hugged her large figure very nicely.

"Hey, I recognize those two...Even if they're a hundred pounds larger." Hilda smiled. "ROSA! YUKARI!"

The two girls turned to see Hilda and both of their chubby faces brightened as they ran over to embrace her in a three-way doughy hug, their bellies all squishing together.

"Hilda! You're here too! I knew it!"

Rosa was Hilda's cousin on her father's side while Yukari Bushida, or Hex Maniac to her friends, was a childhood friend of theirs.

"So, you guys fattened up as well, huh?"

"Duh! After we saw you kicking ass all big and fat, we knew we had to catch up!"

"Looks like the UA Crush went the other way around this year." Yukari giggled, a creepy yet adorable smile on her face.

Meanwhile, Inasa was meeting with one of his classmates, a boy covered head to toe in furry hair that made him look like a Wookie named Nagamasa Mora.

"So, I heard talk from the guys at UA that they took out Shishikura."

Mora shook his head. "It's because he went off on his own. Went on that worthless crusade of his."

"Sorry, fam! Got totes split back there!" Camie said as she came over. "I thought I could pull off some recon and maybe score a point on my own. I'm lucky I didn't get taken out when I encountered that Midoriya guy and his girlfriend."

"Attention, remaining examinees. The next phase of the exam is about to begin. Please turn your attention to the screen." Mera's voice came over the intercom as the test arena was shown, massive explosions suddenly going off.

"When taking the entrance exams for your various hero schools, you likely had an invisible factor to test your willingness to help others altruistically. Well now that you've proven you have the willingness... It's time to test your competency in rescuing people." Agent Sitch said. "The goal is simple. You must save the bystanders trapped in these disaster zones. Your performance will determine whether or not you pass, based on a number of factors."

"A rescue mission... This is why I wanted to become a hero..." Izuku smiled excitedly.

"Everyone be prepared!" Penny said. "We need to treat this like the real deal!"

"Feh, I've always been more of a fighter than a rescuer." Katsuki scoffed. "But I've learned how to make my Quirk extra versatile. After all, it's the most kick-ass one around!"

"Besides Midoriya and his massive arsenal." Tsuyu pointed out as Katsuki huffed but gave no reply.

"All remaining examinees will start with one hundred points for this phase." Mera said over the intercom. "Fall below fifty before all civilians are rescued and you fail. Otherwise, you pass."

"So all one hundred examinees here can pass at once," Kirby noted.

"There's likely to be all sorts of variables to determine whether or not we lose or gain points. We should strive to perform rescues to the best of our abilities while working to assure the civilians." Tenya advised.

"Phase Two will begin in ten minutes. Take a moment to rest up and fuel up. Maps of the disaster area are provided, so use those to plan your early strategies." Agent Sitch said.

"They're really making us work together on this," Shindo realized. He, Tatami, Shikkui, and Itejiro had managed to make it through to the second phase in spite of the chaos caused by Izuku, Hilda, Sero, and Ochako, though the rest of their class had been eliminated.

"I think it'll be alright if you keep that mask of kindness on for the civilians. So long as you at least show sincerity." Tatami pointed out. "But by now some of our fellow heroes-in-training are onto you, so don't bother playing nice with them. Better to be nice, and honest, for real."

Meanwhile, Izuku was excitedly talking with Rosa after Hilda had introduced them to each other. Rosa's Quirk, [Perfect Adaptation], allowed her to scan a situation and adapt her body in the best possible way to handle it.

"Wow, you guys really are related!"

Rosa giggled as she and Hilda slung their chubby arms around each other.

"Yup, it's like we're more like sisters than cousins!"

"So long as I keep floating above the arena, I can figure out where all the civilians are." Penny said, discussing strategies with Ben and a few of the others. "I just need to pass out copies of those earpieces to everyone and I can relay that information easily."

"With that supercomputer brain of yours, that'll be a snap!" Kirby smiled.

"Have all one hundred of us work together, correct?" Mora asked as he came over. "That could work. Treating this second portion like a competition will only hinder rescue efforts and likely cost us the exam."

Inasa grinned. "Man, I can feel the intense passion coming from this crowd. It's firing me up! Alright then, joint effort it is!"

"We'll likely be working together a lot once we become heroes. It would be beneficial to work on that now." Shoto voiced in agreement.

"Just be sure to hash out any remaining issues you two might have." Ben said. "We gotta make sure we work like a well-oiled machine!"

"Hehehehe~! This will be delightful!" Yukari giggled.

Once the ten minutes were up, a sudden alert came in over the intercom.

"Attention! There's been a large-scale villain terrorist attack over in Sector 844!"

"Isn't that where we are right now?" Eijirou asked in confusion.

"It's probably a background setup-kero," Tsuyu suggested.

"Most of the buildings have collapsed and many civilians have been injured! First responders are delayed due to heavily damaged roads! I need backup!"

"Alright, Squaddies! Time to HERO UP!" Izuku shouted. "Hehe, I always wanted to say that!"

"Awwww, you beat me to it!" Ben pouted as he playfully slugged Izuku's shoulder, making him laugh.

Everyone put the earpieces in as the anteroom opened up much like the orientation room had done in the first phase. Penny took to the sky, connecting her computer brain as she connected to everyone's earpieces.

"I'm picking up civilians! Streaming info now!"

"We'll start here in the urban area. That's always the heaviest place hit." Tenya said.

"And at some point, we should consider setting up a triage center to deal with injuries," Yukari noted.

"That'll also have to be defended, most likely the terrorists are still in the area." Camie added.

"Leave things to me!" Rosa said as she grew extra arms to help clear away rubble quicker.'

Izuku could already hear a cry for help from a collapsed building nearby and leaped over to check things out. It was a small child, or at least a dwarfish man who could convincingly pass as one, crying his eyes out.

"Relax, there. I'm here now, so there's no need for tears."

"My... My grandpa is trapped under the concrete! Please, help him!"

Izuku nodded. "Uraraka! Kaachan! Hilda!"

The three hurried over as Penny scanned the area from above.

"I have the grandfather's life readings just below the concrete. No light sources."

Ochako started levitating the concrete out of the way, Katsuki carefully blasting off smaller chunks while Hilda lifted up the largest and heaviest ones. Meanwhile, Yukari was looking after the kid to see how his injuries were doing.

"Hey, Ghost Puff! We got things cleared here! Need a light to find the old man!"

"You got it!" Yukari giggled as she used her Quirk, [Hex], which allowed her to harness dark-related powers. "LUMINESENCE!"

Nearby, Mora was searching using his Quirk, [Extend-O-Hair], which let him control and grow the massive amount of hair on his body.

"I have ten more civilians confirmed in this sector! Need assistance with retrieval!"

"We have the triage center up and running!" Shindo called out.

Katsuki picked up the old man while Hilda carried off the 'kid'. Already the people playing the role of innocents in distress were noting how well everyone was working together.


"Seems like the examinees are doing pretty good so far." Agent Sitch noted.

"Yeah, I'm impressed. They've managed to find quite a number of our faux-civilians and set up the triage evacuation center in just ten minutes." Mera said in agreement. "In this sort of scenario, the average time it would take for first responders to finally reach the disaster zone is about a half-hour. Not that long from a relativistic perspective. But make the simulation real enough, or if there is a real disaster, thirty minutes can feel like thirty hours. But of course, this test still has a few surprises to give."

Sitch nodded as he pressed a button for a separate comm unit.

"Gang Orca, is your group in place?"

"Yes, sir."


"Yoarashi! We have two more in here! One's a baby, so use caution with the retrieval!" Shoto called to Inasa after using his ice to crack open more rubble.

"You got it!"

Inasa proceeded to kick up a whirlwind strong enough to lift the small civilians without risking them suffocating or having their flesh ripped apart. Shoto quickly caught the 'baby' while Inasa caught the older man.

"You should try working on your smile a bit more, Todoroki." Inasa noted. "Even if you're no longer like your old man, you still need to work on your image."

"He's right, y'know!" The 'baby' said in his real gruff voice.

"Heh, don't blame him. He's been emotionally stunted almost his whole life!" Ben snarked as he came over to use the Element of Healing to check for injuries.

Meanwhile, Camie and Kirby were over at the triage center, Camie using her Quirk to cheer up the civilians while also putting her first-aid training to use. As for Kirby, she took out a party popper and ate it, transforming herself into Festival Kirby to add to the entertainment relief.

Suddenly, an explosion occurred nearby. Izuku quickly used the [Sparkle-Sparkle Fruit], covering his body in diamond to shield the 'kid' he was still looking after.

"Damn! In all the setup we did for the rescue we almost forgot about them." Shindo cursed.

The fearsome visage of the Killer Whale Hero: Gang Orca rose from the hole near the triage center, eyes gazing menacingly at the examinees.

"Oh damn, it's Gang Orca! He's one of the Top 10 Pro Heroes!" Kirby squawked, the feathers on her hat springing up comically.

"Ooooh! I love him~!" Yukari gushed. "But, he's playing the role of a Villain, so we have to take this seriously!"

"Hehe, yup!" Rosa giggled. "Fangirling can wait for after!"


Watching from the stands were Sengoku and Tsuru, who, on top of being Pro Heroes, were also teachers at Shiketsu. The examinees who didn't pass the first round were also watching.

"This is pointless. I can't believe those undignified brats got through." Seiji said.

"It's your fault for underestimating them," Tsuru pointed out sternly. "Your biggest flaw has always been your inability to be flexible, which is ironic considering how your Quirk works. You can't judge every hero based on how you view us."

"You need to have a more open mind, even if we need to crack it open like an egg." Sengoku said. "But for right now, watch and see how they fare. Perhaps you'll learn something."


As Gang Orca's men, charged the first-aid station, Yukari was the first to take action.

"BLACK HOLE ECLIPSE!"

A miniature black hole was created that sucked up Gang Orca's men, who were all clumped together as they struggled to get out of the pull.

"We need to start transporting everyone to safety before they can recover!" Shindo said.

"STUN GRENADE!" Katsuki shouted, hitting another set of fake terrorists coming in from the other side and blinding them.

"That should buy us some time!" Penny said. "I have a clear spot on the other side of the disaster zone. We're bringing in people who can transport larger numbers of civilians."

Hilda suddenly felt [Danger Sense] go off and had everyone quickly get back as she used [Smokescreen] next.

"FULL BLAST!"

Shindo was confused at first until Gang Orca unleashed a powerful sonic wave from his mouth. This was the result of his Quirk, [Orcinus]. It gave him all the abilities of the creature in question, and he didn't even need to be immersed in water to use them. Dryland worked just fine. Shindo got knocked on his butt from the paralyzing wave.

"Don't underestimate your opponent. And make sure to pay attention to what your fellow heroes are warning you about."

Indeed, the other examinees had immediately taken the warning to heart, falling back to defend the civilians. Fortunately, other examinees were close enough that they could hurry over and help with the defense of the first-aid center. A combination of Shoto's ice, Inasa's wind, and a little added water from Ben was enough to knock the sidekicks playing terrorists aside.

"They're really pulling out all the stops with this! It's getting me pumped up!" Inasa grinned.

"Are you alright?" Rosa asked as she ran over to Shindo, adapting herself to see through the smoke Hilda made as well as resist Gang Orca's sonic waves.

"It didn't shake me up that bad. My Quirk gives me some level of resistance to attacks like that." Shindo said. "I was hoping to get in a surprise attack, but it looks like that won't be necessary."

The sidekicks were firing guns loaded with special casings, which upon breaking open would cover a target in quick-drying cement. However, Shoto, Inasa, Ben, and Yukari's combined efforts seemed to be more than capable of cleaning up the smaller targets.

"Thanks to our coordination we still have people recovering the wounded and defending the triage center." Shindo chuckled. "Can't believe I'm saying this, but you first-years are really showing what you can do."

"Yoarashi! Todoroki! You've got an opening! LET 'ER RIP!" Ben called out.


"Looks like Yoarashi got the chance to talk things over with Todoroki like I suggested." Tsuru noted proudly as she watched the large tornado of fire and ice.

Sengoku turned to Seiji with a stern glare on his face, making the violet-haired boy cower.

"You keep talking about how a hero should have dignity. But can you say the same about your classmates? Would you have been so eager to keep them out of the running?"

Seiji clenched his fists, unable to know how to respond.

"That's what I expected."


"They used a combination of extreme heat and cold to keep me paralyzed, the heat increasing the wind's power by making it rise faster. And to top it off, they're keeping it as far from their first-aid station as possible. Not bad, kids. Not bad at all." Gang Orca noted internalley as he found himself trapped in the middle of the tornado.

His sidekicks moved in to try and help, only to get grabbed by Hilda's [Blackwhip], Izuku using the [Sticky-Sticky Fruit] to cover them in mucus, and Penny using Configuration: Blackwhip to fire black cables from her wrists.

"We have the injured evacuated. Some of the others are coming in to help suppress the terrorists." Penny called in. "Reinforcements should arrive in approximately three minutes."

Camie snuck in among the ranks of the sidekicks and used one of their guns in conjunction with her Quirk to catch them off guard and contain them with their own weapons, while Mora grabbed a few more with his hair

"Yoarashi still has some work to do. There should be no enemies left." Mora noted.

"Awww, cut the big fella some slack, Chewie!" Camie said. "After all, he's keeping the big boss contained, right?"

"True, that is worthy of praise. Unlike Shishikura, who completely disgraced our school with his words and actions."

Gang Orca managed to break free of the combined attack Inasa and Shoto, only for his next attack to be blocked by Ben, who turned his arms into metal gauntlets. Suddenly, a klaxon went off, signaling the end of the exam. Gang Orca pulled off his attack as everyone relaxed.

"At this time, all civilians have been retrieved! The second phase of the Provisional License Exam is over!" Agent Sitch announced. "If anyone not named Hilda Yasakani has injuries please visit the actual infirmary. Everyone else is free to change clothes and grab some lunch. We'll tally up the scores and announce the results in a few minutes."


Everyone was gathered together as Agent Sitch spoke up on the results.

"This second phase had a binary scoring system. Not only were you being graded by our operatives posing as civilians, but each of you had a dedicated agent monitoring your every action. This way we could accurately gauge your overall score, which is based on how few mistakes you made. Incidentally, the names of those who passed will be displayed here on this board, but when you see the number of names you'll find out that's moot."

Sure enough, Class 1-A was shocked that there were one-hundred names on the board.

"THAT MEANS ALL OF US PASSED!"

"Flawless victory!" Katsuki smirked proudly.

Camie squealed in delight when she spotted her name.

"I can't believe I made it!"

"Awesome!" Rosa cheered as she bumped bellies with Yukari, who giggled before pulling her into a hug and giving her a big kiss on the cheek, making her laugh.

"Alright! I made it in!" Inasa cheered.

Shoto sighed in relief. "Our dreams are starting to become reality."

"Next we'll be giving out the printouts of your results. Just because you all passed doesn't mean you can't improve, and these handouts will help you learn where you can make those improvements." Agent Sitch announced.

"What?! Some jerks think I'm too scary-looking?!" Katsuki barked in annoyance as he looked at his paper.

"Well, you do have that ugly angry face~!" Kirby teased.

"If you weren't so cute, I'd pound you!"

"Congratulations to everyone. Now that you have been officially licensed, you are able to exercise the same authority as Pro Heroes. However, keep in mind that will only apply to emergency situations. During a crisis scenario, such as a villain attack, natural disaster, or anything else that could endanger human lives, you are free to act without direct order from police or government." Agent Sitch said. "These licenses do grant a modicum of freedom to them, but as the saying goes... With great power comes great responsibility."

Ben put a hand to his chest and nodded his head, agreeing with those words whole-heartedly as Penny patted him on the back.

Mera stepped up as well. "Something I should mention. While none of you dropped below fifty points which would have failed you, even if you had we would have allowed you to continue taking the exam to see if you showed any promise, to gain as many new heroes as possible. Those students would be permitted to take a special course to help improve themselves. But it seems that won't be necessary."


Toshinori and Tsunade had arrived at Tartarus Prison to have a talk with All For One. The Symbol of Evil was now quadriplegic and not even his best Healing-type Quirks could help him. The man was practically a prisoner in his own body.

"Gotta say, this is a perfect example of how the mighty have fallen." Tsunade smirked.

"Now that Father has shafted this mortal coil, I have been left reflecting on the things he said to me." All For One said. "Alas, looking back, a part of me is starting to regret not heeding his advice."

"That's the thing about human free will. Something you never could understand." Toshinori said. "It can be both humanity's beauty and its ugliness. Some people just don't think it necessary to rise against evil, thinking others will do so instead. It takes true strength of will to choose to do so for oneself. By contrast, it's far easier to turn to the path of villainy. Why do you think you've had so many followers over the years?"

"I doubt you came here just to wax philosophy. I'd like to think I know enough about you to know you'd never rub a victory in someone's face." All For One sneered. "So why did you really come here?"

"Something I've been confused about. OFA by its nature is meant to be passed on, so me choosing a successor is practically required. But what about you? For someone who could steal any Quirk, even those that can lengthen life, why would you need to find a successor?"

"Do you know the reason why I've never been able to steal OFA? It came from my own Quirk, after all, so I should be able to steal it like any other Quirk. And yet, when I finally thought to try when facing Lariat... I couldn't. It was then that I realized emotions are something beyond my understanding. I do have a rudimentary idea of how they work, hence how I was able to manipulate your precious mentor's actions, but I cannot grasp their deeper meaning. AFO cannot steal the Quirks of those who have a higher strength of will. And whose will could be considered stronger... Then those who possess OFA?"

Tsunade smirked. "So that's it, huh? You needed someone to inherit your power, someone who actually could actually understand love, anger, sadness, and other emotions and use those to fuel their passion and drive."

"I could have chosen anyone for the role, but when I stumbled upon Tenko Shimura and learned of his heritage, I realized I had the perfect candidate. I thought molding him into the villain I needed would finally destroy that golden heart of yours. But it seems I underestimated you once again. Especially the bond you have with your friends."

"You especially underestimated Young Midoriya and his own friends." Toshinori said. "But you still have something planned, don't you?"

"You know me well, All-Might. You see, while Tomura has broken off from me, my siblings still have my original Quirk locked up somewhere deep and secure. They just need to find the right person to inherit it...and I have a feeling the perfect opportunity will arise soon." All For One smirked. "Soon enough, the power of All For One will rise again."


That evening, the gang was celebrating at their dorms. Class 1-B also came over.

"We all managed to make it through too," Hitoshi said, showing his own license.

"Even Toga made it in!" Mipha smiled as Himiko was hugging her happily.

"I can't believe I'm really a hero now! Strange to think that a few months ago I was a villain."

"Soon we'll need to start choosing which agencies to work with. It would be best to select ones that can work with our school schedule." Fumikage noted.

The group raised their glasses in a toast.

"This is the start of our crew!" Izuku announced. "Today we've taken our biggest step towards becoming heroes. And hopefully, we can become a shining example for future students of UA. Everyone, hands in."

The group joined their hands in the center of their group.

"GO BEYOND! PLUS ULTRA!"


The League of Villains had just finished watching the Provisional License Exam when they had a surprise visitor; a beautiful woman who looked to be in her late 20s/early 30s with long silver-blue hair and golden eyes.

"My name is Motoko Chisaki."

"Chisaki...you mean the heads of the Shie Hassaikai Yakuza Clan, correct?" Merciless noted with interest.

"Yes, I'm the daughter of their Oyabun."

"Why come to us? Did they kick ya out?" Micha asked, tilting her head way to the side.

"More like I couldn't stand what they were doing anymore! If I'd known what Kai was going to do with my daughter! With her Quirk..."

"What is the story here?" August asked, stroking his beard.

"My daughter...when her Quirk came in...my husband just...vanished, nothing but his clothes were left," Motoko explained. "I was terrified, believing my daughter had been cursed. I left her in the care of my father...I just couldn't handle it by myself. And now my adoptive brother is doing something horrible to her."

That caught Tomura's interest. The story sounded a lot like what happened to him after All For One gave him [Decay]. He could still see the look of terror on his beloved sister's face as she crumbled into bloody chunks.

"And you want us to help save your daughter?" Airi asked.

"Please, I just want to redeem myself for my mistake. I want to give Eri a home that she deserves to be happy in!" Motoko begged, getting into a Dogeza position.

"That can be arranged. After all, we've been keeping tabs on the Shie Hassaikai ourselves." Murder Machine said, creating a holographic projection detailing the files on every single member. "From our spy network, we have been debating on whether to keep him in the criminal underworld."

"Hmmm, this outta be interesting..." Parten smirked, licking his lips with a forked, serrated tongue.
