Peeta Mellark and Katniss Everdeen have convinced Panem of their love. The Victors do not re-enter the Hunger Games, so there must be a different twist to the Quarter Quell. The arena is flooding, and there will be eight tributes from each district, including one relative of a Victor. There can be 2 Victors. Lark (D12) knows who she wants to get out.
