Before the Hosu Incident
"I hate that this Salvage guy's getting more attention, but he does seem like he'd make an interesting party member." Shigiraki said, looking at the news paper headline that read 'Once Inmate Kuraigokaze Gomi Now Running Havoc on City Roads. 25 Killed 32 Injured' before tossing it aside.
"Do you wish to acquire his allegiance, Tomura?" All For One asked Shigiraki.
"Yes, Sensei. This guy seems to know what it's like starting at level one but wanting to instantly be at max level." Shigiraki responded to his master.
"Kurogiri. Please dig up what you can about Salvage, contact him, and have him come here." All For One ordered Kurogiri, who only nodded in response.
During the Hosu Incident
Kuraigokaze Gomi was always a loner. He couldn't help it.
After he got his quirk, Gomi never had friends. They always saw him like the garbage he could control. Hypocrites, the whole lot of 'em.
So when he got contacted by someone wanting to talk with him, he was quite shocked. But then again, nothing really shocked Gomi. He knew to expect bullshit when you'd least expect it to cross your path.
As Gomi walked towards the meeting point and not kill anyone for bringing attention to something out of his control, as was requested by this mystery person, he was thinking of a plan should shit go wrong.
Gomi was always a smart son of a bitch. When escaping from pro heroes, he'd always go down densely populated roads or busy streets filled with cars and pedestrians.
They always made perfect distractions for those with a conscience. Pro heroes would be too worried about either collateral damage or crowd control to focus on catching him.
As Gomi came to a stop and looked up at the seemingly vacant building, he scanned the area.
There's some dumpsters nearby, so that's good. I also passed by a demolition site on the way here. Got some ammo for my quirk. Gomi thought to himself as he entered the building.
Only to be met with a decently nice bar.
"Greetings Kuraigokaze Gomi." An unseen voice spoke, but Gomi assumed that it came from the other side of the screen he spotted.
"Why did you contact me?" Gomi asked the voice after he walked closer to the screen.
"Straight to the point. How would you like to rid the world of those who would make you responsible for something out of your control?" The voice asked, bringing a manic grin to Gomi's face.
"I'd like that." Gomi responded rather quickly.
"Good." The voice responded.
After the Hosu Incident
"So you're Salvage?" Shigiraki asked as the man he spoke to kept a scrunched up ball of paper moving like a liquid around the fingers of his left hand.
"Yes. Now, before you start ordering me around, your boss informed me that your new 'League of Villains' is lacking members. Well, I have a solution."
Shigiraki decided to listen instead of talk.
On September 15th, 30XX, a message was broadcasted on all channels, radio and TV. This broadcast was sent out five days after the incident known as The Hosu Incident. Authorities were unable to track down the source of the broadcast.
The following message is the message played on that day.

The camera showed a dirty and unhygienic man who looked mid thirties with uncombed black hair and brown eyes. He wore brown cargo pants, a camo t-shirt, black shoes, and white socks covered in numerous stains.
"Greetings. My name is Gomi Kuraigokaze. You all know me as Salvage." They man spoke, looking the camera dead in the eyes as he stood from the chair he was sitting in.
"Nothing is under control. You may think that you do. But you don't. Control is not a true reality. It is merely a fallacy placed into your mind all because the government raised you right. Just like IT wanted. Even if you think just letting shit happen is you being in control, you're wrong." Gomi began
"Now I know that my words hold no meaning to those who don't know what struggle is simply because I'm a villain. But I ain't talkin' to you."
"I'm talking to those folks who society labels as its punching bags. Its 'Bottom of the Barrel'. I'm talking to the other villains out there. I'm talking to those who know what it's like to know you don't have control, yet society tells you otherwise. I'm talking to them."
"You have been pressed down, kicked, punched, and cheated long enough. Stand up. Prove what control really is. Join the League of Villains, and we WILL show everyone that. Control. Is. Impossible." Gomi finished before the camera cut out.

Day after 'Broadcast Day'
Everyone saw the broadcast. And they ALL had mixed feelings about it. Some agreed with Gomi. Others argued he made things too simple. But everyone all agreed on one thing.
The League of Villains was growing. FAST.
Gomi knew he was insane. He knew it. But he sure as hell was as wise as a madman could get.
Shigiraki looked around the once empty bar, now filled with at least ten other people besides him, Gomi, Kurogiri, and his master, although technically, that last one wasn't exactly physically present
Salvage sure is smart. It'll hopefully be easy exp with this full party, Shigiraki thought.
With Mineta...
The whole Hosu incident was crazy for Mineta. Apparently, there was a third nomu, but Endeavor took care of it.
Lida's whole family thanked him for saving Ingenium. His mothers were worried. Again. But all in all, he was glad he could close is eyes and finally catch some-
Knock Knock
Nevermind.
"Come in!" Mineta called out, to which Phantom and a dog-headed guy wearing a suit entered his hospital room.
"Hey! There's the hero of the day!" Phantom-sensei said.
"The police chief of Hosu wanted to see you, so I brought him here. I'm gonna stay in case I gotta clear up some things." Phantom saidcas he leaned against the doorway as Kenji Tsuragamae entered Mineta's hospital room.
"Greetings, Young Mineta! How are you feeling? Woof, " Kenji asked the shorter boy.
"I'm okay, I guess. I'm just sore from slightly overusing my quirk, is all." Mineta responded.
"Good to hear my boy! Now, although public quirk use is illegal, Mr. Yokai here spoke up and informed me that he gave you permission. But I'm not here about that. Woof." Kenji began.
"You saved many lives due to you being very clever with your quirk by making searchlights out of bioluminescent algea. For that, Hosu is grateful. Woof." Kenji spoke, ending with a bow.
"As something that the mayor of Hosu herself tasked me to tell you and give..." Kenji began before pulling a signed document out of his pocket.
"This sectoral pardon of payment. This document allows you to bypass all purchasing requirements of any service in Hosu as a token of our greatest gratitude. Woof." Kenji explained
"So on behalf of all of Hosu, thank you, Young Mineta. Woof." Kenji continued.
