So yea Hookwolf dropped by Winslow to beat up my Principal and ended up getting beat up by a little girl instead. (link here).

Despite what the public might believe, Kaiser had not sanctioned a hit on Minako Arisato. In fact he had known little to nothing about the woman apart from mentions of some of the Empire's grunts getting beat up by a local school principal. Fools and idiots, the lot of them.

So it had come as a surprise when Viktor had called about several videos that had been circulating online. All recording that one singular scene. That moment in which the Empire apparently compelled a young blonde white girl to commit suicide in public, only to be spared by her Trigger and effectively unmask herself to the world as a Parahuman. A Trigger that might've been one of the most graphic and publicly known Triggers in the entire damn country.

If the perpetrator for such an event had been anyone else Kaiser might've been able to write off any supposed involvement the Empire might've had. Despite what they believed most of the members of the organization were quite expendable and easy to cut off from the inner group. Unfortunately, Hookwolf was too much of a public figure and a known enforcer for that to ever work. A useful tool, provided one could keep him under control, but troublesome at moments like these.

So he had called in the man for a private meeting, ready to tear into him a new one for his mistake when-

"Yea my bad," Brad said.

Kaiser paused. It was rare that Hookwolf would ever admit to one of his mistakes at least not without some matter of defiance. Right he was a bit more, not subdued but… pliant. "Explain yourself."

"I was trying to get to that Chink and my boys to back off each a little. Wouldn't have been good if one of ours killed a principal just cause she gave one of their brats a bad grade."

"If this was an issue. Then you should've informed us before acting. There were other options to cow the woman." Bribery, death threats, or other such methods. Not every issue of the Empire needed to solved with an impromptu lynching despite what the grunts might think.

"I thought I had it under control. Didn't think I was even beating on her that hard, trust me she could take it, but the brat… didn't take it as well."

"A blonde, blue eyed, child triggered in the public eye because of you. We might be able to deflect that her Asian companion had too much influence on her mentality, but there's no denying what you were responsible for."

"Yea. Not sure what we can do here," Brad admitted.

"You will keep your head down," Max ordered. "I'll try to manipulate whatever sentiment I can but it'll take time for this to blow over. Until then we have to be hands off with the girl. We can't be seen approaching her and any attempts to recruit her in the future when things have calmed will have to be done subtly." She was also much too visible in the public's eye to not be missed if she were to suddenly disappear so at the very least the Gesellschaft would know better than to pressure him to acquire her and ship her out for… conditioning.

"Don't think she'll be wanting to join."

"We'll see."

Perhaps have Othala approach her out of costume? A motherly influence was perhaps what was needed for such a young girl until a time in which she grew to be a bit more malleable to their words. And if the girl didn't then it would be simple for Othala to walk away or subvert her while maintaining her identity.

Rune was an option as she attended the same school as the child, albeit in different grades. It wouldn't be too hard to get them in touch with each other. The only issue being Rune's rather defiant personality. Hmm… something to ponder over.

For now though he had another rally to attend.


"What the fuck," Piggot said after she finished reading through the report that Miss Militia had written. Watching some of the videos circulating online beforehand hadn't helped either.

"Missy Biron apparently has to pull on the trigger of the object closely associated with her Trigger Event in order to trigger a response that would allow her to use her Powers that she had just received," Armsmaster stated.

Miss Militia winced at her superior's unintentional, if not accurate, wordplay. "Perhaps don't state it like that."

"In order to use her powers, she has to put herself in the same state as her Trigger Event," Armsmaster stated alternatively.

"Killing herself over and over again. That won't be taken well at all by the public," Piggot replied.

Armsmaster fiddled with his visor. "Much of the discourse online seems to be focused on humor."

"People deflect with humor. Won't take long before that's not enough and there's outrage. Any response from the Empire?"

"None. Apart from the occasional response online."

"They've drawn in a lot of heat. They have to wait until this blows over."

"Director," Miss Militia said. "About their victim."

"You believe she's greatly traumatized. Isn't that true of all Parahumans?"

"Yes, but she's completely denying the reality of it. As if the act of putting a gun into her head isn't going to kill her or that she can't die. I'm afraid that if she's given any other gun."

"Unfortunately, the hospital has given her a clean bill of health. Our hands are tied. For now soft sell her parents and keep giving them the Wards pitch but don't push too hard until she does something that we have to arrest her for. As for Power Testing…"

"She'll have to shoot herself. Repeatedly," Armsmaster said. "If she is correct about that facet of her powers."

"Glenn's going to have a field day with this," Piggot sighed. "What did she name her Projection again? Persona?"

"Theia actually," Miss Militia replied. "She described her power as summoning a Persona though."

"Greek Goddess of sight and the shining light of the sky," Armsmaster read from his visor. "Rarely features in myth, more known for the children she bore."

"Maybe don't say that about her…"

"Tentative Ratings?" Piggot asked.

"The video shows it manipulating space in some manner. Shaker 3 or 4 pending further observation. Brute 1 or 2 considering how it was able to throw Hookwolf back outside of his Changer State."

"Master 3 then judging by the capabilities of the Projection. This is only from the little we've seen so far, be prepared to readjust the numbers as necessary."

Armsmaster nodded. "Personas by definition are an aspect of a person's character or nature that they present to other people, in contrast to their real nature. Perhaps by classifying her Projection as that, she's saying that it's a part of herself?"

"But is Theia the true self of Missy or is it just another mask?" Miss Militia pondered.

"We'd have to get a psychologist about that," Piggot replied, preferring to change the subject to something with less conjecture. "Have the background checks on Minako Arisato and Shinjiro Aragaki come up with anything?"

"Japanese with few records apart from official documents. Likely refugees from Kyushu considering how little there is about them. The only notable activity about Aragaki is that he has a restaurant that is occasionally frequented by members of the ABB."

"So do our troopers and even the occasional suspected member of the Empire," Piggot replied. She had actually been there herself a few times. Food was good.

"Minako Aristato has combat experience, had to have been with how she fought Hookwolf," Piggot informed them. The woman was clearly foolhardy and needed to know when to stay down when against a Cape, but she had all the skills to back some of it. Impressive woman really. It wasn't a surprise then to find how orderly Winslow had become under her authority.

"She's close with Missy," Miss Militia replied. "She adores her."

"And Missy's relationship with her parents?"

"… They were too busy fighting with each other for me to get much out of them. I don't think Missy cares much about them at all."

Piggot tapped her arm. Getting a meeting with them could be an issue then. "What about Cape Names. Any for the girl that are standing out?"

"Common consensus is to just call her Missy online," Armsmaster replied. "Or refer to the name of her Projection though many see that as a separate being from her."

"Get in touch with our PR team. See if they can think of a name that pairs up well with her Projection."

"Understood."

Before they could continue, the phone on Piggot's desk rang.

Piggot glanced at the caller ID before answering it while rubbing her head. This was going to be a long day. "Yes Chambers?"

"Piggot. What the fu-"


"You okay?" Shinji asked.

Minako didn't answer. Instead, she stared at the ceiling of her hospital bed. After her fainting spell the hospital had wanted to keep her overnight just to make sure there weren't any underlying issues. Even after plenty x rays and other such scans had given her a clean bill of health. She knew of course why she fainted, but acknowledging was also acknowledging what she had done to Missy. Or rather what would happen to her in the future.

"Freaked us all out," Shinji explained. "Missy wanted to stay but her parents wouldn't let her. Almost had to drag her out kicking and screaming if Carol hadn't talked with her."

"Is she okay?"

"Didn't I ask you that?"

Minako smiled for him. "It's fine. Just didn't get enough sleep."

They both knew each other too long for either of them to believe that.

"What did Missy say that freaked you out?" Shinji asked. "You haven't had an episode in a long time."

Episodes that had started ever since she had been brought back to life. As much as she would like to move on, dying and having your soul hold up the very weight of the world left its mark. Thankfully Shinji had been there to keep her company in a way, made her feel a bit less guilty about failing to save him back then. There were a lot of things she had actually regretted.

"Missy's a wild card. A Fool."

"Like you?" Shinji asked.

Minako didn't want to say yes. It would make it that much more real.

"So she can use multiple Personas and visit those weirdos in blue? How is that a problem?"

"I thought it was over… everything. Even if this world is pretty messed up too, at least I could finally stop. But apparently this world still needs a Fool..." Those grunts that she had to beat up didn't count. Not even Hookwolf counted, there were no stakes involved, just a few bruises at most. "I'm tired Shinji."

"I know," Shinji replied. They both were.

"I can't give up everything again… I can't hold up the weight of a world anymore."

Shinji remained silent. He just listened, which was honestly what she needed sometimes.

"And because of that... They picked Missy instead. Now… she'll..."

"There were others like you," Shinji replied. "Others that lived."

"I still died and sometimes there are worse things than death. Being a Fool is hard. We go through so much, and have to carry so much weight." Minako covered her eyes with her arm. "And now Missy is cursed with it too and she's eleven. How is she going to get through this?"

Neither of them had an answer to that.
