Alright let's not compare the New Girl to a homicidal maniac currently stuck in the Birdcage.
Anyway the new cape Missy Biron, no cape name just gives out her real name when asked, seems to be acting as an Independent and is a close associate with New Wave who have seem to have taken the time to mentor her. Missy seems to have little desire currently to join the Wards. She also has an, understandable, grudge against Hookwolf.

Also do you guys think she could heal my grandma? Her legs have been acting up recently.

"We need to update her Ratings to a Shaker 5, possibly Master 6 if she can truly bring out more Projections like Berith," Piggot said as she looked over the results of Power Testing. This eleven-year-old girl was shaping up to be an absolute monster. Once Piggot finished re she looked at the gathering of Heroes and Wards that had been brought to the meeting. The Wards mostly because they had interacted with her the most and personally watched the girl's Power Testing. "That flying trick might make her a Mover 3. Also that new Projection, Berith is already looking to be a Brute 2, possibly 3."
Armsmaster nodded in agreement. "Theia's ability to manipulate space has grown significantly since her first appearance along with her user's ingenuity. There's no telling how much we'll have to update her ratings until she finally hits an upper limit to her growth."
"This Pixie also has room to grow?" Piggot asked.
"Its healing has improved by a smaller margin. However, I believe the biggest limitation is Missy herself. The more power she uses the more quickly the mental strain starts showing an effect. Additionally, any heavy damage done to her projection to the point of forced dismissal, causes her psychosomatic pain in addition to further strain on her mind."
"So she can be worn down quickly by forcing her to constantly use her Projections and then destroying them. Only Berith seems to be particularly durable."
"When I sparred with her, it was like… punching an eleven-year-old girl," Aegis offered, slightly ashamed. "She's fit but I'm worried if she gets attacked without her Personas out. Don't need a Brute rating to knock her down."
"Probably why she carries around Katanas," Clockblocker, who had finally arrived at base, said. "Just stab anyone that tries to get close." He jabbed forward with a hand. "Bam. Right in the shins. Bad guy's legs won't know what hittem"
"We'd prefer it if she didn't have to resort to lethal measures to defend herself," Miss Militia replied.
"She might put herself in a dangerous situation if that's the best way to make her powers work," Velocity commented.
"We recorded her vitals while considering the information the Wards gave us," Armsmaster informed them. "She had to put herself in a state of extreme stress every time she summoned her projection. Imitating her suicide is her most streamlined way of doing that. I also theorize that she'll get more powerful if consistently forced into dangerous or stressful situations since Pixie manifested during an apartment fire."
All Parahumans through their powers were encouraged to seek conflict. This girl was no exception, if anything she was even further down that extreme.
"Is it possible for you to create an alternative to the gun that is less visually visceral?" Piggot asked their resident Tinker.
Armsmaster put a hand to his chin as he mused over it. "We could put a collar or choker on her neck-"
"No."
"It would just be some light choking at mo-"
"Dude. Just no," Assault shook his head along with Clockblocker in a rare fit of agreement with the Director. In fact, the issue was kind of clear to everyone in the room except to the man who suggested it, who likely didn't realize the implications of such an item being worn by a prepubescent girl.
"She doesn't have any amour or a proper costume," Dauntless commented, thankfully, changing the subject. "Why would her parents let her go out like this? Don't they care about their kid?"
Piggot sighed. Dauntless, despite his own marital issues, did have a son that he cared for. So a young girl fighting unsupervised was likely a sensitive topic for him. "They're easily manipulated and were too busy fighting each other to care much about their daughter."
"Oof. That bad?" Assault asked.
"From the time I've spent with them I'm reasonably certain they're not suitable for raising a child, much less a dangerous Parahuman," Piggot replied. Those two were half the reason she had a migraine again.
"Yep," Assault popped his lips. "Bad. Thinkin we shoouuuld get the poor girl away from them?"
"Unfortunately calling Child Protective Services on them will likely lead to too many complications," Piggot replied.
"Is that better than leaving her in an abusive environment?" Miss Militia asked. "I'm worried the damage Missy could cause if her parents keep pushing her."
"Missy seems to have resolved the problem herself, if Brandish is to be believed," Piggot informed them. "Minako Arisato and Shinji Aragaki are her surrogate parents. Even before her Trigger Event she was highly attached to them, now we don't want to risk separating her from them. Or antagonizing them."
"And calling CPS… would likely lead to further complications," Battery commented. "If the state saw fit to take her away from her parents and into their custody. Possibly ship her out of the area."
"Someone gets smited by angry metallic angel woman," Assault commented.
"I'm a little more worried about armored dude on demon horse," Clockblocker commented, having seen a video of the girl's Power Testing
"Past and current events show that the girl wouldn't react well to it," Armsmaster said.
"Could get worse," Velocity commented. "We know a couple of judges are sympathetic to the Empire. Wouldn't be hard to get her into the foster system and quickly adopted by a ... suitable family."
"Fuck," Dauntless said.
If the girl were a Ward or had committed a crime, then the PRT could just take custody of the girl herself and allow visitation rights for the Asian couple. Maybe even streamline the adoption process for them. Since she hadn't committed a crime though and continued to refuse recruitment there was little the PRT could do without overstepping, at least not without strong-arming her recruitment first which would also cause issues. Laws and sentiments around Open Capes were tricky due to the Unwritten rules not to mention the backlash from the Youth Guard if the PRT did overstep. If it was a minor Villain or even just a relatively obscure Independent, they could pull it off without issue but the girl was too publicly visible now. They also had to contend with the support she had from New Wave.
"See if we can get a meeting with Arisato and her husband," Piggot commanded. "Maybe we can convince them to encourage her to join the Wards."
"I can talk with Vicky and New Wave," Gallant suggested. "If we can coordinate with them to possibly help Missy and get her into the Wards."
"No. Don't mention any of this to New Wave. They're likely involved and have their own stakes in all this. I imagine they're trying to recruit Missy for themselves."
"Wouldn't that work? Since they're all open Capes?" Triumph asked.
"Still doesn't help with the custody issues, but I guess having them as an influence would help," Aegis commented.
"Vicky is planning to go on a patrol with her," Gallant informed them.
"The situation with Miss Biron is tenuous," Piggot replied. "For now, treat her with caution and do not encourage her to fight. In fact, see if we can contact the local Hospitals immediately. Encourage her to make use of her healing and encourage the development of more non-violent applications of her Power."
"If with practice her healing does get stronger, we could make use of that," Armsmaster offered. "Offer her monetary compensation to heal Protectorate Heroes and PRT troops. It would also increase the number of interactions she'll have with us."
"See if we can schedule something then. And increase surveillance on the girl. The Gangs will not leave someone with that potential alone for long. I want us to be moving the second they try anything."
Even with the precautions they could take Piggot had a feeling that things around the girl were bound to escalate very quickly.
When Glenn Chambers had first seen the video of Missy Biron's trigger, he had immediately grabbed a bottle of brandy and poured himself a drink.
It was graphic and recorded in so much impeccable detail. Even if the PRT hadn't been directly involved, there were still plenty of accusations of negligence, fires that he had to quickly put out. And of course, the Nazis that his department had to bash, not that he particularly minded that part much. His cousin was gay, sue him.
The situation though was not helped by the method in which the girl used her powers.
Suicide. That was what everyone saw. Everyone would quickly be reminded anytime she used her powers. It was also a reminder of that fateful video. All in all she was a bomb that was still blowing up in everyone's faces to this day.
Still, the situation had been manageable and though her recruitment was encouraged, it wasn't imperative that she was inducted into the Wards. Trigger and summoning method aside she was like any Parahuman, albeit younger than the average. Getting her in the Wards would be nice but they could live without it.
Then came the day of her first patrol. At first, not bad. Body language could use some work but she interacted with the public well enough. A bit more official training and she could've easily been the darling of any Wards teen, suicidal tendencies aside. And the way she managed that apartment fire, along with the interview soon after? Short of handing her a script he couldn't have expected any better for an eleven-year-old.
However, the thing that really blew everything out of the water, that had him skip the glass and start chugging straight from the bottle was the reveal that she was a Trump. And not just any Trump. A Trump that developed healing powers. Healing that was done through a summoned projection in the shape of a pixie.
Let him reiterate. She was an eleven-year-old girl with a fucking fairy pixie as a healer! Screw being a darling child of the Brockton Bay Wards, she could be the darling child of girls and young women across the entire damn country! Even the world!
Missy Biron was a golden goose! Granted a golden goose that had a tendency to shoot itself, but if she really needed the gun then they could color it up and dress it as a toy or something!
Then came Power Testing and Glenn couldn't even find the will to drink anymore. Not only was she continuously refusing to join the Wards but with her growing arsenal of Projection and Powers, she was shaping up to be a complete and utter Wild Card. A Wild Card capable of gathering the affections of young women, and certain subsets of men, across the country, but also just as capable of completely destroying everything that Glenn had worked to build.
The girl was a ticking clock and you didn't know what would be unleashed once it finished ticking. It meant that there was no one else that he trusted to manage it but himself. Not only that but he couldn't help how his heart raced at the thought of being in charge of the girl's image. There was a certain challenge, a thrill, of working with a Cape like that and skirting so close between the edge of success and an absolute disaster.
This would be his Magnum Opus. The reason why he climbed so far to reach his position in the first place.
Of course, that meant that they had to get her to work with them and he couldn't trust Piggot's methods or authority alone to get it done.
He set down the bottle and picked up his phone. There was a lot to be done, separate from Missy Biron. It would be months before he could clear up his agenda and make the preparations necessary to head to Brockton Bay, but by then he would make damn sure he was ready.
"Rebecca. I have a new project."
Later in private Armsmaster would ask Dragon why using one of his devices to lightly choke a little girl wasn't the superior alternative to a fake gun. At that moment Dragon very much wished she had an actual face and hands to bury them in.
