Since Digital Eclipse has an interest in a Tiny Toons Collection of video games, I figured I'd write here what I think should be added to each game to make each of them better.
Tiny Toon Adventures (NES)
So, for the original Tiny Toons game, I think there should be additional hit boxes for the player, meaning that they can collect more than one heart and can take more than two hits. Also, each Tiny Toon character should have their own attack other than just Dizzy. I think Buster could have a kick that launches enemies upwards, Plucky could have some sort of chop that knocks enemies backwards (or maybe he could drop an anvil on an enemy), and Furrball could have a scratch attack that damages and even stuns enemies. Also, the carrots could be replaced with another item depending on which Tiny Toon the player is controlling. They could also have Shirley be an additional playable Tiny Toon. If the player presses up on the control pad while the select screen is displayed, you could select Shirley. Her abilities could be a float ability similar to Plucky, except her float always goes straight to the left or right depending on the direction the player is holding down, and she never descends unless the player releases the button. She could also swim perfectly like Plucky, and her attack is trapping the closest enemy in some sort of aura hold by holding down the button. Thought the aura hold drains the energy meter. While an enemy is in the aura hold, they can be lifted up, down, left, or right. If the player releases the button or the meter runs out, the enemy is released from the hold (although her aura hold would not work on bosses including Elmyra). Or better yet regarding the character selection, you could use any of the other buttons to choose which Tiny Toon character to change to during each level. And when the player encounters Hamton, he is there and there's an animation of Hamton taking the carrots (or other items), and handing you the extra lives.
For the water levels, the characters that don't fully swim (being all characters except Plucky) should have some sort of life jackets or floaties on their arms to help them swim. As for the boss, the pirate boss could be replaced with Gotcha Grabmore. Her boss could be similar to the Montana Max boss, except you'd have to bounce off the heads of her pirate octopi in order to attack her. Speaking of bosses, for every Elmyra level, perhaps the player could bounce off Elmyra's head to temporarily stun her. However, it would be impossible to attack her with a frontal attack because she'll get you. Also, instead of restarting from the first level of the stage your own when Elmyra catches you, you just restart from the second level to make it less frustrating.
In the tree levels, there could be vines or loose branches that the players can swing from to reach certain platforms. In the cave level, it could have one of those dark areas where you can only see the character you're playing as while there's a circle of light around the character. For the wolverine boss fight, the two platforms could be replaced by one singular platform. The wolverine would constantly and quickly move left and right, so you'd have to keep jumping to avoid taking damage. You could also jump onto two small platforms on each side of the stage to avoid the wolverine, but the wolverine could also jump at times.
Now for the city levels. The cat that comes out and throws cans at the player could have a bit of a delay so that the player could attack that cat. Also, there would be more than one block for those specific platforms near the end of the first level. For the second level, there could be dumpsters that can be used to bounce the player a certain distance. For the tower level, perhaps there could be some sort of elevator that can take the player to a higher ground while also protecting them from all enemies. The gorilla boss could be replaced by Sweetie (oh yes, Sweetie). Her attacks could consist of throwing barrels that roll (like in the pirate boss), and throwing dumpsters which the player could use to attack Sweetie. Sweetie could also fly to different spots like Duck Vader (the Duck Vader boss fight can stay how it was).
The Wackyland level could stay as it was, except Gogo Dodo could appear at certain moments to help the player by making platforms temporarily appear. As for Montana Max's mansion, the first part could stay the same, the second part could have more gaps between the spikes to make it easier to the player, the third part could have less money bag cannons, the forth part could have a way to counterattack Arnold, and the fifth part could have at least one elevator. The boss fight itself, well Montana Max could occasionally drop safes on the player which the player could use as an additional platform to reach him. Also, Montana Max could take four hits instead of three to make him more unique from the other bosses.
And finally, Babs could have more animations and interact with the certain Tiny Toon who defeats Montana Max, as well as an animation of how Babs is saved. If the character is Buster, Babs hugs and kisses him, causing him to smile and blush. If it's Plucky, Babs hugs him, causing Plucky to look annoyed and hold up a sign that reads "Let me go!", if it's Dizzy, Babs hugs him, causing him to have a big and toothy grin, if it's Furrball, Babs hugs him, and he closes his eyes while smiling, and if it's Shirley, they both hug.

Tiny Toon Adventures 2 Trouble in Wackyland (NES)
While the train and log rides can stay the same, I think the bumper cars ride could have less bouncy walls to make it less infuriating and an even wider hole to make it easier to knock the enemies into. As for the roller coaster ride, there should be hazard signs that should tell the player to jump, duck, or rotate the platform to help them account for upcoming hazards/obstacles. While the fun house level could have arrows to guide the player.
There should also be an additional stage being a haunted ride where Dizzy Devil is the playable character. The game could be similar to the roller coaster level except slower, and horror-themed foes are in it such as ghosts, spiders, and skeletons that throw bones at Dizzy.
Wacky Sports Challenge (SNES)
For WSC, I think there should be additional playable characters. Furrball could be one of them, and for his ending, he uses the money to get himself a new home, and his ending says "Furrball is now the owner of the biggest house in ACME Acres". Calamity could also be a playable character whose goal is to become the best inventor in the world. And his ending says "Calamity Coyote deemed number one inventor in ACME Acres".
ACME All-Stars (Sega Genesis)
Fowlmouth could be a playable character and his special shot could be called the "Cuss Shot", where a speech bubble with scribbles in it appears. It can be used to knock the ball to the goal/hoop, as well as stun members of the opposite team.
They could also have hockey be an additional sport. It functions similarly to soccer, except the movement could slide the player a little more as you're playing on ice, or roller depending on the stage. For the stadium only, it would be normal ice hockey, and roller hockey on every other stage. The Tiny Toons on your team and opposite team could weild a different colour of hockey stick. For example, your team could use blue sticks, while the opposite team uses red sticks. You can select your stick colour and the opposite team's stick colour after selecting the team members for both teams.
There could also be the option to add or remove the number of members on yours and the other team. For example, the games could become two-on-two, three-on-three, or four-on-four. For soccer and hockey, there'd be two, three, or four team members excluding the goal keeper, and for basketball, there could be more than three on both teams.
As for the story mode, the player could choose between more than just the four main characters, especially during the final match against Montana Max. For that one, the player could choose any character who isn't Montana Max, Dizzy, Calamity, or Elmyra.
Buster Busts Loose (SNES)
For the weight minigame, there could be a way to make certain characters, most notably Sweetie and Sneezer, heavier by adding a weight to the scale. However, you can only use one weight on one character and no other character.
In the football level, there could be quick signs telling you whether to duck, jump low, or jump high to avoid the upcoming Perfecto Prep members. And for the entire game, whenever Buster dashes into an enemy, the enemy could be knocked back a distance.
Buster's Hidden Treasure (Sega Genesis)
First and foremost, fixing Buster's jump. Buster should jump normally instead of like he's on the moon. He should also have the ability to attack enemies while standing, walking, or close to running. Maybe he could also attack while swimming underwater.
The items (or assist characters) could have unique factors to them too. Little Beeper could temporarily increase Buster's speed, Concord could put all on-screen enemies to sleep, and Sneezer could blast away all on-screen enemies, as well as off-screen enemies within a certain mile radius. Sweetie could also be an assist character who charms all enemies so no enemies attack Buster for a limited amount of time. A time limit would be displayed. You could also select which assist character to have during each level.
Buster's Bad Dream/Scary Dreams (Gameboy Advance)
Furrball could be an additional selectable assist toon. His attack is a claw slash that damages and knocks back enemies in front of him. His special attack is lunging at enemies resulting in damage and knockback to an entire row of enemies both on and off-screen. Calamity could also be an assist toon. What he could do is temporarily increase Buster's attack power so that his hits do 20 damage instead of 10. However, if a special assist is activated, Calamity increases Buster's attack to 40 and it lasts longer.
Hamton's assist is an animation of him presenting food which restores some of Buster's health. A special assist is Hamton presenting a lot of carrots, restoring even more to Buster's health.
