In hindsight, everything first went wrong six years ago; not when Bakugou had gotten kidnapped by the League of Villains a mere two days prior.
Because All Might had allowed All for One to slip through his fingers even after defeating him at enormous personal cost to himself, the man had had years and years to plan his comeback. Years to plot, and connive, and scheme in secret as he licked his wounds and furthered his deranged human experiments; all the while he and the rest of the world were none the wiser.
The Villain Factory in Naruhata should've been some kind of clue, and in hindsight All Might felt incredibly foolish that he hadn't seen All for One's hand in the "Bombers" and the "Anonymous" that had come after. Let alone the "Plasma Villain" that had appeared at the end of the Nightmare Night: The Naruhata Lockdown, who would go on to be defeated by Koichi Haimawari formerly known as Crawler, now Skycrawler.
And All Might was paying for all of his hubris now.
The heart of Kamino Ward lay in ruins, countless people endangered if not dead, and the League of Villains apart from All for One had escaped. The only solace to be found was that Bakugou had also given them all the slip, and if he survived this, he would definitely chastise his protégé and the others for interfering; even if they had helped the young man escape in a way he himself could not.
No. He would survive this. He had to!
All that said, the fighting had been arduous. With so-many people still around, All Might couldn't go all-out, and All for One knew that.
And even after breaking All for One's mask, the Support Item that helped compensate for the mortal injuries he'd just barely recovered from, the Symbol of Fear had been able to deal a killing stroke all his own. One more-powerful than the wound inflicted upon his left side. One more-powerful than exposing his frail, emaciated form to the masses.
"Tomura Shigaraki is Nana Shimura's grandchild."
That killing stroke in of itself was devastating, his fighting spirit almost completely evaporating at the revelation.
In another time and place, things would've gone as the fates had designed. All Might would've regained the will to fight, even ignorant as to the cheering of the masses around the country; around the world. With the final embers of [One for All] he would strike down the Symbol of Fear, give the people a final beacon of hope to rally around before the dark times. After so many generations, [One for All] would fulfil the purpose for which it had been created. At least before everything came undone once again.
But this was neither that time nor place. This was a tangent world. A "What If…?"
A "What If…?" heralded by a single pebble.
And it wasn't a Quirk-borne rock or a Quirk-assisted rock. It was just a rock, thrown the old-fashioned way as mankind's earliest ancestors had done millennia ago. The Stone Age feat of physicality which was the first steppingstone on the path to global conquest for the human race.
"Hoh…?" All for One inquired as he turned around, All Might's eyes following the line that All for One's scarred-over sockets drew across the ruins around them to see yet another victim of the Symbol of Fear's callous power.
There, pinned under debris and moonlight, was an office worker. Unassuming face, unassuming body, unassuming clothes, left arm and most of his body pinned under rubble with blood running down his face, with hair sticky and matted to his skin.
The office man's right hand desperately scrambling below him, fingernails chipped and bleeding, the man reared back his arm before letting the rock fly, a pitiful little thing that bounced off of All for One's chest.
"HEY! MR. POTATO HEAD!" the man shouted from deep within a half-crushed diaphragm. "SINCE YOU AIN'T GOT NO EYES, I SHOULD PROBABLY LET YOU KNOW… I'M TOTALLY FLIPPING YOU OFF RIGHT NOW! HAH!" he smirked, the corners of his lips pulling upward and blood-stained teeth showing as he held up his middle finger at the eyeless supervillain, the defiance in his eyes not unlike that of a true Hero facing his end.
"Hm. Hmhm. Ha ha ha ha ha ha!" All for One chuckled as he leisurely floated towards the man, the previous target of his ill intent forgotten as he moved to loom over him. "My, my. You're either as-brave-as, or as-foolish-as All Might, now aren't you?"
"Pft! Please, the way All Might looks now, even I could bowl him over!" the man spat back.
"Perhaps. Perhaps not," All for One shrugged. "Tell me, do you have any last words before I kill you? It isn't like All Might can stop me anyway!" he said loudly as All Might coughed blood, cursing his own weakness.
"Last words? Sure, I've got two," the man returned, his head falling and a fresh puddle of blood spattering from his mouth before he snapped his gaze up at the Symbol of Fear, a livid defiance filling his eyes. "CHANGE NOW!"
The next moment a golden aura of light enveloped both of their bodies, All for One immediately retreating at full tilt. Then, to All Might's shock, vivid white beams shot out of the Office Man and All for One's mouths, crossing paths in the space between them before leaping into opposing bodies.
The golden auras bursting like soap bubbles, All for One's body fell to the ground with a *THUD, carried by its previous momentum into an ungraceful heap. The Office Man on the other hand, pinned under debris coughed lividly with wide eyes, darting around as though he were seeing for the first time in many years.
"You… You bastard! What have you done?!" the Office Man(?) suddenly demanded.
'His voice… It's different…' All Might thought.
"Hah… Hah hah…" All for One(?) laughed as he lay broken like a puppet from cut strings. "Isn't it obvious? I stole your Quirk like in all the old wives' tales. I also stole your body, but, you know. Apples and oranges."
'All for One's voice is different too…' All Might realized.
"My…! That's my body…!" the Office Man(?) cursed, racking coughs leaving his body as he coughed up blood. "You can't… can't have it…!" the man under the debris raged, his eyes drooping even as he tried to fight it.
After another few moments passed, the Office Man(?) beneath the debris went still, the wind howling between remaining upright structures and making his arm flutter like a tired wind sock.
" . . . Hey, All Might!" All for One(?) called out in an exhausted tone. "Is my old body still breathing? I'm kinda blind at the moment so I can't really tell…!"
"Ah… um…" All Might blinked, still in the midst of processing what he had just witnessed. "Um… No. No, I think you… uh, he just… died?"
" . . . Wow. Must've cut it really close then, huh?" All for One(?) chuckled before coughing as though a lung were trying to abandon ship. "So uh, listen… I feel like I got run over by a bus… and all the busses in the factory behind the depo… so I'm just gonna pass out now. Wake me up in about a week. Or a month. Whichever comes first."
"What? Hey wait!" All Might cried as he stepped forward, only for All for One's(?) head to loll to the side, the Symbol of Fear remaining where he lied.
And thus in the same way that the beat of a butterfly's wings can herald a tsunami on the other side of the world, so too could a vivid storm be made with the throwing of a single stone.
But all of that, was a story for another day.

Just a little something that came to me at work. Thought it'd make for an interesting narrative experiment, regarding how one "Villainous Quirk" could trump the ultimate of "Villainous Quirks". And more-importantly, what happens after when that power vacuum got filled and how a superpowered society would react.
