Chapter 2,

Izuka stuck out her tongue in concentration, staring down at the bustling street below. She sat on the edge of the building with her legs kicking up and down over the ledge. She was now seven and it had been six months since Inko abandoned her. Since then Izuka had learned what the word turf meant, and was far more street smart than back then.

A mischievous grin grew on her face as a hand floated up to her with a wallet held tightly in its grip. She held up her wrist and the floating hand reattached itself to her wrist leaving no trace of it ever being separated.

Izuka searched through the wallet pulling out several yen notes and a few coins, she quickly picked out the man she had taken the wallet from, detached her hand and dropped the wallet on his face. Smirking at his confusion as he picked up his wallet.

This first quirk she had taken from the man behind the bakery, she had named it floaty hands. It gave her the power to detach and telekinetically control her hands. It had taken her around three months of practice until she was able to consistently steal wallets from passers by. And she would never get tired of seeing the confusion on their faces when she dropped their wallets on their heads.

She finished counting the money she had just 'earned' and smiled widely at the amount. She would be able to get food for the rest of the week and buy herself a new hoodie.

Once she had climbed down from the roof Izuka practically skipped down the street until she reached the clothes shop. She entered the shop causing the bell above the door to chime and she immediately headed to the piece of clothing she had her eyes on.

She grabbed a grey hoodie that had the word hoodie in large bold kanji on the front. She thought it was funny so she grabbed a size above her own so she would be able to wear it for longer, paid the shopkeeper who gave her an odd look that she pretended not to notice.

She left the shop, bought some snacks and headed to her next destination, the library. Izuka was not stupid, she was well aware that now that she was not in school it was important for her to study on her own and continue to learn important life skills.

When Inko abandoned her she was able to read basic words and write barely legible kanji. And her maths skills were pretty basic as well. So she needed to keep up to date with her education, so that was why she was at the library. She would read books on the subjects she needed to learn and if she struggled to understand something she would use one of the public computers to watch a video on it.

This gave her something to do with all of her free time and was a strong foundation for her routine. She sometimes did get side tracked with watching hero news or researching quirks. Quirk theory was very advanced, let alone for a six year old but for some odd reason she absorbed the information like a sponge understanding it easily.

She picked up a book on mutation type quirks detailing what caused them to change their users on a biological level and how quirks can affect people's instincts. She got so engrossed in the subject that she ended up researching it until the library closed. The librarian had to tell her to leave. She checked out the book she was reading and on her way out the librarian did give her a concerned look, but Izuka ignored it in favour of heading down the road to find a place to sleep.

It was starting to get dark so she decided to try and find a bench or something in the park to sleep on. She took a familiar shortcut through an alleyway when she saw two men walking down from the other end, but she didn't give them much of her attention. Judging from how they were stumbling and boisterously laughing they were clearly drunk and on their way home.

"H-hey kid whatcha dooin up this timea night?" One of the men questioned hiccuping through every other word. Izuka stayed quiet, not even glancing at the drunks as she tried to pass them. But when they were passing each other, one of the men grabbed her shoulder. Izuka looked up to see one of the drunk men scowling down at her, "Hayy… Ya know it'z not nice to ignore pe-people when they're talking to ya. I thin-k you need ta learn s-some manners."

Izuka looked at the man whose hand was now gripping her shoulder in a white knuckled grip, and then to the other man who was glaring at her. They both seemed perfectly happy with the idea of fighting a child in an alley in the middle of the night.

The man holding her shoulder seemed to take offence to her looking at him as he raised a fist into the air, about to slur out an insult. But that was when Izuka acted she detached her right hand and slammed her own fist into the side of the man's head.

Normally when a child punched a grown up nothing much would happen due to the child's lack of strength. But due to her quirk floaty hands she didn't need to rely on her own muscles she only needed momentum. And after practising with the quirk for months it was no surprise to see the drunk man go crashing to the ground unconscious.

It took the second drunk man a second to realise what had happened to his friend, when he did he scowled at her and raised his hands, fingers tense, "You bitch! you'r gona... p-pay for that." The man clumsily shot a laser at Izuka, but it missed by a wide margin hitting the alley's wall.

Izuka didn't give him another chance to shoot as her detached hand grabbed the man by the face as she activated her true quirk and heard the man scream out in pain, she felt the familiar warmth in her hand and after a moment the rest of her body. Her hand let go of the man's face letting him slump to the ground. She left the alley flexing her fingers feeling a new energy sitting just under the skin.

Detective Tsukauchi was a simple man with a simple quirk, though his job tended to be anything but. And the file on his desk was the latest example of that fact, it just so happened to also be why All-Might was sitting in his office without the smile he always seemed to have.

The muscled man was sitting in a chair that was much too small for his frame, he would have found it humorous if not for the contents of the file he was reading. The room was full of tension as All-Might placed the folder down on the desk and stared outside the window brows furrowed in thought. He finally spoke up after another minute of thinking, "I don't think this was him. All For One would be far more discreet especially with me back from America."

Tsukauchi furrowed his brow, "That may be true but at least two people have had their quirk stolen. And we were lucky enough to get statements from the victims. They both described a green haired girl. The first man said that she stole from him and then when he confronted her she attacked and took his quirk while he was using it. Causing him to effectively lose both hands."

Tsukauchi let out a sigh, "And when the second man was attacked they said that the girl used the same quirk that was stolen."

All-Might sat up in his seat, "If this is indeed a recurrence of his quirk, then we need to stop her sooner rather than later. In both attacks they said that she had physical contact with them when their quirks were stolen. I don't know if it was a coincidence or not but the first quirk she stole that we know of was one that could potentially take quirks from a distance. But she is still just a child as far as we know so I think we should be able to stop her before she becomes a bigger issue."

The two men talked some more and decided the best thing to do was to send out a notice on the hero network about a green haired girl, as well as a description of the quirks she had stolen, though they did not mention that part.

All For One reclined in his seat contemplating the news his favourite information broker had given him, "She has a quirk like mine?" he questioned.

"That is what the police believe, yes sir." Girain replied with a bead of sweat rolling down his brow.

He rubbed his chin in thought trying to decide the best way to deal with this odd situation. There had never been a recurrence of his quirk before, the closest he knew of was One For All. he could always kill her and be done with it. But he was interested. Interested to see what the girl was like, what she thought about heroes and society. He wanted to know everything he could about her and her life, and wanted to see if she would work with him.

A plan soon formed in his mind, "We won't get directly involved with the girl. At least not for now.

Though we will try to nudge her in the right direction. I will have a pro hero with a less than positive reputation encounter her. Preferably one that's known for their rough treatment of villains." the symbol of evil smiled to himself. All-Might may have taken out a large number of his associates since returning from America, but he could easily manage to make it happen.
