Inside the office of Kizaki, who is the head of the national police' Section Zero, Kizaki was approached by his subordinate and informed him of what is happening at the Omokageddo Antique Store, which Kizaki adjusted his eyeglasses as he is surprised to hear that a pro hero just shoved a senior citizen like he is nothing, and that Haimawari revealed his status as a wizard just to lead the three pro heroes out of the shop.

As the subordinate asks what should Section Zero do, Kizaki adjusted his eyeglasses again and made a decision, as Section Zero would have to observe first before making a move as he reminded that they cannot immediately trust any of them as he is still wary towards Midoriya despite him fighting off the Phantoms.

Moreover, Kizaki said that the situation falls squarely on the Hero Public Safety Commission and the police, hence Kizaki said that Section Zero would stay neutral for the time being, which the subordinate reluctantly nodded in agreement.

"For the time being…just observe them."

"Sir…? Are you sure that…"

"For now."

"?"

"We need to make sure about some things before we enter the fray. Remember, we still cannot put our trust to either one of them as we don't know where their loyalties lie."

"I…see…"

"Let's wait and see first."

"Very well…"

Another subordinate came in and informed Kizaki that three of Endeavor's sidekicks are there and appeared to be poised in entering the fray, which Kizaki sensed that Endeavor may be on the way as he is sure that his sidekicks have notified Endeavor about what is happening at the Omokageddo Antique Store.

There Kizaki instructed his subordinates to continue observing the situation but not to physically intervene as they should wait and see how Endeavor addresses the situation, which the two subordinates nodded in acknowledgement.

"As I said…let's observe the situation first before we make a move."

"Yes sir."

"Its best that we remain neutral for now and not recklessly take sides."

"Yes sir."

"Good. Proceed with the observation."

"Yes sir."

Meanwhile, at an unidentified area, the scene shows that Midoriya is laid on a strange table while only in his brief and there you can see a white-colored pentagram hovering above the unconscious boy, and there a strange glow is seen where it shows that lightning-like effects are hitting Midoriya's stomach, showing that it is in the process of MAGICALLY closing the wounds, and the scene shows that the wounds are quite deep and that the White Wizard is using magical means to do an emergency blood transfusion due to the younger boy losing a lot of blood earlier at the hands of the Phoenix Phantom.

"Looks like I may have to speed things up. It might be a bit premature…but circumstances have changed the course…"

Midoriya remained unconscious as he is being treated magically as the lightning-like effects from the pentagram are still working on the wounds, which is still in the process of being closed as the wounds inflicted by the Phoenix Phantom were magical in nature, and at the same time the lightning-like effects are also treating the rest of Midoriya's upper torso as it was also wounded due to suffering fro third-degree burns due to the strong flame attacks from the Phoenix Phantom, and then another magical circle appeared where it shows that a situation is taking place at the Omokageddo Antique Store where Haimawari is forced to transform into Kamen Rider Beast and led the three pro heroes outside the shop to keep them from causing damage at the shop.

The White Wizard noted that Haimawari can handle the situation yet he appeared to be focused on Eri as she and Mineta are helping the injured Wajima up, and there the White Wizard decided to let Haimawari handle things, but upon turning around he saw Midoriya regaining consciousness but he is wincing as he could feel the pain on his torso and there the White Wizard told Midoriya not to move as he is still under MAGICAL TREATMENT.

"Don't move, boy. You're still under…"

"Where…am I…?"

"In my realm. I am using an elaborate healing magic to…"

"The Phantom! He…"

"Fear not. I chased him away. He won't cause trouble for the…"

"But…"

"Calm yourself."

"!"

Then Midoriya saw Haimawari fighting off the three pro heroes before one of them brought out a crossbow and fired an energy blast, and though Beast evaded the blast it struck the glass window of the Omokageddo Antique Store and Midoriya stared wide-eyed as he realized that Wajima and the others are inside, and this spurred Midoriya to get up yet he clutched his torso as pain struck him in a very discomforting way.

The White Wizard told Midoriya to lay there as the magical treatment is still underway yet Midoriya voiced his concern about everyone inside the Omokageddo Antique Store yet the White Wizard assured to Midoriya that Eri and the others will be okay as Haimawari can handle the reckless pro heroes who are attacking the shop just to get Haimawari.

"Don't move, boy…or you'll risk reopening your wounds…"

"But…Eri and the others…"

"Do not worry…"

"But those pro heroes! They'll…"

"Fear not. Everything will be okay…"

"But…"

"Calm yourself."

"!"

Ch. 39: Doragon no appugurēdo part 2

At the headquarters of the Hero Public Safety Commission, the scene shifts at the meeting room, where the executive members are having a conference meeting when someone from the HPSC department barges in, interrupting a meeting which some members of the executive committee felt insulted by the sudden appearance of the HPSC member.

"All of you! You have a lot of explaining to do!"

"How dare you…!"

The HPSC member was unfazed and slammed his fists onto the table and demanded an explanation on why pro heroes are being sent in following Izuku Midoriya's every movement as the 14-year old boy is not a threat to national security and is still a minor, hence the Hero Public Safety Commission should not have put an innocent boy under intense surveillance, stating that the police is the one who are conducting an investigation and that the police have not contacted the HPSC for help.

However, the executive committee members tried to play it cool and reasoned that they are unaware of what is going on, hence they have no direct control over this and reasoned that Midoriya is a minor and not a pro hero, Hence whoever sent the pro heroes to find him is justified, as there is a possibility that Midoriya PLAYING HERO is probably a front and have an ULTERIOR MOTIVE, and that whoever sent the pro heroes to find Midoriya is probably doing this as a precautionary measure in case Midoriya goes rogue and attack the public, though the minority member, revealed to be Yokumiru Mera, is not convinced and told the executive committee members to recall the pro heroes as he received reports that one of them manhandle a senior citizen, and to leave Midoriya alone.

"Recall the pro heroes! Have them leave that boy alone! Let the police handle this since they are the ones who are personally investigating this matter!"

"Um…"

"Well…"

"Let's see…"

"How do we put this…"

"What time is it…"

"My phone is down …"

"Can I go home…"

Suddenly, someone entered the meeting room, in which the entrant is a beautiful woman who appears to be in her mid-twenties. Her hair colour is a light red, normally kept in a loose braid with bangs reaching just past her eyebrows and two longer side bangs that frame her face. Her eyes are yellow with multiple red rings within them. Her outfit consists of a white long sleeves white shirt, a black tie, black pants and brown shoes.

The executive committee members were surprised to see her and gave her their utmost courtesy, greeting her while Mera just remained neutral yet appeared to stare at her in contempt as he seemed to know her, as the woman appeared to be someone Mera would rather not deal with her.

At surface, this woman seemed to be a nice, gentle, social and friendly woman, as she is seen almost the entire time wearing a smile on her face and acts relaxed and confident even during a crisis. Though the minority committee members can see through her facade as they can tell that she has an ulterior motive.

The woman, identified only as Makima, smiled and said that it was she who sent the three pro heroes to find Midoriya and his ACCOMPLICE, showing the picture of Haimawari, and that she instructed the pro heroes she sent to subdue and apprehend Midoriya and Haimawari through any means necessary, which Mera expressed shock and disapproval at what he just heard, demanding an explanation on why would she do that as Midoriya and Haimawari did not show any signs that they are a threat to public and national security.

Moreover, he told Makima that he heard a lot of intel that Midoriya saved lives while fighting the unidentified villains, yet Makima reiterated that both Midoriya and Haimawari are deemed threats and thus they must be subdued and apprehended immediately.

She then asked the executive committee members if they agree, which they unanimously nodded in acknowledgement.

"Yes, ma'am…"

Mera was not pleased with what Makima said and there he told her that she is making a grave mistake,. Reiterating that there is no proof that either Midoriya or Haimawari are threats to public safety yet Makima said that she already made her decision and that decision stands, hence the three pro heroes she sent are expected to bring in Midoriya and Haimawari by hook or crook.

"You can't be serious! I'm telling you…Izuku Midoriya is not a threat!"

"Yes he is. He possess a strange power. I was told that he was born Quirkless but suddenly he gained a power that is not registered in the Quirk registration list. Hence he must have gained an artificial Quirk…which is illegal. That alone justifies my decision. And therefore Midoriya…and his accomplice…must be dealt with. No questions asked."

"No…you can't! What you're doing is…"

"The decision stands. Midoriya will be apprehended and placed in restrictive custody. The same goes for the other person. No more, no less."

"You…this is…"

"If you have nothing else to say…get back to work…"

"Damn you…!"

"Whatever."

Makima then told the executive committee members to keep her informed about the current development in regards to the three pro heroes she sent in subduing and apprehending Haimawari and to find Midoriya, which the executive committee members obliges without question, as it is clear that the executive committee members do not want to get to her BAD SIDE so they acted like real, OBEDIENT DOGS.

"Yes, ma'am…"

The scene shifts outside the Omokageddo Antique Store, where Kamen Rider Beast tried to lead the three armored pro heroes away from the shop as glass shards from the front window are sent flying after one of the three pro heroes fired her crossbow indiscriminately and there Beast told them to stop as they are hurting innocent people inside the shop but the three pro heroes, who are rookies and just started working for the Hero Public Safety Commission, were not deterred and insisted that Beast surrender without question or suffer the consequences.

"Surrender now."

"No questions asked."

"Or suffer the consequences."

"You lot are crazy! You call yourselves pro heroes yet you're willing to hurt innocent people?"

"Warning ignored. Take him down. Through any means necessary. Those were our orders, so it's fine. Prepare to take him down."

"Okay."

"Damn it!"

The scene then shows that Onima safely evacuated Eri, Mineta and the injured Wajima, and there Burnin' and Kido went outside and confronted the three pro heroes – Glaive, Lance, and Larc – and told them that the trio committed a lot of gave offenses not befitting a pro hero and told them to leave immediately, but Glaive told Burnin' that they were given strict orders to take down anyone interfering, and made it clear that even Endeavor's sidekicks are no exception, hence Glaive said that the Hero Public Safety Commission gave them free reign and that they would vouch for him, Lance and Larc, much to the Flaming Sidekickers exasperations.

"What was that?"

"The Hero Public Safety Commission said that?"

"You heard us."

"So know your place."

"That's a huge lie!"

"There's no way the Hero Public Safety Commission would grant such authority to you lot!"

"Warning ignored. Prepare for battle."

"Okay."

Wanting to get this assignment finished immediately, Glaive immediately drew his weapon, a gladius, where energy emanated, while Lance brought out his polearm-like weapon which also exhibits energy while Larc prepared her crossbow whose arrows emit strong energy, and the trio told the Flaming Sidekickers to either get out of the way or risk being branded traitors and be arrested in the name of the Hero Public Safety Commission.

"Last warning."

"Stay out of our way."

"Or suffer the consequences."

"Screw you! We're not letting you recklessly do what you want!"

"And you're not taking the kid away for no justifiable reason!"

"So you idiots should be the ones who should leave!"

"Warning ignored. Prepare for battle. Kill them if necessary."

"Okay."

But the Flaming Sidekickers were not intimidated and told the trio to stop this foolishness and leave or else they would be forced to fight them to stop them from endangering other people. However Glaive, Lance and Larc were undeterred and issued the same warning at the Flaming Sidekickers.

"Definitely the last warning."

"Stay out of our way. And it's final."

"Or suffer the consequences."

"Screw you! We're not letting you recklessly do what you want!"

"And you're not taking the kid away for no justifiable reason!"

"So you idiots should be the ones who should leave!"

"Warning ignored. Mo more room for negotiation. Prepare for battle. Kill them if necessary."

"Okay."

As the two groups stood in utter silence, Beast just stood by the sides, unsure of what would happen next as he remained in a neutral position as he is not wielding a weapon and just stood there observing whilst wondering whether to make his move or let the Flaming Sidekickers make their move to settle the matter since this is between the pro hero groups.

Suddenly Larc made the move as she fired her crossbow and struck Beast, hitting him squarely on his neck area, and then fired three more successive shots, and Beast fell to the ground, clutching his throat as the blast somewhat produced an impact despite being in his armored form, and there Beast was gasping for air as he felt that his breathing is being obstructed by the attack.

Burnin' became concerned and realized that Larc made a dirty move and told Onima to check on Beast and see if he needs immediate medical assistance, which Onima nodded.

"Damn! Onima!"

"Yeah?"

"Quick! Check the kid!"

"Okay!"

"See how bad is the injury! If it's serious new may have to take him to the hospital!"

"Got it!"

"Hurry and go!"

"Okay!"

Larc uses the distraction to her advantage and fired another blast from her crossbow and struck Kido, knocking him down with enough force that incapacitated him, and there Burnin' was pissed and chastised the trio for fighting dirty but Glaive said that the Flaming Sidekickers are now under arrest for obstruction and for harboring a wanted person, and that the Hero Public Safety Commission gave them permission to use any tactics deemed necessary as long as it is within the bounds of the Hero Public Safety Commission, which Larc and Lance nodded in agreement.

"Lance. Larc. You know the drill. Take them down hard."

"Okay."

"Have them arrested for obstruction and interference."

"Okay."

"Kill them if you have to."

"Okay."

Not far, Medusa and Phoenix, in their human guises, were watching the scene from afar, and both were amused at what they are seeing, as this is a perfect way for them to find gates, with Beast being hunted by the Hero Public Safety Commission, while noting that Midoriya is nowhere to be seen, and Phoenix reluctantly said that as long as Midoriya doesn't show up he won't mind behaving, which Medusa told her fellow Phantom that it was a wise decision on his part.

"Looks like things are working in our favor."

"Hmph."

"Also, that boy hasn't shown up. I suppose that you whipped him pretty bad."

"I suppose."

"Then there's no reason for you to feel grumpy. You should do what Wiseman told us to do."

"Oh, fine. As long as that brat doesn't show up, I'll do what you ask me to."

"Very good, Phoenix."

"Hmph."

Hope you liked this chapter, as the current story arc is in progress as the White Wizard has plans for Midoriya, as he somewhat regained consciousness yet he is still badly hurt due to the heavy wounds he got from the Phoenix Phantom…though there were still no hints of the White Wizard using healing magic, so there has to be a catch here…

And it looks like the Flaming Sidekickers are about to get into a fight…
