Many thanks to those who read and reviewed this fic. I am really happy and this inspired me to bring in the next chapter, and here the story picks up where the last chapter left, in which Midoriya and Camie finds themselves into an unexpected situation…
But at the meantime, Togata makes his move and is doing something to help Midoriya and Camie…

Ch. 22: Mikkai
The Pussycat Agency.
The Pussycats Agency is the Hero Office that belongs to the Wild, Wild Pussycats.
The Pussycats Agency is a pink building located in a mountainous area. Its design resembles the face of a cat: the front door represents the mouth, with a cartoony cat smile and whiskers. Two round windows simulate the eyes, and the roof is decorated with cat ears and four cat's paw pads. The word "Pussycats" is written above the windows.
The interior of the Hero Office is full of cat-themed furniture and decor. Each member of the Pusycats has their own desk and seat, each with the corresponding color.
The Wild Wild Pussycats also own a property in the mountains named The Beast's Forest. It is an extensive wooded area that they use as a training camp, with cabins where visitors can stay featuring a dining hall, hot springs, and dormitories.
The scene shifts outside the office where the members of The Wild Wild Pussycats are seen preparing to go out on patrol, and there it consists of the following pro heroes:
- Mandalay
- Pixie Bob
- Ragdoll
- Tiger
As the team are about to head off, Togata came and there the Wild, Wild Pussycats blinked their eyes at seeing Togata panting after stopping as he ran all the way here, and there he approached Mandalay and gave her a note, and after reading it she slowly got the gist and uses her Quirk, Telepath and stared at Togata, where she stood still while showing a serious look on her face.
Pixie-Bob, Ragdoll and Tiger glanced at their leader and noticed that she had a serious look, and after a while Togata gave her his smartphone which she immediately hid it inside her pocket, and there she uses her Quirk to tell her fellow Wild, Wild Pussycats members to hid themselves at the secret hiding place near their office, which baffled the rest, yet they did so and as they hid, Togata is ready to leave when agents of the Hero Public Safety Commission came and alighted from an SUV, and confronted the Big Three leader.
"Mirio Togata."
"Third year student at UA Academy."
"With hero name Lemillion."
"Yes, that's me. What can I do for you?"
"We were given orders."
"You are to be summoned at the Hero Public Safety Commission headquarters."
"You have a lot of questions that needs to be answered."
"Me? Why? What's this about?"
The agents told Togata that the Hero Public Safety Commission wanted him for questioning in regards to Midoriya, and Togata reiterated that he has no knowledge of Midoriya's whereabouts and that he is not involved in his escape, stating that he only found out about the incident this morning, and also reminded the agents that the Hero Public Safety Commission unjustly arrested the first year students of UA Academy even though Bakugo admitted that he was the one who tipped Midoriya off and the rest of Class 1-A are not involved.
Despite Togata saying this, the agents insisted that Togata come along quietly, and the Big Three leader said that he would first get a lawyer before going with them, and the agents seemingly granted Togata's request, much to his surprise.
"I see."
"Very well."
"You may call your lawyer."
"Really?"
"Yes."
"Yes."
"Yes."
"Okay, just give me a moment…"
Though he sensed that something is amiss, Togata played along to deflect suspicions, and as Togata brought out his smartphone and is about to call his lawyer, one of the agents brought out a stun gun and jabbed it onto Togata's stomach and used a full charge, electrocuting him before he fell to the ground, and the agents handcuffed him before loading him inside the SUV, and left
Pixie-Bob, Ragdoll and Tiger stared wide-eyed as they glanced at Mandalay, asking her why are they letting Togata be taken away, and there she uses her Quirk to telepathically explain to her fellow Wild, Wild Pussycats about what he gained from Togata, and after getting some telepathic images from Mandalay about what happened earlier at Heights Alliance, the Wild, Wild Pussycats members realized that a SINISTER conspiracy is at work and that someone planned this and that Midoriya is possibly targeted for a reason.
"…and that's what happened…and now there's a reason to believe that something is at work behind the shadows…"
"No way…"
"Then the viral video involving Midoriya was a set-up…?"
"And then this massacre incident is also a part of a conspiracy…?"
"From what I gathered from Togata's memories…and if Bakugo acted alone…why would Rokuweru arrested the rest of Class 1-A since they are not involved in any way…"
"Mandalay is right…even two members of Class 1-B and a Support course student were also unjustly arrested…"
"And what's more…this impromptu arrest happened without the UA teachers' knowledge…and all of this happened in secrecy…"
"What are your orders then, Mandalay?"
There Mandalay instructed her fellow Wild, Wild Pussycats members to do business as usual so as to avoid arousing suspicions, which they nodded in agreement, and as they left, Mandalay sent emergency text messages to the following pro heroes, as she is FOLLOWING what the note Togata gave to her, and there she went back inside the Pussycat Agency and wait patiently.
Within 30 minutes the following pro heroes arrived, which many of them are wearing hats and trench coats as they were instructed to wear, and once inside, Mandalay greeted them, as the pro heroes removed their hats and trench coats and are staring at Mandalay, as the text message they received had a serious tone to it and sensed that something is seriously going on here.
The pro heroes who came to the Pussycat Agency are revealed as:
- Hawks
- Gang Orca
- Ryukyu
- Fat Gum
- Manual
- Edgeshot
- Mt. Lady
- Kamui Woods
- Shishido
There they asked Mandalay why the need to come hear in heavy disguise and the secrecy of coming here, though Hawks said that this has something to do with Midoriya, and the other pro heroes slowly realize this yet their opinions were divided after seeing the news on how MIDORIYA massacred the Royal Family, and are in doubt if Midoriya really went rogue and turn to villainy.
"First Midoriya is seen doing something pornographic on the viral video…and now this…"
"Did Midoriya really committed the massacre…?"
"I find this hard to believe…"
"I'm sure that boy would not…"
"I believe that Midoriya is innocent."
"Wait…if I remember…Midoriya said that he encountered a villain who can assume one's appearance…"
"Yeah, I heard that too…"
"So then…"
There Mandalay brought out the smartphone that Togata gave and connected it to a projector, where she played the footage which revealed what transpired at the first year dormitory of Class 1-A, where Fat Gum, Ryukyu, Shishido and Manual are shocked that Rokuweru ordered the arrest of the entire Class 1-A members, as well as Kendo and Tetsutetsu from Class 1-B, Hatsume of the Support course, Amajiki, Hado and Midoriya's mother despite Bakugo proclaiming that he himself alone tipped Midoriya about the impending arrest.
"What the…"
"No way…"
"Why would the agents…"
"Isn't that illegal…?"
"And the teachers are not there…"
"What the heck is the Hero Public Safety Commission thinking?"
"So something really sinister is happening here…"
"And this makes me think that the unjust arrest of the first year students is a plot to lure Midoriya out…"
There Mandalay uses her Quirk and told the pro heroes here that they are going to communicate telepathically, as she revealed that even Togata was unjustly arrested despite not being involved in the situation, and there she said that she believes that something SINISTER is at work here, as the acting principal of UA Academy seemingly allowed this to happen without hesitation.
Hawks telepathically spoke and said that he finds it strange that Muno-sensei just suspended Midoriya despite Class 1-A maintaining that he never left UA Academy or Heights Alliance, hence it is suspicious that Midoriya would engage in doing something pornographic and then lets himself get exposed on a whim, thus he believe that Muno committed a grave error when he had Midoriya ejected from Heights Alliance without confirming if Midoriya did that or not.
Fat Gum then interjected, saying that something like this should only fall into the jurisdiction of UA Academy and the police, hence he finds it questionable why agents of the Hero Public Safety Commission would come to Midoriya's apartment and confiscated his provisional hero license. He also said that if Midoriya is at his apartment during the time that the Royal Family was massacred, it's impossible for Midoriya to travel between his apartment and at the Royal Palace given the distance of the two scenes.
Ryukyu agreed, as she suspected that something is indeed going on, as Rokuweru authorized the unjust arrest of Class 1-A even though they are not involved, as well as arresting two of Class 1-B, Hatsume and even Midoriya's mother, and that Rokuweru did not even coordinated with the faculty staff members of UA Academy, hence it is imperative that Nezu must be informed of what is happening, as he is the only one who can override Muno's temporary authority.
"Then the best we can do is SECRETLY contact Nezu and All Might. They are the only ones who can make Muno submit, and only he can defy the Hero Public Safety Commission and pressure them to release the students."
"Yeah!"
"Yeah!"
"Yeah!"
"Yeah!"
"Yeah!"
"Yeah!"
"Yeah!"
Edgeshot, Mt. Lady and Kamui Woods suggested that they should secretly do a surveillance at the Hero Public Safety Commission, saying that Rokuweru has to be exposed for his actions, and even suggested that they go undercover in order to get information on where the UA students are taken and detained, which Hawks said that he can use his Quirk to get some surveillance and see if he could gather information, which the rest of the pro heroes nodded in agreement, seeing that something bad might happen to the first year students of UA Academy given that the Quirk-blocking devices are restraining them and that the League Of Villains might take advantage and cause a massacre.
"And that's that. I'll use my feathers and place them in Rokuweru's office and other places. For now the rest would do as usual, but Ryukyu and Fat Gum would subtly inquire to Rokuweru about the arrest, and depending on how he would respond, I think we would have reason to cast doubt on him and suspect that he is working with a villain. So are we in agreement?"
"Yeah!"
"Yeah!"
"Yeah!"
"Yeah!"
"Yeah!"

Meanwhile, the scene shifts somewhere else where Midoriya and Camie are facing an unexpected crisis, as one of the traveling diners told the two teens that the Hero Public Safety Commission commissioner made an announcement on TV where he raised the reward to one billion Yen and will be given to anyone who can provide the information on where Midoriya and Camie are located.
Yoarashi stared in disbelief at what he just heard, and there he told Midoriya and Camie to get going, as their presence would cause a riot which eyewitnesses would brawl with one another just to get their hands on the one billion Yen reward.
"Midoriya…Camie…you guys better get going!"
"Eh?"
"But..."
"The Hero Public Safety Commission has gone mad…they're enticing the public to go after you because of the bounty placed on you!"
"Damn…"
"No way…"
"Just hurry and go!"
"…"
"…"
Suddenly, someone showed up, and the diners and Yoarashi stared wide-eyed at seeing who appeared, where the new entrant appeared to be a pro hero who is dressed like a Chinese-themed imperial soldier while sporting an armor that has a combined motif of a Chinese dragon and a grape, which his costume and grape-like armor are colored green and purple. He is also armed with a blaster-like gun and stood there glancing at Midoriya and Camie.
There he revealed to the two teens about himself, introducing his name and status as a professional pro hero, the Dragon-Grape Hero, Ryugen, and said that on behalf of the Hero Public Safety Commission, he is tasked with taking down Midoriya and Camie as the commission deemed them as ARMED AND DANGEROUS, and that Ryugen was given permission to use lethal force when necessary.
"You must be Izuku Midoriya…aka Deku. And you must be Camie Utsushimi…aka Maboromicamie."
"…"
"…"
"After you massacred the Royal Family the Hero Public Safety Commission deemed you as ULTIMATE THREATS. Hence I am constrained to take you down if necessary."
"We didn't kill the Royal Family!"
"We were impersonated!"
"Anything you say may and will be used against you. If you wish to live, surrender unconditionally. Otherwise I will be permitted to take you down the hard way."
"…"
"…"
Midoriya and Camie could only stood in disbelief at hearing this, and Ryugen sees this as an act of defiance, and brought out what appeared to be a blaster gun and opened fire, as the blast was aimed towards Camie, and Midoriya instinctively pulled her towards him, narrowly saving her, but this resulted in the blast hitting a bystander behind, and he was struck on the head, causing his immediate, BLOODY death, and Midoriya stared wide-eyed at what he just saw, and berated Ryugen for what he did.
However, Ryugen reasoned that it was Midoriya's fault because he made Camie dodged it and made it clear that the Hero Public Safety Commission gave an edict in which Midoriya and Camie would be brought to the Hero Public Safety Commission, whether alive or dead, and he said that Midoriya and Camie chose to resist, hence the necessity to use lethal force.
"Well…that's what the Hero Public Safety Commission said to all LEGITIMATE pro heroes. We are given permission to take you down through any means necessary."
"…"
"…"
"You chose to defy a pro hero, hence this is what happened…"
"…"
"…"
"So if you don't want to die…surrender now. Otherwise…"
"…"
"…"
Camie was shaken by what just happened and told Ryugen to stop, saying that she would turn herself in as she is unwilling to let another innocent bystander get hit by his INDISCRIMINATE SHOOTING, which Midoriya was surprised, and yet he wondered if Ryugen would accept her gesture of surrender, and as Midoriya is pondering on doing the same, Ryugen opened fire again, which Midoriya SENSED THE DANGER and pulled her back, which the blast narrowly missed her left ear.
Camie was shocked and asked Ryugen what is he trying to do, which he said that he deemed her as ARMED AND DANGEROUS after SEEING how she massacred the Royal Family, hence he sees that killing her is needed in order to prevent her from escaping, much to her horror and disbelief.
"Its like this…the live footage that the police showed…it proves that you are an ULTIMATE-LEVEL threat, which means that your gesture of surrender would only be a ruse…well, that's what the Hero Public Safety Commission said, and told all LEGITIMATE pro heroes to be wary and be RUTHLESS. Thus are given permission to take you down through any means necessary."
"What…?"
"I firmly believe that you are dangerous to the public. Since you chose to defy a pro hero by evading me, it is enough for me to take you down HARD…"
"You…you…"
"So you better resign to your fate…as you chose to embrace villainy by doing that scandalous viral video then massacre the Royal Family..."
"We didn't do that…!"
"Too late. Now accept your fate and be taken down…"
"!"

Hope you liked this chapter, and though Togata is unjustly arrested, his efforts paid off as he managed to approach the Wild, Wild Pussycats and gave them what Midnight assigned him to do…and now a select group of pro heroes are SECRETLY meeting and came to an agreement that a conspiracy is happening which led to the current situation at UA Academy…
Midoriya and Camie are facing deeper trouble as a pro hero showed up and made it clear that he is tasked to bring Midoriya and Camie…DEAD OR ALIVE…and it showed that Ryugen came close to killing Camie I not for Midoriya's prompt reaction…

Something unexpected will happen…which might put Midoriya and Camie in a serious, precarious situation… and then another unexpected situation struck UA Academy…which might result in a CIVIL WAR…
