Many thanks to those who read and reviewed this fic. I am really happy and this inspired me to bring in the next chapter, and here the story picks up where the last chapter left, in which Midoriya and Camie finds themselves into an unexpected situation…
But at the meantime, a pro hero makes an attempt to try persuading the Hero Public Safety Commission to let Class 1-A go…

Ch. 23: Kinsetsu kōgeki
Yoarashi was shocked at what he just saw, as Ryugen seemingly shot and killed an innocent bystander even though it was accidental yet he also realized that the shot was meant for Camie and she would have received the fatal shot had she not dodged it, and there he confronted Ryugen and demanded an explanation on why he is trying to shoot an unarmed girl who didn't resist as she just stood there, yet Ryugen seemingly ignored him as he is fixated on the shocked Camie, who just stood there in utter disbelief.
"Hey!"
"…"
"What do you think you're doing?"
"…"
"Why are you shooting an unarmed girl? She's not a threat right now!"
"…"
"Are you listening?"
"…"
Seeing the dead bystander on the ground, which is lying in a pool of blood, Camie was shaken by what just happened and told Ryugen to stop, saying that she would turn herself in as she is unwilling to let another innocent bystander get hit by his INDISCRIMINATE SHOOTING, which Midoriya was surprised, and yet he wondered if Ryugen would accept her gesture of surrender.
Some of the other bystanders began to sympathize with Camie and began to believe that she is innocent and told Ryugen to stop, saying that his actions are contradicting his status as a pro hero and that Camie said that she was willing to turn herself in, hence there is no need to shoot her down recklessly.
"Hey you!"
"Are you really a pro hero?"
"Why shoot a girl who isn't armed and isn't trying to escape?"
"Are you that kind of guy? A trigger-happy?"
"I'm starting to think that you're not a pro hero!"
"Are you really a pro hero?"
"Where do you see a pro hero wanting to shoot someone who didn't do anything?"
"I bet you're a fake!"
As the bystanders are starting to rally in support of Camie, a baffled Midoriya is pondering on doing the same by offering to turn himself in so as to prevent more casualties, but suddenly Ryugen opened fire again, which Midoriya SENSED THE DANGER and he instinctively pulled Camie back, which the blast narrowly missed her left ear.
Camie was shocked and asked Ryugen what is he trying to do, which he said that he deemed her as ARMED AND DANGEROUS after SEEING how she and Midoriya massacred the Royal Family, hence he sees that killing her and Midoriya is needed in order to prevent them from escaping, much to her horror and disbelief.
"Its like this…the live footage that the police showed…it proves that you are an ULTIMATE-LEVEL threat, which means that your gesture of surrender would only be a ruse…well, that's what the Hero Public Safety Commission said, and told all LEGITIMATE pro heroes to be wary and be RUTHLESS. Thus are given permission to take you down through any means necessary."
"What…?"
"I firmly believe that you are dangerous to the public. Since you chose to defy a pro hero by evading me, it is enough for me to take you down HARD…"
"You…you…"
"So you better resign to your fate…as you chose to embrace villainy by doing that scandalous viral video then massacre the Royal Family..."
"We didn't do that…!"
"Too late. Now accept your fate and be taken down…"
"!"
Seeing that Ryugen's actions are bordering on homicidal tendencies, Yoarashi is forced to use his Quirk and sent Ryugen flying before colliding against a parked car, and there he told Midoriya to take Camie and find an expert lawyer to help them clear their names and expose the true culprits, saying that he now believe that something is going on at the Hero Public Safety Commission after issued a bounty which seemingly emboldened the pro heroes to go after them whether dead or alive.
He also told Midoriya that he is leaving Camie to him as he is the only one who can protect her now, as her family and Shiketsu High unjustly disowned her.
"Midoriya…take Camie and go!"
"But…"
"You're the only one who can protect her! You two need to find a way to clear your names!"
"Yoarashi…"
"Shiketsu High disowned her! Camie's family disowned her as well! She got no one else but you!"
"…"
"So hurry and go!"
"Yoarashi…"
As Yoarashi began to keep Ryugen from getting up, the bystanders told Midoriya and Camie to get going, and urged them to hide and find a lawyer, while others suggested that they leave Japan and seek international help, reasoning that the Hero Public Safety Commission and the police can no longer be trusted, which puts pressure on the two teens.
Left with no choice, Midoriya and Camie reluctantly boarded the car and sped off, as they are slowly getting distressed at what happened just now, and remembering what Yoarashi whispered to him, Midoriya gritted his teeth as he headed off to a certain route, and Camie asked where are they heading to, which he said that Yoarashi SECRETLY instructed him to head there, reasoning that it is the safest place for the time being and to allow him and Camie to assess the situation before making their next move.
"Huh? Inasa said that?"
"Yeah, he did…"
"Why would he…?"
"We'll have to trust his words for now. The police and the Hero Public Safety Commission seemed to be after our necks…"
"Why…why would…"
"There's no other way…we'll have to lay low for now…"
"…"

At the Hero Public Safety Commission headquarters, Rokuweru just entered the office and is about to ask his subordinates for updates on the latest situation, which they told him that right now they dispatched some pro heroes in finding Midoriya and Camie, and there Rokuweru told his subordinates to continue monitoring the situation.
Suddenly, one of his other subordinates came, and told him that of the arrested Class 1-A students, a few of its members were not accounted for, namely Shoto Todoroki, Momo Yaoyorozu, and Toru Hagakure. This made Rokuweru stare in dismay and there he told his subordinate to take several agents and a few pro heroes with them and head for Heights Alliance, and arrest anyone trying to obstruct the operation, which Rokuweru's subordinates nodded in acknowledgement.
"Yes sir."
"Yes sir."
"Yes sir."
"Yes sir."

"Yes sir."
As the subordinates left, Rokuweru is about to make a cup of coffee when Endeavor came unannounced, and there he glared at the acting commissioner and demanded an explanation on the following topics:
- Why confiscate Midoriya's provisional hero license over a viral sex video when it hasn't been confirmed if it is Midoriya who is involved, and that kind of case falls within the jurisdiction of the police and UA Academy;
- Why unjustly arrested the entire Class 1-A members when Bakugo himself admitted that he ALONE tipped off Midoriya about the impending arrest yet Rokuweru unjustly facilitated the arrest of Class 1-A when they are not involved;
- Arresting other students and even Midoriya's mother;
- Not coordinating with the faculty of UA Academy and that the unjust arrest was done in secret;
Rokuweru just smiled and said that it is standing operating procedure and that because of Midoriya's CLOSE TIES with his classmates, Rokuweru deem Class 1-A as potential conspirators hence the need to restrain them and to investigate them for their ALLEGED INVOLVEMENT, and there Rokuweru ordered Endeavor to turn his son, Shoto in, saying that he is deemed a suspect as well, reasoning that he believe that Endeavor is HARBORING a potential conspirator to frustrated murder.
This angered Endeavor as he HEATS UP and sternly berated Rokuweru for the unjust arrest of Class 1-A, even dragged Midoriya's mother in this, and for not providing them a lawyer, where Endeavor warned of the repercussions if this went public, which Rokuweru just smiled and said that the course of the investigation will determine the rest.
"You should let the investigation take it's course, sir. That's the way it should be."
"What did you say…?"
"The entire class where Midoriya belonged to are potential accomplices…hence there is reasonable doubt to believe that they were harboring him…"
"How can you say that? Bakugo admitted that he ALONE told Midoriya! The rest of Class 1-A are in the dark…"
"Regardless…they are deemed accomplices and they are going to be thoroughly investigated and interrogated…"
"Arresting them for no justifiable reason…not disclosing this to the public…not even providing them a lawyer…do you realize what…"
"The Hero Public Safety Commission will thread that scenario when the time comes…for now I am ordering you to turn your son in this instant."
"…"
In a surprising turn of events, the parents of Class 1-A, Kendo and Tetsutetsu barged in, and they are shoving the guards aside as they demanded an explanation from Rokuweru about the unjust arrest of their children, as they were not informed of this, which they found out that their children were arrested by the Hero Public Safety Commission several hours ago, and only found out just now (the time of the arrest of Class 1-A happened in the morning, and right now the time is 13:00).
"You!"
"You damn son of a bitch!"
"Where did you take our kids?!"
"Why didn't you tell us that you had them arrested?"
"What's more, you just arrested minors who are not involved!"
"How could you?!"
"Where did you take them?!"
"Tell us!"
Endeavor glared at Rokuweru and told him that this is what he meant, and there he approached Mitsuki Bakugo and asked how she found out, which an enraged Mrs. Bakugo said that someone sent her a video of Class 1-A being loaded inside a van, her son and his classmates are in handcuffs and fitted with Quirk-blocking devices, and that there were no witnesses around.
Mrs. Bakugo also said that in the video there were no teachers around and that even Inko was amongst the arrested, along with the fact that none of the Class 1-A members' families are notified of this and if not for the video sent to them the parents would never found out about this, and there the parents demanded to know where their children are.
"Damn you! Damn you and the Hero Public Safety Commission!"
"You damn son of a bitch! Now I really lost respect towards you!"
"Where did you take our kids?!"
"We want to know why you had them arrested! Why did you violate their rights!"
"What's more, you just arrested minors who are not involved! You damn piece of shit!"
"How could you?!"
"Where did you take them?!"
"Tell us!"
Rokuweru just smiled and assured to the parents that their children ARE IN SAFE CUSTODY and are undergoing INTERROGATION and will inform the parents when the students would be released, which didn't sit well with the parents, and demanded to Rokuweru to tell them where the students are, saying that they have no idea how they are doing and the fact that they do not have a lawyer representing them.
"Damn you! Damn you and the Hero Public Safety Commission! You expect us to calm down when you wouldn't answer our questions?!"
"You damn son of a bitch! Now I really lost respect towards you! We ought to sue you!"
"Where did you take our kids?!"
"We want to know why you had them arrested! Why did you violate their rights! Answer us, damn you!"
"What's more, you just arrested minors who are not involved! And they didn't have a lawyer! You damn piece of shit!"
"How could you?!"
"Where did you take them?!"
"Tell us!"
Suddenly, one of the subordinates came in and told Rokuweru an unexpected news, saying that Class 1-A escaped custody despite the fact that they are still fitted with Quirk-blocking devices, and MURDERED several of the interrogators, which made Endeavor and the parents of Class 1-A suspicious, as they know that Class 1-A would never do something like that, especially with their Quirks currently blocked.
Then a live news flash showed, where members of Class 1-A, still fitted with Quirk-blocking devices, are armed with high-powered weapons like machine guns and the like, stormed the Senate building, where a meeting amongst the senators and congressmen are ongoing, and there Class 1-A opened fire, shooting at the lawmakers while the rest uses grenades, and in a shocking turn of events, everyone inside the Senate building are dead, with all the senators and congressmen massacred.
Class 1-A fled after the incident leaving reporters as the only survivors and they were forced to make a live news report about what just happened inside the Senate building, with the cameramen showing the live footage of the corpses of the massacred lawmakers.
Endeavor was quite shocked at seeing this yet he is quite sure that Class 1-A would not do this, but Rokuweru said that what Endeavor saw just now is proof that Class 1-A has become FANATICAL and would what it takes to prevent authorities from arresting Midoriya and Camie, and there he told the parents that their children has EMBRACED VILLAINY and thus it is enough reason to deem them armed and dangerous, thus the necessity to use lethal force if and when necessary.
The parents would not accept this and said that their children would not do that and made it clear that they are going to sue Rokuweru and the Hero Public Safety Commission, though Rokuweru wasn't fazed until another live news flash showed that Class 1-A are attacking the headquarters of the Wild Wild Pussycats, and there it shows that the following pro heroes are being killed off:
- Gang Orca
- Ryukyu
- Fat Gum
- Manual
- Edgeshot
- Mt. Lady
- Kamui Woods
- Shishido
The reporter and her cameraman watched in shock as Class 1-A riddled the pro heroes with bullets which they slumped to the ground, and moments later Class 1-A brought out RPG (rocket-powered grenade) and opened fire, shooting the fallen pro heroes several times before being reduced to charred carcasses, which would make autopsy impossible, and before leaving, Bakugo led his classmates into shooting down the Wild Wild Pussycats hero office using the RPG, and the place was reduced to burning debris.
The fleeing Class 1-A members then boarded what appeared to be a stolen SUV and fled to an unknown direction, and the reporter is horrified at what she witnessed and is forced to report what she saw to the public, and within minutes it generated a lot of controversy, and back at the Hero Public Safety Commission headquarters, Rokuweru told the parents to REFLECT what just happened, his tone shows that he is making it appear that their children are guilty of the crimes they just committed.
There he summoned the guards and had the parents escorted out of the building, and then Rokuweru told Endeavor to surrender Shoto or else the Hero Public Safety Commission would be compelled to revoke Endeavor's Hero license and be charged for obstruction.
"What was that?"
"You heard me, Endeavor…"
"…"
"Surrender your son immediately. Or else we would be compelled to revoke your hero license, thus you can't become a pro hero."
"Are you blackmailing me…?"
"Of course not. We are a REASONABLE institution."
"…"
"So better do it now before its too late…"

Hope you liked this chapter, as Midoriya and Camie's situation intensified, and now they are forced to go on the run after learning that the Hero Public Safety Commission placed a the two teens,. Emboldening some pro heroes to go after them and willingly kill them just for the reward and recognition, thus prompting Yoarashi to go into action to allow Midoriya and Camie to make a run for it…
Looks like Class 1-A's parents found out about what happened to their kids, and tried to pressure Rokuweru to reveal their children's location yet he wasn't fazed despite Endeavor's threats, and it looks like Rokuweru found a leverage as live footage showed that Class 1-A seemingly ESCAPED and massacred all lawmakers inside the Senate building and even massacred many pro heroes, and then Rokuweru threatened Endeavor by having his Hero license revoked if he doesn't surrender Shoto…

Something unexpected will happen…which might put Midoriya and Camie in a serious, precarious situation as they are forced to go on the run now that other pro heroes are jumping on the bandwagon after hearing that the Hero Public Safety Commission is giving EXTRA INCENTIVES… and then another unexpected situation struck UA Academy…which might result in a CIVIL WAR…
