Chapter 16: Magical Actions Against Detroit

Detroit, Michigan

Detroit PRT Base

As I hover over the city, I can say with absolute confidence that this place is a shit hole. Lots of dilapidated buildings and graffiti, the smog of industry, and the feeling of hopelessness. I'm going to have to do the same thing as I did in Chicago here, aren't I? At least according to the packet I read on the way here, there should be at least a few neat villains to fight. The PRT base also looks like it needs a good fixing and a fresh coat of paint.

Gods, why can't the heroes of this world do some actual good? Most of what I see online is them just fighting in the streets. I don't see a lot of them fixing the damage they do afterward. Is this going to be my job as part of the PRT? Doing the entire job of the local heroes since they just sit around most of the time? I sigh, I decided to join these people so I guess I will keep doing this till I can have a good excuse not to be a part of them.

I float over to the front door and peer through the front door. The glass dares to impede my eyes so I use the heat vision thing. The gray-scale view reveals to me that there is someone at the front desk. The head of the blob moves to look at the door and it goes dimmer slightly. I wave at them. The blob gets even dimmer, I turn off my eyes and open the door. The lady receptionist looks both startled and confused.

After whipping out that fancy ID card I was given when I started working with the PRT, I am given directions to the Directors office. The inside of the base is fairly clean, I can tell they use good wax for the floors. I'm going to have leave some snow clones around to start fixing things. I didn't see any of the local capes or Wards around which is mildly odd. I also brought one of the healing pillars with me do give these guys. The path to the director is quick with minimal turns, and the inside of the office is sparse but functional.

The woman inside is shorter than me, which is new. She has long gray hair and she looks very pale. Her emerald green eyes seem to attempt to burn me as she glances up from her computer.

"Hello, I am Magnus Mysthaven," I salute her with my hat, "You must be Director Mccormick." She does not look amused.

She clears her throat, "I am. It's good to have you moved over to the Detroit branch Magnus. We need all the help at the moment." Oh good. Actual work.

"I brought over a Healing Pillar for this base to use. Think of it like an Area-of-Effect version of Panacea's power. It should fix more or less everything wrong with people who are within 5 feet of the pillar. It will take a while but after about 5 to 10 minutes, whoever is in the range of it should now be perfectly healthy. It doesn't need a charge for at least 2 months so you don't have to worry about using it sparingly." She seems stunned.

She regains her composure, "If you don't mind you can put it in the lobby," I nod, "To get back on topic, I've been dealing with multiple gangs and independents treating my city like their own playground. From a few people more or less conquering the riverfront, to a Slaughterhouse 9 analog running around. Hell, one of the groups calls themselves "Murder Inc.!" she is getting more and more animated as she goes on.

"I see, so me being here is going to be an improvement?" she nods. I wonder if these gangs will actually put up a fight or at least make me put some effort into stopping them.

"To put it bluntly, I'm going to use you to clear as much of the gangs as decisively as possible. Too many of them have been exploiting the people of the city. Since you are prolific in your abilities to both fix cities and do actual combat, I'm going to be sending you off on your own to deal with the threats one at a time." Ah yes. I get to fight people.

"Do you want me to go around beating people up or?" she sighs.

"No, I don't want you going around to beat people up. Your first assignment is to deal with Slag and Phosphorus. Slag acts like a brute and Phosphorus tries to act like one of those gentleman villains. Their little fiefdom is over by the riverfront." I think I saw those names in the packet. They can turn into burning skeletons or something.

"Alright. Any particular rules I have to follow?" her glare re-manifests.

"No killing of anyone you bring in. No civilian casualties. And minimize property damage, Understood?" I nod. Seems simple enough.

"Is property damage a common thing that has to be warned about?" she sighs.

"It's common enough. I read that you don't cause excessive amounts of destruction but it's better to be safe than sorry. Do you have any other questions?" oh yeah.

"Can I leave some of the snowclones around? They're harmless, and they like to clean and fix things." She nods. Now I can have a set of ears in the base. Also, they get to tell me new curse words.

She dismisses me to go do my task, with the time limit being the end of the day. It shouldn't be more than an hour or two, most of which is the travel and looking for them. Since they most likely run their area using fear and intimidation, I could probably just call them out in the open. I go to the lobby and pull out the jar holding the pillar. I dispel the shrinking and set it to its standard area of healing.

I should probably plan the rest of my day since I don't expect much of these villains. I could go to the hospitals and clinics and leave pillars there to help. After defeating them, I will have to burn an hour or two fixing these "slums". They have all these powers but they can't fix their own damn cities. I should start demanding things. But what could they offer me that I can't make on my own? Bah, I will figure this out later. I fly across the city which will house me for the next couple of months. I see the potential for greatness, it just needs me to clear out the parasites and brush off the dust.

10:10 AM

I forgot I'm faster now. If my phone is correct, I should be in the right spot. before I go and "start shit", I should review what I know they do. The packet says that one of them can superheat whatever they hold in their hands while the other can generate fire projectiles. Their transformations apparently provide decent defenses. I shouldn't risk using any damaging spells so I guess I have to beat them with Crime Fighter my enchanted quarterstaff.

I cast [Invulnerability to Elements] and [Greater Heroism] as prior to my arrival, I had already cast [Epic Mage Armor] and [Mindblank]. Judging by the signs and graffiti, think this is the central area in which these villains squat. How shall I provoke them?

Guess it's time for the classic. I inhale before shouting, "GET YOUR BITCH ASSES OUT HERE!" and now my throat hurts.

After a few moments of anticipation, a commotion comes from the largest building. The front door explodes outwards revealing a being that has its skeleton glowing so bright that its body is barely outlined. And he is Pissed. Good. I land 30 feet away from him.

He points at me, his voice seems to boil the air around him, "You little shit! Do you think you're some big shot just because you fought off Behemoth? Do you know who I am? I run this shit. I'm Slag!"

I sigh.

"Yes yes. You're the big man. Look are you going to do something or do you need your brother to hold your hand for this? I promise I will wait for him." that did it.

He let out this rage-filled roar and charged me, his feet seemed to boil the pavement with each step. If I remember how to do this, all I need to do is wait for him to swing wildly. He reaches me and throws out a violent haymaker. As he swings, I duck down and swing my weapon at his shin. The crunch tells me I did it right. As he lay there, clutching his leg, I battered him with my weapon. He drops by the fourth swing. His power dispels after he is unconscious, revealing a large man with a tattoo on his chest that says 'Damaged' and the words 'Love' and 'Hate' on the knuckles of his right and left hand respectively but overall unremarkable. One down, one to go.

I grabbed the large man and lugged him over my shoulder as I entered the building. The people inside did not impede me as I found an empty room to leave the man inside off while I looked for the other brother. It's kind of fucked up that he didn't even try to come help his brother. I would have still won but it's the thought that counts. I use a casting of [Limited Wish] to cast an [Arcane Lock] on the door. That should keep anyone from trying to save him from actually saving him.

His brother was on the top floor. He sits in his office, already transformed into a flaming green skeleton. Strangely, his purple suit and tie are unharmed.

He clears his throat, which is funny, "I see you dealt with my brother."

I lean against my stick despite floating, "All I had to do was hit him with my stick a few times. Do you have anything to say before you join him?"

He leans back in his chair, "You could join me." Oh gods, he is actually trying.

I roll my eyes, "I have literally no reason to join you."

He is undeterred by this revelation, "Think about it. You must know of my reach here in Detroit. I could get you all the drugs, women, and money that you could ever want. All you have to do is join me." I'm pretty sure I can get drugs and money on my own. I can figure out perusing love when I have time.

"Anything else?" he snorts.

"I can help you get away with killing the capes I allow you to. Can't have you driving away the business." Do people think this would work for me? Is it my face?

I make it look like I am thinking about, using a {Silent} {Still} [Hold Monster] to snag him in his chair. He gains a purple glow on top of the green fire coming from him. I float over and begin to hit him over the head till his transformation ends. I dismiss the spell as he goes limp. Hm. I go over and check his pockets. I take whatever he has and stuff them in my bag.

I check my phone. It took me about 10 minutes for all of this. Well since I have time, I should use that new thing Riley gave me when I told her about some Divination spells. I pull out the handheld meat thing. It has two slots for glass vials. I press the meat thing against the inside of his elbow, its pokey bit shimmies slightly as it finds a vein. He does not stir as it fills 2 small vials full of his blood. I take out the now-sealed vials and stuff them in the cold box. With fresh blood, I can always find him if he ever escapes. I drag him toward his brother's area. I think everyone ran away since heat vision shows only square blobs instead of people-shaped ones. I dispel the lock and repeat the process with the larger brother.

I have an idea. I dial Control and ask them to patch me to the director.

"Magnus? It's been about 30 minutes. Did you find them already?" I poke at the unconscious forms of the B-listers.

"I already subdued them. But I have a question." I hear paper shifting around.

"Go on." I'm pretty sure my idea would work if it worked on Crawler.

"I can suppress their access to their Parahuman ability wholesale if I am allowed to curse them." I can hear everything go still on the other line.

"How sure are you of being able to do this? This is serious Magnus." She sounds agitated, Is suppressing Parahuman powers strange?

"I have tested this and I can guarantee the results are total and long-lasting. I can also make it temporary if you feel that doing that makes more sense." I hear distant rapid footsteps.

She clears her throat, "Make it perma-" I hear a chair move which leads to a different voice talking, "This is Vice-Director David Martinez, belay that order. Have your curse only last 5 days time. Understood?" I can hear her struggle to get the phone away from this man.

"Understood. Do I stay with the villains till some officers come by to get them?" I can hear him say 'Ow'. Something about a heel?

He continues, "Yes. They should be there in 10 minutes tops." I can hear a scuffle before the line hangs up. Well, that's not my problem right now.

I press my hands against the older brother's back. I use a [Wish] to emulate a [Greater Curse] to disavow him from any and all access to his power in any manner and any form it shows up as. My arcane mark appears briefly on his back before it manifests as a tattoo on the same spot. I repeat the process with the other brother. Now I have 7 minutes to burn. I guess I can start using those wands to fix things around here. I drag the brothers outside and lay them on the curb.

While I am looking around to see where to start, a homeless man approaches me slowly. He gets within 5 feet of me before very slowly pulling out a card. A very clean card. I decide to take it. It says "Meet me in 20 minutes at… Null". Well, now I have something to do later. I think Null is one of the villains said to be immune to all powers.

I turn back to the homeless man and pull out a wad of cash I had from the 9 raid. I pass him the whole wad and wave him off. Hopefully, that amount helps his current situation.

I remember the other brother also has pockets. I take whatever was in his pockets and stuff them in my bag for later. Now I play the waiting game.
