The Minister of Magic now included a diverse and powerful group of individuals: Gandalf, Radagast, Albus Dumbledore, Merlin, Nostradamus, Roger Bacon, Michael Scot, Paracelsus, Simon Magus, Agrippa Von Nettesheim, John Dee, Albertus Magnus, Alatar, Pallando, Geralt of Rivia, Cornelius Fudge, Rufus Scrimgeour, Dolores Umbridge, Arthur Weasley, Percy Weasley, Kingsley Shacklebolt, and Bartemius (Barty) Crouch Sr. This formidable council worked together to guide and support the magical community, which, unlike the secrecy of the Harry Potter books, was openly integrated into Unity City.

The influx of allies continued with the arrival of Chas Chandler, Zed, Kit Ryan, Epiphany Greaves, and Gemma Masters, who joined Unity City to support John Constantine. Recognizing the need for dedicated leadership, John Constantine established District 43 and appointed Chas Chandler as the district leader.
