Arcturus Black strode in the Ministry of Magic of Britain as if he owned the place and nobody deserved to be there except for him. He went straight to the Wizengamot Chamber and entered the Antechamber. Very few people knew about this Chamber of the Wizengamot as only the Heads of the Most Ancient and Most Noble Houses were introduced to this chamber after they are first sworn to their office in the yearly October session. There are 4 mandatory sessions – January, April, July, and October. It is in the October session that new members of the Wizengamot can declare their ascension and declare themselves a part of the governing body. This Antechamber is the meeting room of the Heads of the Most Ancient and Most Noble Houses where they discuss important matters like whether the Minister for Magic should be allowed to continue the term or not; or of a crime has been committed against one of these houses. Only the Minister for Magic and the Head of DMLE can call for the Wizengamot to assemble the trials. What they do not know that the Heads of the Most Ancient and Most Noble houses can call for an emergency meeting using a device that was present in this very room. That is the book lying innocently on the pedestal.
Arcturus swiftly moves towards the Book and presents it with his Head of House Ring. As soon as the Book judges him worthy of using it, he quickly writes down the time of emergency session and the reason for the call. Within minutes an emergency notice is sent to all the members of the Wizengamot to assemble in the chamber within the next two hours. All he must do now is wait for everyone to assemble.
2 Hours Later
The chamber was in chaos. All around people were shouting at each other and trying to find out who had called the meeting and why was a full session of the Wizengamot called without prior notice. Most of the people who had kids wanted to know why they were pulled away from their vacations. Arcturus Black was in his seat trying to keep a straight face and not try to give away his position before it was time for him to do his part.
A bang went off in the center of the sacred halls which drew the attention of everyone. Albus Dumbledore put his hand down and spoke. "If everyone could please quiet down, we can find out why we are all here." He indicated to the scribe to look through the book and see what happened. Arcturus had to say that he was playing the part perfectly!
The scribe, "name" called from his seat, "Chief Warlock, The Most Ancient and Most Noble House of Black has called for this session on the grounds of injustice for one of their members." Everyone looked towards Lucius Malfoy for an explanation. This infuriated Arcturus as he did not want the blond peacock to represent his Noble house. He immediately lit up his seal drawing the attention of the noble halls. Everyone was shocked to see Arcturus himself present as they were under the impression that he had given his seat to his successor who they assumed was Draco Malfoy. "Contrary to the things that rumors suggest, I am still in good health and had not abdicated my seat to people who do not deserve it no matter how much they wish it." Arcturus couldn't help throwing Malfoy under the bus with the other members. "I personally called this emergency session of the Wizengamot-"He was interrupted by the most annoying voice he had ever heard. "Mr. Black, I was under the impression that only the Minister of Magic could call in the emergency meeting of the Wizengamot. How were you able to do something that you are not authorized to do?" said Dolores Umbridge. She was sitting high and mighty in the Ministerial box and Arcturus just wanted to put her in her place, but it was not him who replied to her.
Lady Longbottom stood up from her seat in anger and said, "Ms. Umbridge, I would like to draw your attention to 3 very important facts. No. 1. is that the correct for to address for Lord Arcturus is Lord Black or Lord Ravenmoor not 'Mr. Black' and I will personally take offence on his behalf! No. 2 It is better to keep quiet if you do not know the rules and allowances that the Most Ancient and Most Noble Houses enjoy in this Wizengamot. No. 3 is that you are here on the courtesy of the Minister and are not allowed to speak here. Especially since you are not allowed to interrupt a Head of House no matter which house they belong to, so you had better apologize to Lord Black. You better not try to correct people when you are not able to even sit in this body!"
