I have some news from the PRT grapevine.
It's been confirmed by both Armsmaster and Dragon that those calling cards raining down earlier today are just paper cards. They're not Tinkertech at all.
For those not in the know or did not get their own copy, [here's an image].
Now, for those that don't know why this card is so important, we need to start with Joker. He's an unverified cape in Brockton Bay who began activity around January 2011. He mainly targeted gang members, and he didn't discriminate. You could be Empire, ABB, Merchants, it didn't matter; you were on the chopping block.
Now, he didn't actually hurt these people. Rather, people would get a "calling card" which called them out on their crimes and promised a "change of heart." The actual method is officially unknown, but what we do know is that it fucking works.
One by one, these gang members would stop appearing in rallies, meetups, whatever. One day they'd be fine, the next day they hid in guilt and fear. I'm not kidding. The people that came forward would talk about how they felt guilty, and how bad they felt. They stopped participating. The non-cape numbers of each gang slowly bled out as more people said they were done with the life of crime. Some even started helping out the BBPD or whatever they can. Last I heard, they might have opened up some soup kitchen to help the homeless.
However, the top members learned what was going on, and they started punishing these people. They would end up running to the BBPD for protection. Life in a cell was a lot better than what the gangs did to them.
When non-cape members turned out to be an ineffective way of getting these ex-members back, the gangs escalated.
Empire capes stalked the streets. [Miss Militia] and [Triumph] fought [Hookwolf] to a standstill when he went around killing these ex-members.
And now, approximately 3pm today, calling cards rained today calling out [Kaiser], the Empire's leader.

Yeah, dude did some work. For a week or something, it felt nice to walk around, not being afraid of the gang mob. Yeah, there's capes, but they don't usually get us normal people. It's the rank-and-file guys that get us, so Joker targeting them was really good.
But uh, Kaiser? Did we miss a step somewhere?

Still going to say it: Joker is a fucking Master/Stranger. He's fucking hypnotizing these people to feel guilty. We're trading one bad guy for another.
And the fact people think this is fine is fucking scary. He's going to target these gangs, and when he finishes with them, he'll start Mastering everyone else.
And no one can see this but me terrifies me.

As much as I want to ignore the Doomposting Void, do we know Joker's powerset? These "changes of hearts" really point to a Master/Stranger power.

I've heard no one knows how Joker is giving these cards to the target. They apparently just appear at the target's home.
But Kaiser's card(s) appeared everywhere in Brockton. Why the change in method now?

If someone figures it out, tell me lol. I was drinking coffee Leblanc, and the sky outside got real dark all of a sudden. Thought it might have been an Endbringer, but it turned out to just be calling cards.

I'm curious, too. Whoever Joker is, he hasn't made a physical appearance. Hell, the only reason we know he exists is because of the calling card...

Well, with everything we've considered so far, he's a tentative Master/Stranger, considering he can just drop cards out of nowhere. He might have a Mover or Shaker, considering he moved a whole bunch of cards all over Brockton. We used to think the cards caused the change of hearts, which made him a Tinker, but it's now public they're just regular paper cards.

And it's confirmed Kaiser is the first big name he targeted? I remember hearing Purity left the Empire a while back. I didn't think about it before, considering she's still active, but is there a chance she was targeted by Joker?
