[Flashback]
On a cloudy day, Class 1-A students gathered inside the principal's office.
"If Deku and Dazzler return, everyone taking shelter here will be in danger." Endeavor pointed out.
"He's not wrong, Nezu." Tarot Chariot agreed. "Not to sound pessimistic, but there's no way the citizens will let them inside after everything that happened in the war."
"I'll figure out a way to make them understand." Nezu said. "You see, when we were preparing for the last School Festival, we reinforce the UA Barrier. We didn't end up needing the extra security, so this is our chance to test it out. Don't forget All Might grew up in this school too and we survived. Go ahead, students. Bring your classmates back."
The Class 1-A students looked stunned by their principal's agreement to their request. Together, they're going to head out and search for Izuku and Luna, and they're gonna bring them back even by force.
"Principal Nezu, you mentioned that the UA Barrier was upgraded. Will you elaborate?" Tenya asked, raising his hand halfway to his head. "We understand Midoriya and Luna's concerns and why they left us. If campus defenses are strong, that might help us convince them to come back. We need evidence that their return won't bring harm to anyone at the school. That's why initially we were just planning to fight with them in the streets."
"I didn't suggest they'd come back out of pity." Nezu answered. "Practically speaking, Midoriya and Luna are invaluable assets in our fight against the League. We want to keep them safe which means we should protect them in a state-of-the-art facility. Luckily, UA was able to buy the country's latest security tech on the chief. In fact, our defense systems are comparable to what you might find at Tartarus."
"That sounds impressive, sir. But those systems were no match against Shigaraki's forces." Yaoyorozu reminded.
"Correct." Nezu replied. "However, since UA was infiltrated last year, I've stayed focused on the threat Shigaraki poses. So, when it was time to reinforce the barrier, I went ahead and added my own personal improvements to the plans."
"Our school's better protected than a prison?" Iida questioned in surprise.
"It caused quite a stern. Let me be blunt. If an army of villains were trying to invade UA at this very moment, no harm would come to the evacuees or the students. Frankly, the attackers wouldn't stand a chance." Nezu explained. "You see, the UA Barrier is more than a stationary defensive wall. This campus can move. The grounds have been divided into a grid. Every part of which is independently mobile. In the event of an emergency, sections can be lowered to become an underground shelter. These shelters are then able to move along various paths. All powered by the magic of science."
"That's some mecha animate tech!" Kaminari exclaimed in utter surprise.
"Of course, if the system were to break down, our careful planning will have been for nothing, which is why there are also three thousand layers of reinforced plates underground." Nezu added. "If we detect anything abnormal, the interception system activates. This unlocks the support, so the defensive place can move as needed. As such, we can delay any especially troublesome attacks. In the meantime, the shelters would travel along safe routes, eventually stopping at another secure stronghold. Shiketsu, for example, recently bolstered their defenses. There will no more imposters for them and of course there are other similar hero high schools out there too."
"Shiketsu?! But their campus is so far away!" Sero exclaimed in shock.
"If I'm not mistaken, these plans have Shigaraki's upgraded Quirk in mind. But at the time of the School Festival, we didn't know that decay was going to become super charged." Tokoyami pointed out.
"You're right. I had no real evidence. Just a gut feeling." Nezu said. "That's why I paid for the extra measures myself."
"What did that set you back?! A few hundred million?!" Kaminari cried out in amazement.
"If you weren't aware, the principal supports cork mortality education. His passion is recognized globally." Endeavor said. "His contributions in this crisis have been vital.'
"Ignorance. Intolerance. Some people refuse to take that extra step to try and understand others. Many even group together and act out of fear. This prevents progress, putting in the work is the more difficult path." Nezu said. "Anyway, it would be both logical and beneficial for Midoriya and Luna to come back. You kids, get out there and give it your all."
[Flashback Ends]
In the meantime, the aggressive civilians began to barricade the high school as they all kept protesting that Izuku and Luna shouldn't be returning and they should be sent somewhere else. Unfortunately, Principal Nezu's words weren't strong enough to convince them because they were completely unconvinced the security system will be enough against Shigaraki and his League of Villains. Izuku's mother Inko started shouting for her son from the crowd, but Katsuki's mother Mitsuki held her back while telling her it's too dangerous. Ragdoll and Bloodberry shielded Kota and Cecilia, who looked at Izuku and Luna worriedly. Even Monoma held Eri inside the school while his Class 1-B classmates looked at the scene from the windows.
As Present Mic failed to calm down the civilians, Best Jeanist stepped forward.
"Best Jeanist, the only reason we came here is because we believed what you said!" A female civilian shouted.
"Yes. And I stand by that sentiment. As the principal explained, this is the safest place for you to be. Your lives are the priority. In order to prevent further violence, our plan was to use Izuku Midoriya and Luna Yagi as bait to find the villains. Unfortunately, our search was fruitless. We have little to show for it." Best Jeanist explained. "While the children are target of the villains, they are also our most valuable assets. To allow them to wear themselves down anymore could be fatal. This may not be ideal, but we're doing our best we can. We understand some among you feel anxious about this, but we hope you'll let them rest here in this stronghold. If we want them to fight for our futures, we need them to stay as healthy and strong."
The civilians have become silent from Best Jeanist's speech. But one male civilian managed to break the brief silence.
"Wait, are you kidding me?" A male civilian spoke as he took a step forward. "You know how things got this bad? You losers failed and turned Japan into a lawless country. And now that you screwed everything up, you want us to pay the price for it. That's what you're asking, right? What the hell is that about?"
One civilian's words quickly reignited the aggressiveness from the rest. They refused to be forced to pay the price for the Heroes' mistakable loss against the Paranormal Liberation Front. Izuku was becoming severely overwhelmed with the civilians' hatred and anxiety as if their words are starting to swell up his Danger Sense. Luna continued burying her tear-filled face into Katsuki's chest as she couldn't take so much yelling from so many civilians all at once.
Then suddenly, Uraraka released Izuku's hand and touched the pads on her fingertips. After removing the effects of gravity and making herself weightless, she started charging forward and grabbed the megaphone from Present Mic's hands. She jumped and floated over the outraging crowd before landing on the ground behind them. Uraraka then jumped high up onto the U.A. High building and landed on top safely, catching the whole crowd, the heroes, and her classmates' attention at the same time. She cancelled her Quirk and walked on the edge, holding a megaphone towards her mouth.
"Deku—Izuku Midoriya and Luna Yagi has a very important power!" Uraraka spoke.
"So what?! That just makes them even more dangerous!" A male teenage civilian shouted. "They'll get us killed because they want to take a nap!"
"You're wrong! They left UA because they didn't want to cause trouble for anybody!" Uraraka shouted back. "We're the ones who made them come back!"
The teenage civilian growled.
"Ochaco..." Luna muttered.
"What is she doing?" Izuku murmured.
"Their abilities are special!" Uraraka added. "A power created to beat All For One! That's why the villains are after them! Why they've been fighting this whole time and they've been doing it alone! They left to protect every one of us, but we want you to look at them now!"
The calming crowd turned their heads back and looked at Izuku and Luna for a moment. Even the teenage civilian stared at Izuku and Luna with a bewildered face.
"They want to change our situation more than anybody!" Uraraka continued. "And they put themselves in harm's way to do it! Do you see what that's done to them? Just because they have special powers, that doesn't mean they're special people!"
As the crowd kept staring silently at Izuku and Luna, a large green-furred foxlike woman and Lilia silently recognized Izuku and Luna as the ones who had rescued them earlier before coming to the U.A. Shelter.
Then, Katsuki and Luna walked up next to Izuku.
"There's a fancy system in place to protect these idiots. And still, they're scared out of their minds." Katsuki said to Luna and Izuku. "But don't worry, we'll clean up any messes you can handle."
Soon enough, more civilians finally began to understand how exhausted Izuku and Luna are with genuinely concerned faces.
"Look at them."
"Poor kids."
"They must have kept fighting. That boy went out of his way to save me and then ran off to help others." The foxlike woman spoke.
"Same goes for that girl. Even after she saved my life, she kept fighting and helping others in need." Lilia added.
However, the teenaged civilian remained completely unconvinced.
"We looked at them. Happy now?" The teenaged civilian spoke up. He looked back at Izuku and Luna. "Let me guess. You want us to get beat up like that, too?" He looked back up at Uraraka. "You wanna see us broken down and covered in mud?!"
"The heroes are the ones who are getting dirty!" Uraraka shouted.
Uraraka's words silenced the teenage civilian.
"They're the people who'll have to wash away the stain!" Uraraka continued.
All Class 1-A classmates watched Uraraka in awe. Iida walked up between Izuku and Luna, who kept staring up at Uraraka with speechless faces.
"You get it, right?" Iida said. "She's up there fighting. For all of us. She wants to see everyone smile. Especially you two."
Seeing Uraraka's determination made Luna and Izuku starting to tear up.
"Uraraka." Izuku and Luna muttered.
"I wish I could reassure everybody here, but I can't. And I'm sorry about that, really, I am." Uraraka continued. "The truth is, we're all scared. We're just like you! we care about our friends and neighbors, too!" She inhaled to catch her breath and screamed through the megaphone. "So please! Lend them your support! Help them fight for us! Search your hearts! Will you allow them to rest at your side? Will you give them time to prepare for this battle to protect you?"
Down below, Izuku and Luna continued tearing up.
"Izuku Midoriya and Luna Yagi are carrying the burden of their power and trying to keep us safe!" Uraraka added. "But they still have a lot to learn! They're just kids!"
"Yeah, but—" The teenage civilian spoke.
"I'm begging you!" Uraraka screamed at the top of her lungs. "Let UA continue to be their hero academy!"
Izuku collapsed to his knees on the ground and Luna hugged Katsuki super tight as they both began crying hysterically with tears streaming down their faces. As Luna and Izuku kept crying, the foxlike woman and Lilia started running through the crowd. But they weren't the only ones. Kota, Nico, Cecilia, and Bloodberry ran through the crowd as they made their way over to Izuku and Luna.
In heavy tears, Nico and Cecilia hugged Luna's legs.
"No more running. Please, Luna. No more." Nico said. "You saved me from a dark place. Let me do the same for you. That's why I'm here. You can smile and be happy again."
"It's alright, Luna. Everything's gonna be okay." Ceilia said. "That girl was given everything she got to make everyone understand what you're going through. Just like Nico, I'll give you all of my support. Because we want to be an amazing hero just like you."
"Nico…Cecilia…" Luna murmured.
Lilia hugged Luna, who became silently surprised to see her again.
"I should've known you were a UA student." Lilia said with a warm smile. "Your school was the only refuge to welcome heteromorphs like me when other shelters refused to take me in. But seeing you again makes me so happy. Thank you and continue your path on being a hero."
As the civilians looked on with genuine silence, a male civilian with three-star shapes around his head handed his umbrella to the teenage civilian and stepped up within the crowd.
"Maybe before we start getting hysterical, we listen to what the young heroes has to say." The star-headed civilian said. "They just want to rest. It's not like they're planning to stay here permanently. The city's short on resources and pros, so where else can he recover safely? Don't you think they deserve a break?" He turned to Nezu. "That's what you teachers were trying to explain, right?"
"Yes." Nezu confirmed.
"Can't they go to Shiketsu?" Another male civilian asked. "They've got a secure campus, too!"
"They could, but this same thing would probably happen to them there." A female civilian pointed out.
"To be honest, I've had to face some hard truths lately. Before things got bad, I felt like the pros were just performers on a stage." The star-headed civilian continued. "We watched an extraordinary man named All Might show us what a 'hero' really was. We applauded him, wand wanted to be him. And somewhere along the way, we forgot that he was a person. But the stage has been destroyed. The script was thrown out. There's no more money or fame for the pros, and plenty of them have called it quits. Given all that, you gotta wonder why the rest of them still bother fighting for us. If we reject those we are trying to help us even now, what do we have worth saving? How can we expect to get our lives back? I know this tough, but come on! We can't keep acting like a bunch of spectators!"
The entire crowd went stunningly silent for the star-headed man's words.
Then, the male civilian voiced himself again.
"There, uh, were lots of rumors about a young man in rags who could use multiple Quirks. Some said he was working with the villains, and some said he was a true hero." The teenage civilian spoke up. "And a young heroine with the heart of a true hero but resembles a dark vigilante. At least, that's what they said." He looked straight at Izuku and Luna. "So, tell us. If you two get some rest here, will you win? Will things go back to the way they were before?"
Luna placed her right hand on her chest with confidence.
"We'll make sure of it." Luna responded.
The teenage civilian gasped in surprise.
"Because we have our friends beside us." Izuku answered assuredly as he gripped his scarf. "And together, we'll make things right."
Motivated by Uraraka's speech and Izuku and Luna's confident response, the civilians started to clear a path for Class 1-A students to step in and escort Izuku and Luna inside the school building. From above, Uraraka smiled softly while wiping her tears.
Meanwhile, All Might began to walk away from the school with a sullen expression.
"Wait, Toshi. Where are you going?" Tarot Chariot asked.
"I'm gonna check on those hero-hating groups." All Might replied. "They still refuse to take shelter with us."
"Toshi…please stay safe." Tarot Chariot said. "We want to be here with our daughter and your protege."
"I will." All Might said with a nod.
All Might got inside his pitch-dark supercar and drove off.
